Dasukigate: Allegations of payments, SUVs to Buhari vindicate us – PDP

The Peoples Democratic Party, PDP, says President Muhammadu Buhari’s denial that he benefitted from funds relating to the arms deal scandal, and the consequent controversy trailing it, underscores the need for a more neutral and transparent body like an Independent National Truth Commission to examine all issues relating to handling of security votes and campaign funding without interferences from the government.

The PDP, in a statement by its National Publicity Secretary, Olisa Metuh on Wednesday said the leak that President Buhari benefited from the office of the former National Security Adviser, Sambo Dasuki, against the convention of dealing with the office of the Secretary to Government of the Federation, also stresses the fact that the war against corruption should be holistic, transparent and not politicized.

“We challenge this administration to a no-holds-barred public inquisition on all issues of security votes and campaign expenses. This is more so as we have evidence that President Buhari and the APC budgeted and spent billions of naira corruptly sourced for their presidential campaign, in addition to on-going sleazes in the system under the APC government.

“Furthermore, this current orchestrated and selective war against corruption should not be an excuse to justify the onslaught by the government against democratic institutions, especially the judiciary, wherein judicial officers are now being hounded and coerced in the desperation to take over key PDP states of Akwa-Ibom, Taraba and Rivers.

“Today’s Court of Appeal ruling against Rivers State Governor Nyesom Wike and our federal legislators are clear fall-out of President Buhari-led government’s muzzling of a section of the judiciary, a development that portends grave danger to our democracy and the much desired peace and stability in the volatile region of the Niger Delta, especially coming on the heels of APC induced violence that led to the inconclusiveness of the Bayelsa state governorship election.

“We are very worried that our country, now under the command of President Buhari, is gradually sliding into a police state with observed bloodthirsty tendencies by obviously compromised security operatives for which the citizens now live in fear.

“For instance, how can this government explain its indifference to the recent senseless bloodletting in Zaria, Kaduna state, where the military clashed with an Islamic group resulting in loss of lives, as well as the mindless attack and killing of some unarmed protesters in Onitsha, Anambra state, by security agents?

“Also embarrassing to democracy is the flouting of judicial pronouncements, the growing erosion of personal freedom, violation of fundamental rights of citizens and brutal manhandling of suspects facing various trials, as amply evidenced by the case of the former Director General of the Nigerian Maritime Administration and Safety Agency (NIMASA), Mr. Patrick Akpobolokemi, who, while on bail was openly beaten by security operatives.

“We note that these developments are in direct contrast to democratic environment created by the PDP in the last 16 years where the rule of law and freedom of citizens were allowed to reign.

“Of utmost concern is the unprecedented and frightening polarization of the country coming as direct consequence of the undemocratic tendencies of the Buhari administration. In the last seven months of this dictatorial and divisive regime, there has been an alarming escalation of inter-and intra-religious and ethnic hostilities that clearly threaten national cohesion and stability.

“We therefore caution this government to come to terms with the fact that this nation cannot afford to contain, at this time, undue and avoidable pressure coming ceaselessly from its totalitarian tendencies and actions.”

    BUHARI AND THE CAMPAIGN “WITCHES” AND “COWRIES”

    One major problem of we Nigerians is SELECTIVE AMNESIA. I call it hypocrisy. Ask me why. We have been inundated with how much was paid to AIT and media houses/owners by the last government. Can President Buhari ask how much his own party paid to AIT for live coverages of their campaign rallies? Can the president probe the “retainer” paid to Channels Television for coverage of his party’s campaigns (both presidential and governorship) and for “positive report” of its activities which did station did very ‘well’.

    I heard of the figure but permit me not to mention it here. What of some newspaper houses? Some of those pontificating on social media right now were beneficiaries of these payments. Yes they were. A friend of mine very close to Amaechi said the former governor said he was baffled by one thing during the campaigns: BUHARI NEVER ASKED THEM WHERE THE MONEY THEY WERE SPENDING WAS COMING FROM. Yet, a three-hour live coverage by Channels TV for political event could be as high as N12million. You can imagine how much will be spent if you booked for over 60 live coverages.
    Who paid for them? Do you know how much each party allocated to each state for “mobilisation” before, during and after the elections? You don’t want me to mention figures again. But I ask: who provided the money?

    The point here is that the two parties STOLE our money for campaigns. Amaechi (I have since established he was the biggest campaign donor for Buhari) emptied Rivers State treasury for Buhari while Jonathan too helped himself in Abuja like hell. Both of them spent billions. Our billions.

    Why did I bring this up?
    1. To let Buhari supporters and moralists on social media know that witches did not help Buhari to presidency. Stolen funds did through corrupt politicians who now surround him!
    2. It was not that when PDP was spending stolen billions, APC was spending saved cowries. They both spent money. Good money.
    3. Buhari has no MORAL right to probe campaign funds since he did not ask his sponsors where they got the billions they spent on him.
    4. If he now says he has CONSTITUTIONAL duty to do that. Good. Then let him extend it to his own party and see if he himself won’t go to jail. Reason? There is no difference between him who collected money from Amaechi (without questions) and Bafarawa who collected from Dasuki.
    5. Finally, let the presidential spokesman tell us what he meant by “nothing more than the president was entitled to” as per the Dasuki bonanza was concerned.

If the government is sincere in her war against corruption, then it must not only be limited to the past administration or even PDP, a situation whereby one is considered “non” corrupt immediately he embraces APC portends danger for our democracy, on the issue of the recent tribunal and court of appeal judgment, itself crystal clear that the judiciary as an independent arm of government, has allowed herself to be raped and bruised by the executive arm, it’s so shameful that while it is the same INEC that organised the last election in the country, the states won by PDP are facing series of nullifications while the APC states are being upheld, no democracy functions optimally with the executive interference in the judicial matters

      Buhari did not tell you that he collected $300k. All he said is that he got back his entitlement that were involved in an attack through whoever, from Federal Government of Nigeria. During this same period, I am sure what actually happened is that the GEJ administration mismanaged the budgetary allocation for replacement of SUVs and some other entitlements of ex Heads-of-state and ex Presidents, hence they put hands into the money allocated for purchase of ammunition to equip the military. GEJ must have got his own 3 SUVs and some other entitlements as an ex President. Did he query how PMB’s government got money to purchase those vehicles and pay his entitlements? Let us be reasonable so that our children do not look at as us as people with nothing to contribute to how this nation can move forward.

    All I am saying is that the security votes under the National Security Adviser (NSA) is part of the prerogative of the President at a given time to stabilise the country. President Buhari must be bold enough to go beyond Jonathan’s tenure and let us look at all the NSA’s in office in the last 16 years.

    In defense of his principal that was accused of eating yams from the Dasuki barn, Femi Adesina quoted a 1999 military decree that entitled his principal to 3 vehicles that are replaceable every 4 years.

    Frankly, that statement by Adesina is pathetically misleading and an attempt to pull wool over the eyes of Nigerians.

    1. We are running a constitutional democracy and relevant laws are the constitution and acts of parliament. I don’t know how lawyers put it but I know that all “good decrees” must necessarily be passed again by the national assembly to survive.

    Will Femi Adesina go to court and quote a 1999 decree for his own salary as a presidential aide?

    2. In 2006 the national assembly under Obasanjo debated entitlements to former leaders but it was shot down because Nigerians didn’t want to reward coup plotters who truncated democracy. I recall the heated debate and at the end of the day no such law was signed. Even Femi Adesina wrote scathing articles then.
    The national assembly introduced the proposal again in 2010 and even the last national assembly via the pension proposal for former leaders.

    Mr Adesina knew that we do not have current laws supporting any entitlement to ex-Head of State Buhari and hence resorted to quoting decrees to mislead people.

    3. Buhari as at the time of the Boko attack in Kaduna was constitutionally entitled to benefits as a retired General. A friend told me he has been receiving his benefits as a Retired General in the Army.

    Key question to ponder on: is it the office of NSA that normally delivers retirement benefits to former military chiefs or even former leaders? I thought it is the office of the SGF that handles issues related to privileges?

    4. If Femi Adesina claims that Buhari was entitled to 3 vehicles every 4 years then let him provide evidence that he has been collecting those benefits from all the former NSAs every 4 years since 1999. He should also convince us that the contentious largesse came within the 4 years cycle.

    And please let us note this: if a retired civil servant collects his due pension and was robbed of it on his way home he cannot claim that a benevolent President who dashed him money afterwards is giving him his “entitlement”. He has already collected his entitlement.

    Femi lied when he claimed that the replacement vehicle was an entitlement. The entitlement, if any, must have been the vehicle damaged by the attack.

    Dasuki dashed him a replacement, at best.

    Why is Femi quoting decrees and lying all the way?

    Answer is simple: he and his people do not want to tell Nigerians that what they are “probing” is simply the security vote of the former President.

    Nigerians know that our Presidents and Governors are entitled to security votes which they spend at their discretion. From that vote they spend on all sorts of things including political campaigns and patronage to former leaders.

    Our current President Buhari is also collecting security vote and spending as he wishes without any obligation to account to us. I am not aware he is collecting less than President Jonathan. He has never accounted for it and is not expected to account for it.

    Why are we not asking for abrogation of security votes? Because many of us are still collecting yams from the current NSA’s barns. APC bloggers are also likely getting paid from that account.

    APC is muddling up a supposed $2.1b arms procurement scandal with an indirect probe of the former president’s security vote expenses. They lied to us that $2.1b contract was awarded for arms procurement but once former President Jonathan denied awarding any such contract and Ngozi Okonjo-Iweala led direct evidence that only $322m was approved they started fishing for escape pads. More so when individuals and companies linked to APC were involved in the alleged arms procurement scandal.

    The truth is that if Femi Adesina had admitted that Buhari’s cars were “replaced” from security vote it would have made nonsense of the propaganda against Obaigbena, Dokpesi etc. if you convict them for collecting money from our security vote then you must necessarily convict Buhari. Corruption includes receiving cash or material gifts. Just like Buhari, they probably didn’t know the account from which they were paid. But they, like Buhari, knew security votes are not supposed to be subjected to probes. Whatever parameter you use to condemn those who received cash must be used to convict those who got expensive cars gift.

    Bottom line is that if everyone who collected “yams” from Dasuki’s barns is a thief then our President is also a THIEF!

    Solve this quagmire by telling Nigerians the truth: you are probing security votes. Not arms procurement.

    Fuzzy Math – Buhari’s Cock-and-Bull Story of Armored & Untreated SUVs:

    Ehm, Buhari does not explain this story of his receipt of this and not receipt of that number of vehicles very well. He does not, for instance, cite where Section 3, Sub Section 1 of the Former Presidents and Heads of State (and Other Ancillary Matters) Decree of 1999 said that former heads of state should be given “armored” vehicles. The said decree provides for three vehicles, but Buhari wants us to take it for granted (“in keeping with his entitlements”) that it doesn’t matter if the said 3 vehicles included private jets, submarines, or armored Humvee. So, do all former heads of state – including Gowon, Shagari, Babangida, Shonekan, Obasanjo, Abubakar, and Jonathan – use FRN-issued armored vehicles today?

    Further still, Buhari’s equivocation makes it look as if the president received an armored vehicle only after he had survived the attack on his convoy. He sought, as usual, to pass the blame for accepting the armored vehicle to his so-called “supporters” who prevailed on him to do so ONLY after the attempt on his life. However, we have it on the eminent authority of none other than Col. Umar that Col. Umar himself and others close to President Jonathan persuaded the former president to provide Buhari with an armored vehicle because of strong threats to the life of then presidential candidate. In other words, President Jonathan, through the NSA Col. Dasuki, actually provided Buhari with the armored vehicle that Col. Umar claimed saved the life of Buhari from the attack.

    Col. Dasuki also provided a replacement for Buhari’s damaged armored vehicle after the attack. In effect, Buhari received at least two armored vehicles from Col. Dasuki, one before and one after the attack. So, why is Buhari, or is it his special adviser, fudging the narrative? How much is the price of one armored vehicle, and how much is the price of two? Of course, Dasuki will have to prove in court if or not Buhari (and/or his aides) received monetary compensation for the attack.

    As for the story of when and how many armored vehicles that Buhari was given, I will definitely go with the testimony of a proven man of integrity like Col. Umar over that of a notoriously vengeful Buhari.
