Mr. Mimiko has just commenced his second term in office.
The Ondo State Governor, Olusegun Mimiko, on Tuesday signed the State’s 2013 Appropriation Bill of N152 billion into law.
The budget, the first to be implemented in the second term of his administration, is made up of N73.5 billion for recurrent expenditure and N78.9 billion for capital expenditure.
Speaking at the ceremony in Akure, Mimiko said the crux of the budget is consolidation and sustainability to ensure that all programmes and projects initiated for the desired transformation are pursued to a logical conclusion.
He said since government’s major handicap in the past has been inadequate revenue; his government has placed the issue of revenue generation on the front burner this year to complete the on-going projects
Mr. Mimiko said, “The implementation of decisions taken at the Revenue Summit will block all loopholes in the revenue generation apparatus, expand the revenue base and increase the quantum of fund available for the execution of all projects in the budget.
“In order to fully implement the 2013 budget, all Ministries, Departments and Agencies are to develop their work plans out of which Key Performance Indicators will form the basis for measuring and tracking our performance at regular intervals. At the end of the year, greater achievements would have been recorded over past years,” he added.
The governor attributed the delay in preparing the budget to the last gubernatorial election, but praised the state’s legislature for its quick action in the process of working and passage of the “caring heart budget 1V”
In his address, the Commissioner for Economic Planning and Budget, Akin Adaramola, mentioned the innovations which brought about the changes in budget crafting in the last four years.
“At the inception of this administration, we met a manual budget preparation process which is characterized by avoidable human errors, inefficiencies and delays. However, today we have transformed the process to a fully automated e-based application process. This has given room for promptness and accuracy in preparation of the budget,” he said.
