Buhari presents N6.08trillion budget for 2016

President Muhammad Buhari has presented a N6.08 trillion budget for the fiscal year 2016.

Mr. Buhari presented the budget Tuesday morning before a joint session of the National Assembly.

In the budget, capital expenditure takes N1.8 trillion, marking a significant over 300 per cent increment from the 2015 vote of N557 billion.

According to the estimate, N396billion is voted for education, being the largest sectoral allocation.

The health sector gets N296 billion while defence has N294 billion.

This is the first in three years a Nigerian President would personally present a budget before the National Assembly.

That approach by Mr. Buhari earned him commendation by the Speaker of the House of Representatives, Yakubu Dogara, who joked that he had expected the President to tweet or email the budget details.

The last two budgets were presented on behalf of then President Goodluck Jonathan by the then Minister of Finance, Ngozi Okonjo-Iweala.

In his speech, Mr. Buhari said he was aware Nigerians were losing confidence in the government.

“But I promise the 2016 budget would address the problems,” the President said. “We are here to serve Nigeria and indeed Nigerians will get the services they have longed for.”

According to Mr. Buhari, the budget would ensure reduction in taxes for small businesses.

While reiterating his commitment to economic diversification, he said farming and mining would be given special focus.

He also promised that 500,000 new teachers would be recruited.

He assured that the Nigerian economy would cease to be oil dependent and would instead be characterised by inclusive growth.

“We must deliver security, jobs and infrastructures,” Mr. Buhari said.

On the hardship been faced by Nigerians as a result of fuel scarcity, the President apologised for the situation, admitting he was aware the scarcity had caused social dislocation across the country

He blamed the scarcity on speculators and those “resisting change” and assured Nigerians government was working hard to cushion the difficulty.

The President said has directed the Petroleum Product Pricing Regulatory Authority to continue the sell of petrol at N87 per litre for now.

    Same old Buhari lies-Jonathan presented a budget of 4.4 trillion to the Nation—Suddenly Buhari who swore–to cut our coat according to his long Fulani legs–decided from no where to up his budget by over 2.1 trillion-In order not to scare off dodgy members of his party with his anti-corruption “fabu,” lies, Buhari promised to let corrupt sleeping dogs lie if elected: “A few people have privately voiced fears that on coming back to office I shall go after them. These fears are groundless. There will be no paying off old scores. The past is prologue,” he said.

    He further elaborated on this at the APC campaign rally in Kaduna: “Whoever that is indicted of corruption between 1999 to the time of swearing-in, would be pardoned. I am going to draw a line, anybody who involved himself in corruption after I assume office, will face the music.”

    But now that that “fabu” has fulfilled its purpose, it has been conveniently jettisoned. Of course, APC members remain untouchable; Buhari’s anti-corruption is now only applicable to the PDP. However, it might not be so cut and dry as the president would like. Buhari himself is implicated in the “fabu” of Dasukigate, which would have Nigerians believe that while PDP used public funds illegally for party-political purposes, the APC did not.

    In July 2014, Buhari’s SUV was attacked and damaged. Two SUVs were given to him to replace the damaged one. The two-for-one replacement contravenes section 3(1) of the Remuneration of Former Presidents and Heads of State Act of 2004. According to that Act, Buhari is not entitled to any new vehicles until 2016; and certainly not from the office of the NSA. We can expect to hear more “fabus” on this issue as the case continues to go out of control.

    Would any right-thinking Nigerian buy a used car from any member of the APC today? Only Buharimaniacs still seem inclined to do so.

        Fuel scarcity is biting harder, value of the Naira is going rock bottom, inflation is now on auto pilot, while profits are dropping, purchasing powers are becoming weaker, yet we are asked not to query them, is it because it is Buhari?

        If we criticized Jonathan for cluelessness, we will also criticize Buhari for helplessness. While tribal and regional jingoist see nothing because it is Buhari, what I see first is Nigeria and not whether Jonathan is a southerner or Buhari is a Northerner, we cannot continue to be trapped in the closet of tribalism, regionalism and religious bigotry yet expect our country to remain one and grow.

      I just want to say things are getting worse in Nigeria. Power supply is now
      nearing zero, as darkness overtakes Nigeria. Cost of living is rising on the
      back of inflation, as employment remains frozen in both private and private
      sectors. In many private companies, especially in real estate, construction
      and banks, retrenchment of workers has increased.Investments on the
      Stock Exchange lost 20% of their value since June this year just as the
      national currency has lost nearly 45% of its exchange value since then.
      I am not sure this is what CHANGE means in real terms as promised by
      the ruling party (APC) but I am sure that past thefts by the regime of
      Goodluck Jonathan can’t account for today’s utter fall into the abyss.
      Incompetent management of the country today is the first to blame.

        If you want to judge this government and compare it with the former, be fair enough to consider what was available to the former to work with and what is available to this to work with. Oil being the main stay of nigerian economy, if the former government scored 100% and this government scores 20% they are at par. Then oil was selling at over $160/b but now it is less than $40/b.

    “DasukiGate: N850million Paid Into Buhari PA’s Access Bank Account”

    A new twist to the ongoing investigation of the $2.1bn arms contract scandal may soon unfold as associates of the embattled former National Security Adviser, Col Sambo Dasuki have revealed President Mohammadu Buhari got a sum of N850 million through his Personal Assistant, Sabi’u Yusuf.

    They asked; “How did his nephew who has never worked in his life accumulate over N850 million in his bank account (0045586381) in a new generation bank?”

    Our investigation revealed that the account number 0045586381 is domiciled in Access Bank and is owned by Sabi’u Yusuf.

    Dasuki’s associates had threatened to make public a proof that those denying to have benefited from the money actually collected the amounts ticked against their names.

    They said it was shocking that some politicians would deny ever having anything to do with the ex- NSA and his office when there is a record to show that they received the money.

    Addressing some newsmen on Saturday, three of Dasuki’s friends and associates claimed that they were prepared to build up graphic cases against those denying receiving either material or cash gifts from the former NSA.

      Yes. It is because it is buhari. Character begets trust and trust begets confidence. We can handover our money to buhari and go to sleep. We entrusted same to jonathan, went to sleep and woke up pecunious and pauperized. Nigerians refused to allow the former government remove oil subsidy, not because of its adverse effect but because it was obvious that thegains of such removal will go down the drains of pervading corruption. Yes because it is buhari we can forgive, overlook, wait and endure because we know from antecedents that his actions are largely motivated by his patriotism and love for our great country.

Despite giving too little attention, we augment that with the wrong foot forward and no commitment to knowledge generation. 500,000 new teachers, yet no mention of regineering our curriculums. No mention of research or improved infrastructure in our schools. Will 396 billion do all these? We are only interested in hiring new staff and feeding school kids like orphans. We have had an outcome of such barbarity in Osun: workers were not paid, yet students graduated to join voluntary public service, the entire state in eternal debt (97% of their allowee from FG). What is the education policy of this government? What do we want to achieve – or is just to look good by presenting a bogus budget?

    A good government will focus on one sector at a time. Buhari wants all at the same time, though feebly due to poor finance.

    I went to school. I can pronounce CHANGE by myself. I do not need Buhari to help me pronounce CHANGE.
    I voted for concrete results. After 6 months there are no concrete results, just slogan, but i did not vote for slogan.
    This is how countries get destroyed with mass hypocrisy. The APC does not want us to talk about governance results.
    It is our civic duty to make sure we talk ONLY about results of Buhari’s six months stay in power. APC is talking rubbish.

    We are saying that we want to see concrete results of CHANGE – not campaigns after election. That’s the issue.
    Buhari has nothing to show for his stay in office in this year. He now wants to divert attention to the next year 2016.
    There is a big difference between CHANGE and HOPE. We go to church or mosque to get HOPE, not to polling booth.
    If Buhari has no ability to deliver on CHANGE he should quietly resign and forfeit the greed that made him run for office.

Nigeria will not remain this bad forever. USA is owing trillions of DOLLARS not like they used that money for anything useful but to prosecute war in another mans country. You are here faulting 2 trillion borrowing. smart people are even calling for far more borrowing in other to stimulate d dead economy and create millions of jobs

            Thank you for your educative comments. The US government borrows every year. Those who opposed it then cannot even say that much now because the unemployment rate has gone down. The last administration in Nigeria borrowed $1B plus Abacha loots to fight the war but spent it on themselves and their party. They borrowed in the name of all Nigerians but the money ended up in their pockets. What a shame! In the US federal government put a lot of money in capital expenditure. You can tell because we can see road construction everyday. Even sometimes we complain about it because of light traffics some of them cause. They have been doing that for the past six years given opportunity for citizens/residents to be employed. More money injected into healthcare system as a result of Obama care. Given many people to start their own businesses and many hospitals are employing nurses and doctors like crazy especially in some states likeCalifornia where it is being supported. California unemployment is down from about 13% to 5% now due to government interventions. New Bay bridge was completed last year. That bridge alone helped brought down unemployment rate in California and still does because people are employed to maintain it everyday. California is ranked 1st/GDP in the states while it is ranked 8th in the world above Italy and India nearly passing Brazil as of 2014. This is due to government responsibility to put the people first not their pockets and people responsibility to pay their taxes. It is that simple. I don’t know the reason the looters make everything complicated.

            and who told you america borrows from international firms? you guys should really do your research before you conclude. america is owing china not due to the fact that it borrowed from china, but china keep on buying american treasury bills, notes and bonds all with the aim of lowering the yuan for commercial purposes. Borrowing from international bodies like nigeria and most african countries do, put us at their hands.

    When a man that tells someone he will kill goes sharpening machete,it means his threat might be carried out,the president said all those that stole Nigeria’s money must return it no matter where it is kept and we see him giving such budget with 30% capital expenditure based on borrowing while telling us that fiscal deficit will be brought down to 1.3% of GDP by 2018,only one conclusion could be deduced,the borrowing he talked about would come from the money stolen under Jonathan both ones hidden in Nigeria and outside.

      It is worse than you make it. Buhari makes a budget for a country based on stealing. Buhari wants to fund
      the budget with loot he hopes to recover. But read that budget on that precise point and you’ll see the folly
      because he budgets to recover 800 million dollars from Jide Omokore & co whereas, Jide Omokore does
      not have $800m assets without access to the crude oil he was officially given to steal. So, from where will
      Jide Omokore get 800 million dollars to repay when he is owing banks another 5 billion as at today?

    Look, let me tell you guys, i don’t know what portion of this 2 trillion Naira debt is to be
    borrowed in foreign currency, but if any bank or consortium advances 50% of it, i mean
    50% of two trillion Naira to Nigeria in dollars on today’s facts of economic failure, Nigeria
    will be thrust right back to where it was in the 1980s when it needed 2 billion dollars to pay
    interest alone on foreign loans. It’s as simple as that.
