Despite evidence, Nigerian govt. insists 2016 budget not padded

Minister of Information, Alhaji Lai Mohammed

The Minister of Information and Culture, Lai Mohammed, said on Saturday that the 2016 budget was not padded because the total figure voted for all ministries had not exceeded N6.08 trillion which was the official sum proposed by the government.

Briefing journalists in Lagos, he said: “The total for every ministry has remained exactly the same as what was submitted to the National Assembly.

“A lot has been said about the budget. Let make clear that nobody can ever accuse this government of padding any budget.

“The total of all ministries put together has not exceeded N6.08 trillion that was submitted. It is factually incorrect to say that the budget was padded.

“This is the first time in the history of this country that a government will embark on what is called zero-based budget.

“Before now, the budget system was what was called an envelope system. In an envelope system, there is no justification as to why we need N30 billion for a structure.’’

“This year, we decide that every ministry must have a zero-based budget. In other word, you must justify and explain why you need N100 billion.

“This is very good system, the software for it was also very different. The personnel were not used to it.

“Now, in the process we got to National Assembly. What the ministers do is to have a broad overview of the budget. The template used by the Budget Office is uniform for all ministers.’’

The minister also said exports, balance of trade, Gross Domestic Product were responsible for currency appreciation and depreciation.

“Before now we use to sell crude for about 100 dollar per barrel which means if we produce two million barrels per day, you have something in the region of 200 million dollar less the expenditure of production and others.

“But today for the same two million barrels, you have less than 60 million dollar less the cost of production.’’

“Clearly if your major source of exchange is crude and it has gone down from 100 per cent, you have lost 70 per cent of your source.

“Secondly, if your balance of trade is surplus, in other word, if you export more than you import, then you are going to have less money to settle other countries.

“What the government is doing is to ensure that the little resources we have are properly managed. Part of decision we took was Treasury Single Account.

“Others include blocking all sort form of corruption and diversify economy so that we can get foreign exchange for other sources,’’ he said. (NAN)

There was this ludicrous issue of a particular brand of bus quoted by different ministries and institutions to cost 2, 3, 4, 8, 10 etc, 20 million Naira. There were also several duplications as seen in the very revealing report by Premiumtimes recently. Yet this unrepentant liar would with his gibbering whose refrain has always been blaming Jonathan. I wonder what is wrong with accepting and apologizing there were gross discrepancies, paddings and over estimations rather than this continued bravado and grandstanding aimed, as always, to continue deceiving and misleading Buhari. If there were no irregularities with the budget, why then did President Buhari fire the Managing Director of the BO and has promised more sanctions against the civil servants known as, The Budget Mafia? Why did the Ministers for Health, Education, Works & Housing among many others, all denied the budgets for their ministries at the Senate hearing… all saying the figures therein contained were foreign to what they submitted in the original Budget as read by Buhari durig his budget presentation at the NASS? Alhaij Lai should urgently note that the elections are over and Nigerians expect no more “padded news” from this government, objective criticism must be acceptable if the APC Govt. is to get it right, and that includes Lai Mohammed shifting from his Gobbel’s position into that of a respectable Minister for credible Information. This budget issue has to do with accounting which is completely different from information. Many of the ministers, including this same Lai Mohammed denied his ministry’s budget when he appeared before the senate committee to defend it. I, for once know that he could not answer questions on the N329m computers budgeted for one of his ministry’s parastatal. Health and Education ministers and their Perm Secs also could defend their, claiming they were not aware of the figures. How come Lai Mohammed now coming up to tell us a different story? And you are defending him for telling us OPEN LIES. How can you sell more goods and still have less money? Where does that happen? Guy didn’t you hear the big man of the budget office say they used a different method and not what Lai is here telling us? Between Lai and the oga at the budget office who should know better? The oga at the budget office said time was too short for the new method Lai is telling us, hence they used the old method. Didn’t you hear PMB threaten to deal with those who brought this budget shame to the country? Why do you insist on castigating people for saying the obvious? What is so difficult saying they are working hard to correct the mistakes and we move on? Does Lai Mohammed know the difference between the following concepts:
    Balance of Trade; Balance of Payments; Current Account; Capital Account. How can you export more and have less money to settle other countries? In that case China should not have a Foreign Exchange Reserve of over 3.65 Trillion Dollars while the United States has $117b. Does Lai Mohammed know what the difference is between this figure and Capital account balances? Nigeria is governed by unintelligent leaders and this scenario will not change in the near future.

For instance: Number 4, Oyinkan Abayomi (formerly Queens) Drive, Ikoyi: A 5-bedroom detached house on one acre of land which was originally the Lagos State Governor’s guest house since 1979, but which now belongs to Tinubu. The certificate of occupancy of the property valued at N450 million was signed and released to him by Fashola in 2007 shortly after he assumed office.

    Tinubu’s residence at 26 Bourdillon Road, Ikoyi was initially falsely presented as Oando Plc Guest House. Later, he purportedly bought it from Oando, and used public funds to rebuild and renovate it. The Lagos State Government bought the property and paid an undisclosed sum to him and thereafter gave the property back to him under the bogus Pension Bill he signed to law shortly before he left office in 2007. The property is worth over N600 million.

    The annex of the Lagos State Guest House in Asokoro, Abuja was bought by the State Government in 2006 for N450 million, purportedly to protect the main house from security breach. Shortly after Tinubu left office, the property was transferred to him under the pension plan he signed into law before leaving office.

    The 250-hectare land valued at about N35billion and strategically located at the Ajah junction on Lekki Road was initially meant for a General Hospital for the people of Eti-Osa Local Government but was stolen by Tinubu and handed over to Trojan Estate Ltd – a company owned by Deji and Wale Tinubu – to develop as Royal Garden Housing Estate at the expense of the taxpayers of Lagos.————-mmmmmm

Federal government can imitate the current Governor of Cross River State we will be way better off case in point “In keeping with his avowed promise and commitment to pay civil servants their monthly salaries promptly, the Cross River governor, Senator Ben Ayade, Friday, paid the February, 2016 salary to workers in the state.
    It would be recalled that in December 2015, salary of the state workers was paid on the 15th of the month, and the January 2016 salary was equally paid on the same date.
