The union says the strike is "total and comprehensive".
The university has been shut down since last year over funding challenges.
The newly-inaugurated council is to be headed by a professor, Oladapo Afolabi.
The union accuses the government was misrepresenting facts regarding the crisis rocking the institution.
The former governor also pledged his pension for six months.
The lecturers said a KPMG audit should not stop salary payment.
The university remains shut as owner states declines to fund it.
"Our goal is to raise N1 billion in 90 days. However, wage bill is N350 million monthly.”
The students barricaded all entrances to the institution.
The LAUTECH chapter of ASUU went on strike in June 2016.
The university has been closed since June last year.
ASUU says it also wants a clear position of funding of the university.
