Buhari to speak Wednesday over his qualification for election

The presidential candidate of the All Progressives Congress, APC, Muhammadu Buhari, will speak to the media Tuesday on details of his qualification, amid a raging controversy on whether he is fit to stand for the February 14 election, his campaign office said.

The Buhari campaign office said Tuesday that the former military ruler will speak to the media at 9a.m. in Kano, where he is currently canvassing for votes.

The announcement came hours after the Nigerian Army denied having Mr. Buhari’s Senior Secondary School certificate, casting a doubt on whether Mr. Buhari met the basic qualification to be enlisted into the military in 1962.

The Director of Army Public Relations, Olajide Laleye, said the entry made on the Nigerian Army Form 199A at the point of documentation after Mr. Buhari was commissioned as an officer, indicated that the former Head of State obtained the West African School Certificate (WASC) in 1961.

“With credits in relevant subjects: English Language, Geography, History, Health Science, Hausa and a pass in English Literature.
However, he said “Neither the original copy, certified true copy (CTC) nor statement of result of Major-.Gen. Mohammadu Buhari‘s WASC result is in his personal file.”

He cited records confirming that Mr. Buhari applied to join the military as a form six student of the Provincial Secondary School, Katsina, on Oct. 18, 1961.

“His application was duly endorsed by the principal of the school, who also wrote a report on him and recommended him to be suitable for military commission,” Mr. Laleye said.

He however explained that while it is a practice in the Army that before candidates are shortlisted for commissioning into the officers’ cadre of the service, the selection board verifies their original copies of credentials, there is no available record to show that that process was followed in the 1960s.

The Army’s details have heightened debates on whether Mr. Buhari, despite undertaking higher cadre military courses, has met the constitutional requirement that a Nigerian must have attained a minimum of SSCE or its equivalent to stand for the highest office in the country.

A statement by Garba Shehu, the media director for his campaign team, said Mr. Buhari will respond on Wednesday. The party said Mr. Buhari remains “fit as fiddle”, but did not give further details.

    Going by the provision of the Constitution of the Federal Republic of Nigeria, the General is qualified with or without WASCE, pls read S.318 of the interpretation section of our Constitution reproduced below

    (a) a Secondary School Certificate or its equivalent, or Grade II Teacher’s Certificate, the City and Guilds Certificate; or
    (b) education up to Secondary School Certificate level; or
    (c) Primary Six School Leaving Certificate or its equivalent and –
    (i) service in the public or private sector in the Federation in any capacity acceptable to the Independent National Electoral Commission for a minimum of ten years, and
    (ii) attendance at courses and training in such institutions as may be acceptable to the Independent National Electoral Commission for periods totalling up to a minimum of one year, and
    (iii) the ability to read, write, understand and communicate in the English language to the satisfaction of the Independent National Electoral Commission, and
    (d) any other qualification acceptable by the Independent National Electoral Commission

WASC stands for West African School Certificate and is a certificate given upon successfull completion of secondary school Education. Sucessful completion of secondary school education means that one has passed through class one to the final class in the secondary school system and has sat for the final year exam which is west african school certificate exams and obtained at least a pass in at least one subject. there is also an arrangement for individuals who didn’t have the opportunity of passing through the secondary school system to seat for the same exams as private candidates, and in this case it is referred to as GCE, general certifcate of education and is taken as equivqlent of wasc. It is this WASC commonly known as school cert that the Nigeria constitution at section 31 requires as a prerequisite.And that was the certificate GMB claimed was among his documents in the possession of the Army and which the Army has also categorically denied being in possession of. Thank in advance if u correct urself and reason along the part of truth.

            I used to be ignorant about this matter until yesterday. School certificate as stated in the constitution is not WASC or GCE. Please go and read section 318 of the constitution under the interpretation of the terms used therein. You will see the interpretation of school certificate there. The constitution is the supreme law of the country. You can put what is not in the constitution in the document. In any case, the candidate has now issued a release on the matter. Those who are aggrieved and go to court. I hope you will apologize to the candidate if you later discover that you have been very wrong on this matter.

    I am worried about the direction of this certificate saga. We have an affidavit indicating possession of WASC not equivalent by Buhari. Anything short of actual presentation of the certificate will amount to perjury on the part of Buhari. This is not looking good. There could have been a way out if WASC was not specified on the affidavit as the qualification that Buhari obtained. We have seen WASC beside Buhari’s name on INEC published list of Presidential candidates. Where did the WASC beside Buhari’s name come from? There is a charge of perjury looming.

    He needed 6 years to complete the primary school.
    With what we know today according to the army he was in form 6 of the secondary school when he applied to join the army in 1961, after spending 6 years in the primary school.
    That goes to show that Buhari is today, 53 years later, not less than 77 years old.

      There is nothing Buhari can say in a press conference which we do not know unless he intends to respect himself and throw in the towel .     According to the Nigerian Army “Records available indicate that Major General Muhammadu Buhari applied to join

    If Buhari applied to join the military as a Form Six Student …… that means Buhari should have completed his WASC as a Form Five Student.

    The obvious implication of the statement of the Principal is that Buhari was in Form Six without WASC and that Buhari joined the Army without WASC….. correct me if you think I am wrong

There is something they call awaiting results and it is very much acceptable, especially in those old days when enrolment into institutions of higher learning is not highly competitive.

      That should explain why he applied when he was in form six. Remember, application is not the same as admission and there is usually a time lag between the two. I will leave you to reason the rest of the way. Try to figure out the fact that the photocopied document with the army is a replica of an original which was issued by a professional examination body which has records of all candidates that sat in any of the examinations it has conducted, and they are very much alive even as we chat.

      The army said they don’t the a photocopy. Usually, it is photocopy they should have because they cannot keep original copies as certificates are individual properties.
      Buhari lies that the certificate is with the army but as it is now, that is not the case.
