Katsina State Governor, Dikko Umaru Radda, has commissioned the newly completed Katsina Metropolitan Area Fibre Network alongside the Independent Solar Power Plant, describing the projects as major milestones that will accelerate technology adoption, expand digital access, and create new economic opportunities for young people across the State. The commissioning held today at the Katdict center, coming shortly after the successful InvestKatsina Economic Summit, marks one of the administration’s boldest steps in strengthening digital infrastructure and positioning Katsina as a competitive hub for innovation-driven growth.
Governor Radda emphasized that today’s commissioning represents another decisive step in digitising and modernising governance in Katsina, reaffirming that “Digital is the way forward, and Katsina will not be left behind.” He explained that the project was made possible through a single strategic policy—the waiver of Right of Way charges—which attracted over ₦4 billion worth of fibre-optic infrastructure covering 25 kilometres across the Katsina metropolis.

He stated that the fibre network will expand access to fast and reliable internet, enabling young men and women to leverage technology for education, entrepreneurship, remote work, and digital inclusion. He noted that the global economy is now shaped by information technology, and Katsina must ensure its youths are equipped to participate and compete. He added that the fibre network is a foundational backbone for the State’s “One Government Enterprise” vision—where all government processes are digitised and automated, and where residents can access government services with a single click.
The Governor stressed that northern Nigeria has historically lagged behind in digital adoption, making decisive government action essential to unlock opportunities for young people and boost the State’s digital competitiveness. He commended partners IHS for their collaboration and reaffirmed the government’s readiness to welcome more ICT sector players. He announced plans to ensure that all local government headquarters eventually enjoy free internet access, a core target under the State’s digital transformation agenda.

He further reiterated that no community will be left behind and that every local government must have at least one Digital Touchpoint to support efficient e-governance and provide young people with stable, high-speed internet access. He described the fibre network as a foundational pillar for e-governance, smart services, innovation, and ICT-driven economic expansion.
The infrastructure will support the administration’s vision of enabling citizens to access government services directly from their devices. Mr Radda also commissioned the Independent Solar Power Plant, developed in partnership with IHS Towers, noting that reliable energy is essential for powering the State’s digital backbone and ensuring uninterrupted connectivity across all platforms.
The Governor reiterated his commitment to policies that ease investor entry, expand digital infrastructure, and promote opportunities for youth employment, creativity, and innovation. He affirmed that the fibre network and solar project reflect Katsina’s determination to become a leading destination for technology investment and digital enterprise. He concluded with a firm message of leadership and ambition, stating that “The world has moved. Katsina will not only move with it—we will lead.”
Governor Radda then formally commissioned the Katsina Metropolitan Area Fibre Network and Independent Solar Power Plant, dedicating the projects to the people of Katsina State and reaffirming his pledge to continue driving initiatives that strengthen the State’s digital economy.
Earlier, Director General of KATDICT, Naufal Ahmed, emphasised that strong policy foundations are crucial to unlocking Katsina’s fast-rising technology and innovation ecosystem. He noted that policy is the backbone of digital growth, economic diversification, and long-term development. He highlighted that Katsina is now a national leader, becoming Nigeria’s first sub-national to adopt and pass the Startup and Innovation Bill—a milestone that signals clear support for innovators: “We see you, we believe in you, and we are ready to invest in you.”
According to him, technology is now a major driver of Nigeria’s economy, contributing over 14% of GDP, and Katsina has the opportunity to leap ahead in innovation, digital skills, and youth empowerment. With rapid growth, the State may soon face high demand for technical skills—potentially requiring imported professionals. He stressed that technology can solve major challenges such as unemployment, agriculture productivity, security, education, and healthcare. These possibilities, he said, reflect Governor Radda’s visionary leadership, which led to the creation of KATDICT and strong policy support.
The DG commended Governor Radda as the State prepared to unveil a major fibre project. He explained that the infrastructure, valued at over ₦4.7 billion, came at zero cost because Governor Radda waived the Right of Way (RoW) charges—prioritizing long-term digital prosperity over short-term revenue. This decision opened the digital market, made Katsina highly attractive to investors, and sparked interest from major players like IHS, MTN, and others. The State also streamlined permitting into a one-stop system where approvals are issued within 14 days, supported by efficient conflict-resolution mechanisms.
He revealed that discussions are ongoing on adopting a “Dig Once Policy” (Dig 1 Policy) to cut fibre deployment costs by 60–70% through shared ducts that prevent repeated road excavation and increase broadband expansion. The DG noted that with strong infrastructure, skilled talent, and improving power supply, Katsina is well-positioned to lead in Nigeria’s innovation space. He concluded that the future being built is aligned with Governor Radda’s vision of a smart, innovation-driven State powered by sound policies, modern infrastructure, reliable electricity, and continuous investment in creativity.
Those in attendance were the Commissioner for Commerce and Tourism, Yusuf Jirdede; Economic Adviser Khalil Nura Khalil; and other top government officials.
