Jonathan swears in Ministers, names Obanikoro junior Foreign Affairs Minister

President Goodluck Jonathan on Wednesday swore in the new set of ministers cleared by the Senate.

Embattled former Minister of State for Defence, Musiliu Obanikoro, (Lagos) was sworn in as the Minister of State Foreign Affairs II, while Nicholas Ada (Benue) is now the Minister of State Foreign Affairs I.

Mr. Obanikoro had resigned his appointment to run for the Lagos governorship ticket under the platform of the People’s Democratic Party, PDP, but lost to Jimi Agbaje.

Mr. Obanikoro’s nomination and final clearance by the Senate had been embroiled in controversy as he was fingered in the Ekiti State rigging scandal evidenced by an audio recording.

Nigerians including the major opposition party, All Progressives Congress, opposed his nomination but the Senate President David Mark, said Mr. Obanikoro’s clearance was constitutional and in line with the Senate’s tradition.

Cabinet re-shuffle

Mr. Jonathan also made minor cabinet reshuffle as he named Alhassan Khaliru‎ the Minister of Health while Fidelis Nwankwo, is now the new Minister of State for Health‎.

Other ministers sworn in the presence of Council members, friends and family members include: Patricia Akwashiki ‎ (Nasarawa) as Minister of Information; and Augustine Akobundu (Abia State) as Minister of State, Defence.

‎Others are Hauwa’u Bappa, as Minister of State Niger Delta Affairs; Kenneth Kobani (Rivers) as Minister of State Industry, Trade and Investment; Joel Ikenya (Taraba), Minister of Labour.

President Jonathan also swore in two Federal Civil Service Commissioners – Jonah Madugo, who will represent Benue, Plateau and Nasarawa states and National Population Commission, Abimbola Salu-Hundeyi.

The President told the new Ministers that they were coming in at the “injury time”. He said Nigerians will be watching their moves.

“For the ministers this is an injury time. It is like bringing a player when you have just five minutes to go in a football match. So everyone wants to know what that player will do, the magic the player will perform within that short period. The player himself will be struggling to at least kick the ball before the end of the game.

“So you are coming in at a quite challenging period and I believe that a number of people will not envy you because government is coming to a close.

“For the member of the Federal Civil Service Commission, civil service is key; is the engine room of government.

“The greatest problem that people complain about is the issues of discipline in the service.‎ I believe that with you coming to join others, you will continue to modernize the federal civil service.

Mr. Jonathan said the National Population Commission team is qualified to hold office.

“For the National Population Commission, we are thinking of how to go for another head count. And every country wants to know the exact population for the purpose of planning and all that. I believe this is a good team and listening to your citations all of you are eminently qualified to hold any office in this country. And we believe that you will join us to serve our nation.” he said.

The president congratulated the new appointees and expressed hope that they will join to serve the nation.

  • Hassan Lawal

Some of us that are close watchers actually saw this coming.I think we are in for it,the country is in trouble!

  • Debekeme

These Govt guys no go take laughter kill person. Obanikoro as Minister of Foreign Affairs!?

    One day one drama.

  • CONSCIENCE

I heard Patience saying to Jonathan: “I beg give am something to keep his mouth shut, Omo eko, he talks too much”. And Jonathan called Bode George to seek his opinion and Bode said “Mr president, give that boy something so that we would have peace in Lagos”. Fayose told the president: sir, if they put pressure on Koro about that audio tape,he will spill ooo. Just give him something that would make him feel he is still part of the gang!!!! And president laughed and said Uhm Uhm! Ok, no problem.

    • Wähala

Anything to keep Koro quiet and the ogogoro flowing freely is welcome news to $Dumbo, his drum-wife damn sure knows her drunk hubby. For now, Obanikoro has no access to guns and goons… Hahaha chai!

Very Soon Shekau will come out and Jonathan will make him minister for Defence

    • umolu

Yes,Abubakar Shekau, the rag tag’ General’in the hiding should step forward. He could teach us one or two of managing warfare.

  • Debekeme

But really??? Obanikoro. Ive been laughing since.

  • Chris1408

GEJ is not as Mumu as I thought, he made Obanikoro minister without portfolio. He’ll send him to Syria or Iraq soon

  • Tj

Minister of State11, that is a junior Minister and without portfolio is not deserving of the struggle of Obanikoro. He should have been given a full Minister, not a Minister under a senior Minister.

  • absam777

This Jonathan shaa. Too much meritocracy. Government Appointment being treated as “injury time” like a football match

    • How many more hours do we have before elections–wghy do some insane Nigerian just complain for the fun of it–he has really introduced the right phrase to describe the period the ministers will spend in government———————-

      • MAry

at the end of a football game, all the players must leave the field.. both those that started the game and those that come in at ‘injury time’ ….. the new players are introduced as a desperate attempt to support and help their team win the game….
is Jonathan indirectly saying that these people were introduced as a measure of his desperation, and that they will help him with the election???? does he need them to rig because he knows that he will lose??? why is it injury time???

  • Clear as daylight that the Minister of Foreign Affairs was the APC mole in the Government of Jonathan -who have been dishing out false information on behalf of APC ABI–WHAT A SHAME——

    • Femi

      And your evidence is?

  • SAM .A

At injury time Jonathan substituted I player with 2 , Minister of State I & Ii in foreign affair , altogether you have 3 ministers in one ministry. What a chop ,I chop country. Definitely in his 2nd coming ( which will not be) we will have 4or 5 ministers per ministry, because the chop must go round.

  • Aso

    Minister Niger Affairs

  • blueeyedkitten

Minister of State Foreign Affairs II? what does that mean?

    • Psalm 35

It is basically a contraption designed to compensate as many political operatives as possible. Under the arranged contraption the Minister of State 1 looks after Foreign Affairs in the America’s and Europe while Minister of State II looks after Africa and Middle East Asia. The Minister i.e. Alhaji Wali has supervisory oversight over all

      • blueeyedkitten

that ministry is sure complicated. i hope they dont bite each other down there.

    • MAry

just an office created specially for obanikoro to compensate him for losing to jimi agbaje and actively participating in electing fayose into ekiti state.
its another office created to steal money and spend lavishly while doing nothing really

      • Slolo7

I think you should have posted .”……..and actively participated in RIGGING Fayose into Ekiti State” Can’t wait for March 28/April 11

      • Psalm 35

Quite untrue, the position predated the rigging. It might be a needless and wasteful position but it wasn’t just created for Obanikoro

        • Femi

Can you give us the name of the previous occupant of this position?

          • Psalm 35

DR Nurudeen Mohammed was the previous occupant of the position and until recently he held sway as Supervising Minister of Information. Let me know if you need more clarifications.

          • Femi

I was wondering about the post of 2nd Minister. I don’t recall ever hearing such a title before

          • Psalm 35

It is a very mundane position so would not be surprised if many have not heard of it before,it was created in 2011 after GEJ won his election. The 1st Minister of State supervises the Americas and European and mostly western foreign missions while the 2nd Minister of State supervises those of Africa and Middle East, Asia

          • Femi

Thanks for the info. Very curious. Would have thought those posts would have been departments in the civil service and not political appointments. Thanks for the enlightenment

          • Psalm 35

You are very right, that is the job of the Federal Permanent Secretary and his Directors. You are welcome bro, anytime

      • blueeyedkitten

        i see

  • Eagle eye

Musiliu Obanikoro’s appointment was a reward for the role he played in the Ekiti State rigging.

Ministers: 1. Musiliu Obanikoro 2. Fidelis Nwankwo 3. Patricia Akwashiki 4. Augustine Akobund 5. Kenneth Kobani 6. Joel Ikenya and only 1. Alhassan Khaliru‎ 2. Hauwa’u Bappa.

Also Federal Civil Service Commissioners – Jonah Madugo and National Population Commission-Abimbola Salu-Hundeyi. Hhhmmm… By Allah’s grace, our PVCs is the solution. SAY NO TO RIGGING! UP CARD READER!!!

  • Tj

There are three Ministers in Foreign Affairs. The Honourable Minister, that is Wali, then Minister of State1 and Minister of State11. In terms of hierarchy, Obanikoro is number three in the Ministry.

    • UO

Too many ministers in nigeria that’s one of the reasons why our recurring federal expenses are so high.

Anyway, Obanikoro will be a minister for only two months. Sai Buhari!

  • JigJag

We don’t have money to pay federal government salaries, the oil price has crashed and Mr. President thinks it’s appropriate to have 2 Ministers of State for Foreign Affairs? What is the rationale for even swearing in Ministers 1 week to election. Why is our country managed like this????

    • MAry

you heard the man….. ‘its injury time’

  • Progress

TWO Minister of State for the Foreign Ministry? This man JonothIn is not only clueless he is callous! cant wait for March 28! Over to the Yoruba alatenuje Agbayas, just a Minister of sate for Yorubas. Yoruba interest indeed.

  • Dazmillion

Jonathan you need to be scaling down the size of government, there is no money for all this big men to steal.

  • Frank Bassey

“Nigerians including the major opposition party, All Progressives Congress, opposed his nomination but the Senate President David Mark, said Mr. Obanikoro’s clearance was constitutional and in line with the Senate’s tradition.” This is a lie. Nigerians did not oppose the nomination of Obanikoro. It is the opposition APC.

    • Ebele impatience

Of course, fake and corrupt Nigerians will not oppose a rascal and rigger Obanikoro. We can see him being made a Foreign Affairs minister 3 without portfolio

  • Eze1

Koro is finally demoted from number 2 to number 3….Eyaaaaa. What will he achieve in 2 month?

  • ogechi

    “MINISTERS FOR 72DAYS

    • Ayokunle Salewa Akande

which ministry your papa get??…..iF YOUR papa na better person you no go talk like this.

  • Ekwekwe

Some Bokohari-type semi-illiterates are making noise about Nigeria (population 170 million) having 2 ministers of state in the foreign affairs ministry. The United Kingdom (population 64 million), which Bokohari is quick to run off to, has a secretary (minster) Foreign and Commonwealth Office, and 6 ministers of state and parliamentary under secretaries, including for Europe, Africa, Asia, UN, etc. In the same UK, Education has a secretary (cabinet minster), three ministers of state (one for school reforms), and 4 parliamentary under secretaries. Department of Transport has a similar number in addition to a separate minister for shipping. There is a minster of state for crime prevention among the several in the UK Home Office (ministry of internal affairs). Ministers are appointed by governments to meet identified needs of a nation and its people. This is just one reason why UK gets things done while Nigeria does not.

    • Festuso

Tell all that to the birds my friend. We are talking about Nigeria not UK. We are talking about a sit-tight President not David Cameron. We are talking about a President appointing ministers TWO MONTHS to the end of his term. Who does not know the trick of putting a piece of meat in one’s mouth and making it disappear?
As Minister of State Foreign Affairs II, it is clear that Obanikoro is just a minister without portfolio….it is just a ruse, a smokescreen to enable him go around town with soldiers to rig the election…all in the name of “I am a Minister of the Federal Republic”…Jokers! They will all fail.

      • Etim Udoh

        Worse than ignorant.

        • Festuso

Is your name really Etim Udoh or Itiboribo?

  • uduakomiri

Our ogogoro 5 kobo kpomor presido jus dey recycle expired politicians and serving thieves from one dabarued ministry to another. By di time dis thieves finish with us, naija go get proper k-leg

Four new Minister few days before election and only one woman is among them shows that the President and PDP never appreciate women in Nigeria.
Do we really need two Minister in foreign Affairs, even when Nigeria Constitution say so, there is no country on earth that is doing that, know wonder Nigeria government spendover 60 percent of her earning on paying salaries.
You dont have to give someone money before you know that you are corrupt, Our President is Corrupt by holding on to Obanikoro as a Minister.

    • AT LEAST HE HAS A WOMAN—IN HIS CABINENT ——–OUR MUMU WAHALA–DOES NOT KNOW THAT——GOVERNMENT IS CONTINUUM ——————SHOULD JONATHAN DROP DEAD TODAY–GOD FORBID SHA–WILL NIGERIA STOP BREATHING—————-THAT IS WHY THE PRESIDENT SAID THEY ARE COMING IN DURING EXTRA TIME———WITH JUST 10 DAYS LEFT-

      • Comfortkay

        This comment makes no sense

  • As the controversy continues to trail the production and supply of the permanent voters’ cards (PVCs) for the elections, it has emerged that a Nigerian company, ACT.Technologies Limited, was awarded a N2.6 billion contract by the Independent National Electoral Commission (INEC) to produce the PVCs, which was in turn sub-contracted to a Chinese firm.

Based on the electronic payments exclusively obtained from INEC by THISDAY, the transfers showed that over N2.6 billion was paid to the Nigerian company where Bola Tinubu has substantial interest, for the production and supply of over 68.8 million PVCs within a period of seven months.

It was further gathered that the PVCs were expected to be produced at a unit cost of N65.

THISDAY gathered that the electronic payment mandate for the production of the PVCs was routed through two banks, an Islamic Bank – JAIZ Bank – and the First City Monument Bank (FCMB) Limited between 2013 and 2014, which showed that ACT.Technologies charged with the production of the PVCs had been fully paid, but is yet to supply all the PVCs for the elections.

A breakdown of the payment mandate showed that INEC on February 14, 2013 paid the sum of N489,937,500 to ACT.Technologies, being part payment for the production of the PVCs. The money was paid through JAIZ Bank.–DID TINUBU CONSULT WITH NIGERIANS when collecting this contract FROM JEGA

    • Festuso

Where is the evidence that Tinubu has “substantial interest” in this ACT Technologies? It is not enough for any goon to just come here and make frivolous allegations without substantiating them! Anyway, what has this got to do with the portfolios allocated to new ministers? This is the wrong thread to make allegations against Tinubu….find an appropriate thread to spew your venom!

    • Chukwudi Boniface

Please stop lying and including Tinubu’s name in this your copy and paste work. This real story is on Thisday Newspapers…. Readers see for yourself if Tinubu was ever mentioned there, as he’s trying to make it seem now. Premium Times doesn’t want me to paste the link here. Google it

    • Mosaku 147

Always Tinubu. Don’t you get tired of lies? is it that the fear of Tinubu,is the beginning of your Principal’s wisdom?na wa for una.

  • Chukwudi Boniface

3 Ministers for Foreign Affairs, yet we have no foreign policy to work with. More annoying is that the Obanikoro is a thug and an election rigger indicted in findings lately, yet GEJ in his usual way of condoning corruption and evil appointed him.

Injury time kini, this one is ‘replay’ bcus the match is over, and a play does not leave the pitch and come back in a normal game

You have a point there my friend but that is life. Everywhere in the world today political banners are reserved for the populace, which makes the game of politics interesting. Most of the commenters on this blog are here because of their interest in exchanging political views and not necessarily because of money. To some people, politics is an interesting game and it becomes the more interesting this time around. If political contests are reserved only for the relations and friends of the contestants, the glamour of the game will be lost. So my friend, you either join in the interesting game of politics, watch from your position or recoil into your shell. Life must go on.

Note: Oga even knows that his government is coming to a close? March 28th should please fast forward quickly …

    • Peter

Lean to understand for a second. The tenure of any government is the end of that administration’s sworn mandate and a new chapter opens up with a fresh mandate after that government has been sworn in. The mere fact that Mr President said that “…….because government is coming to a close” is not self defeatist but an indication that his 4-year mandate, which began on 29th May 2011 will come to a close on 29th May 2015. There is no alternative to President Goodluck Jonathan for now and here is no doubt again that Nigerians will renew his mandate for another 4 years to enable him continue the good work on 29th May 2015.

  • Saydo Shan

Appointing Obanikoro as Minister is bad. But it is egregiously bad to send him to the Foreign Affairs Ministry. What Obanikoro did in Ekiti to the knowledge of the world is such that he should not even be contemplated for high office talkless of sending him to foreign affairs ministry.

As it is, we have more than ridiculed our self’s and no one will take us serious.

MUST READ: “How APC Is Changing Lives in Aguda, Surulere in Lagos”
“The Real Face of Change In Lagos”

In Aguda, Surulere, Lagos, residents are suffering untold hardship because of the egregious insincerity of the APC led-government in Lagos. Nearly two years
ago, the APC-led Lagos State Government descended on Adetola Street a major street in Aguda, Surulere, claiming it was working on it. They did about 2% of the work, destroyed most of the remaining part with their caterpillars and abandoned it. Now, most parts of Adetola, a prominent street in Aguda, are impassable. Next they descended on Brown Road, another prominent street. More than a year ago, they covered one side of the Brown Road with slabs for making gutters and left them there for several months, thereby bringing undue pressure on the remaining part which did not take time to degenerate and become impassable.

Now, as the elections approached (that is February 14, before the postponement), they returned to Brown Road. They cut off virtually all the streets joining the road in the name of constructing gutters; majority of them are still like that, posing great hardship to road users. Then they used their caterpillars and rendered Brown impassable, I mean impassable. Every morning now, for people to drive to work, they would have navigate through several shut cuts to get out of Aguda. It is very horrible. Only God knows the number of people that may have been punished at work or sacked since this terror commenced. And when the elections were postponed, they abandoned the road again. If there is a small rain in Aguda today, you would weep watching little children going to school and workers going to work, even those who are driving. Everywhere will become muddy with read earth soiling all the cars. But the more heart-breaking sight is watching school children getting stuck in the mud and destroying their shoes, with some of them slipping and falling and damaging their uniforms, books and even their bodies. Despite this, the APC workers still left greater part of Brown Road in that horrible state and descended on a short stretch of road between Brown Junction (By Olorunda Presbyterian Church) and Aguda Market, a road that is not up to a kilometer, but a very important escape route for the hapless, trapped Aguda people. For a very long time they have destroyed that one too, making it impassable and locking out residents of the adjoining streets. Soon, they began to place interlocks on the road (a work that should otherwise take about two days), but till now, they are yet to even done half of it, assuming they are still plan to do it. These people are experts in raising and quashing hopes. Their heartlessness is unparalleled.

Next, they descended on Nuro Oniwo Street – another escape route, closed it, and now, to get out of Aguda every morning has become the worst nightmare.

I learnt that nobody can say anything about this, not even Gov Fashola, because the company unleashing this terror on Aguda residents is owned by the wife of the Lagos godfather himself, Mrs. Oluremi Tinubu, who is contesting to return to the Senate. There is a suspicion that if the APC wins in Lagos, that the work will be abandoned completely so that the new government that renegotiate the contract. This is rainy season will be hell for people living in Aguda.

Now, my question is: why not at least take one road and finish it before descending on others? Why cut off almost every street that empty into these roads, thereby making it very difficult for people to drive out? Why destroy virtually all the roads without sincerely intending to work on any of them, thereby imposing untold hardship on the people? One can only imagine the trauma Aguda people will go through once the rains arrive, given that virtually all the road that take people out of Aguda has been horribly destroyed by these merciless APC tractors, without any of them done. Anyone in Aguda who votes for the APC (the party that has brought the people so much hardship) should have his head reexamined. That is the solid truth.

BE CAREFUL WHO YOU VOTE FOR

Your future depends on your choice

Fellow Nigerians, we have Just few days to our elections and below are some vital things we must consider before casting our vote.

    1. Buhari killed Ben ogedengbe by a death penalty for a crime that didn’t carry death penalty when he committed it.

    2. Buhari doesn’t attend the Federal Council meetings yet collects his allowances. Mr. Integrity indeed.

    3. Buhari canceled former Governor Jakande’s metroline and forfeited the $50 million paid for it by the then Lagos State Government

4 Buhari used Violence to stop the September 1985 National Conference of the National AssociatIon of Nigeria Students.

    5. Buhari jailed Tai Solarin and denied him his asthma drugs simply because he campaigned against military rule and for democracy.

    6. Buhari Jailed Nduka irabor and Tunde Thompson for writing a truthful report which embarrassed his Government

    7. Buhari raided respected Papa Awolowo’s house and seized his passport so he couldn’t travel out of the country. Was he also corrupt?

8.Buhari threw Former vice President Alex Ekweme in jail even though it was proven that Ekweme never stole any money.

    9. He jailed honest and respected pa Adekunle Ajasin.

    10. He jailed Fela Kuti in I984 for singing against the dictatorial tendencies of his Military Government

11 Doctors, remember that Buhari banned the Nigeria medical Association (NMA)

    12. Buhari stopped Ooni of Ife for traveling abroad simply because he visited the holy land of Israel in 1984

    13. He broke up press conference of ASSU in 1984 and detained four of their executives

14 He jailed Beko Ransome Kuti who only demanded for the release of his brother.

15 He jailed Dr. Sam Onunaka Mbakwe.

16 He jailed Awwal Ibrahim now the Emir of Niger State before IBB pushed him aside.

Court hearing begins on Buhari’s WASC/Cambridge certificate

Finally, the court hearing begins today on the ultimate question of the 2015 election.
Did Muhammadu Buhari COMPLETE secondary school in 1961 and obtain WASC?
That is the ultimate question to be asked and answered before the federal court.
It will be framed as follows for a conclusive answer without any equivocation: viz:

    • Mrs benita akpan

      He does not have it.

      • Jude

That means he stands dis-qualified from the 2015 race under the 1999 Constitution.

    Editor Premium Times,

Appeal to Chief Justice of Nigeria over BUHARI’S WAEC CERTIFICATE

Please let me say something. The other day Buhari’s lawyer was saying that this WAEC
certificate case is a pre-election matter. He told Justice Ademola in the court that there is
therefore no hurry to quickly decide the matter. I don’t agree with that at all. It is nonsense.
    What is APC afraid of?

If Buhari has no WAEC certificate then he cannot contest 2015 election because he did affidavit,
swore and submitted it to INEC that he has WASC certificate. As it is now, nobody can waive our
Constitution to one side because of one semi-illiterate Fulani Jihadist called Muhammadu Buhari.

It is in fact compulsory for Justice Ademola to decide this case once and for all
and before the 28th March election. A court is created to resolve conflicts on rights
and duties, not to postpone it. Justice delayed is justice denied. The Chief Justice
of Nigeria should please do a letter of instruction to Justice Ademola to conclude
this BUHARI WASC CASE latest March 26th. Thank you.

“Sharia should be introduced in full across Nigeria. I will continue to show openly
and inside me the total commitment to the Sharia movement that is sweeping
all over Nigeria. God willing, we will NOT stop the agitation for total implementation
of Sharia in the country. It is a legal responsibility which God has given us,
within the context of one Nigeria, to continue to uphold the practice of Sharia
wholeheartedly. What remains for Muslims in Nigeria is for them to re-double
their efforts and educate Muslims on the need to promote the full implementation
          of Sharia law.”

SOS TO LAGOS VOTERS: “How APC Is Terrorizing Nigerians in Aguda, Surulere in Lagos”
“Is this the Real Face of Change In Lagos?”

In Aguda, Surulere, Lagos, residents are suffering untold hardship because of the egregious insincerity of the APC led-government in Lagos. Nearly two years ago, the APC-led Lagos State Government descended on Adetola Street a major street in Aguda, Surulere, claiming it was working on it.
