Governor Seyi Makinde’s administration released N3 billion for capital projects of the Oyo State Security Network Agency and Amotekun Corps in the first half of 2026. Still, it made no expenditure on the agency’s overhead despite budgetary provisions, a review of official budget documents by PREMIUM TIMES has shown.
The findings are contained in Oyo State’s 2026 Second Quarter Budget Performance Report, which also showed that the agency received ₦1.84 billion for personnel costs over the six months.

The report showed that the agency recorded a capital expenditure performance of 53.1 per cent, having spent ₦3 billion of its ₦5.66 billion capital allocation between January and June.
However, although the agency had an overhead budget of ₦200 million for the year, no expenditure was recorded under that category.

The spending pattern follows continuing security challenges in Oyo and across parts of the country, with state governments investing in security infrastructure to complement federal security agencies.
Oyo records ₦606.37 billion revenue
The budget performance report showed that Oyo generated a total revenue of ₦606.37 billion between January and June 2026.
The Oyo State Government’s share of Federation Account Allocation Committee receipts accounted for ₦398.4 billion, while Internally Generated Revenue contributed ₦55.47 billion.

The state also recorded ₦42.31 billion as an opening balance brought forward from 2025, ₦736.27 million from aids and grants, and ₦164.92 billion from domestic loans and borrowings from financial institutions.
Within the same period, the Makinde administration spent ₦387.26 billion, comprising ₦136.95 billion on recurrent expenditure and ₦250.31 billion on capital projects.
Security capital spending lacks details
A review of the 2026 Appropriation Law showed that the capital allocation for the Oyo State Security Network Agency and Amotekun Corps covered both office equipment and major security infrastructure.
The approved items include the purchase of three HP computer systems valued at ₦1.5 million, an HP LaserJet 2035 printer costing ₦1 million, a LaserJet scanner machine worth ₦500,000, a Canon photocopier valued at N1.5 million, ballistic vests and helmets, as well as water pumps estimated at ₦100 million, and five Canon ESS500 cameras valued at ₦500,000.
The construction of “airstrips and logistics facilities at Alakia Airport,” with a budget of ₦5.55 billion, is also included in the capital allocation for the Oyo State Security Network Agency and the Amotekun Corps, even though it is unclear how this provision relates to the state’s security. PREMIUM TIMES could not immediately get the Oyo State Government to comment on this.
Although the budget performance report stated that ₦3 billion was spent on capital projects, it did not specify which of the approved projects or procurements received the funds.
Similarly, under another budget line for the purchase of security equipment, the report showed that ₦804.74 million was spent out of the approved ₦5.35 billion allocation.
Minimal spending on other security items
The report also revealed low utilisation of some other security-related allocations.
Although ₦1.505 billion was appropriated for security services, only ₦160,000 had been spent by the end of June.
Likewise, Oyo recorded limited spending on its security vote.
The 2026 budget approved ₦142 million for security vote and operations, but only ₦15 million had been spent by the end of the second quarter, representing 10.6 per cent of the budget performance.
Security votes and related security allocations by state governments are typically used to support security agencies through logistics, intelligence gathering, fuel supply, operational vehicles, emergency responses and stipends for local vigilante groups.
However, the budget performance report did not provide a breakdown of the activities or expenses covered by the recorded spending, making it impossible to determine precisely how the funds were utilised.
Surveillance aircraft
The expenditure report comes days after the Oyo State Government took delivery of two surveillance aircraft procured for ₦7.76 billion to strengthen security operations across the state.

PREMIUM TIMES earlier reported that the Diamond DA42 Multi-Purpose Platform aircraft arrived at the Samuel Ladoke Akintola Airport, Ibadan, more than a year after the state announced plans to acquire them.
The Makinde administration said the aircraft, described as Intelligence, Surveillance and Reconnaissance platforms, would improve the state’s ability to detect, monitor and respond to security threats.
The acquisition reflects a growing trend among some state governments investing in security assets to complement federal security agencies, as kidnapping, banditry and attacks on highways continue to pose security challenges. Oyo, like several South-west states, has in recent years experienced kidnappings and attacks in rural communities and along major roads, prompting increased investment in intelligence-led security operations.
