In deceitful, laughable defence, Senate says 109 senators need N4.7billion cars for Committee shuttle

The Nigerian Senate

The Nigerian Senate has responded to a PREMIUM TIMES exclusive report exposing its plan to illegally spend an estimated N4.7 billion on exotic cars for its President, Bukola Saraki, and 108 other members.

In a statement by its spokesperson, Aliyu Abdullahi, on Sunday, the upper legislative chamber claimed the vehicles being procured were for committee assignments.

“The vehicles are not meant for individual Senators,” Mr. Abdullahi said. “They are purchased for the use of the committees.”

Mr. Abdullahi did not explain the kind of committee work that demands each of our 109 senators to have individual cars.

He also did not say what the Senate plans to do with the 11 cars that would be left after the 120 cars are distributed to Senators.

Committees of the National Assembly are known to travel for oversight duties in buses, and not in individual cars.

Those who should know have told PREMIUM TIMES that the purchase of the cars in the guise of buying it for committees is a ploy to circumvent the monetisation policy of government which forbids the purchase of official cars for public officials.

Under the policy, no new vehicles should be purchased by any agency of government for use by public officials.

Rather, public officers and political office holders are to receive 250 per cent of their annual basic salary as motor vehicle loan, which translates to N5.07 million for each senator.

Our sources at the National Assembly said the Senators got these loans before also proceeding to acquire these new Toyota Land Cruisers.

The Senate spokesperson also said the cars in Mr. Saraki’s convoy are so old that they are begging for replacement.

Yet PREMIUM TIMES learnt the cars were only supplied shortly before the end of the last legislative session in June.

Mr. Abdullahi did not also explain why 10 cars were being bought for Mr. Saraki when the law only provides for six cars for him.

Project Vehicles for Committee Work, says Senate

The Senate today (Sunday) dismissed the reports by an online medium, Premium Times seeking to present the upper legislative body as insensitive for proposing to purchase vehicles for the use of members, as it stated that the project vehicles that are to be purchased are meant for the execution of committee assignments.

In a statement by its spokesperson, Senator Aliyu Sabi Abdullahi, the Senate said the automobiles are part of the necessities which the institution usually provide to committees to enable them function without depending on external bodies for effective performance of oversight functions.

“The vehicles are not meant for individual Senators. They are purchased for the use of the committees.

“For those who may want to find out what happened to the ones bought in the past, we cannot expect that after four years, the vehicles will still be in the condition to effectively serve the present committees. The best practice in government institutions and even private organizations is for official vehicles allocated to top officials after four years of use to be sold at the depreciated value”, Abdullahi stated.

“We have been very frugal, responsive and responsible in our spendings. We have also cut down on several expenses. However, there are certain expenses and purchases that are normal in government and any organisation generally. The legislature is not an exception.

“With respect to the official vehicles of the Senate President, it should be noted that majority of the vehicles in his convoy are his personal vehicles while some of the vehicles that he inherited, including his official vehicles and the back up car, are so old that they are already developing faults and not fit for long journey. We can recall that on several occasions, his official car broke down. Three instances will suffice here. I remember on a visit to Nasarawa state for a wedding of the daughter of a colleague. Other occasions were at the National Mosque three weeks ago and at the Abuja airport.

“The implication is that the vehicles in his official convoy are so old that they are already causing embarrassment for the Senate. The media should know that a man of his antecedent will not at this point be excited with purchase of new cars. His official cars are really long overdue for replacement.

“The media should avoid deliberately portraying the legislature as irresponsible and inciting the people against it. We seek the understanding of the media to explain issues and situations to the people. Both the media and the legislature have different roles to play in sustaining our democracy and none should be seen to be undermining the other”, Aliyu stated.

Senator Aliyu Sabi Abdullahi
Chairman, Senate Committee on Media and Publicity.

Is it not possible for the public to organise a petition (online or otherwise) and by shear number get the presidency or judiciary to enforce our collective will on this band on criminals? If we can organise such, we can stop such irresponsible behavior … We need experts to advise …

    • Taye

This is a very good suggestion. We can all be expressing our disgust and frustration about the anti-people actions of our so-called leaders but we owe ourselves and our people the obligation to use whatever tools available to us to show our disapproval of their selfish self-serving actions. Premium Times has been one of the avenues through which these abominations are made public, maybe the newspaper can assist in bringing this initiative to the populace. I am in.

    • Burbank

      No, it is not possible.
Of the three levers of powers in a democracy like ours, it is a fight of 2 against 1.
The NASS (Senate and House) and the Judiciary are both ganging up against Buhari.
Buhari however has the advantage of the popular support.

We know Buhari is not a push-over, but if PMB pushed too hard against the Judiciary and NASS, he may be accused of being autocratic, although that is exactly what Nigeria needs – a Lee Kuan Yew style of autocratic democracy.

What type of Journalism is this–if I may ask? I mean what is deceitful about plans to buy vehicles for the Senators? When in the first nine months of the year, the Federal Government under the Satanic Rule of Buhari and the Apes in APC, spent N3.42tn out of the total N4.493tn on nothing-apart from the payment of salaries of civil servants–A spending which was approved in the 2015 budget. But now Buhari has nothing to show for the money–he and his team stole–

These figures are contained in the Medium Term Expenditure Framework and Fiscal Strategy Paper (2016-2018) sent by President Muhammadu Buhari to the National Assembly.

The document was approved by the Federal Executive Council on Monday and sent to both chambers of the National Assembly on Tuesday for deliberation and approval.

In the MTEF, a copy of which was obtained by our correspondent, the Federal Government said the N3.42tn was spent on both recurrent and capital expenditure in the nine-month period. How Buhari has refused to explain to the Nation–Not one gun powerder was pruchased by him for the soldiers fa!
Yet Buhari and the Apes in APC are sponsring news items to deceive Nigerians–as if he Buhari has been prudent with our budget—–4.4 trillion has been spent by within 9 months–ooooooh yeeeeeeeeeeeeeeee Nigerians——-

The only escape route for Nigeria is deposition of the senate president Bukola Saraki from the senate presidency position in order to restore transparency and accountability to the disbursement of our scarce financial resources.Individual senator earns huge income from which senators should be able to purchase automobiles to travel from their constituencies to the senate and there are official vans to support senators and representatives smooth transportation. There should not be any allocation of public funds to purchase personal cars for senate businesses.
@Very Oroud Oily IZON Redeemer and ilks:Readers should ignore Deri Orbuka as oil is internationally rendered non-useful as vital product to generate the engine heart of the global economies. You may wish to start drinking your oil.

      Lol… well said.

    • Onike24

I honestly think this has gone beyond Saraki, the entire senate is turning out to be a colossal rogues gallery; what crime can you think of that one or more have not committed? It’s just such a mess! People like Akpabio and co are drawing pensions whilst serving as senators, where else can you find such rogues sitting as law makers?

      • Jujubeans

Very true. These people are criminals for real. Unfortunately Nigerians didn’t pay too much attention to the senate elections. Next time we won’t make the same mistake (I hope) but in the meantime what on earth do we DO with these people?

    • B. Messi

‘Dr’, if indeed some of you desire a new Nigeria as you claim, then you must rise above your party affiliation and sentiments and speak truth to power.
It is pertinent to note the comment of ‘onike24’ as a reply to your comment suggesting deposition of Saraki as the ‘ONLY’ escape route for Nigeria.
‘Dr’, I hope you realise your party APC HAS THE MAJORITY IN THE SENATE? WHY ARE THE APC MEMBERS SHEHU SANI, DINO, ET ALL QUIET?? WHY DIDN’T THEY OPPOSE/REJECT THESE VEHICLES??
      I LAUGH!
REMOVE SARAKI AND INSTALL YET ANOTHER CORRUPT ‘CLONE’.
This has been why some like me have received all sorts of insults from APC minions here..i have said consistently THERE IS FUNDAMENTALLY NO DIFFERENCE BETWEEN THESE APC AND PDP MEN!
Some had said ‘buhari won’t allow this..buhari won’t allow that’.
      Again I laugh!

      • Onike24

You are quite right, there is a common thread of venality running through Our politicians, but not all. There are albeit a micro minority who care about the common man. Buhari is not corrupt and is personally incorruptible, however he alone cannot change a system that is on life support, we must all try in our own little way to realize that whist corruption may be sometimes expedient, it like all things of the devil or unethical extracts a much bigger price in the end. Someone pays with their irreplaceable lives for corruption.

        • B. Messi

          Well spoken.
However, I USED to think buhari was ‘incorruptible’ back then when he was GMB.
Not sure anymore. While we may not b able to accuse him of corruption directly as PTF chairman, I personally know of the MASSIVE fraud perpetuated under his nose then. NOT a good sign. Now he Is surrounded by corrupt people. Maybe he’s a better alternative..I’m not sure. While he might have an edge over the past president in issues of anti corruption, his ethno/religious bias is a major drawback. Not suitable for a multicultural/ethnic/religious country like Nigeria. These issues are as serious If not weightier then jst monetary form of kwaropshun.

          • Onike24

Buhari remains Incorruptible, I had the honor and privilege to work with him, no amount of propaganda from agents of a well known thief can assail his integrity! If any massive fraud was perpetuated under his nose as you put, I can safely assume that he didn’t know about it. I really Dora Akunyuli was alive to defend his integrity, from people who are determined to drag it into the mud!

Nigerians made the mistake of electing these prodigal sons and daughter to Senate . Is this a house dominated by APC?
We the people who made the mistake have to correct it , In these days of huge national debt, and oil price falling so badly . Nigeria has to downsize its expenditure since its revenue source is SHRINKING,
1] scrap Senate like in Senegal
2] make house of Reps part time .
3] the above committees , should be bus round for their assignment when still functional , since they individually had 5million for car loan.
4] get ready to recall the worst legislooters
Now our goal should be # scrap the senate.

That you refused to be appalled by the level of stealing and sodomisation of all of us by PDP in the last 16 years is damn unfortunate! I blame our Judiciary in this rigmarole process of removing the fraudster at the head of the Nigeria Senate. Bukola Saraki has become an embarrassment not only to the PMB government, but also the APC that was elected over the PDP with the hope that the party executive members will help Buhari on his CHANGE philosophy. Unfortunately, Chief Odigie Oyegun is not leaving up to expectation as a Chairman of a change party.

The National Judicial Congress is rotten to the core; the NJC is responsible for judges like Saraki, Buruji Kashamu, Stella Oduah, Orji, Akpabio et al, to steal the hopes and aspirations of Nigeria.
Made up of judges that laughed while corrupt senators crushed our people in punishing poverty
The judges laughed while our children died due to poor medical services long abandoned by corrupt senators.
The judges laughed while our children got poor education in scholls long abandopned by corrupt judges.
The judges laughed while our soldiers are killed due to diversion of budgets to buy equipment for them in their fights against terrorists.
While the presidency, the DSS and the EFCC are doing their best to prosecute these thieves in the courts, the judges set them free, to continue their rape and plunder of Nigeria.
Ghana had set a brilliant example by mass purging her judiciary; Nigeria must follow suit, fast.

I suppose there are more that 120 committees in the Senate and House, however, this Aliyu man’s response is somewhat condescending. LET BIAFRANS GO – DR JUNAID MOHAMMED.

**they need Nigeria more than Nigeria needs them.
Dr Junaid Mohammed, convener of the Coalition of Northern Politicians, Academics, Professionals and Businessmen, has called on Nigerians to allow Igbos to go, if they want to, saying that they need Nigeria more than Nigeria needs them.
Speaking in an explosive interview with Sunday Sun, the Kano-based Russian-trained medical doctor turned politician, who described the Igbos as persons who could not be trusted with power and certain key positions in the country, however, said: “…I insist they should be heard and be allowed to secede, provided they are peaceful.” Excerpts:

Looking at the dimension the agitation for the sovereign State of Biafra has taken, should Nigerians and Nigeria allow the Igbos go or not?
    Yes.
My understanding is that in every society, people will have to be persuaded, to see the benefit of living together. But where that fails, I think people should be allowed to go their separate ways in peace. Now, this question should have been answered earlier, before the independence or even immediately after the Igbo coup of 1966.

Directly, through their own actions, they organised a tribal coup in which political, business and even traditional leaders of other tribes, other than their own tribe were eliminated, leaving their own leaders intact. That shows who they are. However, I am one of those who believe that Nigeria is a very impor¬tant project not only for Nigerians, but to the entire black race. So it will be a disaster if black people cannot live together in peace. There was a consensus within the generality of Nigerians that Nigeria has to be saved, Nigeria has to be preserved and in doing so you have to use minimum violence. It has to be used through persuasion for those people who don’t understand the essence of our being together.
Now, unfortunately since 1970 when the war ended, and up till date, it has become a pattern of many Nigerians to want to agitate and use the agitation to threaten the corporate existence of Nigeria as a whole and people are saying, ‘look, anybody that thinks they can stay on their own, let them go. Let everyone go in separate ways.’ So, anybody who thinks Nigeria owes its corporate existence to them, should simply go…

(“reason of State”), is a country’s goals and ambitions whether
economic, military, or cultural. The concept is an important one in international
relations where pursuit of the national interest is the foundation of the
realist school.”. Is it a Prodigal Senate or NASS we still have in Nigeria?

  • Sword of Damocles

For those of you who missed it, here is the scorecard for the 8th Nigerian Senate for the past week.

    1) went through first reading of a proposed bill to censure “free speech” ( a fundamental human right). Case now pending at UNHRC.

    2) Secretly & illegal invited bids to a 4.7 billion Naira purchase of high end luxury vehicles for 109 “child-senators”, including a replica of what the the President of Nigeria uses for the Senate President (MB550 ballistics upgrade).

question? how does any of this improve the lives of the average Nigerian?

An outsider looking at this will be compelled to conclude that the brains of a LOT OF Nigeria’s so-called Leaders is somewhat undeveloped, in order words they think like a child: ME! ME! ME!, never the collective. Saraki wants to driven around in the same limo the President uses, since he cannot have the one thing he truly desires: The Nigerian Presidency. The remaining 108 Senators are not aware of the words of John F Kennedy at his inaugural on 1/20/1961: ask not what your country can do for you, but what you can for your country.

And these are the leaders that Nigeria currently has the misfortune of being saddled with. Think of the close to 150 countries on God’s green earth, can you think of one, just ONE that seems to have an over-abundance of betrayers as leaders such as our fatherland?

HOW TO BLOCK THE SENATE’S PROPOSED N4 BILLION PLUS CAR PURCHASE

Premium Times 100% spot on. The justification for the car purchase is deceitful and laughable.

If 4-year old cars are unfit for their use, why do they buy them at silly prices?

Bukola Saraki’s official car was said to have broken down when he went for a colleague’s wedding. Could he please explain why he should use official car for his private business, with the additional cost at public expense?

How on earth can Senators justify buying for themselves at public expense cars that each cost over N20 million naira when a Peugeot car at far less than N5 million a piece can perfectly be used for the so-called Committee work?

What happens to the monetisation policy in place?

There are in my view three options in the circumstance.

    1. PMB should persuade his APC Senators to stop the purchase. If that fails, he block the purchase by refusing to release the funds. Nigerians would back him in any ensuing show-down.

    2. Nigerians across the country should mount a serious nationwide serious and threaten to recall any Senator that agrees to go ahead with the purchase.

    3. Some NGOs should launch a class action in court to block the purchase on the main ground that it amounts to waste of public resources, which the 1999 Constitution clearly forbids, and that it also violates public policy on monetisation.

    • Johnson

This is the kind of action I expect the NLC & TUC to be championing.

This is what we call (Pretrified Junk journalism) that is a janajweed news story sponsored by the Apes in APC, without adequate research, investigation or information before publication. Purely designed to play on the sentiments of Nigerians against the Senators.-Yet the same media men, are not prepared to question Buhari on how he spent over 4.4 trillion within days of his assumption of office-in Aso Rock with his wife Aisha whom he married at 9-The Junk journalism being practiced by Premium Times-is simply aimed to promote traffic to their news site or to get public patronage by fabricating alarming pack of lies to newsreaders daily on her website—Why should the average African buy himself a car–when there are no running waters-or toilets in my village—Yet Buhari was allowed to blow away 4.4 trillion–without adding a bag of cement to our development schemes————-This is what the USA imposed on us via Buhari-a certificate less misguided boko haramic monster. Let my people go ojare!

You mean APC sponsored a negative story about itself? You’re unique in that thought.

Now as for the real issue here, the cars are not justifiable whatever the reasons given by the senators. These people need to lead by example on how to use public resources. Are they not paid enough to buy their own vehicles?
