Missing $20 billion: Publish forensic audit report, Buhari tells Jonathan

The All Progressives Congress, APC, presidential candidate, Muhammadu Buhari, has challenged President Goodluck Jonathan to order the release of the full report of the audit of the Nigeria National Petroleum Corporation, NNPC, accused of diverting $20 billion oil money.

Mr. Buhari’s campaign organization, the All Progressives Congress Presidential Campaign Organisation, said the president should live up to his flaunted belief in the rule of law and public probity, by acceding to the request of the National Assembly to release the forensic audit by PriceWaterHouseCoopers.

Mr. Buhari said the president should also go ahead and publish same in mainstream newspapers for Nigerians to assess or query the degree of transparency involved in the controversial transaction.

“Why should the President and the PDP develop the feet of clay like an immovable Colossus when the representatives of the people in the National Assembly asked for copies of the forensic audit report, which public outcry forced the government to procure in the first place?” the statement issued by the APC campaign said.

“So many respected experts on the national economy have condemned the wanton waste of the country’s hard currency earnings at the Nigerian National Petroleum Corporation (NNPC). Worse still, those in charge have treated Nigerians with impunity by hiding the facts relating to petro-dollar trade from the taxpayers. Some of them have been gallivanting and globe-trotting around the world in luxury while their compatriots languish in poverty and squalor,” the statement said.

The campaign team questioned the audacity of the President, the Peoples Democratic Party, PDP, and NNPC in disobeying the NASS request to scrutinise the KPMG audit of an alleged grossly corrupt government agency, NNPC.

“Is the NNPC a sacred cow? And should the President be an umpire in a game to which he’s a contender, or a judge in his own case?” the statement said.

“Is the President and his Petroleum Minister telling Nigerians that no wrong has been done in terms of stealing of public funds? If corruption was established in any form, is anyone listed for punishment?

“It is pertinent to put all these information in the public domain for third party verification. The PriceWaterHouseCoopers report funded by taxpayer’s money is itself a public property. And until this is done, the NNPC under Jonathan shall remain in public consciousness the abattoir for corruption, immodesty, dishonesty and impunity.”

I am led to this sad conclusion after PricewaterhouseCoopers (PWC) submitted its forensic audit report of the Nigerian National Petroleum Corporation(NNPC). In a nutshell, PWC reveals there was no such thing as ‘missing 20billion dollars’ as alleged by former Governor of the Central Bank of Nigeria(CBN), Mallam Sanusi Lamido Sanusi, who today sits pretty atop the royal throne of Kano as the Emir. The company says the National Petroleum Development Company(NPDC). a subsidiary of the NNPC needs to complete the process of remitting to the federation account the outstanding sum of 1.48billion USD being an amount it earned from the sales of its assests. It also recommended the reform of operations of the NNPC,as they are no longer in tune with modern best practices.
PWC is a world class professional service company. There are only three others in its rank: KPMG, EY and Deloitte. PWC is the second largest of the lot. If PWC conducts a forensic audit and concludes that there was no ”stolen” or ”missing” money, that is case closed.
Let it however be noted that the President Goodluck Jonathan administration is the first presidency to probe itself. It has never happened before. This regime probed itself twice withing eighteen months and successfully proved its innocence. It went beyond the Senate, which is constitutionally empowered to carry out the probe. It brought in a world class firm to confirm it. Before now, it was either successive regimes that probed earlier ones to buy legitimacy, or they simply did nothing about alleged missing moneys. Obasanjo even probed Buhari’s Petroleum Trust Fund (PTF) and it was discovered that 25billion Naira was ”misappropriated”. Yet not only did Obasanjo sweep the report under carpet,he has even come forward to endorse the same Buhari for election as President.
That is the country we live in.

The Senate Committee on Finance on Wednesday described as untrue allegations by the suspended Governor of the Central Bank of Nigeria, Mallam Lamido Sanusi, that $49.8bn was missing from the Federation Account.

The committee, led by Senator Ahmed Makarfi, which submitted its report also said the total crude oil lifting from January 2012 to July 2013 was $67bn and not $65bn as claimed by Sanusi.

Sanusi had written President Goodluck Jonathan alleging that the Nigerian National Petroleum Corporation had failed to remit $49.8bn, being part of the income it generated from the sale of crude oil to the Federation Account.

  • Trutalk

I don’t get we Nigerians as a people. Buhari is calling for the release of a report that claims $20B was never misappropriated. In a country where corruption is sacrosanct, the demand for such a report to be released makes complete sense. What doesn’t make sense are the mumus who will still get on here and make idiotic comments that have nothing to do with this report just to defend their godfather who has done nothing for them. Someone is asking for truth so you can see for yourself but you don’t even care to…and you say you want the country to change? When you change your thinking and are able to do so without bias but instead with fairness and for a better tomorrow then will you actually see change in Nigeria…but I’m not sure if we do…God help us.

In June of 2012, President Jonathan made the following comment:

“But to us in this country and to me in particular, the Boko Haram members are Nigerians and I don’t want to lose the life of one Nigerian.

“I will love a situation where the Boko Haram people will stop the rubbish that they are doing so that they can be trained in business skills that will enable them to become productive and contribute to our economy.

“Government will like to dialogue with Boko Haram but presently, Boko Haram has no face. Nobody will come and tell you I am the leader of Boko Haram. “And government will not dialogue with a faceless group. You must have a face; you must tell us the reason why you are doing what you are doing.
Then of course, we will dialogue.”

Nigerian Punch, June 2012, “Jonathan opens up on Boko Haram, Azazi, others”

By 2014, Jonathan treated Boko Haram with “kid gloves” and even negotiated with a “faceless” group as he described them.

        • Uturu Mgbagbu

buhari does not have any certificate to show Nigerians. He told Nigerians lies for example he said his certificate was with the Military Board and we all know now that he sold Nigerians a lie. He may have also committed perjury in the process.
However if you ask my candid openion wheather Buhari is qualified to contest for the presidency my answer is yes because the minimum requirement for contesting is o level or its equivalent which he has.
The difficulty that he has however is that he over reached him self by telling the Nigerian public a lie which was done under oath.
He may end up being disqualified for the lie not because he did not meet the minimum requirement.

did PWC came out on TV and said no missing $20billion or it was NNPC that came out on behalf of PWC and said no missing money because they feel they can come and tell Nigerians what they like and Nigerians are too lazy to ask them for proof. The investigation was paid by Nigeria tax payers money so we need to see the result of what we paid for, simple as ABC…I am very sure that if actually there was no missing money, the government will not waste time announcing the investigation, they would have published the result every where even in billboard on the streets and even show the result on advert in TV. finance minister would have called many press conference announcing the result every day to prove Sanusi wrong

  • Oleku

The Biafran war (1967-70) which claimed over 3 million Igbo lives was a horrific crime against humanity, a crime crying out for atonement. In 1970, Biafra’s Gen. Philip Effiong was faced with two choices, ending the war or continuing it in a guerrilla format under the platform of the Biafran Organization of Freedom Fighters (BOFF). Effiong chose to end the war but with the caveat that the Igbo would fight again if the wrongs which led to war were not corrected. Other world leaders (e.g. President Georges Pompidou of France) were united in repeating the same warning i.e. that Biafra would re-emerge in the future unless the Igbo question was carefully resolved.

Nigeria ignored the warnings. Instead, it set about confiscating Igbo bank accounts, their landed properties, destroying their schools, churches, language, cities etc. In 1970, Nigerian leaders proclaimed that money was no problem but how to spend it and yet they refused to rehabilitate the infrastructures damaged in Igbo territory during the war. Today Igbo cities are crumbling while resources extracted from occupied Igbo territories are used to develop Hausa and Yoruba areas. What is left is siphoned abroad and stored in coded bank accounts. In addition, they have ammassed a massive foreign debt which they invested in projects outside of Igboland…

Instead of addressing the Igbo grievances, Nigerian rulers have gone to Britain, Russia, Germany, etc. and bought rusty old guns, which have given them the confidence and boldness to treat the Igbo question with flippancy. They pretend that they won the war, even though no victory was possible without the intervention of Britain, USSR, and the Arab League. As their state totters on the edge of disaster, these people are still rambling on about rapid response, national guard and other degenerative lexicons of force, forgetting that even the USSR, armed to the teeth with conventional and nuclear weapons could not ultimately save itself by sheer force of arms.

And so the alienation of the Igbo from the Nigerian state continues unabated. It is becoming increasingly clear that the Hausa-Fulani and their allies who perpetrated the Biafran genocide and their Igbo victims cannot and will never be successfully governed under one nation-state. To do so would be practically the same as forcing the Armenians and their Turkish killers or the Jews and their Nazi tormentors into one nation-state. Besides, no independence movement of the size and scale of Biafra with the level of sacrifice in known human history ever ended without achieving its aim. This is a simple truth.

    • Wale

All you have to do is gather some signatures from ndigbo, and ask your senators and reps to introduce a referendum on the floor asking Biafra to ceased from being part of Nigeria. That could be achieved without firing a single shot, trust me when I tell you that most people in the North and Southwestern part of Nigeria want you guys to leave, they are tired of all these ranting and noise making.
There would have been a country called “BIAFRA” today, If you guys had not ventured into Yoruba area of ORE in Ondo state.
Smart people will not start a war they know they cannot win.
Smart people will not rely on so called enemy to feed then during an all-out war.
Smart people do not expect equal treatment from the winning side after losing a war. ask Germany and Japan.
Also, ask the Nigerian Government to release the agreement signed by the Biafran solders why they chose to surrender.
Nigeria has been very generous to Biafrans in my own opinion.

      • Niyi Akinlabu

        You are most brilliant!

      • Charles Owolabi

Wale we must at least try to conform to the common norms of civility when dealing with other ethnic nationalities. If given a chance the ibo would have left the Nigerian Federation in 1966. It was the rest of Nigeria who insisted that Ibo land must remain a part of Nigeria.
Ibos are by far the largest economic drivers in Nigeria . They are the producers in the country and are the most productive group in the country. Every where they go the succeed because they are the most creative and productive. Look all aroundd you ibos are the owners of all the indeginous industries. Talk about the Innosons that manfacture cars in Nigeria to the Chicasons to the Ibetos etc the list is endless. From a position of deficit they ibo now own 70 percent of Abuja and 60 percent of all the Land in Lagos.
In federal examinations into our institutions Ibos always rank the highest. Please look up the cut off point for all the states of the federation. Ibos always come tops. These are facts. A recent study by professor Tapman an IQ specialist in the US who is reputed as being a world leader in IQ estimation has shown that Ibos have the highest IQs in Africa. According to Professor Tapman ibo IQs in general rival those of the western Europens unlike most other African nationalities.
It is therfore not surprising that they often are the best when tested with other ethnic nationalities in Nigeria. For example in the Federal examinations into secondary schools the observations are that holders from the eastern states outperform others. Anambra state and Imo state therfore have the highest cut off points in the entrance exams. Yet the ibo states produce the highest number of eateries into schools like kings and queens college.
In the United States Ibo immigrants are also ranked as the most successful Nigerians. They have through co- operative means been very successful in sending their children to the best schools. Most Nigerians in the Ivy league schools are mostly ibo or Americans of Ibo descent .
Their highly competitive and individualistic focus makes them highly successful in places with out bottle necks like in Nigeria.
This has also been their own on doing in the Nigerian equation as they tend to try to out do each other at all times. Without realizing that cooperative Action some times yields far greater results.
In summation the ibo as Akin Osuntokun in his this day write up Put it are the Germans of Africa and if left alone would make a resounding success of a nation. So let us stop all this insult of a people who are by far the biggest investors in project Nigeria.
We must search our conscience when we put up postings.
Most other ethnic nationalities dislike Ibos because they can not perform like them.
The Ibos are like Jews. They make a sucess of everything

        • Wale

“According to Professor Tapman ibo IQs in general rival those of the western Europens unlike most other African nationalities”. Charles Owolabi

Your statement above did it for me, I found it impossible to continue past that.
Do me a favor; do not reply to my post again, till you are cognitively ready.

          • Charles Owolabi

Wale please don’t be dellusional . Keep it real and address the issues.
Take any academic field and compere the Ibos are leaders.
In science there is no other African who has been considered for the noble prize in any science subject only an Ibo – professor Alexander Animalu- former head of the Mathmatical center- who has been considered 3 times for the noble prize in physics for his developments in intermediate quantum physics. Please look up this man. He was for many years a professor of physics at MIT. His discovery has led to new developments in Mathmatics
In African Literature no other African has had an impact in promoting the African story as professor Chinua Achebe he is considered by many as the father of dispossasion literature. His books have out sold any other African writer on this earth and has been translated to more than any other
In poertry no other African ranks as high as Christopher okigbo. Winner of so many coveted poertry prizes over Soyinka in the 1960s that it was accepted at the time that okigbo was the poet to beat. The emergeance of Soyinka only occured after okigbo death.
In the field of the mathmatical sciences please look up Professor James Ezeilo . Nigerias first Professor of Mathmatics. In statistics please look up professor Adechie. Also look up Chike obi .In history please look up Kenneth dike. In botany please look up Eni Njoku.
In demograhy please look up Professor Okonjo
In economics look up Pius Okigbo
            In physics look up onumachile
            Wale the list is endless.
The ibos may not have gotten education before the yoruba but by the 1960s had surpassed the yoruba in the field of education – please read Achebes the was a country.
That is why even in Yoruba land when the first African vice chancellor of the university of IBadan was being selected an IBO was the one- professor Kenneth dike. Deto for Lagos where another ibo emerged as the first African vice chancellor- Eni njoku
Today in Nigeria the state with the highest number of professors is not ekitti or ondo as previously thought guess which state in Nigeria- imo. Please check this out with the Nigerian universities commission.
What about the state that has produced the best WASC results for the past 5 years in Nigeria – guess where – Anambra state.
The state with the highest cut off point for all federal eateries- wale guess which states – Anambra and . Wale please check with West African examination council and find out if these are all tales
So in western Nigeria we live under dellusions that we are far superior education wise when in point of fact we are way behind these omo kobo kobo people.
Here in the US the ibo dominate in various fields – medicine . Law the sciences just name it. Wale we are loosing it beleive me.
Do you know that hat the ibo in the U.S. have a 500 million dollar fund that supports the award of scholarships to only ibo children in need. This fund has been instrumental in training over 20 thousand ibo children. The fund is now providing scholarships to promising ibo children in the eastern part of Nigeria.
Every where these ibos go to they dominate period. Look at Lagos right under our noses they own 60 percent of the real estate. Wale 60 percent. In Abuja they own 70 percent. The ibo as much as you may detest them work harder and climb faster up the economic ladder than any other group in Nigeria.
They are the most motivated and if a level playing field is established in Nigeria they sure would dominate most institutions.
Wale it did not start today remember that zik won comprehensive victories over Awolowo in the western region.
Today what do you see in the political land scape – the ibos are back in force. They control every vital institution in Nigeria. Look around you.
These people are like Jews. The come in slowly and then take over when you least expect it.
For a people who lost every thing 40 or so years it will s amazing where they are today
Wale think about it. Most of us have sold our birth right.
We own nothing in our region.
The sad thing is that our leaders are being out played by the ibos .
We all know that Buhari would loose yet we keep backing a loosing horse
            Wale Why?

    • love.t

The money that was misappropriated, if any, belongs to you as much as anyone else.

Imam Mohamed Boohari has no moral ground to demand any forensic report. He thumbed his dirty nose at Oputa panel. He refused to answer questions about his theft of $2.8bn from PTF funds. When asked to show certificate, corrupt Buhari produced a forged certificate and swore a false affidavit on the Holy Qu-ran.

He has brought damnation of Allah for himself and his generation, including his party.

GEJ is being clever by half. Why won’t he order the release of the full audit report if he has noting to hide. Is it not a public document , why release just highlights. At least we can read also.

  • KG

Well the National Assembly has asked for the documents, don’t you think it’s fair, transparent and accountable for the full audit report to be released, so that we can read it and make our own judgement.

BUHARI SHOULD FIRST PUBLISH HIS CERTIFICATE ,COS HE MAY BE SENT TO PRISON IN MARCH

  • Patrick Odion

How long can President Jonathan get away with all these impunities? This guy must go come March 28th

The mullah is only saying what he hears others say; doesn’t even know what “FORENSIC AUDIT” means.

If jonathan and pdp are serious people, they should know that they are working on behalf of Nigerians and they must publish the full details of the report instead of giving us a piecemeal report. jonathan has been saying to us during his campaigns that he would be transparent, fight corruption if we give him the opportunity (which God and majority of Nigerians will not give him and pdp) and do all sorts of things he couldn’t do in six years, we demand that the FULL REPORT MUST BE PUBLISHED NOW. BY NOT PUBLISHIING IT MEANS THAT THERE ARE MANY SHADY DEALS AND INDICTMENTS IN THE REPORT AND HE AND PDP ARE GUILTY AS CHARGED.
