How Buhari govt. can fix Nigeria’s economic crisis – Okonjo-Iweala

The immediate past Finance Minister, Ngozi Okonjo-Iweala, said on Monday that having a handle on Nigeria’s spiralling inflation, foreign exchange problem, fiscal deficit and debts control were key to resolving the country’s current economic crisis.

Mrs. Okonjo-Iweala, who spoke on Aljazeera TV programme, The Stream, said focusing on the basic issues of macroeconomic stability was crucial to fixing the country’s economic challenges.

“If you don’t pay attention to the fundamentals of having a stable and good exchange rate policy, inflation under control, manageable fiscal deficit and debts, there will continue to be trouble in the economy,” she said.

Nigeria is facing its worst economic crisis in decades. The economy slipped into recession after contracting in the first two quarters of 2016.

Inflation jumped from 16.2 per cent in July to 17.1 per cent in August 2016, according to the National Bureau of Statistics.

Since the introduction of the floating foreign exchange policy by the Central Bank of Nigeria (CBN), which freed the Naira from a band of N197-N199 to the dollar, the currency has been in a free fall against other international currencies.

From about N281 to the dollar at the beginning of the policy in June, Naira crashed to about N420 to the dollar shortly before the Sallah holidays on Friday.

Mrs. Okonjo-Iweala, a former World Bank Managing Director, told Al Jazeera that she remained optimistic that solutions to the country’s economic decline could still be found.

Asked what would be her top three priorities to resolve the country’s current economic crisis if she had remained the finance minister, Mrs. Okonjo-Iweala said she would prefer the current managers of the economy talk about it.

“I have contributed the best I could to the country. It is still the most interesting country in the world. It is better to leave those who are managing now to say what they would do.

“All I can say is that there are solutions. Nigeria is a vibrant country. I love it so much. I know it is going to come out of this one way or another,” she said.

On if President Muhammadu Buhari were to ask her to come and help in resolving the country’s economic crisis, Mrs. Okonjo-Iweala said: “One of the things you learn as you get wiser is to talk less as you grow older.

“I have spent my time contributing to the country. It will be better to leave those managing the economy to do what they know how to do.

“I served my country for seven years and it was a great honour. The second time was very tough, but it was still an honour. I am not the only person who is a repository of knowledge. There are other people who can equally try their hands in running the economy.”

On the continental scale, Mrs. Okonjo-Iweala, expressed regrets the economic gains recorded in Africa have started being eroded in the last two to three years.

“On the continent, we have seen a period when the economy was doing relatively well. It’s only in the last two to three years that things have started to go a bit south.”

She spoke about the job initiative of the Goodluck Jonathan government, YOU-WIN.

“The whole idea was to have a business plan competition. Beneficiaries were expected to create jobs to employ six people or more.

“Each created 9-10 jobs. The World Bank did an evaluation of it and found it good. I do believe the government should come in. We started a peer to peer mentoring. Now, one of the things I want to say is that creating employment is not only about struggles, it is about managing success,” she said.

On how the anti-corruption war was fought during her time in government, Mrs. Okonjo-Iweala described it as “a very tough fight”.

“It was tough. I must thank my team. You don’t do it alone. I had the support of an economic team in the Ministry of Finance. At the end of the day, you need to have some principles,” she said.

Nigeria’s problem simple stand to wastage’s from excess income to corruption in the past, when proper investment should have bee done in the economy, to what we have today with price of oil, the mainstream now below half price. Also President Buhari has the additional problem of a mismanaged boko haram conflict as well as the economic sabotage from the Niger Delta militants which has less than halved the already reduced oil income.     Ngozi was once a Minister of Finance under OBJ and added coordinating Minister of the Economy under GEJ. I want to know what she achieved in all those years that she wielded so much power. Did she set the country’s economy on a sustainable growth trajectory? Did she ensure that the country make adequate provision for dry days when things were very rosy. What was she looking at when the leakages in the economy was at its peak. It is very easy to talk glowingly and loftily from outside when you are not directly responsible in a Nigeria setting that is bedeviled with multi-layered problems and challenges.

    The synopsis of this is that Ngozi is one of the bad eggs that contributed largely to the current economic doldrums in the country and history will never forgive them.

Again, you insinuated the oil was selling at $100 about 2-3 years ago. If I’m correct, 2-3 years means 2014, 2015 and 2016. Can you recall that by 2014, fuel was sold at N97 per litre. Then, when the crude price started going down at the global market, there were agitations here by people we already know that Nigerians should not be paying N97 when the global price had gone down. That forced the government to reduce the price to N87 per litre. So my dear check your facts well because here is not a forum for propaganda.

    This woman left a yearly debt service obligation to income ratio of 50% as a result of her debt binge over the 4 year period of her stay in office. She also left Nigeria’s finances in a parlous state with very little savings buffers. She was also instrumental to the appointment of the current CBN governor whose exchange control policy led to billions of foreign dollars leaving the economy and dissuaded billions more from coming to Nigeria. That same CBN governor is raising interest rates in the middle of a recession which is collapsing the Nigerian economy right before our very eyes. She spent the last 5 months of her stay as finance minister borrowing to pay salaries. That was the extent of her fiscal competence.

    Even her suggestions as per this article was a lot of bluster and saying nothing. Only the ignorant will hire a builder that constructed a faulty foundation because the replacement builder is taking too long to fix the damage done by the first builder.

The economic philosophy between NOI/GEJ and OBJ are night and day. That NOI was able to appropriate credit for the work done by others under OBJ was her best con act to date.

            NOI was a vice president of the world bank when she was asked to serve Nigeria in an advisory low government level. The role of a corporate secretary (in case you do not know) is far different from the role of a finance minister. OBJ then promoted NOI from a more background role to a frontline role as finance minister in 2003. Prior to that, NOI had zero experience in Government (even as a commissioner) and zero experience of actually implementing macro economic fiscal policy. She also had zero experience of managing the finance of the world bank talk less of managing the finances of the Nigerian state. The world bank is a glorified commercial bank that gives loans to poor countries. It is not like the IMF that specializes in macro monetary and fiscal specialist prescriptions for various economies that needs restructuring. NOI became world bank MD on the back of her new reputation as former finance minister of a highly successful and reformist Nigerian govt post 2007.

            OBJ was head of state between 1976-1999. Prior to that, he was a minister in Gowon’s government. He has significant public service management experience at the very highest level. I will also remind you that OBJ left significant reserves for Shagari and left a very bouyant economy for his first successor. His first govt was known for high savings, prudent spending, minimal debt and running a govt with a capitalist bent. All those characteristics can be found in the civilian govt of OBJ from 2000-2007. Other than Gowon (who had a significantly better GDP growth statistics), at the time OBJ handed over power his first government was the second most impressive govt on economic policy grounds.

          How on earth does a person of Ngozi’s calibre suddenly divert such monies without being able to offer some defense? Do you know in how many 10 times superior economies she had been Country Director for World Bank, controlling & Supervising humongous budgets and loan credit lines of such countries? She could have stolen $50 billion over the 28years if she wanted. All she needed to do was just to be in cahoots with the powers that be in those countries and shenanigans would have happened.
          Look, dont get me wrong, looting happened under GEJ just like it had always happened under everyone else in Nigeria. To me, everyone of the political leaders is the same – no exceptions. But in Ngozi’s case, she was not and has never been a politician. She is a technocrat – and a highly knowledgeable one at that. So, my own point is that if you are looking for missing billions, look further yonder. Ngozi may have been the ones releasing the funds to all of them, just like it is Adeosun’s turn now, but it is not their direct business to account for every kobo spent by other colleagues, who do not report to her except for economic related information.

    The job of a Finance Minister is to arrange Fiscal policies of Govt, ensure disbursement of legislated appropriations, and look for ways of increasing & managing Govt revenues. So, if Ngozi or Kemi Adeosun disburses N200 billion to Amaechi or Fashola (as contained in the Appropriation Act) to run their Ministries and Agencies under them, is it then Ngozi’s or Adeosun’s job to keep running to Fashola & Amaechi’s Ministries to see how they have spent the money????
    That is the reason why there are Permanent Secretaries as CHIEF ACCOUNTING OFFICERS of every Ministry, to fully account for all monies received. And when monies get looted, NOBODY loots directly from Govt Purse. It is always done through the award of contracts, excessive overheads, inflated invoices, etc etc.And the Perm Secs always provide documentation for anything and everything.
    So, if there was any recklessness with Govt monies, ask the AUDITOR GENERAL, whose day job by Statute, is to fully probe each and all expenditures of Govt.

            simple question – did her other ministerial colleagues (in the so-called economy portfolios) ever report to her directly or they simply shared information relevant to her? Ministers report only to the President that appointed them – shikenna. Do not lump other peoples’ failures or inactivity on one individual. The essence of the co-ordinator position was to ensure that, for the first time, someone just had all the relevant info at hand in order to have a central overview (or top-down scope) of the entire economy (as a whole) rather than what used to obtain where each economy-related ministry was adopting & implementing its own policies anyhow as convenient.           That was one of the problems, we were importing the rice we were eating and we were subsidizing it. Aside that we were giving our waivers to importers of rice, what we should have done then was to discourage the importation of rice then and subsidize local production of rice by buying for them Rice mills. With the former process, we were subsidizing the countries that sold rice to us. What has changed, government are no longer subsidizing foreign importation of rice and the importer are still bringing it in anyway and so the price will go up and government is now enabling rice production in the country and when it hits the market, local players will make big bucks to produce more and the more they produce the more the price will reduce. We will be better on the long run because we will be reducing the pressure on the Naira and so it will appreciate.

    I never saw her appearance on the show but as a student of economics I dare to say that Mrs Iweala as a coordinating Minister of the economy had not impressed. For instance, she left no reserves for imports, realising fully well that Nigeria is an import dependent economy
    She could not grow the sovereign wealth fund after all she employed its Managers yet the price of crude was a104 per per barrel while she was economic coordinator. With her enormous influence she could not wean Nigeria and the Jonathan administration out of her appetite from crude oil exports only. Worst still , she could not put her foot down to ensure that at least one refinery was functioning. We export crude oil to import petroleum and petroleum products. Like exporting raw rubber to import vehicle tyres. I have nothing against her nepotism in all key managers of the economy but they had not delivered. Her attitude to the missing moneies at the CBN was apallying.
    She condoned so much and left those of us who had faith in her training, exposure, expertise and experience as a world bank economist in shame. How else can explain that she left office and barely six months later the economy went into a recession.

      administrative reality of the federal system of government, this
      administration believes that all tiers of government must work to
      preserve the commonwealth and thereby guarantee the future prosperity of
      our nation.

      The SWF Board, which is being chaired by
      one time deputy governor of the Central Bank of Nigeria, Mahey Rasheed,
      is expected to help to build a savings base for future generation of
      Nigerians, enhance the development of the country’s infrastructure and
      promote fiscal stability in times of economic stress.

      The Sovereign Wealth Fund was
      statutorily established with initial seed money of $1billion to provide a
      strong, transparent and effective tool for the management of the
      nation’s petroleum wealth for the benefit of Nigerians.

      At the signing of the SWF Bill
      into law, President Jonathan said the revenue that would accrue in the
      fund would be shared into the Nigeria Infrastructure Fund, NIF, the
