EDITORIAL: DSS, Sack Marilyn Ogar Now

Marilyn Ogar, SSS spokesperson is under heavy criticism for being partisan

On more occasions than one, the spokesperson of the Department of State Services (DSS), Marilyn Ogar, has wounded the reputation of her organisation, and committed violence against the psyche of Nigerians through her unguarded, embarrassing and unprofessional utterances. Her latest – linking some unnamed members of the opposition All Progressives Congress (APC) to the Boko Haram insurgency – followed on the trail of similar earlier questionable vituperations against perceived opponents of the federal government. In the process, she has consistently portrayed her organization as mere tool for political propaganda and intimidation, rather than the professional security outfit it ought to be.

Security organizations, more so a secret service such as the DSS, are supposed to be professional and dispassionate information seekers and analysts that act to provide security for the people and facilitate the prosecution of crimes. Partisan propaganda is one path they should never follow. Neither should they be seen to be dishing out flimsy propaganda and presenting it as information. We find it astonishing that the spokesperson of the DSS should be doing the rounds of talk shows and actively seeking camera opportunities to cast aspersions on the opposition. How come she does not even appear to be aware of neutrality and discretion in the conduct of their affairs?

Ms. Ogar has recently upped the ante of her unguarded utterances by her partisan comments following the recent Osun elections. It would be recalled that she rushed to the media immediately after the election result was announced claiming that some opposition APC politicians had offered the Service’s personnel 14 million naira bribe. Bribery is a criminal offence and should be investigated and prosecuted and not turned into a topic for talk show chat by the DSS. It was not long after her bribery claims that she then raised the stakes with the graver allegation linking the opposition APC with terrorism.

Earlier on, Ms. Ogar had disparaged the #BringBackOurGirls movement and referred to it as a franchise, and suggesting that the movement is affiliated to terrorists. This was not only uncharitable but completely an irresponsible charge against a movement making simple demands that the government and its security agencies should do their work, search for and rescue the girls. The problem with Ms. Ogar is that she makes these serious allegations without citing any evidence and without subsequent follow-up, clearly demonstrating that they are political statements.

This dangerous route the DSS spokesperson is dragging the Service into should be urgently remedied. Ms. Ogar is too overly partisan and careless in her mode of communication to speak for such an important and sensitive national institution as the DSS. The leadership of the DSS should come out immediately to disown the scandalous public comments made by Ms. Ogar and ultimately give her the red sign as she is clearly unfit for purpose in terms of speaking for the DSS. The least that we expect is that she should be removed as the spokesperson of the DSS and replaced with a non-partisan, more professional and discrete person.

The failure of the DSS high command to act on the numerous careless and partisan statements of its spokesperson would send a terrible signal to all Nigerians. Lack of action on the part of the Service’s leadership would mean that her scandalous and unacceptable behavior actually represents the position of the leadership of the DSS.

If this is the case and Ms. Ogar is speaking the mind of her bosses then there are ominous signs on the horizon for the future of Nigerian democracy. If a security organization that should be preoccupied with safeguarding all Nigerians and ensuring peace and stability of the country would resort to smear campaigns, propaganda and blackmail, Nigerians are in for big trouble.

PREMIUM TIMES demands that the DSS comes out loud and clear on this as a way of clearing itself from charges of being politicized and partisan. It must reassure Nigerians that as a major government agency mandated to provide security to all Nigerians, it is not the hunting dog of the ruling party.

    It is possible, in fact most likely, that Ogar will not be sacked. This is because the Administration itself has done egregious things – including flouting the Constitution and abusing national institutions – to deserve a sack. Little wonder it has people like Ogar working for it.

            If indeed a bribe was offered, what stopped them from getting the evidence? Also what evidence has she got to suggest APC are responsible for bombings?     When an organization (in this case SSS) is being maligned, the job of a spokesperson is to stand up for it, defend it, advocate for it. If it calls for the throwing of dirt at the target, the spokesperson will do it. Ms Ogar needs a promotion and an executive commendation.       President Obama has called on African leaders to build strong institutions instead of hunkering to become strongmen and warlords. The DSS is not a professional security outfit in the likes of FBI or the Mi5 and they lack finesse and tranparency in their operations. There remains a cult leader in Nasarawa who has dared the DSS to arrest him after more than 10 agents were slaughtered when they went on a ridiculous operation to arrest Baba Alakyo of the Ombatse cult.     Nigerian Police Force has a spokesperson. DSS must also have a spokesperson. Spokesperson in Nigeria is two for a kobo. Everybody has one. Madam Ogar said that DSS is the equivalent of the USA’s FBI. Well, who is the equivalent of the NPF? Who is the equivalent of the CIA? The last time I checked, FBI is a national police. This is where our copy and paste mentality breaks down. DSS under normal circumstances should not be seen nor be heard unless a national crime is solved and needed to be shared with the general public. Their job is to work underground to solve national crime that is beyond the scope of local police. That is why the FBI is called the “Federal Bureau of Investigation.” To investigate even the President and bring him or her to books. Governor of Texas was just booked yesterday by the FBI. He was fingerprinted in the courthouse with his smiling mug-shot.
    It is not Madam Ogar’s fault that she cannot keep quiet while telling us that her organization is almost involved in a federal crime a-la bribery, the whole system that manufactured her is defective. Firing her is like treating Ebola with band-aid.

The Evidence Act of Nigeria directs all persons; including Judges of all courts, to draw all necessary inferences from a set of circumstances and to uphold those assertions as true until rebutted by stronger and contrary evidence. I will like to defend Alhaji Bola Ahmed Tinubu and Alhaji Raji Fashola but i can’t find a logical argument to defend the inferences drawn against them.

    I can’t find the justification for their financial recklessness bordering on thefts or justify that decent, well-bred and well-educated Yoruba Christians have no merits in ACN or APC to be selected as governorship candidate. It is more perplexing that the person making this batty decision – Bola Tinubu – has no known educational pedigree and never sounded schooled or intelligent to sit in judgement over his superiors who are far better educated Yoruba Christians.

    IS APC AN ISLAMIST PARTY?

    Firstly, the Action Congress of Nigeria [ACN] which last year morphed as APC,
    has NEVER presented a Christian as its governorship candidate in Yorubaland.
    So, the question is, why did APC never do so? Alhaji Lai Mohammed –
    the APC Spokesman – said it is because APC chooses its candidates ‘on merits’.
    So, what does Lai Mohammed’s explanation mean? Very simple, it means
    as far as APC is concerned, Yoruba Christians have no merits to hold top posts
    unless they are appointed either as assistants to Muslim overlords,
    or, as Commissioners taking instructions from a Muslim governor.

    Fact two: APC was formed with 100% Muslim national executives and registered
    with the National Electoral Commission [INEC] as such. What does this second fact
    mean? Very simple, it means morning shows the day. Not only does APC
    consider Yoruba Christians useless, APC also by starting out with 100% Muslims
    as interim national executives, invariably deems all Christians in Nigeria as worthless.

    In the light of these two clear facts the next logical question is this “What is an Islamist Party?”
    Very simple – again. An Islamist Party is an association registered as a political party
    but which internally decides the question of ‘merits’ for its members based solely on Islam –
    by pre-judging every non-Muslim; and in particular a Christian, as un-qualified
    for top government position on its party platform.

    Therefore, is APC an Islamic Party? The answer is, yes!

If anyone is interested in becoming Governor of Lagos (or any other) State, let him/her present his/her candidature for evaluation–and allow due process to prevail. Another option u may wish to consider is the recruitment of more Christians for the APC so they can out-number Muslims and take control of the party!     From all the comments I’ve read so far its clear some people are quite happy with Ogar’s vituperations at the opposition. As far as they are concerned everything, including their grandmother’s pepper grinding stone should be thrown at the APC for ddaring to be an opposition party. When 911 happened in the US in 2001, did the FBI accuse the democrats of orchestrating the attacks? In Nigeria its common knowledge that a governor was frateralising with Boko Haram.     As someone else wrote below, “APC and Boko Haram are joined in the hip” as one and the same thing. The Department of State Security [DSS] is therefore correct to make the connection that APC is actually Boko Haram by another name.

    APC and Boko Haram have the same deadly effect on Nigeria’s non-Muslims.
    Both of them hate non-Muslims. On its part, Boko Haram kills and
    beheads Christians in mass murder, whilst APC excludes all Christians
    from the commanding posts in government.

    Alhaji Bola Ahmed Tinubu has almost by now destroyed Yoruba’s multi-religious society by asking for the trust of Yoruba Christians but only to deceive and breach it. The Christians had naively assumed they were still dealing with the usual rational Muslims they knew in the past in the hue of Lateef Jakande. Whereas the Muslims on parade today are dyed-in-the-wool Jihadists.

    Yoruba Christians did not know early enough that Bola Ahmed Tinubu is a horse of a different hue who had secretly built links with global jihad; and with fanatical northern Nigerian Muslims, just to further his own personal vice-presidential ambition, since he has no other personal merits of knowledge or honesty to rely upon as political base.

Insofar as a good portion of that money is presumed missing a probe is called for. The APC, as a party, has never pledged any resolve to wage war against Islamic Jihad or called on its members to limber up for any such war. That alone is closer to corroboration with Boko Haram than opposition to it. At individual level those in APC, except General Muhammadu Buhari, lack good judgement to grasp the demands of leadership at a time of war. They all put politics ahead of patriotic principles.

    Take Lagos state as instance. Where is the thinking man inside the Lagos APC government? Is it the Speaker of the House of Assembly, Adeyemi Ikuforiji, who is on trial for half a billion Naira financial crimes? Or is it Bola Ahmed Tinubu who has no school certificates? Or is it Raji Fashola who does not know how to think, by for example, asking last week that Nigerian borders with Niger, Chad and Cameroon be immediately closed because of an Ebola fever outbreak in Liberia and Sierra Leone – six countries away?

    My own concern is education. A political party can call itself by any name it wants. If it fails to educate the children it is evil. APC says it is a progressive party but the APC fails with 80% WAEC result every year to educate the youths in the states it controls. Failure is not progress. Failure is the opposite of progress. APC is not a progressive party. It is a regressive party. APC under-develops Nigeria not just by stealing treasury funds – as was found out in Adamawa state – but by massive looting purposely to be shared by its Muslim officials. Stealing is not a progressive activity.

    In Lagos state, last year for example, Alhaji Raji Fashola recently caused Lagos state to borrow 85 billion Naira in bonds but 33 billion Naira of that loan was then handed over in cash to Alhaji Bola Ahmed Tinubu under the pretext of some bogus ‘concession buy-back of Lekki’ tolled road. All residents of Lagos state are now to work for Alhaji Bola Ahmed Tinubu and his family in the next three years to repay this loan.

On the homepage you’ll see a section for “Financials” where the 2014 budget and budget performance is published. Download the documents, review then analyse. Perhaps that will help to answer your questions? I have to say that Lagos state is one of only a handful of states that have published their budgets in this way.

          I just checked the WAEC website and i found out that the actual failure rate in Yorubaland every year since 1999 is actually 73.8%. Not that it is any less worse though but just to put the facts right if we are really talking of the average rate of failure since 1999.

          In certain years the failure rate was atrociously as high as 90%, but those years are offset by 70% failure rate in some other years. At no point did any Yoruba state score less than 70% failure rate
          at WAEC since 1999. A whole generation is being rapidly produced by the APC party in Yorubaland.

If the DSS spokesperson whom I believe will have facts and evidences that the public are not privilege to see. I think the public have the right to be told by Security agencies issues that are very seriously concerning breach of security and that the public need to be made aware. However, I support the idea that there must be transparent, fairness and accountability in all Security agencies in their code of conduct.

Military as a professional organisation under whichever guise can not justify Marshall action on Nigerian citizens on economic ground. Thus the take over was welcomed. The military then went ahead to punish those perceived to be responsible. This act was widely popular and various commentators and media outfits then acknowledged that sanity was being restored. But because if you fight corruption, corruption will fight back, the deeply vested interest in corrupt practices eventually engineered Buhari’s removal therefore destroying the gains he brought.
