EXCLUSIVE: Buhari puts more cash in war against corruption; see how anti-graft agencies will share N28billion

The Federal Government has proposed to spend a total of N27.7 billion in 2016 on Nigeria’s anti-corruption agencies.

The agencies are Economic and Financial Crime Commission, the Independent Corrupt Practices and Other Related Offences Commission and the Code of Conduct Bureau.

Others are the Code of Conduct Tribunal, Nigeria Extractive Industries Transparency Initiatives, Public Complaint Commission, Fiscal Responsibility Commission, Bureau of Public Procurement and the Office of the Auditor General of the Federation.

PREMIUM TIMES analysis of the 2016 budget proposal showed that the N27.7 billion budgetary allocation to the agencies represents 3.1per cent increase, when compared with what was budgeted for them in 2015.

The nine anti-corruption agencies were allocated a total of N26.8 billion in 2015 under the administration of former President Goodluck Jonathan.

Among the anti-corruption agencies, EFCC will receive what appears a hefty N11.2 billion, which represents 40.5 per cent of the N27.7 billion cumulative allocation to anti-graft agencies.

About N10.4 billion was allocated to the EFCC in the 2015 budget under the administration of Mr. Jonathan.

Mr. Jonathan had, however, in 2014, budgeted N12.2 billion for the anti-corruption agency. But the country apparently had more revenue from crude oil sale at the time.

The entire 2016 budget proposal is N6.08 trillion.

President Buhari said the 2016 budget was developed around the benchmark price of $38 per barrel of crude oil and a production estimate of 2.2 million barrels per day.

Another anti-corruption body, the Fiscal Responsibility Commission will also get more money in its coffers in 2016, when the budget is eventually approved by the National Assembly.

The FRC is allocated N494 million, which is N157million higher than the N336.8 million appropriated for it in the 2015 budget.

The proposed budget for the Bureau of Public Procurement in 2016 is N1.4 billion, as against N1billion in 2015.

The Nigeria Extractive Industries Transparency Initiatives is expected to get N1.4 billion from the 2016 federal budget. In the 2015 budget, under Mr. Jonathan, N1billion was allocated to it.

However, President Buhari has proposed less money for other anti-corruption establishments in his 2016 budget.

The Independent Corrupt Practices and Other Related Offences Commission’s budget for 2016 fiscal year, for instance, has been slashed by N292.5 million.

The commission’s budget for 2016 is N4.6 billion, while that of 2015 was N4.9 billion.

The Code of Conduct Bureau and the Code of Conduct Tribunal’s budgets for 2016 have also been slashed by N98.6 million and N22.6 million respectively.

The CCB and CCT are allocated N2.2 billion and N784.3 million in the 2016 budget proposal, as against N2.3 billion and N806.9 million allocated to them respectively in 2015 budget.

The Public Complaint Commission’s budget in 2016 is N2 billion, whereas N2.5 billion was allocated to it in 2015.

The office of the Auditor General of the Federation, which is also significant in Nigeria’s fight against corruption, also has its budgetary allocation for 2016 reduced by government.

The office will get N2.9 billion in 2016, compared to the N3.2 billion that was allocated to it in 2015.

Mr. Buhari, who defeated Mr. Jonathan in the March 28, 2015 general election, won the people’s hearts through his campaign for ‘change’ and a promise to fight corruption which has hindered prosperity in Africa’s largest economy.

Six months into the Buhari administration, the federal government has renewed the fight against corruption.

The government is currently investigating how billions of naira meant for the procurement of arms and ammunition for the war against Boko Haram was allegedly diverted into personal bank accounts of politicians and other ‘Big men’ in Nigeria.

The president, in his 2016 budget speech said, “We have demonstrated a strong will to fight corruption.

“I am sure you will agree that the sheer scale of corruption and impunity of the past explains in part, the economic challenges we now face.

“On these initiatives, and the many more to come, we shall not be deterred. We will pursue the recovery of everything that belongs to the people of Nigeria. No matter where it is hidden. No matter how long it will take.”

Mr. Buhari said his administration was working on reducing the personnel cost of the federal government, so as to have a lean and cost-effective government.

    Fighting corruption is not economic blueprint nor is it substitute for good governance. 
    Nigeria needs a sound economic plan and seasoned economic team to grow our economy and make it an investors hub and number one in Africa like it was under Jonathan. Spending more on fighting corruption instead of on education and non oil sectors is like spending money to build more prisons instead of schools.   
    Buhari is also budgeting more on Information Ministry to keep his propaganda government alive i‎nstead of Mines and Steel,Education, Technology and Trade and Investment .

    BUDGET OF MADNESS 2016: BUHARI’S ALLOWANCES AND FEEDING WILL SINK NIGERIA.

    A total allocation of N2.2billion to the President Muhammadu Buhari (N1.75billion) and his deputy for feeding is the highest of similar allocation to any leader in the world. The figure was N710m higher than what was budgeted for the same purpose under former President Goodluck Jonathan.

    According to the budget document, N1.415bn was allocated to the President alone for general travels and transport. This amount, when compared to the N944.62m that Jonathan got in 2015, was N470.38m or 49.7% higher.

    A breakdown of the N1.415bn allocated for the President’s travels shows that the sum of N714.5m is proposed for local travels while N701.16m is budgeted for international travels.
    Both sums, when compared to the N640.34m and N304.32m allocated for the same purposes under Jonathan for local and foreign trips, represent an increase of N74.16m and N396.84m.

    For foodstuffs and catering materials, a total sum of N114.9m is allocated for Buhari alone, indicating an increase of N45.09m or 64.6% over that of Jonathan.

    In terms of honorarium and sitting allowances, N307.64m was budgeted for the President as against N223.24m allocated for the same purpose in 2015.

    In the same vein, N49.1m has been proposed for the President in the 2016 fiscal period for publicity and advertisement as against N29.8m in 2015 by Goodluck Jonathan.

    cash Nigeria received into its Federation Account in four (4) years. What did educated Nigerians do instead?
    Nothing different than before President Buhari disclosed this chilling fact to what’s looking like a sedated crop
    of mis-educated people holding wholly useless Polytechnic and university certificates just for salaries alone.

I remember his annoyance over security clampdown on the media and when he sought Dasuki’s intervention for compensation for media organisations over their loss rather than engaging in prolonged court cases. I was with you on that occasion in his office. Now he goes about denying he had no hand in the pay ment of compensation to owners of newspapers when the entire idea was intiasted by him.

    Apart from interfacing between FOSSRA and media representatives at different levels and locations, for Dasuki, whenever he occasionally hosted Media Debriefing sessions where sensitive information was disseminated with supported photos and video clips through Adesina. Many of such sessions were classified, not for publication, where atrocities of terrorists; the gallantry of the Nigerian troops and sophisticated equipment deployed for counter-terrorism operations by the Government of Jonathan were allowed to pass therough Adesina-

    Not ony was Adesina adequately informed of those success stories of Jonathan administration’s war on terror, he ADESINA even took the pains to pen an opinion article eulogising Dasuki for keeping to his promise of clearing all known terrorists’ camps before the handover to the new government.       thefts in staggering billions of Naira by the radicals’ associates in ACN/APC –
      the political party they all belong. That’s pure dishonesty, that’s not radicalism.
      Nigeria need be rid of that type of radicalism which has ruined the country.
      A genuine radical applies same standard to same facts wherever occurring.
      Unfortunately, Professor Wole Soyinka, Femi Falana and their likes never do,
      never had the moral courage to do that, despite that $150 billion is now
      officially confirmed missing and stolen.

    Defiance of Court Order is indeed a “HIGH TREASON” if there is one like that in our penal books. It becomes the “HIGHEST TREASON” (if such exists in our penal books) if the defiance is unfortunately coming from the head and mouth of a democratically-elected President who shoulders the obligation of being the Enforcer of law in Chief. Sections 6 and 287 of the amended 1999 Constitution vindicates me. Until President Muhammed Buhari withdraws his unfortunate arrogant statement and apologizes to Nigerians, I withdraw my support for President Muhammed Buhari and apologize to all Nigerians for actively supporting the machineries that brought a tyrant back to power.

    The Constitution of Nigeria is the plank upon which democracy is standing and if it is destroyed, democracy is gone. It is sacred and must remain inviolable. In law, nothing stands on nothing. If you put something on nothing, it will collapse. Open defiance of Court orders is literally rumpling the Nigerian Constitution and casting same to the trashcan.

    Let it always be remembered and may history and historians record that at a time like this I rose to condemn presidential impunity. The time to rise and stop Mr. President Buhari in his unconstitutional path is now.     While the fight against curroption in any regime is a welcomed development it should be viewed in line with cost. If this war is going to cost more than it will bring back in terms of revenue and ethics then it should be discontinued and firm institutions be built to hinder further curroption. Regrettably I taketo this form of thinking because of how tight the situation is in the country but another way of viewing it is that if these cases are let go it will only spur others to do same and that is why I say the battle against curroption starts with stronger punitive measures

      face EFCC investigation Buhari may be exposed as a receiver of stolen property.

        That is the issue now. You go into alliance. Some people in your alliance are corrupt, you know it,
        you tell the public you will fight corruption, the people then vote for you, and after you entered,
        you are behaving one kind like tortoise. What sort of thing is that?

        Is this not an example of stealing by tricks too?
        Where you ask people to trust you to do something and you deceive?
        If what you say is Buhari’s problem, he must come to the public and tell us that corruption has

If Buhari knows they av no intelligence or concrete possible intelligence about the Chibok girls, why did he promise to bring em back in 2weeks of resumption? If Buhari Knows BH is a dreadful specie of human that cannot be taken casually especially after pledging allegiance to IS, why promise to deal with them in 3months of resumption?     BUDGET OF MADNESS 2016: BUHARI’S ALLOWANCES AND FEEDING WILL SINK NIGERIA.

    A total allocation of N2.2billion to the President Muhammadu Buhari (N1.75billion) and his deputy for feeding is the highest of similar allocation to any leader in the world. The figure was N710m higher than what was budgeted for the same purpose under former President Goodluck Jonathan.

    According to the budget document, N1.415bn was allocated to the President alone for general travels and transport. This amount, when compared to the N944.62m that Jonathan got in 2015, was N470.38m or 49.7% higher.

    A breakdown of the N1.415bn allocated for the President’s travels shows that the sum of N714.5m is proposed for local travels while N701.16m is budgeted for international travels.
    Both sums, when compared to the N640.34m and N304.32m allocated for the same purposes under Jonathan for local and foreign trips, represent an increase of N74.16m and N396.84m.

    For foodstuffs and catering materials, a total sum of N114.9m is allocated for Buhari alone, indicating an increase of N45.09m or 64.6% over that of Jonathan.

    In terms of honorarium and sitting allowances, N307.64m was budgeted for the President as against N223.24m allocated for the same purpose in 2015.

    In the same vein, N49.1m has been proposed for the President in the 2016 fiscal period for publicity and advertisement as against N29.8m in 2015 by Goodluck Jonathan.

    Lawyer Petitions Obama Asking Buhari to Respect Court Orders – ThisDay

    A constitutional lawyer and founder of CHANGE- Ms Carol Ajie has petitioned President Barrack Obama of the United States, the National Judicial Council (NJC) amongst others, over President Muhammadu Buhari’s “disobedience of court orders.”

    Ajie in the petition, which has garnered almost 200 signatories since its launch on New Year’s eve, said that Buhari by his statements during the Presidential Media Chat at the State House in Abuja, “is behind the flagrant disobedience of court orders.”

    The President had during the media chat admitted that the former National Security Adviser (NSA), Col. Sambo Dasuki (rtd) and the leader of Indigenous People of Biafra (IPOB), Mr. Nnamdi Kanu were being held against court orders because they could run away.

    However, Ajie said that this runs contrary to the law and the principle of separation of powers as enshrined in the constitution.

    The human rights lawyer expressed concern that the President if unchecked might drag the country towards dictatorship.

    “Buhari took the oath of allegiance to protect the Constitution of the Federal Republic of Nigeria and the President’s oath of office to discharge his duties faithfully, in accordance with the Constitution and the laws of Nigeria.

    “Within President Buhari’s first year in office, too soon after he took the revered oaths, he and state agents acting under his supervision and at his maiden media chat on Wednesday 30th December, made puerile attempts to justify constitutional breaches.

    “But under the Immigration Act, the President or the Minister may deport anyone who travels without a valid travel document or detain for a period not exceeding seven days. In holding Kanu beyond the required period, they have infracted on the Immigration Act, the Administration of Criminal Justice Act, the Constitution of the Federal Republic of Nigeria 1999 and subsisting court orders.”

    “We call on President Buhari to resign from office or face impeachment proceedings. Alternatively, to avoid another Burundi, We call on him to comply with the orders of courts,” said the lawyer in her petition.

      The lawyer is just spitting trash. Let’s be real for a second and forget this PDP propaganda, these men we know are guilty of most of the charges brought against them. Am surprised that hitherto no one has come out to question the motivation behind those courts that granted them bail in the first place, and that’s really unfortunate cause it calls to mind the Ibori saga – being discharged and acquitted after several months of trial yet it took a London based court just 4 hours to sentence him.
