My understanding from this INFORMATION is that there was not enough budgetary allocation for the needs of the various security services in the several trillion naira budgets and so they have had to dip into the Excess crude account [ the rainy day money] for N365 billion for this years [or is it this months] prosecution of the war against Boko Haram. There is now just $1.3 billion [N474 billion] left in the account. So when this last bit is withdrawn next month and chopped – sorry used in fighting Boko haram the Nigerian army should then formally surrender to Shekau.

Are you not aware that we have a process for the executive to request for and get additional money if unexpected demands crop up in between budgets. It gives the legislature the opportunity to scrutinise the request on our behalf and either agree it, refuse it or increase it. It is called a system of checks and balances.

      Reasonably enough, wars in different forms cannot be catered for via budget provisions…. Special fund has to be assigned for such.

      That the PDP government diverted such fund doesn’t mean PMB will do same.
