Nigeria’s Gaming Gold Rush: FSGRN’s ₦150m licence offers a competitive gateway to Africa’s largest population, By Micheal Eja

The future of Nigeria's gaming industry will be defined not merely by the number of operators entering the market, but by the quality of investment, strength of regulatory oversight and sustainability of the industry we collectively build.

Nigeria’s gaming industry is entering a new era of opportunity. With a population exceeding 230 million, increasing digital adoption and a rapidly expanding online gaming market, Nigeria is positioning itself as one of Africa’s most attractive destinations for gaming investment.

At the centre of this transformation is the Federation of State Gaming Regulators of Nigeria (FSGRN), which has introduced a coordinated licensing framework that offers operators access to multiple participating state markets at a competitive cost.

Under the current framework, new operators pay ₦150 million for licensing, while existing operators pay ₦100 million for renewal.

However, as Nigeria’s gaming market continues to mature, the Federation is moving towards a revised licensing fee of ₦250 million for new operators in 2027.

For prospective investors, this development makes the current licensing window particularly significant.

Nigeria vs Ghana: The Cost of Market Entry

A comparison with Ghana, another established gaming jurisdiction in West Africa, demonstrates the competitive positioning of Nigeria’s licensing framework.

Ghana previously charged US$500,000 for a new online sports betting licence. Following revisions introduced in November 2025, the fee was reduced to US$300,000 for partly Ghanaian-owned companies and US$100,000 for wholly Ghanaian-owned companies.

The comparison is instructive:

Licensing CategoryNigeria (FSGRN)Ghana
New operator₦150 millionUS$300,000 (partly Ghanaian-owned)
Existing operator renewal₦100 millionUS$50,000
Wholly domestically owned new operator₦150 millionUS$100,000
Additional capital requirementSubject to applicable conditionsUS$2 million stated capital for sports betting

At an illustrative exchange rate of ₦1,400 to US$1, Ghana’s US$300,000 licensing fee translates to approximately ₦420 million, almost three times Nigeria’s current ₦150 million entry fee.

Although Ghana offers a lower US$100,000 fee for wholly Ghanaian-owned companies, Nigeria’s proposition becomes particularly attractive when its larger consumer market and multi-state licensing arrangement are considered.

Importantly, licensing fees alone do not represent the total cost of market entry. Capital requirements, taxes, regulatory obligations and operational expenses must also be considered.

Nevertheless, Nigeria’s competitive entry fee, combined with its market size, offers a compelling commercial proposition.

FSGRN: One Framework, Multiple Markets

The Supreme Court judgment of 22 November 2024 fundamentally reshaped Nigeria’s gaming regulatory landscape by affirming the constitutional authority of states over lottery and gaming regulation.

Rather than allowing this development to create unnecessary regulatory fragmentation, state regulators came together under the FSGRN to establish a practical framework for cooperation.

On 7 May 2025, the Federation adopted the Subnational Reciprocity Licensing Framework, introducing the Universal Reciprocity Certificate (URC).

Through this arrangement, qualifying operators can obtain coordinated regulatory recognition across participating states without undergoing entirely separate licensing processes in each jurisdiction.

The framework accommodates four principal categories:

• Online Sports Betting
• Online Casino
• Public Online Lottery
• Promotional Competitions

For investors, the benefits are clear: reduced administrative duplication, improved regulatory predictability and access to multiple participating state markets.

For regulators, the framework strengthens compliance supervision, information sharing, technical standards and player protection.

Crucially, this arrangement preserves the constitutional independence of participating states while demonstrating that regulatory cooperation can deliver practical commercial benefits.

The URC remains subject to applicable state laws, fiscal obligations and continuing regulatory requirements.

FSGRN Licensing Fee to Increase to ₦250 Million in 2027

The FSGRN licensing fee for new operators is set to increase from ₦150 million to ₦250 million in 2027, representing a ₦100 million adjustment, or approximately 66.7%.

This development reflects the evolving value of Nigeria’s coordinated licensing framework and the increasing commercial significance of access to participating state gaming markets.

The current ₦150 million fee therefore presents a significant opportunity for operators considering entry into Nigeria.

At the existing rate, prospective operators can secure the relevant authorisations at a substantially lower initial licensing cost than the proposed 2027 rate, subject to applicable licensing conditions and the implementation provisions of the revised fee structure.

The adjustment also reflects a broader regulatory objective: ensuring that the licensing framework remains commercially relevant, supports effective supervision and provides the institutional capacity required to maintain a responsible and sustainable gaming industry.

As regulators, our responsibility extends beyond facilitating market access. We must ensure that market growth is accompanied by strong compliance, responsible gaming practices, consumer protection and regulatory accountability.

Nigeria is open for gaming investment, but that investment must be responsible, properly licensed and compliant.

The Bigger Opportunity: Beyond Licensing Fees

Nigeria’s competitive advantage is not simply that its current licensing fee is lower than Ghana’s fee for certain categories of operators.

It is the combination of market size, commercial potential and an innovative regulatory framework built on cooperation among constitutionally independent state regulators.

The FSGRN has demonstrated that regulatory efficiency does not require the surrender of state autonomy. Through reciprocity, we are creating a more coordinated and predictable environment for responsible gaming investment.

As the Federation prepares for the 2027 licensing fee adjustment, prospective investors should carefully evaluate the benefits of entering the market under the existing framework.

The message to international and domestic gaming investors is clear: Nigeria offers scale, regulatory coordination and a competitive pathway to market entry. The opportunity is here, and the cost of entry is changing.

The future of Nigeria’s gaming industry will be defined not merely by the number of operators entering the market, but by the quality of investment, strength of regulatory oversight and sustainability of the industry we collectively build.
