The United Nations Children’s Fund (UNICEF), in partnership with the European Union (EU) and the Jigawa State Ministry of Education, has officially flagged off the Accelerated Basic Education Programme (ABEP) across 135 designated learning centres in 10 focal Local Government Areas (LGAs) of Jigawa State.
The initiative targets 135 learning centres across 10 LGAs to tackle ‘learning denied’ and ‘learning delayed’ for overaged and out-of-school children aged 10 to 18.

The landmark initiative forms a key component of the broader EU-funded Education and Youth Empowerment Programme in Northern Nigeria (EYEPINN), which targets out-of-school children and youth across Jigawa, Kano, and Sokoto states.
Speaking during the official flag-off ceremony in Dutse, the Chief of Field Operations and Emergency for UNICEF Nigeria, Judith Leveillee, stated that basic education is an inalienable fundamental right and the core foundation required for every child to unlock their full potential.

“Education is not simply a service; it is a fundamental right and the foundation for every child’s potential. Through ABEP, we aim to strengthen the education system so that all children aged 10 to 18 can access learning opportunities while building teachers’ capacity,” Ms Leveillee stated.
Addressing Dual Challenges: “Learning Denied” and “Learning Delayed”
According to UNICEF, the Accelerated Basic Education Programme strategically addresses two twin barriers that have long crippled educational attainment in Northern Nigeria.

The programme aims to reach marginalised children who have never had the opportunity to attend formal school and to support overaged children and adolescents who dropped out or enrolled late to catch up with their peers and progress.
By compressing standard basic learning curricula into accelerated pathways, ABEP equips learners with essential foundational literacy, numeracy, and functional life skills required for lifelong success.
Capacity building and system strengthening
The initiative prioritises capacity-building programmes for teachers to enhance pedagogical techniques and boost overall learning outcomes. UNICEF is also supporting the expansion of flexible learning pathways and establishing safe, inclusive environments tailored to welcome marginalised groups.

Expressing gratitude to state leadership, Leveillee praised the Commissioner of Education in Jigawa State, Lawan Yunusa, for his vision and partnership, noting that his dedication continues to drive progress across the state. She also extended appreciation to the European Union for its vital financial support under the EYEPINN initiative.
Stakeholders, government officials, and community leaders present at the flag-off expressed unanimous support for the project, pledging to work hand-in-hand to ensure every child in Jigawa State gains access to quality education.
