FACT CHECK: Buhari’s Appointments: Presidency’s list inaccurate; several names omitted, others wrongly described

The Presidency on Saturday released what it called a ‘full list’ of all the appointments made by President Muhammadu Buhari since he assumed office on May 29, 2015.

However, the 159-member list contains several errors and omissions, an ongoing review by PREMIUM TIMES has shown.

At least 29 names of heads of agencies or parastatals were missing on the list while data provided for another five were incorrect.

The presidency had been challenged by a publication by BusinessDay which indicated that 81 of Mr. Buhari’s appointments are either from the North-east, North-west or North Central.

In apparent response to that report as well as several similar ones, the Special Adviser to the President on Media and Publicity, Femi Adesina, released the list of 159 appointees on Saturday.

The BusinessDay report that 81 of the president’s 100 political appointees are northerners is “misleading”, Mr. Adesina, said in the statement. “To claim, suggest or attempt to insinuate that the President’s appointments are tilted in favour of a section of the country is simply untrue and certainly uncharitable.”

Mr. Adesina then provided a graphical illustration of different states and the number of top appointees from the respective states.

The graph shows that Ogun, a South-western state has the highest number of appointments with 21, followed by Imo, a South-eastern state; and Kano, a North-western state which both have 15 each. Edo, a South-south state, and the president’s home state of Katsina both have 14 appointees each.

Mr. Adesina’s 159-name list indicated that the South-west has the highest number of appointments at 42, followed by North-west, 30, and North-east, 24. South-east, North-central and South-south have 22, 21 and 20 respectively.

However, a closer look at the list provided by Mr. Adesina show several omissions and errors.

Below are some of these omissions spotted by PREMIUM TIMES:

FRCN, NTA DGs missing

The Director-General of the Federal Radio Corporation of Nigeria, FRCN, Mansur Liman, who is from Mr. Buhari’s hometown of Daura is omitted from the list.

Also omitted is Yakubu Ibn Muhammed, from Bauchi State, who was appointed as the Director General of the Nigerian Television Authority.

Ismael Ahmed missing

The Senior Special Assistant, SSA to the President on Social Investment Programmes, Ismael Ahmed, who was appointed by the Vice-President, Yemi Osinbajo, while Mr. President was out of the country, is also missing on the list. Mr. Ahmed is from Kano, North-west.

It is not clear if this omission was deliberate as the announcement was done by Mr. Osinbajo.

Other SAs, SSAs missing

Ibrahim Bapetel Hassan, SSA Policy Research and Monitoring from Adamawa State; Tolu Ogunlesi, Special Assistant on Digital and New Media; Lauretta Onochie, Personal Assistant on Social Media; and Shaban Sharada, Personal Assistant on Broadcast Media (Radio) are all missing on the presidency’s ‘full list.’

Also missing are Nasir Saidu Adhama, Special Assistant on Youths & Students Affairs; Abdulrahman Bappa Yola, Special Assistant in the Office of the Vice President; and Bashir Ahmed, Personal Assistant on New Media, all from Kano.

Missing September 2016 appointees?

On September 26, 2016, President Buhari announced appointments of executives for 13 federal government agencies. However, only seven of them are reflected in the Presidency list.

Missing are; Joseph Ari, Director-General, Industrial Training Fund; Simbi Wabote, Executive Secretary, Nigerian Content Monitoring Board; Aboloma Anthony, Director-General, Standards Organisation of Nigeria; Mamman Amadu, Director-General, Bureau of Public Procurement; Ahmed Bobboi, Executive Secretary, Petroleum Equalization Fund and Sa’adiya Faruq, Federal Commissioner, National Commission for Refugees, Migrants and Internally Displaced Persons.

Abubakar Bello, NEXIM, CEO missing

In a widely-reported appointment, President Muhammadu Buhari in April 2017, approved the appointment of Abubakar Abba Bello as the new Managing Director of Nigeria Export-Import Bank (NEXIM). His name was also missing from the list released on Saturday.

Heads of health agencies missing

On July 29, 2016, the Director Press of the Secretary to the Government of the Federation (SGF) Bolaji Adebiyi, in a statement said the President has approved the appointment of new heads of five agencies in the Federal Ministry of Health.

Interestingly, four of the five are missing in the latest presidency list.

Not mentioned in the Presidency list are Babatunde Salako, the Director-General of National Institute for Medical Research from Ogun State; and Chikwe Ihekweazu, the coordinator of National Centre for Disease Control appointed in August 2016.

Also omitted are: Echezona Ezeanolue the Executive Director of National Primary Healthcare Development Agency; Usman Yusuf, the DG of National Health Insurance Scheme, who was recently suspended; and the Director-General, National Agency for the Control of AIDS, NACA, Sani Aliyu.

OTHERS

Also missing from the list are the Managing Director, Federal Roads Maintenance Agency, FERMA, Nurudeen Rafindadi from Katsina; Chairman, Board of the FCT Internal Revenue Service, Abdullahi Attah; and Bayo Somefun, Managing Director, Nigeria Social Insurance Trust Fund.

Others are, Luci Ajayi, Executive Secretary, Lagos International Trade Fair Management Board; and Emmanuel Jimme, Managing Director, Nigeria Export Processing Zones Authority.

Apart from the missing names, however, some of those listed were wrongly described.

Babandede not from North-central

The presidency list claimed that the Comptroller-General of Nigeria Immigration Service, NIS, is from the North-central. But checks by PREMIUM TIMES found this to be wrong. The Immigration boss hails from Jigawa, a North-western state.

Roli Bode George not NDLEA Chairman

The presidency list identified the wife of PDP chieftain, Bode George, Roli Bode-George as the CEO of Nigeria Drug Law Enforcement Agency, NDLEA. The list also claimed the BusinessDay list wrongly identified her as Muhammad Abdullah.

However, a further check grossly put the presidency in the wrong. Mrs. Bode-George is not the CEO of the agency. In November 2015, she was appointed acting chairman of the agency, a position she occupied for 54 days before Muhammad Abdullah, a native of Adamawa State, was appointed as substantive chairman on January 19, 2016.

Maryam Uwais not from North-central

Maryam Uwais who was appointed as President Buhari’s Special Adviser for Social Protection Plan was listed to have hailed from North-central; but a further check signifies that the wife of former Chief Justice of Nigeria, Muhammadu Uwais is from Kano State.

Conclusion

The list is not exhaustive as PREMIUM TIMES continues to verify the presidency’s list against available data.
The omissions do not, however, follow any specific pattern in term of regions; and so do not necessarily fault the presidency’s motive that Mr. Buhari’s appointments are not lopsided.

Presidency reacts

When contacted, Mr. Adesina said the presidency is aware of the incompleteness of the list.

“We didn’t say it was completely exhaustive,” he told PREMIUM TIMES on Sunday. “There are some others not there. You will see that all the boards of universities, governing council, the SSA on Job Creation are not there. We didn’t say it was exhaustive. That’s not everything. It’s just to show the majority number.”

Asked why the Presidency published an incomplete list as ‘full list,’ Mr. Adesina said the publication was to prove BusinessDay’s publication wrong.

“It’s just to show that the paper that published 100 and said 81 was from the North is not right. It was a mischievous story.”

He said the list will be updated from time to time. “We’ll keep updating it,” he noted.

      -the Chief of Staff to the President without whom this caper could not have occurred as he remains the de facto eyes and ears of the President

      -the EFCC Chief, who may not have been part of the conspiracy but definitely knew of it and helplessly watched in silence as Maina retuned to the country under DSS protection.

      -the National Security Adviser, who cannot feign ignorance of the whole shenanigans involved in Mainagate

      – Mr. President himself, in whose name and on whose behalf, the entire conspiracy went down. And he has till date shielded his people.

When the facts show that the opposite is indeed the case, namely that the appointments are lopsided in favour of the south, you guys have now shifted the goal post.         Meanwhile I’ve not heard any of you megaphones say a word about the fact that seven northern states have only junior ministers. Yes, seven northern states! If those states were in the south, hell would’ve been let loose.

        But even if Buhari fires all the members of his cabinet from the north, you guys still won’t be satisfied because all you want is the head of Buhari.

    There’s a huge gulf between Quality and Quantity. You can have an Army full of other ranks from all ethnicities while the all the GOCs and strategic commands are headed by just one group.
    That is at the issue with Buhari’s appointments into his government.
    Virtually all the important positions are held by his kinsmen, Hausa-Fulani or Northern Moslems. Period. No quibbling about it.
    So Femi Adesina is being clever by half by presenting a jumbled and even inaccurate list of appointees across the board. Going this route helps cover the fact that there’s no Igbo Service Chief or Igbo Division Chief at NNPC.
    It masks the fact that the kitchen cabinet is all Northern except Adesina insists on deluding himself that he’s also a cabal member because he works for the President.
    In which case, he owes us an explanation to tell all he knows about Mainagate and Barugate and the Grass-cutting contract and the Osborne Towers stash and MTN bribe,etc. All of which involve his fellow insiders at Aso Rock.

    We won’t be bamboozled by mere violation of federal employees to refute the obvious fact that Buhari is running a sectional government. And it shows.

        Since the controversy started, I am yet to get any commenter in the podium who could give account of Maina’s appearance before the House of Representative’s Investigation Committee in 2012 and events that subsequently followed. Yet, the uninformed commenters expected others to accept what they are brandishing. Obviously, without going back to 2012, any debate about the Maina issue hardly would make sense to rational mind..

        Forget about present diversionary antics of PDP and its apologists in the media. It was the same mistake they made with the case of DG NIA that some of them now lobby for soft landing. Jonathan and PDP would never denied not being aware of Maina’s case in 2012. What happened then? I offer to assist if slipped along the line.

            As at 2012 till date, there was no court forfeiture order on properties Maina or the then Director of Admin acquired. But publications circulating then contained list of properties allegedly acquired by them. I stand to be corrected.

            Buhari as Mr. Integrity stands by that name and continues to remain such. Nigerians are still looking forward when criminals elite and their cohorts present evidence against him.

            Thanks as Buhari did not build mansion in Daura, Kaduna or any other place from Abacha loot compared to his confirmed morally bankrupt predecessor and their families.

    If anyone needs proof of just how lopsided and sectional the Buhari regime is, you need not look further than the Mainagate scandal.
    They could not have pulled off the conspiracy without the benefit of having fellow Northerners in ALL the strategic positions needed to smuggle a fugitive back into the country to be reinstated into the Civil Service, promoted with back pay and of course, disappear again after PT blew the whistle.
    So please check who heads the following KEY government departments:
    -Immigration, that let Maina back into the country
    – DSS, that masterminded his return and provided him with armed security cover. Including coordinating his Borno Governorship ambition
    – Attorney-General of the Federation, who wrote the legal advisories to strongarm the FPSC and HoF that Maina had no case to answer and should be reinstated. Just like he did for INEC to pave the way for Yahaya Bello to be awarded votes that were never cast for him in Kogi State. I digress.
    -Interior Minister, who went around the objections of the HoF (not a Northerner) to reabsorb Maina as Director with backpay in his ministry.
    – the Head of the FPSC who went along with the AGF and Interior Minister to issue a letter reinstating Maina and deploying him to Interior. With backpay.
    -the Chief of Staff to the President without whom this caper could not have occurred as he remains the de facto eyes and ears of the President

    All those who ignored the earlier warning signs, that the Mohammadu Buhari driven Train of Change, Integrity and Reputation, has no destination could now see how it landed them in the middle of nowhere with only confusion and anguish left.

    nnpc has 7 northern board members i think, out of 12 or so, but you will not see this on their website.

    What would one expect from THIS GOVERNMENT? When people say Buhari and his presidency are clueless, some observers would shout that Buhari is being unduly criticized! Why should Buhari be unduly criticized if what he does are in line with reason and commonsense?

    When an employer does not even know the number of persons in his employment; when an employer does not know the categories of staff in his employment, what would you call such an employer?

    As one can vividly see, the cluelessness of this administration has been blown open! A simple thing as making and publishing a staff roster is gargantuan before this administration. Is this not a quintessence of cluelessness? Is this not cluelessness being personified and clothed in full view of everybody?

    Discerning individuals can now see that this administration and its head don’t have that mental capacity to carry out a simple function. Then would you expect them to carry out functions that are complicated and variously complicated as one examines the expected functions of a president and his presidency? What we see now is likened to vesting a 2-year old child with a complicated mechanical toy to play with. If you think that child would really have the presence of mind and mental capacity to articulate the function of this toy, then you must have another think coming.

    What is happening now with respect to this inability to coordinate a simple thing as staff roll and distribution should be an eye-opener to all those who continue to shout that Buhari and his government are the heavenly-sent leadership to rescue Nigeria from the doldrums. Anybody with that kind of mindset must be plodding on the slippery terrain of self-deception.

    I pity a few in this administration, including Yemi Osinbajo, who have been tarred with the black paint of cluelessness. If I were such people, I would just throw in my resignation and leave this kind of clueless government. Jonathan was adjudged clueless but this particular administration is the embodiment of cluelessness not seen before.

    While it is true that adult literacy in Nigeria is 52%, less than 8% of that can actually be said to be capable of reading and making sound judgements, the rest believe in hearsay, rumor mongering and beer parlor talks. Facts remains alient to them.     Nigerians should know that Buhari/APC government publication of that list as “Full List” was deliberate. Femi Adesina and his masters had hoped that the overdose of their propaganda would have the brains of Nigerians still in doldrums till date for them to get away with it (as they were used to before now), but unfortunately for them, many have woken up and many others are still breaking free on daily basis.

    They knew that if they added those names the percentages would tip in favour of Business Day publication clearly and they decided to be clever by half…as usual!
