Buhari’s budget a big fraud’ – PDP

The Peoples Democratic Party has described the N6.8 trillion 2016 federal budget presented by President Muhammadu Buhari on Tuesday as a big fraud and executive conspiracy tailored towards mortgaging the future of the nation.

The party queried Mr. Buhari’s decision to borrow N2 trillion, the biggest in the history of the nation as the “height of recklessness and deceit from a government that trends on propaganda”.

The PDP in a statement by its National Publicity Secretary, Olisa Metuh, on Tuesday berated the Federal Government for trying to use their “bogus” welfare programme and “phantom” capital projects as cover and conduit to syphon the funds to satisfy partisan interests, particularly to settle huge campaign debts.

“It is obvious that this budget is an extension of the campaign promises of the APC government, presented as a manifesto filled with bogus promises which implementation will be inconclusive, thereby allowing the APC to once again deny their promises.

“There has never been any known economy in the world where government deliberately mortgage the future of its nation by borrowing excessively to finance partisan interests while hiding under bogus welfare programmes. This is moreso important as the APC in reeling out their bogus campaign promises never informed Nigerians that they would mortgage their future through excessive borrowing.

“We have it on good authority that this is the first in the series of APC borrowings which would leave the future generation of Nigerians under the burden of huge debts after four years,” PDP said.

The PDP also said the budget clearly showed that after seven months in power, Mr. Buhari and his party, the All Progressives Congress were yet to differentiate between governance and campaign propaganda.

“By all standards, the 2016 budget, the first major economic policy outing of this government, is completely unrealistic and duplicitously embellished with impractical predications, a development that confirms fears by economy watchers and investors that this administration is obviously ill-equipped for governance.

“We are indeed shocked that President Buhari and his minister of information have come up with two different reasons for the current fuel crisis in the country. While we appreciate the President’s apology, we think it is high time he called this minister to order as his excessive propaganda and blame game are ridiculing this administration and the image of the nation.

“Furthermore, it is instructive to note the official endorsement of Mr. President to the devaluation of the naira as against his campaign promise of firming up the value of our currency even to the much vaunted one naira to one dollar.

‘Does it mean that Mr. President lied his way to power, or that he did not understand the complexities of governance when he was making his false promises to Nigerians?

“In future, there is need to regulate campaign promises so that we will not end up with a government that promises to climb Mount Everest with bare hands and end up mortgaging our future with orchestrated borrowings.

“Finally, we want to request Mr. President to once again to involve experienced and well-tested hands in the management of the economy and budgeting processes. This economy is not for Mr. President, neither is it for the APC. The progress of the economy is for all Nigerians and as such, due care should taken to save ourselves from unrealistic and deceptive programmes,” the party said.

    I have examined the 2016 Budget Proposal presented to the National Assembly, and my conclusion is that it may have been written in n January 2015, when the economic fundamentals were better.

    This budget does not address our current realities and appears somewhat fantasist in nature, almost as if it was written by a very good novelist, rather than an up-to-date economist.

    The projections for oil earnings in 2016 are not realistic, given the fact of several million barrels unsold at our terminals. Secondly, the unit price of oil is dropping by the minute, and was at $31/barrel as at yesterday, giving the lie to the $38/barrel benchmark set by the authors.

    If oil will not give us N800b as projected, it would make sense to look to other sectors to make up the inevitable shortfall. Customs alone provided over N900b in revenue in 2014,/missing their target of N1.2b by a wide margin.

    In this year, they were on target to beat last year’s figures in the earlier half, prior to the inauguration of President Buhari. One of his first acts was to appoint a new CG in the most controversial circumstances, and the immediate result was a sharp drop in revenues that has persisted to date. Projections are that the figures for 2015 may not be up to 30% of the 2014 figures.

    The Central Bank’s futile attempts to regulate the foreign exchange market has contributed heavily to the Customs revenue disaster, and unless the current stringent controls are loosened, that disaster will worsen in 2016.

    The same exchange controls are responsible for the hardship faced by not a few manufacturers and businesses around the country. This has resulted in a sharp drop in turnover, which will affect profits, which will in turn affect FIRS revenues in 2016. A concomitant slide in remittances from FIRS is expected by realistic economists.

    The Agricultural policy framework of the previous administration, widely lauded for its immediate and sustained results, reflected in the spectacular contribution of the agricultural industry to our GDP in 2014, has at best been interrupted by the 6 month hiatus occassioned by the President’s refusal to appoint ministers for 6 months, and at worst completely abandoned.

    The net effect of this, combined with the wrong-headed decision by the Customs CG to re-allow the importation of rice after its initial ban, is to seriously discourage investment in agriculture, both local and foreign, and a subsequent drop agricultural contributions to our national fortunes.

    The obstinate insistence on 1984-style exchange controls has also impacted negatively on our FDI receipts, which were destined to push our economy into the world’s top ten economies. The inability of airlines to repatriate their profits has discouraged investors from looking any further in our direction.

    Finally, for a budget that ought to be directed at shaking the economy out of the lethargy induced by 6 months of government inactivity, it is strangely skewed in favour of recurrent expenditure. I doubt the Minister for Power, Works and Housing will be achieving much in 2016. It also does not look like many jobs will be created.

    All of these factors make the N2.2t deficit projected by the authors of the budget completely at variance with reality. It is.more likely that our deficit will run in the order of N4t, with a likelihood of that figure increasing exponentially in 2017

    Prima facie it looks as it’s all doom, but a non perfunctory look it may sustain and carter to present yearnings if the writers are thinking of the worst before the best. I don’t want to be pessimistic, this Budget will only function for Half-Life if the back up battery is not powered up to make it do the needful for the Nation that’s reeling in a state of quagmire and quandary.
    In summary,APC is a fraud from day one as this meaningless budget has proved once again!     He says his government will BORROW a whopping 2 trillion naira to fund the budget.

      Deficit is not a budget element. If health and education are down some other items must be up. Everything cannot be down and the overall budget up. You need to present a full picture before drawing conclusions.

    While PMB works hard to get Nigeria off the steroid that GEJ was pumping into us, the buffoonish quartet of FFK, Metuh, Okupe and Aribisala continue to shamelessly entertain us without our solicitation. Can anyone please ask the Minister of Works to find these GEJ choirboys construction work on any of our highways, where they should be charged with filling potholes from 9 a.m. to 5 p.m. daily?       Nigeria is in big trouble now. I see comments here and can’t but shake my head and cover my heart in shame. I’m sure 98% of those who commented here never took the pain to read the budget speech delivered by the president. For one, how could a “thinking mind” agree that this is the best we’ve waited for in 7months? From Fashola, to Ameachi and to Audu, these three men holding key ministerial seats have made it known differently in their press briefings that they’ve come with virtually empty innovations, as the innovations made during the past administration are too expedient to be ignored, hence, Fashola on his own part concluded, he’s completing those projects and policies in the Works, Power and housing sectors( it’s online go read this in doubt) Ameachi on his side posited he never knew Rail way system existed in Nigeria, but got to know after his tour, hence, his work wud be to publicise this and complete the undoing ones. On the side of Ogbeh, Adesina’s precedence in that sector is so huge for him to discard, of which there is no alternative to diversification of the economy into the Agricultural sector, which the past administration fathomed and invested in. ATA, is to be continued in this respect, no other choice, no other suitable policy. In all, this administration has to continue from where the “clueless” ones ended, with some line of policies. Is that not worrisome enough to look back and chexk our facts b4 following the mob? They av no option than to recognise these works cos they’re there to see. In 8years this govt can’t do anyti other than continuation of the past govt policies and projects. Non of them could attack those polices now, but still some “intellectual lazy bigots” would come online in the name of defending their infallible father, whom they’ve turned to god, without checking their facts. Oshi-omo-ale either thru proxy or himself, never had the gut to talk about that ministry and Adesina again. What of the NLNG? Allegations of misappropriation of funds by the management under the past administration. Those guys again, came with their facts and figures, shutting up this frivolous loquacious Edo man. US since claimed he lied about some stinking revelations he claimed was alluded to him by “one US Senior official”. From unset I knew he was lying. Come to think of it how could the lowest of the US official respect this people that climbed tables to snap with Obama and later paraded as their govt success, to have hinted one of them who is no different of such information? Not to talk of a senior official who ordinarily will look at them all disdainfully.

      For this not to read spam, I will round up here on the latest of Hell’Rufai’s obnoxious claim on the independence anniversary under GEJ, where he claimed 60 billion naira was expended. Information and facts from the OSGF requested for, by some independent observation groups, showed that that administration spent less than 300million naira or there about in total of five years( plz the information is online check it out!) where then did this midget evil found his figures? He didn’t make mistake. It’s their person, it’s who they are, students of Joseph Goebbels.

      It’s now surprising that despite all these accusations, coming to be outright lies, some still believe these people when they greet them “Good morning” they have no access to clocks as a poor individual, but instead of going out to see if it’s really morni, they take the baton and start racing, greeting everyone on their path in their cocoon, GOOD MORNING. Buhari himself and host of others in the ruling click are deemed innocent until proven otherwise by the court of law. I wonder when the media as turned the “law court”. This Dasukigate is another fraud to be uncovered when the case is commenced fully in the court. Enough of “oneEFCC source” we want to hear them on live on trial and stone them if need be. With so many of this govt claims that have overtime proven to be frivolous and callous, what do we make of this case? Can one truly believe their scripted story? Is that why they’ve been holding these suspects in incarceration and praying the court for secret trial, instead of fair public trial? Let this issues be debated publicly in the law court and prolly again, like the previous examples they end to be garbage.

      We’re at the height of debt servicing and our debt portfolio on the peak, the govt has no solution, but to add more in show of complete bravado, still we see nothing. 2 trillion Naira to be borrowed from our oppressors, who in turn for the loan inflict more pain on Nigerians. Remember the amount here is not the limit of the borrowing. As things get worse, they will run to borrowing instead of producing. All the programmes listed in that budget, 2016 is here, I won’t say more. In cutting leakages no doubt the govt had taken good step “if implemented fully”. Let the Governors and the president disclose and reduce their security votes in lieu of Salaries to reduce cost.
