NPAN tackles Tribune, Peoples’ Daily, Telegraph over NSA Dasuki compensation payment claim

The Newspapers Proprietors Association of Nigeria (NPAN) on Saturday explained why some of its members were yet to be paid the compensation money released to the body by former National Security Adviser, Sambo Dasuki.

The publisher of ThisDay Newspapers, Nduka Obaigbena, had said in his response to a letter of invitation from the Economic and Financial Crimes Commission, that he received N120 million in March 2015 on behalf of NPAN and 12 newspapers.

The newspapers had demanded compensation for the unlawful seizure and stoppage of circulation of their newspapers by armed soldiers in Abuja and several cities in June 2014.

But in separate statements on Friday, some of the 12 newspapers dissociated themselves from the payments.

The newspapers are African Newspapers of Nigeria (ANN) Plc, publishers of the Tribune titles; Peoples Media Limited, publishers of Peoples Daily; Daily Telegraph Publishing Company Limited, publishers of New Telegraph, Saturday Telegraph and Sunday Telegraph, and Independent Newspapers Limited, publishers of Daily Independent newspapers,.

However, in a statement Saturday, the Executive Secretary of NPAN, Feyi Smith, explained why the affected papers had not been paid.

Mr. Smith said, “Our attention has been drawn to statements issued last night by the Nigerian Tribune, Peoples’ Daily and New Telegraph Newspapers claiming that they did not receive the compensation for the military disruption of circulation of newspapers by the Federal Government.

“It should be recalled that the Newspaper Proprietors’ Association of Nigeria (NPAN) Executive Council meeting of March 17, 2015, held at the offices of Daily Trust, Abuja, resolved to accept the N120million compensation and passed two other resolutions thereto:

(1) that each member- organisation accepts to donate N1million from the compensation to the Association for the up-keep of the Secretariat;

(2) that members should bring their membership account current, by paying all past dues to the Secretariat before collecting their cheques.

“The cheques for the Nigerian Tribune and Peoples’ Daily remain in the Secretariat awaiting collection.

“In the case of New Telegraph, the Secretariat was confronted with a situation where 13 Newspapers made claims while compensation for 12 newspapers was made. Blueprint Newspapers which was inadvertently omitted from the list has since been been paid.

“When New Telegraph now demanded payment that had been collected by Blueprint Newspapers, the secretariat then brought the matter to the attention of the of the President, Mr. Nduka Obaigbena, who then called Governor Orji Kalu , the Publisher of both the Sun Newspapers (who had been paid) and the New Telegraph (which has not been paid), to urge him to be patient for the matter to be tabled at the next Executive Council meeting, where he would seek the approval of the EXCO to take the funds earmarked for the Secretariat to pay them.”

    why did the military seize or stopped the circulation of the newspapers? Could it have been done deliberately to create a reason for sharing money to them under a pretense? It’s obvious it wasnt the right thing to do, hence the reason for the seemly compensation. If there should be any compensation at all, why the Office of the National Security Adviser and not the Military that engaged in the disruption? After the #670m received by Nduka from the ONSA, who much did he also receive from his insurance company or didn’t he insure his assets ?

Were all the Newspapers having the same circulation figures. How may papers were seized that the compensation would have been the same for each newspaper. What was the historical sales figures for each of the papers. Could anyone of them have sold 10M worth of newspapers? Na real wah o for Nigeria. So Military commits the seizure and Ministry of Defence does not pay but NSA pays. The Newspapers themselves all collected the hush money. Which Newspaper reported that the FGN through the money sharer (NSA) had compensated them for loss of expectation of earnings. If it was not understood as hush money why are we just hearing about it now or was it not news worthy of reporting when it happened? May God avail.

    The money was meant to buy arms and ammunition for our soldiers. It wasn’t even approved by the National Assembly. A lot of the funds went to compensation – not to Boko Haram victims whose houses were burnt, schools destroyed, life shattered, forced to relocate to IDP camps, lost loved ones etc etc. Those don’t deserve compensations. After all, those in the presidency don’t know them from Adam. Those who got compensation are friends of the president – who can be of help during election and journalists who can help sway the hearts of the masses to love the president and his government.

    Mr Nduka Obaighena, you know better than that. Governments do not pay compensation money in Ghana must go bags or by clandestine deposits to bank accounts. Dasuki was certainly in no place to make such appropriation using funds purported meant for arms procurement, and you were in no position to receive it on behalf of others. Go and answer to the EFCC invitation. You cannot defend shameless, corrupt and unethical practice on the pages of newspapers. It is annoying when someone we previously respected and looked up to suddenly joins the other side and begins to make a mockery of our collective intelligence.

        Damilola, Whatever your point is, one thing remains unchanged. You can’t just do things. Whether the government is paying you some compensation, for services rendered or goods supplied, there must be rules and regulations to be followed. Otherwise, how will the money be accounted for? How will you be taxed? How will the accounting officer know that the services or goods have been paid for or that the compensation has been made? On another day, we can talk about what the ONSA funds are intended for and how they may be disbursed.

At the same time sir, we should care to listen to the argument of the other side on the process. Should we then condemn this man for collecting a sum of money accrued to him as compensation for his loss, either the govt followed due process or not? Is it for the leaders of the Association to investigate if the money in similar regard was appropriated or not? Those are issues I think we should also look at in this regard. Dasuki also is to tell us why he dealt in such terrain and if there is any constitutional stand at which he operated. I think all these are issues the court of law should fairly administer and not the prolonged detention and unending investigation that has aroused the tempt of the populace to stone the “alleged” criminal even b4 sentence.

Why did the NSA not compensate the APC for the raid conducted by Marilyn Ogar’s goons which resulted in the destruction of property as well? A pregnant woman bled miscarried in custody yet, no one was punished for that heinous crime much less compensate her for the torture. Who compensated the many churches, mosques, parks and the families of the thousands of innocent lives lost to the Boko Haram mayhem? Indeed, God has a lot of judging to do with Nigerians alone.

Saying it was for seized copies of newspapers by the army is nonsense – which court awarded that penalty, directly or through mediation?. And which other organization or establishment (mosques, churches, civic centers etc) have been compensated for the damages cursed by Boko Haram?

It was the only coup since 1966 that, the reason adduced for the takeover was not corruption. IBB regime that overzealous and wanted to justify their takeover investigated Buhari thoroughly and he was given a clean bill of health.Buhari is the most investigated politician in Nigeria living or death. He has contested elections against all the 3 PDP presidents, a party and presidents who had the penchant to use the Efcc card to intimidate opponents. Until May, 30th, 2015, he had no immunity, so why have the various govts since 1985, not prosecuted him or release any documents indicting PMB of stealing public funds or using his office to enrich himself. What is the relevant of a FOI when the President is stealing public money `suppose` to be for the fight against BH to sponsor party activities and his campaigns?     difficult to understand why Nigerian journalists and especially the NIJ would
    continue to give this man any relevance. – a man who could sell his head for
    filthy lucre. This is the same man who scuttled MKO Abiola’s chance to become
    the president of Nigeria being the first person to shout out that the election
    of June 12 should be nullified after having lied that the winner campaigned on
    the election day
