Mr Komolafe, chief executive of the Nigerian Upstream Petroleum Regulatory Commission(NUPRC), turned 60 on 26 September.
Last October, the government announced the relaunch of the programme and opened bids.
The commission explained that the rig completed the drilling of Gbetiokun-11 for NEPL and was demobilised on Wednesday, 9 August.
