EXCLUSIVE: Inside Nigerian military’s renewed offensive against Boko Haram; terrorists now on the run

An apparently better equipped Nigerian military has revved up its battle against the extremist Boko Haram sect, displacing the insurgents from key Adamawa and Borno towns they overran and seized in the past months, a PREMIUM TIMES journalist travelling in the area is reporting.

In what appears a renewed bid to overwhelm the terrorists, the military, assisted by local vigilantes, known as Civilian-JTF, has cleared most of the towns ravaged by insurgent activities, our correspondent says.

The Nigerian military has drawn stinging criticism over its handling of the war against Boko Haram, an extremist militia that started in 2009 by killing or abducting security agents and civilians, while also attacking schools, markets and places of worship.

The group began seizing territories in parts of Borno and Adamawa States in 2014, a year that has seen Boko Haram’s most horrendous assaults.

More than 3,000 people are believed killed by the sect this year alone.

As town after town fell to Boko Haram, which busied itself shooting, bombing and raiding communities, and slitting the throats of defenceless residents, Nigerian troops came under severe local and international ridicule for failing to neutralise often predictable attacks by the militants.

In recent months, soldiers have openly abandoned their posts as Boko Haram fighters arrived, fleeing militants they admitted were better armed and motivated, and surrendering even additional weapons to them.

American official said in June that the situation became so terrible that Nigerian troops feared to engage the terrorists.

But things now appear to be looking up for the military, our correspondent says, as he travels around towns seized by Boko Haram, but which have now been liberated by the military.

“The military appears to be better equipped and motivated, and appears to have upped its war games,” reporter Aliyu Tilde, usually critical of the military’s response to Boko Haram, said in despatches to the newsroom Monday.

PREMIUM TIMES is the first news organization to access the heavily-guarded areas of Adamawa and Borno States, currently under military operations.

“Gaskiya (truth be said) Nigerian military is doing a very very fine job here. They have cleared Gombi, Hong, Mararraba, Mubi and the entire route of Boko Haram,” Mr. Tilde said.

“They are now at Uba slugging it out. Vehicles aren’t allowed beyond Gombi. People trek to Hong. The road is quiet. Clearing of hazardous materials like IEDs going on along Mararraba-Mubi Road before the road is open to users.

“Gombi-Garkida road is also cleared. It is safe. Saw many vehicles plying the road. Clearing of Garkida-Biu road may start soon,” he said.

“The military is now better equipped and more confident. Its newly acquired T72 tank is devastating. Boko Haram bombed it using suicide bombers with a pickup packed with explosives but to no avail. Only scratches. And the beast moved on.

“If the military is able to keep the tempo, many more places will be liberated,” Mr. Tilde said.

On Tuesday, the reporter continued his journey, talking to residents of liberated towns, soldiers, and vigilantes.

In a dispatch on Tuesday night, he wrote, “Gombi is quiet, half-empty, on curfew today, in the full control of Nigerian armed, police, custom, immigration forces. A camp of vigilantes can also been seen just before the junction to Mubi.

“I trekked from Muchalla to Gombi, seen burnt cars, motorcycles and buses of Boko Haram when their advance was checked by the military 10 days ago.

“Their last advance was stopped at Muchalla. So many bullet shells, small and big, on the road plus signs of shelling of trees, houses, etc. Night curfew started just now at 6pm.

“Many residents have returned although the road from Girei to this point has been nearly empty.

“Lassa and Dile exhibited the best use of self-defence doctrine. Unlike other towns that fled on hearing the sound of Boko Haram gunfire, the youths stood their ground and slugged it out with the Boko Haram chaps. Within 30 minutes they cleared them although few were able to escape.

“Boko Haram is becoming demystified gradually, it seems.

“There seems to be some change in the composition of the soldiers here. Most of them are 30 and above, truly professionals. The incident of begging for tips from motorists has also reduced drastically.

“We just hope they have made adequate safety arrangements for keeping the liberated towns safe.”

        I hate to be right on these scores, and would rather be proven wrong, but I would not be surprised if these gains are reversed shortly.

        Somewhere, within Aso Rock, it seems there are great fears to see boko haram destroyed, otherwise, Sambisa Forest should have been flattened out before they moved onto conquering and taking villages, towns, local government areas and cities.

        Some might say the “Chibok Girls’ but if I was Mr. President, I would have gone ahead and levelled the forest and all those who reside in it the moment those parents came to Aso Rock and collected money.

            My decision is based purely on sacrificing the lesser for the greater good. It is the underlying principle behind why countries like the UK and the US do not pay ransom for their citizens that are held hostages by hostage takers.

            It would not be a popular move, but several thousands of equally innocent lives could have been saved by decisive action instead of dithering.

            When GEJ and his men refused to move in the first 24 crucial hours, Nigeria was no longer left with a viable option.

            Tell me that you won’t chop off your index finger if it was bitten by a venomous snake and the poison could spread before you get medication.

    Fantastic, these guys will be defeated. But those areas will continue to remain dangerous, with hit and run attacks, and suicide bombing or road side IEDs. Even the best of equipment and soldiers and will not prevent suicide bombing in the public market, that can only be done with intelligence. Intelligence is our weakest spot due to internal saboteurs.     I also wish no one will come and change the current arrangement in a way that the operation returns to its ineffectiveness.
    It happened when JTF and CJTF almost obliterated the sect but the some ‘tactical manouvre’ was applied, the ferocity and temerity of the sect scaled up to the level it is now.

    Correction Premium times, the description of the bullets in the picture you depicted is misleading. The one on the left is not 12.7mm. It is the normal 7.62mm used in the AK 47 rifle and the general purpose machine guns (GPMG). The armoured personnel carrier (APC) is not meant to provide heavy fire power per se but more of a protected mobility for troop on move, hence it usually bears the GPMG only.

    Boko Haram uses some Libyan imported Anti Aircraft guns with 35mm calibre rounds mounted on 4×4 vehicles. Are these weapons effective against troops on ground? Hardly if proper fieldcraft is employed. And of course, they are easy prey for tanks as vividly portrayed in the report.

    Good reporting though. First time I am reading a report from a journalist who took the courage to visit the battlefront and give us a first hand report, not the usual ‘dem say’ reporting that has become the hallmark of our lazy journalists.

I will only say technicals can be mounted with highly effective anti tank milans and because they are infinitely more maneuverable it gives them the advantage of first see first kill though protection and armour is sacrificed for speed ! The best defence against highly motivated fanatics in this context will be a highly effective integrated light air assault units ! Embracer of Brazil has sold the highly effective turkana trainers to airforces around the world ! Even the USA has a few in its inventory ! The main problem we have with the insurgency is the quality of military leadership ! NDA became an elitist organisation with children of top politicians and military filling the academy with their spoilt brats ! Many of whom failed every staff exams in academies abroad so we hear stories of mutiny and battalion level commanders fleeing the battle ! Any self respecting general can defeat bh with a disciplined division right attitude and effective weaponry !

        I don’t think recruiting big men children into NDA has anything to do with poor command in the field. If you recall, Westpoint cadets are nominated by US Senators and the President. In fact in UK it is also children of the aristocrats that used to make the officer Corp. Methinks our problem stems from the general lack of nationalism in our society from which the military recruits it’s personnel. I agree we need quick reaction special forces which the light assault air units you mentioned relates, but remember the difficulty we are having procuring utility and conbat helicopters. The Cobra debacle with the US is still reverberating. We will get there, it’s just that past leaders neglected to cater for our national security requirements and woefully failed to prepare for our future.

          Very correct about wespoint and other elite military academy but remember most of their products are descendants of generations of proud military tradition ! So their great grandchildren are already motivated by the right reasons ! What we need to contain and annihilate boko haram is like we both agreed a highly mobile air assault unit a Rapid Reaction Force that can be deployed within moments to any theatre ! At the moment we do not have clear capacities in that area a close look at our inventory reveals this weaknesses ! The alpha is a good ground assault platform but highly inadequate for these kinds of engagement our Russian hinds lack effective couter electronic warfare capabilities making highly venerable to small arms fire they pack a punch though ! The cobras blackhawks and apaches are a wish list only nato carry these weapons maybe a few countries such as Saudi Arabia Egypt and isreal ! What we need are mobile howitzers with the 155 mm smooth bore with the endurance of turkanas in the skies providing awacs abilities the howitzers can hit these technicals from an astonishing 50 miles away ! Trust me the first time you hear the howitzer hit a target at a range of five miles your legs wont stop shaking until your training kicks in ! These artillery piece can be deployed around certain areas and can guarantee that bh will no longer move in large convoys of technicals ! They will still plant bombs like cowards in bus stops but then that is where the Dss and the police comes in ! Always good to debate with an informed person especially when it comes to military hardware and tactics !

    Lessons for our leaders, do not neglect security while playing politics. If previous governments had done the right thing, invest in maintaining a robust and well equipped military, we would have overcome this problem long before now. How does one explain that the last time the army heavy equipment was upgraded was during Shagari’s regime? Serious nations re-equip their military every 5 years max. In fact the US does it every 2 – 3 yrs. Ours had been since 1980, 34 yrs ago. Is that not insane?

      Thanks FortB. The Maitasine Insurgency, very similar to the Boko Haram started during Shagari’s regime and was finally crushed by Buhari. Both Shagari and Buhari are muslims but Nigeria came first. Surprisingly the budget allocations for Defence over the past 4 years has been heavy running into trillions infact over 30% of the national budget has been heading to defence. What were all these monies used for? Who has been held responsible for the wrong use or misuse? Lessons: Its sacrilegious and unbecoming when a father keeps running to the market square to announce the ”rape” of his family by another man every other day without taking action. Such father does not deserve to be called father.

        There is usually a gross misunderstanding of the defense budget. Appropriation for all security agencies is usually erroneously quoted as those for the military alone. The quoted 25% of the national budget going to Defence actially encompasses all security related agencies such as the army, navy, airforce, customs, immigration, prisons, civil defense, etc. and the allocations are mostly for personnel costs such as salaries and running costst.

        If we take a case study of the 2014 Appropriation Act as passed, (a copy is available on the Ministry of Finance website), of the almost #200bn allotted to the Army, only #4.8bn is for Capital expenditure. To further make matters worse, of the #4.8bn Capital expenditure, Procurement of Defence equipment is a mere #1,2bn (about $6m), while the rest are for construction of barracks etc.

        Now, what really can $6m buy for the army in terms of military hardware? Little or nothing. It cannot even buy fragmentation jacket for all the personnel of the army. Google the cost for a T-72 tank and you will understand that it is a fact that we have not made any tangible budgetary provision to equip the army since Shagari regime.

        You can see the wisdom behind the $1bn loan that this regime took to equip the military. That is a start, but still a drop in the ocean of needs of the military at this time. It is not merely an issue of corruption as some of us try to trivialize the problem. It is more of a case of lack of leadership who probably were more concerned about the survival of their regimes than national security both at the executive and legislative levels of government since after Shagari regime.

          If I was the Nigerian President today, I would embark on a programme of acquiring technological transfer by hook and crook for the country. Top of the agenda would be the military-industrial complex and it shall take top priority alongside education and agriculture.

          At this stage in our national life, Nigeria should not be dependent upon external sources for her energy, security and food security needs.

            Kay, many of you are not better than GEJ and the others in Nigeria you fondly criticize, when it comes to making economic sense and the right judgement. Why prioritize the production of military equipment? Where is the market and what edge has Nigeria as a Nation against the likes of Israel, Russia and South Africa that have sound military technology and know-how.
            For us to develop as a nation, we have to build on our strength, without losing sight of our weakness as a non-technological nation.
            We have a few options to progress as a nation: As quick wins, we must get out natural resources to market and put our millions of non-skilled youths to work. There comes agriculture, where GEJ is doing a nice job with an able Minister from SW, whom I admire, than any president since after the war. We have abundant land and and non-skilled people for agriculture and there is an endless market in Europe and US for agricultural products, not to talk of import substitution. The next quick win would be natural resources. We have coal which is needed across Europe and Asia to generate Electricity. We have enough low-skilled manpower for mines. But the minister there, who happens to be from the North cannot get his act together like the minister from the SW (does that surprise anybody?) So Nigeria is losing out on that sector. Keeping in mind that Nigeria, like China and India is not technologically developed, the next option would be to train our women to sew clothes and ship to Europe for their shops or to assemble iphones. The training would take 3 weeks. Ethopia is doing it. Bangladesh, Vietnam, Cambodia etc are doing it. With our abundant manpower and low wages, we can be more competetive than those countries. Do not tell me we do not have power. That is an empty excuse. If the heavy cement industries in Nigeria can generate enough power for their production, then we can generate enough to power the light sewing and assembling industries mentioned.
            The lesson here also, looking at the performance of the current ministers for agricuture and natural resources, goes to show that the north is not capable of leading Nigeria in an ever competitive and complex global economy, where the best brains are required. Buhari has not what it take to lead Nigeria into the future.

            I agree with you that there are a number of “quick wins” that you have adumbrated. However, I feel the flaws in this position is that your target market is Euro-Centric and designed to feed the Western economies essentially and would still almost leave us as a net importer of finished goods.

            You rightly dismissed the matter of power, which is what heavy industry would require, although it is a pre-requisite for ameliorating the pains of birthing an industrial base. I was actually dismayed that you faulted the need for the military complex as a starting point because that tells me that you are either unfamiliar with the Post WW1 History of Germany or did not learn from the lessons of history.

            What I have propounded, and was discussing with FortB, centres around self-sufficiency and security for the nation first. What you have postulated, focuses purely on making us feeders for the Western Economies and I truly disagree with that direction.

            Why? With the population of Nigeria, there is a ready market for consuming much of what you advocated without necessarily exposing us to the vagaries of Western consumption patterns i.e. one that sees pineapple cheaper in Paris than in Cote D’Ivorie;

            Kay, I very well understand the WW1 history of Germany and the massive growth of industries like Krupp, Messerschmidt etc. which were deployed to arm Germany in preparation for the WW2. I should know this because I have lived in Germany since the age of 21. But Germany was in a different situation in that they did not depend on the outside world for food, know-how and most of their raw material. I am not in any way suggesting that Nigeria should not substitute imports where we can. The idea of “import substittion” as a development strategy is more than 30 years old. It has failed many countries. It is controversial and has proven not to be the best option for developing countries as China and India have proven. It has never worked. What works is simple. Substitute what you can and aggressively sell to the outside world what you can to be able to buy what you cannot substitute. To make it clearer, I cannot imagine you going back to Nigeria and exchanging your Range Rover or Porsche for IVM Fox made in Nnewi by Innoson Motors. Chinese people are not doing it today either. They are the biggest buyers of German cars, while they sell mass inexpensive labour-intensive articles that are expensiive to produce in Europe to Europeans. In a nutshell: We should substitute, while at the same time selling what we can to the outside world in order to buy those things we would not want to substitute. We should look into all facets of labour-intensive, low-tech products that are demanded by those who can afford to pay for them, namely Europe, US, Canada, Australia.
            It is easier to acquire know-how to produce these products than the miliary equipment you were talking about. Imagine our soldiers trying to battle terrorists with home-made rockets, while the terrorists are equipped with imported laser-propelled rockets.
            And finally, I am not trying to cast a collective slur on all Northeners, but what should concern Northerners for now is how to catch up in development with the rest of Nigeria in terms of education etc and not how to rule Nigeria.
            While both of us agree that Adeshina is an achiever, we must bear in mind that his achivement is made possible because he is working with a President who may not be as smart or articulate as he is, but understands that what he is doing is essential for the future of Nigeria and gives him the backing to do it. Buhari has no track recording of getting the right people to do the job necessary for the future of our dear country, even though both of live in Europe and may not be relocating to Nigeria soon.

I presume also that you know the precise socio-economic conditions of post WW1 Germany . So why have you conveniently side-stepped this to proclaim that Nigeria now and Germany, then, are not comparable in the vein you suggested? If anything, Germany was worse off because the Treaty of Versailles was designed to “squeeze until the pips squeak!”.

            With all due respects, the pips are not squeaking in Nigeria presently. Yet, Germany rose like a Phoenix from the ashes of this disaster within 2 decades.

            You referred to import substitution, but it was not the manner I indicated. I did not suggest or lay emphasis on that line of thought in my earlier response. Rather, my focus was firmly on focusing upon, and fully developing, the market potential that Nigeria represents; and that makes her attractive to investors from SA and Europe. It is the market and once that pool is empowered, it can consume what we produce. It is only after we fully consume our own products that we should even think about importing. This is contrary to your earlier held position on producing goods for sale in the West et al.

            To conversely support that and engender a healthier balance of trade, I have canvassed a situation where the military-heavy industrial complex could be the fulcrum of a resurgent Nigerian economy. No doubt, you are aware of the impact the Krupp Industry had on Germany’s economic renaissance and how it transmogrified from producing armoured tanks and weapons to making luxury automobiles that remain the icing on the cream for Germany as an industrial nation today.

            I noted you pooh-poohed the capability of Nigeria to develop military weapons but are you aware of the recently developed (but not perfected) unmanned drone by the NAF; are you aware of the Nigerian version of the Kalashnikov – named OBJ007?

            Lastly, whilst I would not wish this rich exchange of ideas to devolve into political mudslinging on the merits or demerits of both GEJ and GMB, could I ask that that side of your response be ignored for the greater good?

Personally, I wish APC would retain him in the post if they were to win the elections next year, but I suspect that is a vain wish on my part. However, I feel that in your mentioning him and his achievements, you could not help but display a flaw in your character when you deviated to cast a collective slur on the person of the “Northerner”. In my view, such flaws are an indication of personal weaknesses or bias and totally uncalled for. If you have a beef with a particular individual, take up your axe and grind it with the person, not his or her race.

Nigeria must as a matter of urgency operate a foreign policy which makes it easy to update the training and equipment of the military without any strings attached.
