EFCC boss, Ibrahim Magu, talks tough, vows to recover all stolen arms money

The Acting Chairman of the Economic and Financial Crimes Commission, Ibrahim Magu, has vowed that his commission would recover all public funds stolen in the guise of arms procurement in Nigeria.

Mr. Magu, who said the EFCC was making progress in the ongoing investigation, promised that all culprits in the arms procurement scandal would be brought to justice.

The EFCC acting chairperson spoke in Abuja on Wednesday at the commemoration of the International Anti-corruption Day which had as theme, ‘‘Break the Corruption Chain’’.

‘‘Corruption is like a chain whose effect impacts various aspects of the society, undermines democracy and the rule of law, distorts markets, erodes quality of life, leads to human rights violations and fans the embers of terrorism and other threats to human security,’’ Mr. Magu said.

He said the EFCC had resolved to break the corruption chain in a fair, accountable and transparent manner, stating that the Commission had so far investigated a total of 1,881 cases within 2015 alone.

According to him, “Out of this figure, 280 cases were filed in courts and 78 convictions were secured. In this period also, eight interim and two final forfeiture orders were handed down by various courts on applications brought by the Commission”.

The EFCC boss further added that he had put in place machinery to sanitise the Commission internally.

He also expressed gratitude to President Muhammadu Buhari for creating an enabling environment for the Commission to carry out its mandate, adding that he would undertake institutional reforms to increase the Commission’s capacity to fight corruption.

He, therefore, urged civil society organizations as well as other partners to join hands with the Commission in the anti-corruption fight.

‘‘Our common resolve is far stronger than the challenges we face in the fight against corruption,” the EFCC boss said. “I call on you to embrace the EFCC’s public enlightenment campaigns, the activities of our Zero Tolerance Clubs in tertiary institutions and our inter-faith initiatives because in this effort to break the corruption chain, no man is an island and only when we work together can we make a difference.’’

Earlier in an address, the Secretary-General of the United Nations, Ban Ki-Moon, explained that corruption had disastrous impacts on development when funds meant for social amenities were diverted by public office holders for their personal use.

Mr. Ki-moon, who was represented on the occasion, argued that corruption could exacerbate violence and insecurity.

‘‘It is time to deliver a clear message around the world that rejects corruption and embraces the principles of transparency, accountability and good governance. This will benefit communities and countries; and it will help to usher in a better future for all,’’ he added.

In his remark, the Director-General of the Bureau of Public Service Reforms, BPSR, Joe Abah, called for the enhancement of the Code of Conduct Bureau, CCB.

He further said the newly introduced zero- based budgeting system would ensure discipline in the implementation of budgets.

Also, Lilian Ekeanyanwu, representing the Technical Unit on Governance and Anti-Corruption Reforms, TUGAR, urged the anti-corruption community to take advantage of the positive body language of the presidency.

“We must hit the ground running,” Ms. Ekeanyanwu said. “We must have a national strategy to bring awareness about the issue of corruption and find methods to curb the malaise, while keeping the populace involved.”

The Deputy Chief Mission of the United States Embassy, Maria Brewer, in her remark, stated that corruption could undermine institutions and slow development of any nation.

She said the United States was ready to partner with Nigeria in the fight against corruption.

This year’s anti-corruption day was organised by the Inter-Agency Task Team (IATT), the European Union (EU) and the United Nations Office on Drugs and Crime (UNODC). It holds on December 9 every year.

In attendance at the event, which featured a debate on corruption elimination between students of Light Way Academy and Model Secondary School Maitama, Abuja, were participants from the Budget Office, the Independent Corrupt Practices and Other Offences Commission, the Nigerian Financial Intelligence Unit, TUGAR, the Bureau of Public Procurement, Corporate Affairs Commission, Public Complaints Commission, the Nigeria Police, National Drug Law Enforcement Agency, Federal Inland Revenue Service, Ministry of Justice, Ministry of Finance, among others.

    She crucified Jonathan for the litany of Nigeria’s problems and she embraced “change” as the best antidote, so now that Buhari come into power, the problem should have been nipped by now, 6 months into power isn’t it? She must have lost all sense of hope when Auwalu confirmed that Baba Buhari having come into power has lost touch with the masses. Hmm, it must be very painful for the old woman.

    This reminds me of Professor Sheldon Wolin, the Harvard Professor, when he announced that elections can easily be an illusion after an era of change is ushered in. He said democracy can be what he termed “inverted totalitarianism” in which a powerful few or cabal lose touch with the masses and still use the concept of popular sovereignty to hold on to the reins of power.

    The Naira is in free fall, manufacturers have downsized their labour force, leading to high levels unemployment, the CBN chief once warned we are on the cusp of recession and recent reports in the international media about the economy of our country are, to put it mildly, not flattering. Blame Buhari’s tacit economic direction. Suicide attacks have refused to plummet; we are all waiting for the Almighty December deadline too.

    Fuel queues have refused to disappear and power supply has dipped. What happed to body language? Some say these problems were not created by this administration, but fail to remember that Buhari promised to fix them once elected…..

      If Buhari was eating shinkafi when he said Abacha’s loot was not real, was Jonathan also drinking akpeteshi when he conferred the award on Abacha during the fifty years celebration.

    General Obasanjo, Goodluck Jonathan & Abacha’s Loot

    The Senate and the House of Representatives, together,
    form Nigeria’s most irresponsible public institution peopled by thoughtlessly reckless
    people (mis) voted into office by ignoramuses and illiterates called the ‘electorate’
    in Nigeria. Since 2002, were the Senate and the House of Representatives composed of
    thinking people, a monthly report on ABACHA LOOT would have been designated as a
    mandatory account to be submitted to the Public Accounts Committee of both chambers.

    For irresponsibly failing that
    commonsense duty the door was left open for the re-stealing of the Abacha loot.
    Even now, no Senator or Representatives knows how much was recovered into that
    account. Nigerian legislators all rely on the Ambassador of Switizerland’s ipse dixit
    that 700 milllion dollars was so far returned. But the Swiss Ambassador could only
    speak for amounts recovered from Swiss banks and no more. Where are the returned
    loot from Lichtenstein? Where are the returned loot from United States of America?
    Where are the returned loot from Britain?

    The usually irresponsible Economic and Financial Crimes Commission (EFCC)
    has no reliable public account of Abacha’s loot. That administrative fiasco denotes
    the gross administrative incompetence of Olusegun Obasanjo in the first instance.
    Obasanjo had the first chance to set up a honest account system but failed the
    test of honesty himself. Seeing a corrupt president in Olusegun Obasanjo,
    all other public officers took a cue and theft overrode public policy in Nigeria.

    I doubt if the charges taken to court against RAYMOND DOKPESI are competent in law. I have good reasons.
    Whilst one person alone can be convicted for conspiracy in common law, the facts in support must be cogent.
    The approving officers are best charged along with Raymond Dokpesi to block an obvious loophole herein.
    President Buhari need not be a lawyer to know that Raymond Dokpesi’s alleged offence is purely derivative.
    A derivative offence is best proved along the predicate offence allegedly committed by the approving officers.
    No lawyer reading the snippets of this court case abroad can have much respect for Buhari’s thinking ability.
    Critics back home who say Buhari administration fails to fly for lack of thought are being proved right again.
    For us overseas, we cannot single out anyone in Buhari’s government with above mediocre reasoning ability.

        We can send our own attorney-general (Malami, S.A.N) to go and apply for admission there

        as a student for two years to go and study real good law, not sokoto or Kano law he is using

        without any sense at all. If our attorney general can pass the law school exam, he can resume

        back as attorney general in the year 2018 when he has good sense to think very well like you.

          Anyone who steals from Nigeria must be punished. Whether he is from APC, PDP, Hausa-Fulani, Igbo, Yoruba, Muslim, Christian, traditionalist, north, south east, or west is immaterial.

          The greatness of Nigeria depends on hard-working citizens lead by capable leaders. Jonathan even recommended to all his cabinet members a reading of Lee Kuan Yew’s From Third World to First: The Singapore Story, hoping that Nigeria can emulate Singapore’s meteoric rise from a poor backwater insignificant island, the size of Abuja, to be the world’s 3rd richest country today.

          Unfortunately, with thieves as political leaders and encouraged by gullible and exploitable supporters, in the same period that Singapore rose to be a financial and trading superpower, Nigeria backslided into near oblivion.

          But that is no reason for Nigerians to lose hope in their country. Buhari has many imperfections in his government, but he is our best hope to propel Nigeria forward for a better future for all regardless of tribes, languages, religions or geopolitical differences.

    NIGERIANS GROUPS CONDEMNS TOMPOLO’S INVITATION BY EFCC, WHILE APC TROUBLE MAKERS ARE WALKING THE STREET.

    The Niger Delta Defenders Forum (NDDF), a newly formed militant group in the Niger Delta region, Thursday, condemned in strong terms the invitation extended to Niger Delta ex-warlord, High Chief Government Ekpomupolo, alias Tompolo, by the Economic Financial Crimes Commission (EFCC) in Abuja.

    The NDDF made its position known in a three-paragraph press statement it issued in Warri, Delta State, while reacting to the invitation of Tompolo by the anti-graft body on Thursday.

    Spokesman of the group, General Agiligbegha Izonkuro, who signed the press statement said the invitation of Tompolo was unwarranted and unjustified. He lamented that the President Muhammadu Buhari-led Federal Government was bent on creating crisis in the relatively calm Niger Delta region.

    “I want to tell you with every assurance of confidence that this government has nothing to do with Tompolo. They have revoked all his security contracts with the Federal Government when Dr. Goodluck Jonathan was President. So what else do the APC government want from him?”, Izonkuro queried.

    He noted that the NDDF knew that the development was not unconnected with the APC’s quest to take over Bayelsa State, warning that the Niger Delta would boil again if anything happened to Tompolo. “We are watching them. We are closely taking stock of everything that is going on. If it is about the election then they should forget it. The NDDF has already taken its stand. We are not going to betray the Ijaw nation on the altar of politics. We are not going work people who well known to have repeatedly betrayed the Ijaw nation. Anybody that does that is on his own.

    “The position of the NDDF on the Bayelsa election is also very clear. We want the people of Southern Ijaw to come out in their numbers to massively vote and defend their votes. We will not betray our Ijaw nation to please our true enemies.”

    General Agiligbegha Izonkuro, however, stressed that Tompolo would not honour the EFCC invitation, describing it as a ploy to keep their leader out of circulation when he should be going about his lawful businesses in the Niger Delta.

    Meanwhile, the leader of the Niger Delta Peoples Volunteer Force (NDPVF), Alhaji Mujahid Asari-Dokubo, has given the Federal Government a week’s ultimatum to hands off its alleged plot to rig the governorship election in Bayelsa State and install the All Progressives Congress (APC) candidate, Timipre Sylva.

    Asari-Dokubo in a statement issued in Yenagoa on Thursday, accused the Federal Government and its agencies of collaborating with the INEC to rig the election. He warned that except government steers clear of the alleged complicity, ex-militants would return to the creeks to resume agitation with consequences on strategic oil installations.

    He stated that in furtherance of this, the ex-militants have regrouped under a new formation known as the Reformed Ex-Agitators of the Niger Delta (REND), which he claimed he is now leading to press for a democratic process in determining the outcome of the election-Separation is the only answer to the Satanic, ati Luciferic government of Buhari and the Apes in APC Nigeria is not the personal property of the luciferic government of the Fulanis and Yoruba rogues
