Nigeria, one of Africa’s worst governed countries – Mo Ibrahim Governance Index

The report says poverty and unemployment are growing despite government's claim of a robust economy

Nigeria has been rated one of the worst governed countries in Africa based on the 2014 Ibrahim Index of African Governance [IIAG], which was released on Monday.

In the report, obtained by PREMIUM TIMES, Nigeria is rated 45.8 per cent lower than the African average (51.5 per cent) and ranked 37th out of 52 in the overall governance scale.
The country scored lower than the regional average for West Africa which stands at 52.2 percent and ranked 12th out of 15 in the region.

While Nigeria got the damning rating by the IIAG, Mauritius is adjudged the best governed country in Africa, with 81.7 per cent, followed by Cape Verde, with 76.6 percent.

IIAG is sponsored by the Mo Ibrahim Foundation, MIF, a non-grant making organisation committed to defining, assessing and enhancing governance and leadership in Africa.

It presents annual assessments of the quality of governance in African countries. It also provides the framework for citizens, governments, institutions and the private sector to assess accurately the delivery of public goods and services, and policy outcomes, across the continent.

Other countries that made it to the top of the list included Botswana which is rated the third best governed country in the continent with 76.2 percent and South Africa which comes fourth with 73.3 percent.

Ghana is rated 7th; Rwanda 11th; Benin Republic 18th; Egypt 26th; Mali 28th; Niger, 29th; Liberia; 31st; Cameroun 34th and Togo 36th; all ahead of far more endowed Nigeria.

With a population of 173.6 million and population growth rate pegged at 2.8 percent, Nigeria’s Gross Domestic Product, GDP, is put at $3013.3 USD, while inflation and unemployment rates stand at 8.5 percent and 13.7 percent, respectively.

Nigeria also received appalling ratings in such categories such as safety and the rule of law where it is rated 44th with 38.1 per cent, 32nd in the rule of law with 41.0 percent and 30th in accountability with 36.6 percent.

The country got its lowest rating in personal safety where it is ranked 49th with 16.5 per cent and second lowest in national security where it is ranked 48th with 58.2 per cent.

Under participation and human rights, the country is rated 26th with 46.9 per cent, 31th on sustainable economic opportunity with 43.3 per cent and 34th in human development with 53.0 per cent.

The Founder and Chair, Mo Ibrahim Foundation, Mo Ibrahim said the 2014 IIAG has revealed discrepancies in governance performance between countries and within the four conceptual categories.

“More than ever, these discrepancies call for an Afro-realist approach, which tempers historical Afro-pessimism and current Afro-optimism,” Mr. Ibrahim said.

To have a true grasp of African realities, he argued that one must reject the “one-size-fits-all” attitude, which he said, reduces the continent geographically or governance conceptually, in favour of a more granular approach.

    This one is not an assessment by APC or some rogue PR consultant in New York or Washington. I worked with Mo Ibrahim scholars in the UK. The organisation is one of the most adept, honest, reliable and competent development institutions ever to emerge from Africa.
    Jonathan and his co-autopilots as well as their fans can continue telling themselves as much lies as they wish to sell to us about how great they are doing in office and how much they have transformed Nigeria. But everytime an independent assessor takes a look at Nigeria, the result often shows a damning contradiction of the lies about change, transformation, etc. A leadership praised by or surrounded, advised and influenced by shady characters or praise singers or pilfering lunatics like Femi Fani-Kayode, Akpabio, Diezani, Odua, Reno, Okupe, Bello Adoke, Maku, Gulak, Seriake Dickson, Asari, Tony Anenih, Marilyn Ogar, Gusau, Obanikoro, Alex Badeh, Chris Olukolade and cunningly ineffective Iweala can never transform a local government let alone a country. If you then add Permanent Secretary, Madam Patience Faka Jonathan, to the mix, then you have a comical crew of the new masquerade drama cast entertaining, rather than governing the country. Trouble is, the entertainment comes with real life tragedy for tens of millions of people. In some cases one man have managed to steal as much as N200b from the civil service whilst another N20b has been stolen and laundered using bank managers some of whom are have now been appointed as the Apex bank policy chief. Yet, whilst such amount is disappearing, the thieves have contracted private sector interests such as Tony Elumelu to sell the lies that Nigeria cannot afford a system like NHS unless the healthcare of Nigerians are sold out to private profiteers to rip the already excessively impoverished Nigerian poor masses off.

    Nigerians will continue to pay a heavy price for their dishnoest judgement, folly, docility and the hypocrisy of their ethno-religious bigotry in which Nigeria’s Christians are eager to either protect mindless thieves in the name of Christianity or suggest that the destruction of their lives and potentials is okay if the destruction is perpertrated by a person from their own tribe, region or religion.

    I am no longer going to ask anybody to vote against Jonathan and his PDP. Just keep him in power and let him ruin all of us, because that is exactly what most of the hypocrites – called citizens – of this country deserve. When you speak with people on the streets, you will be awakened by the rude truth that we truly do not deserve anything better than the comical tragedy, squalor and odium known as the Jonathan Presidency.

    Trying times indeed, it calls for the collective will of the citizens to unify. i hope everyone knows governance is layered into 3 spheres, we have the federal government led by jonathan, the state government led by state governors, and local governments led by lga chairmen. one thing i noticed is most people are absorbing or not mentioning the two other spheres of government. if your state governor is awarded 200 billion and he mismanages it, hold him responsible likewise lga chairmen.afterall the state and local government is the closest to us. but that doesn’t negate the fact that more has to be done in terms of performance on all 3 spheres.

This guys, irrespective of creed, are members of the same class keeping a tight hold on the entire country while the rest of us, in our narrow minds, see things as black and white; muslims vs christians, south vs north but our problem is much deeper than that.

Even Boko Haram that is causing havoc toady, is it not because of what the so called elites of yesterday caused to the regions and the whole nation.         If you live in Africa, particulary in Nigeria, you will know that europeans built the foundation of curruption in Africa. I don’t want to play a blame game, but I understand that it is always easy to play divide and rule and after you find a scape goat to put all the blame on, just because of selfish interest. I will not allow myself to be blind-fooled by all those hide and seek theories, using dishonest NGOs. They constantly potray themselves as holly men but they are nothing but lions in sheeps’ garments. You don’t have any iota of what western countries and their NGOs are using Africans in the west to inflict on the continent, but let me leave it here for you.
        As for GEJ, he might not be the best but I know that, for sure, he is much better than most of the in the continent of Africa and better than most Nigeria former leaders, unfortunately, bias mind may not allow you to see the truth the way it is. The foundation for curruption in Nigeria was not layed by GEJ, Personally, I do get upset that he cannot totally uproot curruption in Nigeria, but if you are honest, you will know that Nigeria is a mult faced state, with so much vested interest and there are many things GEJ cannot take without the consent of all the stakeholders in the country, some of who may also be playing to sabbotage government’s efforts or even playing foreign interest. At least, I know that under GEJ, a lot of things have improved in Nigeria and by God’s grace, 2015 and the next decade, Nigeria will come out stronger and much better that what it’s been for the past 40 years. Finally, I also know that GEJ is not God, but God is surely behind him. Mark my word.

    it is the job of a fair minded media to present the facts to the latter and let the readers pass judgements. if you claim to be neutral and fair you ought to say it as it is. Having gone home downloaded and read the whole report. premium times failed to let nigerians know that the reason for our abysmal ranking was primarily due to the insecurity in the north east(boko haram). call me names for having the guts to question biased and unfair reporting. in that same report mo ibrahim praised nigerias economy as been the largest and its purported top 20 ranking in the world in less than a decade. i refuse to be brainwashed by one sided reporting. i believe it is fair to say it as it is, not cut and paste journalism like pt. if you report on me, report on my failures and achievements, not just my failures and in the caption say this is the report on me.

      That is all part of governance. The primary responsibility of any government is the security of lives and property. You can not begin to judge any government if you have not looked into security of life and property. This govt budget hugely for security by way of security vote and the budget for security.     As someone totally opposed to prosperity preaching and preachers, I found Aribisala’s piece fresh and to the point, but I take exception to his characterising earnings from writing Christian books as reprehensible. That sounds ridiculous if not simply silly.
    He says: “For example, Joel Osteen’s “Your Best Life Now” sold millions of copies. It was number one on the New York Times bestseller list. Osteen tells Christians they can get their best life now; a far more marketable proposition than one saying: “Take up your cross and follow Jesus”.
    That is blatantly false. Osteen consistently preaches the gospel of hope and redemption but never a get rich quick message. How does that approximate to prosperity? For God’s sake too, how is the message that you can get “your best life now” inconsistent with the teachings of Christ?

    Aribibisala please get serious. If one message track is just valid, there would be no sects in Christianity.
