NNPC wants fuel subsidy scrapped; says it’s not sustainable

The Nigerian National Petroleum Corporation (NNPC) on Thursday made a strong case for the complete removal of subsidy from the petroleum products pricing template by the incoming government.

Group Coordinator, Corporate Strategy and Planning, NNPC, Tim Okon, said fuel subsidy was not sustainable in view of the fact that government was not in control of the factors that influence retail fuel price, particularly fluctuations of crude oil price at the international market.

“Since government does not control crude oil price, its fluctuation often creates fiscal instability in the country, which negatively impact on Nigeria’s revenues.

“So, from the technical analysis made, it is obvious that subsidy is real, and it is something that should go, because it is not sustainable,” Mr. Okon said.

Mr. Okon was speaking at the Society of Petroleum Engineers 2015 Oloibiri Lecture Series and Energy Forum in Abuja.

Fuel subsidy, he said, creates distortions in government revenue distribution as a result of round tripping and unnecessary carryover of expenditures every year in a way that is difficult for government to control or sustain.

The NNPC official described subsidy as the difference between expected open market fuel price and actual retail price consumers pay at petrol stations as regulated by the Petroleum Products Pricing Regulatory Agency (PPPRA) and the Department of Petroleum Resources (DPR).

Over the years, he said government had not been able to state categorically the actual amount spent on fuel subsidy in the budget by the Federal Ministry of Finance, since the provision in any given year could either be lower or higher than the actual sum paid to marketers.

When the price of crude oil fell to about $40 per barrel in the last quarter of 2014, Mr. Okon noted that subsidy was not paid by the government, as the landing cost of the petrol was almost equal to the open market value.

For the Chairman, Oil Producers Trade Section, Elizabeth Proust, the impact of the falling crude oil prices on Nigeria’s revenue was huge, as estimates revealed that at an average price of $53 per barrel for crude oil, Nigeria’s revenue would drop by about $10 billion this year.

“There is no doubt that the crude oil prices we are experiencing today are having a severe adverse impact on the revenues of both producers and host governments globally,” Mrs. Proust said.

Nigeria, she pointed out, was not immune to the global revenue squeeze, adding that with crude oil price estimated to average $53 per barrel in 2015, compared to $77.5 in 2014, Nigeria’s oil revenue would decline by about 30 per cent.

Last February, the Executive Secretary, Major Oil Marketers Association of Nigeria (MOMAN), Obafemi Olawore, had made a similar demand for removal of fuel subsidy and introduction of full deregulation of the downstream sector to bring efficiency to the sector and end the perennial fuel crisis.

Mr. Olawore had blamed the perennial cycle of fuel scarcity on “discrepancies in subsidy payments’’ and delay in the passage of the Petroleum Industry Bill by the National Assembly.

It is not clear whether the NNPC would have called for removal of subsidy if the ruling Peoples Democratic Party had won the March 28 and April 11 general elections.

In January 2015, when crude oil price dropped to a five-year low level of $47.23 per barrel, government refused to cash in on the situation and remove fuel subsidy.

Rather, it chose to announce a marginal reduction in retail price of fuel from N97 to N87 per litre.

The outgoing administration would be remembered for paying the highest fuel subsidy bill in the country’s history, from about N356 billion in 2011 to about N2.7 trillion in 2013.

The administration’s attempt to cut fuel subsidy in January 2012 resulted in nationwide crisis that crippled the country’s economy for a week.

He said first I will have to find out how much it will cost me to produce one liter of petrol before i fix a price on it. Very low IQ people in charge of the petroleum industry since did not take time to understand the above statement.
    Abiola wants to produce petrol himself. If you don’t control the means of production you cant set prices, you are in fact a chaff in the wind.Nigeria has the potential to control every single step from the extraction of crude to the fuel dispensing machine. If the price of crude is low in the international market, it will be a decision on whether to sell our domestic quota internationally or refine it locally.
    Instead of our dimwit engineers concentrating on what adds price to the liter they are talking about subsidy. The quickest was to impact the lives of Nigerians positively or negatively is through the price of fuel. But they are talking of subsidy instead of local refining, transportation instead of pumping.

            is most likely an irresponsible fellow for tellingthe Judge on hearing
            date that he does not want to open the Wasc case against Buhari again.

            How can any responsible person read this Section 1 (2) and still say he is
            a lawyer by telling the Judge that the 1999 constitution of his country is better
            allowed to be openly violated. How much bribe was he paid for that nonsense?

    Was there any fuel subsidy in the first instance? This so called subsidy was removed in 1994. It was brought up again in Obasanjo’s presidency and then politicized. Subsidy is just a political tool for corrupt settlement of allies of govt. What we need is to stamp out the offensive corruption in NNPC whose stench has reached the high heavens, build more refineries and maintain the existing ones.

      Lagos has been in 22-hour ‘darkness’ with no electricity since April 11th whilst Jonathan works for Buhari.

      “Our manifesto was made by very experienced Nigerians but it’s subject to modification.
      “It took several months to arrive at it, so whatever we said in our manifesto, people must accept the fact that we have to modify it.
      ‘’On my choice for ministerial appointment; my party has a role to play, but most importantly we need seasoned technocrat, people of professional and personal integrity.’’

      In reaction, an advocacy group, Lawyers for Change, has charged the President-elect to focus on his campaign promises, especially with regards to recovering the Chibok girls abducted over a year ago.
      National Coordinator of the group, Mr. Adesina Ogunlana added that Buhari must not take Nigerians for granted, but have to live up to his earlier promise adding that his comments after the general elections contradicted his promise before the elections.

    There is no need to make any case for subsidy removal since Jona did not include it in 2015 budget. He intended to remove it if re-elected and never mentioned it during his campaign.         You really are not too smart. 80% of the countries in West Africa do not have oil. Even South Africa does not have oil. Oil is a raw material that can be imported from anywhere. It is a known fact that most of the places where oil is found tend to be poorer and racked with conflict because the people, like you, tend to become lazy and see everything from an oil perspective. While it is true that oil contributes the largest chunk of government revenues and foreign earnings because it is all exported, it’s percentage of GDP is small and shrinking. I assure you that Nigeria without oil will be a more disciplined place, will move away from rent mentality and will actually work before earning unlike you people in the Delta who do not do any work but want all the money from the oil.

        The south south had all the opportunities in the world to have resource control but lost it through (Jona) selfishness and self centeredness.

        Jona would have achieved this through Sovereign National Conference when Nigeriains (Yoruba, Igbo and South South) were clamouring for it, but because he needs the support of the Hausas for re-election, he turned deaf ears.

        In order to get support of those clamouring for the soverign conference, he embarked on National Conference which he never had the intention of implementing but to use as a bait to get election from Yorubas which he actually did during his campaign.

        If Jona cannot do this for his people, how on earth do you expect Buhari to do it.

    ‘’On my choice for ministerial appointment; my party has a role to play, but most importantly we need seasoned technocrat, people of professional and personal integrity.’’

    In reaction, an advocacy group, Lawyers for Change, has charged the President-elect to focus on his campaign promises, especially with regards to recovering the Chibok girls abducted over a year ago.
    National Coordinator of the group, Mr. Adesina Ogunlana added that Buhari must not take Nigerians for granted, but have to live up to his earlier promise adding that his comments after the general elections contradicted his promise before the elections.

People who had contracts with government and voluntarily executed the contracts were accused of corruption.           can debate this thing one by one to replace the 1999 Constitution of Nigeria to favour

          Muhammadu Buhari. Not Jonathan alone. Jonathan has no power to refuse to dis-obey

          Section 1 (2) of the 1999 Constitution as it is today. It is criminal of him to even attempt
