IPOB: Dialogue with Nnamdi Kanu, Obasanjo advises Buhari

A former Nigerian president, Olusegun Obasanjo, has implored President Muhammadu Buhari to establish dialogue with the leader of the separatist Indigenous People of Biafra, IPOB, Nnamdi Kanu.

Mr. Obasanjo, who said this during an interview with the Newsweek Magazine, noted that the dialogue would curb the secessionist agitation in the South-east region.

Mr. Kanu is the arrowhead of a new wave of separatist agitation in the South-east, which has triggered apprehension and unrest among the people in the region.

Due to the agitations and criminal activities in the region, the Nigerian Army recently launched its Operation Python Dance II in that part of the country.

The launch of the operation led to skirmishes between Nigerian soldiers and IPOB members, leading to a wave of unrest in the region, especially in Aba, Abia state.

On Friday, the Nigerian Army declared Mr. Kanu’s IPOB a “terrorist organisation”.

Hours after the Army’s declaration, the Southeast governors’ forum at a meeting in Enugu also proscribed the separatist organisation.

But Mr. Obasanjo said there was nothing wrong if Mr. Buhari established dialogue with the leader of the separatist movement.

“I don’t see anything wrong in that. I would not object to that; if anything, I would encourage it,” he said.

“I would want to meet Kanu myself and talk to people like him, people of his age, (and ask) ‘What are your worries?’ Not only from the South-east but from all parts of Nigeria.”

The former president said he had seen too many wars and it was time for Nigeria to move on, stressing that he believed enough dialogue had not been established by both the government and the group.

According to the former president, secession is not the solution to challenges bedevilling the nation.

“Those who fought in the war in Biafra will not want to fight any other war. I fought in that war and it was an unfortunate war and I said I had fought one war too many in Nigeria; I don’t want to see another.

“The heavy boot is not the solution. I believe also whatever may be the frustration of any youth in any part of Nigeria; I believe secession is not the solution.

“We need to satisfy the youth in job creation, in wealth creation, in giving them a better, fulfilled life, in giving them hope for the future. There’s no easy way out,” he said.

Mr. Obasanjo, a former military ruler, fought in the Nigeria civil war that took place between 1967 and 1970.

He also received the final instrument of surrender from the separatist Biafran army, headed by the late Odumegwu Ojukwu, when the war ended in 1970.

And Obasanjo, being twice former head of state of Nigeria should know better than most Nigerians that the Nigerian constitution forbids secession and any promotion of it. So what is his logic for calling on President Buhari to meet with the head of a secessionist movement? That President Buhari should ignore the Nigerian constitution?

    I beg consider this a very wrong advise. Who is Kanu? Who is he representing? Which formal Igbo group has come out to claim he is representing them. Why should the President desecrate his office dialoguing with an individual who appears out of his senses from his utterances. Should the President do this out of fear? Rather the President should sweep the rug off the feet of this miscreant by listening to the noble voices of the Formal Igbo leaders and also other leaders of the country to see how an acceptable restructuring which would address certain imbalances. Dialouging with Kanu would only make him more cocky, and arrogant; popularise him and earn him more worshipers amongst the idle or jobless youths of Ibo land.         Obasanjo despite what some Nigerians perceive as his own faults is well aware of what is happening all over the modern world compared with the jungle they call Nigeria.

        Soon however, these perceptions will come into the open one way or the other – just like the other day when David Cameron mentioned Nigeria as a ‘fantastically corrupt country’ in a private discussion. Kanu and his IPOB should themselves follow the proper channels, as laid out by the South East governors after their meeting on Friday, 15 September. Unfortunately, this little brat, Kanu, is basking in the adulation and grandiose life style he now has, that he now sees himself to be superior to the governors and legislators who, to all intents and purposes are the duly elected representatives of the people of that zone. You can not declare sovereignty within a sovereign state and expect that the military will not be deployed against you. The role of the military is to defend the nation against all threats whether within or external. Does Kanu understand the implication of openly declaring that his group has armed forces, a secret service etc? That assertion alone is enough to have his home bulldozed. No responsible government anywhere will ignore such challenge to its authority. I think the military was too soft in its handling of the situation. If there is going to be peace, let the elders caution or counsel Kanu. Kanu does not deserve audience with the President. If OBJ thinks otherwise, I suggest he should meet with Kanu and assume the role of a mediator.

    WHO IS A TERRORIST?

    The Terrorism (Prevention) Act of 2011 (amended in 2013) defines a terrorist under section 1 as (1) a person who knowingly (a) does, attempts or threatens to do an act preparatory to or in furtherance of an act of terrorism; (b) commits to do anything that is reasonably necessary to promote an act of terrorism; or (c) assists or facilitates the activities of persons engaged in an act of terrorism, commits an offence under the act.

    Terrorism is defined in section 2 as an act which is deliberately done with malice, aforethought and which: (a) may seriously harm or damage a country or an international organisation; (b) is intended or can reasonably be regarded as having been intended to (i) unduly compel a government or international organisation to perform or abstain from performing any act; (ii) seriously intimidate a population; (iii) seriously destabilise or destroy the fundamental political, constitutional, economic or social structures of a country or an international organisation; or (iv) otherwise influence such government or international organisation by intimidation or coercion.

    According to the law, an act of terrorism also involves or causes, as the case may be (i) an attack upon a person’s life which may cause serious bodily harm or death; (ii) kidnapping of a person; (iii) destruction to a government or public facility, a transport system, an infrastructure facility, including an information system, a fixed platform located on the continental shelf, a public place or private property, likely to endanger human life or result in major economic loss.

    WHO DECLARES SOMEONE A TERRORIST?

    The law talks about a terrorist organisation, and it would appear a terrorist is someone who works for or belongs to such a group. Once the group is so designated, the processes are laid out under section 2 (c) of the law, which says a court of law shall make the proclamation based on an application made by the attorney general, national security adviser or inspector general of police on the approval of the president.

    The judge can declare any entity to be a proscribed organisation and the notice should be published in an official gazette, according to this section.

    Based on this law, the proclamation of IPOB as a terrorist organisation by the military authorities on Friday did not follow the process. Except, of course, the processes were conducted in secret and are yet to be made public.
