Buhari requests secondary school to release details of own WASC result

The Presidential Candidate of the All Progressives Congress [APC] has addressed a press conference in Kano where he spoke about the raging controversy over his academic qualifications.

In the speech, Mr. Buhari directed his old school, Provincial Secondary School, Katsina (now Government Colege, Katsina) to release details of his West African certificate exams.

Press Statement by General Muhammadu Buhari, GCFR, on the School Certificate Issue

Good Morning, Gentlemen of the Press.

I only consented to address you this morning because of the genuine concern expressed by many supporters and other well-meaning Nigerians that the issue be addressed. Otherwise, I would have dismissed it for what it is – sheer mischief and would not have considered it an issue worth the nation’s while.

I had assumed all along that all my records were in the custody of the Military Secretary of the Nigerian Army. Much to my surprise, we are now told that although a record of the result is available, there are no copies of the certificates in my personal file. This is why I formally requested my old school the Provincial Secondary School, Katsina [which is now known as Government College, Katsina] to make available the school’s copy of the result of the Cambridge/West African School Certificate. This will be made available to the press the moment this is available.

However, before we obtain that, let me say for the record that I attended Provincial Secondary School, Katsina. I graduated in 1961 with many prominent Nigerians, including General Shehu Yar’Adua, former chief of staff at the Supreme Headquarters, and Justice Umaru Abdullahi, a former President of the Court of Appeal. We sat for the University of Cambridge/WASC Examination together in 1961, the year we graduated. My examination number was 8280002, and I passed the examination in the Second Division.

And although the ruling party may want to wish this away, the issue in this campaign cannot be my certificate which I obtained 53 years ago. The issues are the scandalous level of unemployment of millions of our young people, the state of insecurity, the pervasive official corruption which has impoverished our people and the lack of concern of the government for anything other than the retention of power at all costs.

    Buhari is now the ONLY person in the WHOLE WORLD that I know that did not run to his or her School to collect HIS or HER CERTIFICATE upon hearing that it is AVAILABLE for COLLECTION. There is NO SCHOOL in the WHOLE WIDE WORLD that is EMPOWERED by Law to keep copies of its studens’ CERTIFICATES. Schools can only keep internally complied results and statement of results. CERTIFICATES ARE STRICTLY PERSONALIZED AND ARE THEREFORE UNIQUE, PERSONAL AND NONTRANSFERABLE. BUHARI purportedly completed his secondary education by 1961. This implies that more than enough time has passed for his ORIGINAL certificate to produced, signed , Sealed and delivered to him. To cut a long story short: PLEASE BUHARI; WHERE IS YOUR ORIGINAL CERTICATE for POSTERITY SAKE?

        Schools are NOT ALLOWED BY LAW to keep PHOTOCOPIES of a STUDENT CERTIFICATE. Where is BUHARI going to get his FROM? WE DO NOT WANT AND SHALL NOT BELIEVE A STATEMENT OF RESULT FROM BUHARI. Fifty four years (54 years) is MORE THAN ENOUGH TIME FOR BUHARI TO COLLECT HIS CERTIFICATE FROM HIS SCHOOL.

          I am not sure what the big deal about the certificate is especially as our constitution requires an educational equivalent of of a secondary school education. You and your group of PDPigs are fighting a losing battle and worse accelerating the demise of your principals failing campaign. GBH has clearly met the requirement as mandated by law and “DOES NOT” have to show any original anything. I wonder how many people still have their original WASC result.     When the Military said they don’t have GMB’s certificate, APC (Noise Makers) screamed that the military has been compromised. GMB by this address confirmed the position of the Army. He only assumed they have it. How will the Army be in possession of a document you did not give them? It was so reckless for him to assume and even deposed to an affidavit stating facts he is not sure of (This on its own is a crime)

    Until GMB presents a certificate to us, we will assume he doesn’t have one. He should have put his house in order before coming out to contest. APC can cry all they want, we want to see a certificate and hope that will be available before 14th Feb.

You need to stop reading unnecessary meaning into simply grammatical expressions. Please read a copy of the response letter dated 19/1/2015 written to him by the Secretary, Nigerian Army. You will then understand the basis of his assumption that his certificate was with the NA. What has the brevity of the speech got to do with his military background. Do you need 1-2hrs speech to address a single issue?

    the Provincial Secondary School in Katsina which did not conduct the WASC examination.
    Under no circumstances is hearsay evidence acceptable in proof of a public examination.

        Wrong Mr. Godfrey. If you accuse someone of not having certificate all he has to do is show it existed. Certificates are offered once and only once. If you lose it you will have to show an affidavit. Certificates in themselves show nothing, they need to be corroborated and confirmed to be true by referring not to the letter and content of the certificate itself but to the issuing authority. Buhari has given two necessary and sufficient coordinates, his exam No. and the school. Anybody who wants to can now confirm with WAEC.

This is because, INEC is the only statutory body empowered to challenge, question and determine the qualification of any candidate including BUHARI to contest for any elective position in Nigeria. Put differently, if INEC has certified BUHARI (expressly or by conduct) qualified for the election , then what is this whole rant about certificate or no certificate. Believe me or not, that is why the PDP, presidency or any individual will never go to court to challenge this issue because the issue of proper party to sue (locus standi) will come up.       He said he has been deposing to affidavits based on assumptions, not on facts. He implied that in all his attempts he had not considered it appropriate to approach WAEC for a statement of his certificate, if it was missing; he has now considered it most appropriate, rational and believable to approach a sitting Principal to write a result for him of an examination written 53 years ago (and which document was still kept in an office of a community school in Nigeria in the last 53 years ?). That WAEC is not the appropriate place to ask to write out his result from their records.

      Now, it is not without saying that Buhari has (1) thrown up the School and its present principal for a thorough investgation of the source, the age of the souce and authenticity of the result he is now writing for Buhari, and (2) what ever result he writes should be cross-checked with WAEC’s 1961 records of Provincial Secondary School, Katsina.

    The entry made for documentation by Buhari on Form 199A indicated that he had credit in English Language, Geography, History, Health Science, Hausa and a Pass in English Literature.
    The entry made on Form 199A at the point of documentation after commission as an officer indicated that the former Head of State obtained the WASC in 1961 with credits in relevant subjects
    The selection board verifies the original copies of credentials that are presented. However, there is no available record to show that this process was followed in the 1960s.
    Buhari had in an affidavit he deposed to at the High Court of the Federal Capital Territory, Abuja on November 24, 2014 and submitted to the Independent National Electoral Commission on December 18, 2014, said that his certificates were with the military
    The Principal of the school, in recommending Buhari for commissioning as an officer, said “I recommend him for military commissioning; I consider that Mohammadu Buhari will pass the West Africa School Certificate in English, Maths and three other subjects.
    The Army, at a news conference by its Director of Public Relations, Brig. Gen. Olajide Laleye, in Abuja on Tuesday, added that it was also not in possession of the photocopies or statement of results of Buhari
    My apply, fellow countrymen, what will we loss by allowing Buhari contest the 2015 election as a presidential candidate of APC?     On Buhari’s Certificate, PDP Needs a Better Strategy To Stop This Inevitable Change.
    So, how does the Constitution define Secondary School Certificate or its equivalent. Let’s take a look at Section 318. Part IV, Section 318 of the Constitution interprets “School Certificate level or its equivalent” as follows:

    (a) A Secondary School Certificate or its equivalent, Grade II Teacher’s Certificate, the City and Guilds Certificate; or
    (b) Education up to Secondary School Certificate Level; or
    (c) Primary Six School Leaving Certificate or its equivalent and –
    (i) service in the public or private sector in the Federation in any capacity acceptable to the Independent National Electoral Commission for a minimum of ten years, and
    (ii) attendance at courses and training in such institutions as may be acceptable to the Independent National Electoral Commission for periods totaling up to a minimum of one year, and
    (iii) The ability to read, write, understand and communicate in the English language to the satisfaction of the Independent National Electoral Commission, and
    (d) Any other qualification acceptable by the Independent National Electoral Commission;

    So at a minimum, the letter from the Principal satisfies the requirement because it clearly indicates the man was sitting for WASC.

    If this is the entire strategy of PDP I’m sorry for these guys. Did they even take the Constitution and read it?

    These are the guys that have been ruling us for 16 years. They can’t even take the pains to read the definition section of a small book such as the constitution. How can they rule the whole nation then.

    I think a society with some sense of dignity will feel sufficiently embarrassed by this evidence-fishing exercise by Buhari.

    He said he has been deposing to affidavits based on assumptions, not on facts. He implied that in all his attempts he had not considered it appropriate to approach WAEC for a statement of his certificate, if it was missing; he has now considered it most appropriate, rational and believable to approach a sitting Principal to write a result for him of an examination written 53 years ago (and which document was still kept in an office of a community school in Nigeria in the last 53 years ?). That WAEC is not the appropriate place to ask to write out his result from their records.

    Now, it is not without saying that Buhari has (1) thrown up the School and its present principal for a thorough investgation of the source, the age of the souce and authenticity of the result he is now writing for Buhari, and (2) what ever result he writes should be cross-checked with WAEC’s 1961 records of Provincial Secondary School, Katsina.

Much to my surprise, we are now told that although a record of the result is available, there are no copies of the certificates in my personal file. APC should as a matter of comparison ask Otuoke Community College (OCC) to also publish Dumbo’s academic records so Nigerians can compare both candidates on the same pedestal…

    If at the time his highest qualification was a First School Leaving Certificate, then he wouldn’t have been qualified to attend Officer Cadets Training at Mons Officer Cadet School in Aldershot, consequently he shouldn’t have been commissioned thereafter as a Second Lieutenant. Without a WASC his starting rank will have been at the bottom of the Non-Commissioned Officers rung, as a Recruit, 8 ranks away from Second Lieutenant.
    For the avoidance of doubt, the ascension would have been; Recruit, Private, Lance-Corporal, Corporal, Sergeant, Staff Sergeant, Warrant Officer Class II, Warrant officer Class I, and then Second Lieutenant.
    If he hadn’t (fraudulent as its beginning to appear) commenced his career as a Second Lieutenant, he would have been unable to rise to the position that will make him eligible to attend the US War College to obtain the much celebrated diploma. He will also have been unable to attain the rank of General, based on qualifications, unless by self-promotion like Idi Amin, Eyadema, Mobuto, etc.
    That is the point. You can’t build something on nothing.
    But of course Buhari can save us this conjecture by presenting his WASC. My Igbo brothers who attended secondary school but left to pursue a trade before they could sit for WASC are referred to as “drop-outs”.

    to invent after tendering an affidavit that the certificate is in 3rd party’s custody –

    All through that period, my bosses were mainly Northerners. None of them received the requisite qualifications.
    Nepotism is the problem of this country introduced by the Northerners after the suspension of a regional system of government.
    It beats my imagination that younger Yoruba elements, with no sense of history, are today supporting Buhari.

      Hello Bello, you can’t afford to live in the same ignorance some people have immersed themselves into. All these are cheap publicity. I will advice you get a copy of the 1999 Constitution of Nigeria and read for yourself what the Constitution have got to say about this whole issue of CERTIFICATE. I have also taken the pain to read myself to avoid expressing any ignorance on this platform. Particularly See Section 318(1) of the 1999 Constitution on the interpretation of “School Certificate or its equivalent”. For this purpose, let’s even concede BUHARI does not have a WASC Certificate, the Constitution allows for a requirement as simple as “the ability to read, write, understand and communicate in the English Language to the satisfaction of INEC” So don’t be in shock any more! There are other requirements such as Primary School Leaving Cert; Service in the public or private sector in the Federation for a minimum of 10yrs; Attendance at courses and training in such institution as may be acceptable to INEC and “Any other Qualification acceptable by the INEC”. Do you want to tell me BUHARI cannot read, write, understand and communicate in English? OR Has not served in the Public Sector (Nig. Army) for less than 10yrs.? Satisfaction of these requirements will qualify any Nigerian including BUHARI (except the Ruling Party wants to say again that BUHARI is not a Nigerian) to contest for any elective office. It is for the INEC (not Nigerians or PDP) to be satisfied that BUHARI is qualified. Why do you think no body has gone to court to challenge this?

Do you want to tell me BUHARI cannot read, write, understand and communicate in English? OR Has not served in the Public Sector (Nig. Army) for less than 10yrs.? Satisfaction of these requirements will qualify any Nigerian including BUHARI (except the Ruling Party wants people like you make another argument that BUHARI is not a Nigerian) to contest for any elective office. The Constitution is so wide to accommodate BUHARI’s qualification. So what is integrity about? What have you to say about GEJ’s gentleman agreement with PDP Governors about 4yrs ago not to contest for the 2015 election?     GMB does not need the certificate from WAEC to contest for presidency.Section 318 of the constitution is clear to any literate person:

    “School Certificate or its equivalent” means

    (a) a Secondary School Certificate or its equivalent, or Grade II Teacher’s
    Certificate, the City and Guilds Certificate; or

    (b) education up to Secondary School Certificate level; or

    (c) Primary Six School Leaving Certificate or its equivalent and –

    (i) service in the public or private sector in the Federation in any capacity acceptable to
    the Independent National Electoral Commission for a minimum of ten years, and

    (ii) attendance at courses and training in such institutions as may be acceptable to the Independent

        What happens is that the schools use WAEC information to design their own and give to students just in case they could not get the WAEC version,or lose it.

GMB was cleared 3 times in a row to contest before, under this same law, how come he is suddenly hoped to be adjudged unqualified?

    Also, I believe, someday we will know the truth about the Army’s position because, it is NOT IMPOSSIBLE TO REMOVE THE SAID CERTIFICATE from his files… this na Naija!

    More over, I believe the law said a minimum qualification of ‘WAEC or it’s equivalent’ so why dwell in the minimum of GMB’s qualifications when it is widely known that he attended war colleges which are higher than School Certificate in Nigeria and abroad and did very well.

    Frankly, I think we are missing the point by chasing shadows rather than what is important… is it hard to see that Nigeria NEED this man whose character consistency is not contestable when it comes to facing corruption?

    For me, VOTING BUHARI IS EASY BECAUSE though am not Hausa or Muslim, yet, I voted him in 2011 when it was obvious he may not win… then, in BUHARI I saw a man NIGERIA can TRUST, a man who has nothing to lose should he chose to soil his hands and reek in corrupt opulence from Nigeria’s treasury and grow old quietly like others! Yet he is putting his life on the line for this nation that God love so much.

    I voted for him in 2011 because, I schooled in ABU Zaria and attended electives classes with one of his daughters in the 90s, in her, everyone who was sincere could see a girl with character and discipline that is home grown and real when compared to other students whose parents had ventured into Nigeria’s corridor of power! SO BUHARI IS NOT COSMETIC in Character!

    Against Jonathan, as a Christian, what has JONATHAN done to enhance Christianity in Nigeria and Nigerian constitution, under him, what has CAN done outside cheer leading and praise singing? The Christian Association of Nigeria CAN will honestly do better when Buhari comes because then they will sit on their edge to watch him as the ‘watchman’ we are supposed to be. That will be better compared to now they are ‘at ease in Zion’! and BUHARI will in turn know he is being watched!

    Is it not obvious that most people who are running around JONATHAN are biased and only sentimentally ‘hopeful’ he could eventually get to do better if given a second chance, including you, yes you who is reading this, in your heart of hearts can you sincerely say Nigeria is better of now than we were before Jonathan?

So, asking some questions will set me free: Why did Shehu Musa Yar’Adua attend Sandhurst (open only those academically strong) and Bokohari went to Aldershot for 2 months for arms handling. A simple check shows that Yar’Adua’s military career lasted from 1959 to 1979. Which raises the question: did Yar’Adua come back to Katsina to write WASC exams in 1961? Is there more scam than we already know? By the way, secondary schools only issue statements of result, pending the release of certificates by WAEC. Anybody still showing a statement of result five years after writing his WASC exams has something to hide – not to talk about 53 years after.

      academic development after joining the military at least my in-law did that.
      Even from what Military spokesman said yesterday, one could join military
      without passing his O’Level but you must do so before he was commissioned as an
      officer in the 1960s. If Yar’Adua retook his papers after joining army then he
      would be in the same class with Buhari. No corruption in that. I am sure that’s
      not problem. You are saddened that Buhari has cleared himself.

Buhari’s certificate, but that they do have the grades filled out in the form, this announcement was made by the army spoke person ( Olajide laleye), another yoruba man. Why is it that yourbas are often the ones used for such mischievous assignment……My worries: why is that everytime this nation seems to want to get right, something out of d ordinary happens; take a stroll down history lane; the Muritala regime though military, but was one of the best government that ever occured in this country, but sadly he didn’t last long, then the Buhari/Idiagbon regime which was also known for there effort in trying to stabilize the country was badly battered by Incompetent Shagari administration, they too like the Muritala regime did not last long before Babangiga came on board.       This time around Jonathan will lose the election. And if he tries to manipulate the result he will perish. Nigerians have suffered too much under Jonathan and his cabals. Furthermore, Nigerians are the ones making all the sacrifices to have a better government. So just watch, if anybody tries to sabotage our efforts he will go down the drain.
      Free and fear election must hold with international observers monitoring every part of the elections process. Whatever they accept we will accept it. But we will not watch our country being destroyed by some few bunch of cultist who do not have the minimum mental capacity to move Nigeria forward.

    This indeed has been a sad season for Nigeria where a presidential candidate’s educational qualification has dominitated the discuss the world over thereby making mockery of ourselves. The salient issues troubling us has now been pushed behind as everyone is arguing about certificate. But this only goes to highlight once more the decadence, disparity and injustice in our educational system and other areas of our national life. That a child from the north need only to score 2 points to gain admission in our federal schools while another Nigerian child from the south/west will be denied same after scoring 290 points. And again for example, can anyone tell me why the ABUJA FCT MINISTER MUST ALWAYS COME FROM THE NORTH if its suppossed to be the ‘capital’ of Nigeria. Am afraid, am very afraid.

    Government College, formerly Provincial Secondary School, Katsina, which Muhammadu Buhari, the All Progressives Congress, APC, presidential candidate, graduated from in 1961, has released Mr. Buhari’s secondary school certificate examination results.

    The results, obtained exclusively by PREMIUM TIMES Wednesday, confirm Mr. Buhari’s claim that he undertook the University of Cambridge West African School Certificate Examinations and obtained five credits in English Language, Geography, Hausa Language, History, and Health Science.

    PREMIUM TIMES obtained the computer printout from Cambridge University as well as a statement of result, signed by the current principal of Katsina College, dated January 21, 2015.

    The results show that Mr. Buhari, a former military head of state, failed in Mathematics and Woodwork, and had a pass in Literature in English.

    The examination centre number was 8280 while Mr. Buhari’s candidate number was 002.

    The statement of results is printed on the letter head paper of the Katsina State Ministry of Education, and it shows that the examination took place in 1961.

    The Cambridge print out also shows the result of 17 other candidates at the centre, including Shehu Yar’adua, a former Chief of Staff, Supreme Headquarters.

    The questions that beg for answers now are as follows:
    1. Is it the duty of the school to make available the copies or for GMB to apply to Cambridge/WASC?
    2. If GMB really knows that he has the acclaimed qualification, why would he be taking Nigerians for a ride?

    Is Buhari not liable to the offence of perjury if it is found out that
    he fabricated the information he is given to Nigerians?
    4. How would

    The recent interview with Mrs Aisha Buhari by BBC Hausa Service has drawn the attention of many political analyst and social commentators more than any other political issue that requires attention in the polity. Yes, it is an outburst which some public commentators said it is long awaited because of the style of leadership of PMB which is considered old-fashioned on not in tune with the dynamics of the change mantra. Most unfortunate was the response of PMB to the interview which was, when critically analyzed, intended to reduce Aisha to a kitchen warrior.
    In my attempt to discern the politics of the message, I understand that a lot might have gone wrong in the “other rooms”, otherwise, she wouldn’t have granted such an explosive interview. In politics, women are known to position themselves on the threshold of doggedness as well as steadfastness in supporting their husband policy initiative. A flashback to the roles of other First Ladies from IBB era to that of JEG provides revelation to this fact.
    While I agree with Jibrin that “whatever the message might be,…his comments are demeaning to his own history and actions…we might just be seeing mundane politics at play”; I recall with pride how Maryam Babangida and Nana Agyeman-Rawlings of Ghana carved out a place for themselves and for their husbands in the politics and political power relations of their country. But for Aisha to make such damning remarks on her husband, I think the centre can no longer hold. Things are falling apart!
    Those who remain resolute to continue to support President Buhari who has turned dictatorial and no longer respect the rule of law needs a rethink. Nigeria is gradually turning into a gestapo state never known to us in the history of this country. However, one of the politics of the message is that the government of PMB has surreptitiously continued with his 1984 leadership style in disguise. I humbly think it is important for those God forsaken Sheiks who collected GEJ’s slush fund and are now reinforcing the thinking of Southern Igbo that Buhari belongs to the North or Muslims alone through their actions to also remind the President of the saying of their foremost theoretician, Ibn Taymiyyah in Majmu Fatawa that “Allah will support the just state even if it is led by unbelievers, but Allah will not support the oppressive state even if it is led by believers.” The situation of our country is deteriorating everyday while many still leave in illusion that things will change when thing have actually changed for the worse. Oppression and suppression of all perceived opposition is now the order of the day.
    Even in neighboring Niger, Aisha Hamani Diouri was believed to be supportive to her husband the former President Diouri in all ramifications for which she paid the supreme price of being assassinated at the end of the day. For PMB not to be able to manage his domestic life and resolve his “internal affairs” without this outrageous verbal explosion from his wife, I think his ability to govern Nigeria as a multi-ethnic nation remains very doubtful.
    To borrow the words of IBB aftermath 1984 coup, all the energies of the rulership are directed at imaginary opposition rather than to effective leadership. The economy does not seem to be getting any better as we witness daily increased inflation. Thus, PMB is not a democrat in every sense of the word! I am not a prophet of doom but, I am sure, time would prove me right or other commentators would prove me wrong.
    The revelations by the wife of the President portend a serious danger for the President himself and all his cohorts but, only the wise ones would understand. To succinctly put it, this is the beginning of the end of PMB.
