Zamfara governor tackles Fayose over $1 billion released for Boko Haram war

The Chairman of the Nigeria Governors’ Forum, AbdulAzeez Yari, has reacted to Governor Ayo Fayose’s declaration that $1 billion withdrawn from the Excess Crude Account, for use in the fight against Boko Haram, is a ruse.

The Ekiti governor had said in a statement on Friday that the spending made no sense since the Buhari adminstration claimed it had defeated Boko Haram.

The governor alleged the withdrawal, approved by the governor’s forum, was meant to finance President Muhammadu Buhari’s re-election in 2019.

Mr. Fayose also denied that the withdrawal from the excess crude account received his approval.

But Mr. Yari, who is also Zamfara state governor, claimed the decision to allow the Federal Government access the money, was a collective one by the forum.

He said being absent from the meeting where the decision was taken did not clear anyone of responsibility for the forum’s resolutions.

“I am saying that that statement was an unfair cut against the Forum,” Governor Yari Abubakar said. “When a decision is taken by the Forum in one’s absence, once there was a quorum at the meeting where the decision was taken, (it) becomes binding on all. I am sure Fayose was not making the statement to undermine the Forum. He was just doing his thing.”

Mr. Yari said the decision was a “conscious sign by the two parties to show the synergy between the NGF and the Presidency, “which ought not to be politicized,”

“This same lack of unity between governors and the presidency had brought about poor governance in the past, throughout the country and now that we are working together no one should constitute a wedge in the process,” he said.

He added that “you can never spend too much on security because the safety of lives and property are the most cardinal among all the principles of governance, in any democracy.”

Governor Yari said the issue of drawing from the ECA was broadly deliberated at the forum’s meeting on the eve of the National Economic Council meeting where the decision was taken.

“If Governor Fayose was there at the meeting, he would have seen the wisdom in the decision. Yes, the administration is claiming to have decimated the insurgents out of Sambisa Forest but they are reemerging in different flashpoints across the country. They need to be tackled wherever they are and the NGF decided to support the Presidency just as it (The Presidency) had been supporting states with their own problems,” Governor Yari Abubakar argued.

A statement issued by the governors’ forum secretariat in Abuja said Mr. Yari was considering addressing a press conference on the matter to “clear the air”.

“Governor Fayose is on his own. We have to protect our people and we have to do it with everything we have,” he said. “Let me reemphasize one more thing, Mr President is a responsible and honest leader who does not believe in money politics and he would never divert public resources into it.”

      This is impunity. When did the so called Big Gov Forum become the national assembly that appropriate our collective monies? Have we sacked the Rep snd Senators? Corruption, illegality and overt insincerity spending extra N368B to fight a defeated enemiy!

        Julius. There is no impunity here. Using your question, when does National Assembly do appropriations for the States? If you answer that question positively, which I believe you cannot because of your statement. I will further ask you to answer when does National Assembly appropriate funds for the Federation Account to share amongst the three tiers of Government. One Federation Account sharing took place on Friday where the Account General of the Federation answered this question and was carried out in the news. But knowing Nigerians because the AGF is from the North you’d not believe him. But that is a fact.

        I believe if Nigerians can be patient enough to be widely read in all aspects of National perspective, negative thinking would be avoided.

    Was there Unity between the Governors and the past governments on several issues in the past? We have not forgotten the Shariah issue during Obasanjo’s time and Boko Haram era. So Yari is now seeing what Obasanjo and Jonathan got from the North, abi? Fayose and Ekiti Local Governments should file a case at the Supreme Court to stop such a move. Or the share of Ekiti State Government and its Local Government Councils should be deducted from the 1Billion Dollars while the rest should be used to fund the fight against Boko Haram. Unless this is done this Boko Haram scam will not end. Enough is Enough!

    why was Fayose not present at the Security meeting or the NEC meeting? Fayose is one Governor who has always been absent when it comes to Forums involving the country and presidency. He should be advocating for judicious use of the funds not raising the dust for a fight

      There is nothing wrong with that especially when it is clear Fayose is somewhat of a pariah in the Presidency and NGF. Let me remind you that, 2003 to 2014 Buhari exempted himself from majority of Council of States meetings in protest against what he believed was his electoral loss to Obj, Yaradua and Jonathan

        From my memory I think he was not an elected personnel, not chosen by any Nigerian to represent him/her from your aforementioned date, which differs currently for Fayose cos representing the people is paramount to the task of governing.           You have a good point, but remember the NGF is not a constitutionally recognized body, infact it is more of a contraption deliberately conceived to feed the selfish interest of the Governors. As for NCS and EC meetings, his Deputy stands in for him which I think is constitutional.

    It was the same Excess Crude Account that some governors mounted pressure on GEJ and even took him to court to share. Eventually, they accused him of squandering the resources and not saving for the rainy day. Fayose is a governor and sees what most of us do not see. Let’s give him benefit of the doubt. Why draw from the fund saved for a rainy day? If we can borrow to fund recurrent expenditure, like salaries and overhead, why not go that way? If Boko Haram has been defeated, why tamper with the ECA? Those are the points Fayose is making. PMB we know, will make similar argument. Calling Fayose names and abusing him on this platform pays no one any dividend.
