‎Nigerian govt. sacks 13 University Vice Chancellors

The Federal Government has sacked the Vice Chancellors of 12 federal universities established by the Goodluck Jonathan administration.

Also affected by the sack is the Vice Chancellor of the National Open University of Nigeria, Prof. Vincent Tenebe.

In the statement announcing the sack, the government gave no reason for the action.

A short statement by the Minister of Education, Adamu Adamu in Abuja, on Saturday, simply said President Muhammadu Buhari, had approved the appointment of new Vice Chancellors for the Universities.

But the decision is already generating ripples, with some members of the intelligentsia claiming that it is only the Governing Council of NOUN of which Mr Tenebe is a member, that could only remove him.

A human rights organisation, Coalition of Civil Society Groups has protested against the sack in a letter to Buhari, demanding the reversal of the decision in which the NOUN VC was replaced with Prof. Abdalla Uba Adamu of the Department of Mass Communication, Bayero University, Kano.

The substantive Vice Chancellor of the Federal University, Dutse, Jigawa State, Prof. Mohammed Kundiri, was transferred to the Federal University, Wukari, Taraba State.

The CCSG in its protest letter to Buhari signed by its President, Etuk Bassey Williams and Secretary-General, Ibrahim Abubakar, said the action contravenes the provisions of the Universities (Miscellaneous Provisions) Act No.11 of 1993 (as amended) by decree No.25, 1996 and further amended in 2003 and 2012 respectively and other agreements as contained in the 2009 FGN staff union agreement.

The petitioners said that four out of the twelve appointed VCs are from Kano University, an action they said, was a clear violation of the federal character principle.

“While this does not come as a surprise owing to the influence of one of the Special Advisers to the Minister of Education in orchestrating the appointments of his friends and cronies without following due process, we are however concerned about the constitutional breach and the resultant litigation battle this action may cause, which in turn may generate unnecessary distractions to your focused administration”, tcoalition said.

The petition reads, “We are compelled to call your attention owing to the illegality in the removal of Vice Chancellors of 13 Federal Universities including the National Open University of Nigeria and the hasty appointment of friends and cronies in place of those illegally removed from office.

“While we are not unmindful of the fact that you would have acted on the recommendation of the Minister of Education in approving their removal, it is pertinent to know that in the pursuit of ambition driven by unguided passion and greed, impunity becomes inevitable as the end irrespective of the means is all that matters and in this case, the removal of these Vice Chancellors is the outcome of an unguided passion and greed by the Minister of Education and his Special Adviser.

“The constitution is quite clear on the procedures to be followed in the appointment and disengagement of Vice Chancellors and none of these procedures were followed in the above case.

“The appointment of Vice Chancellors is a tenured appointment, which presupposes that every appointee is expected to serve the prescribed number of years as stipulated by the Acts governing the institutions.

The organisation regretted that none of the Vice Chancellors were allowed to complete their tenures and were all removed without following due process of the law.

The CCSG said that in the event that a Vice Chancellor was to be removed from office before the expiration of his tenure, it is the Board of the Governing Council that is empowered to recommend or effect that removal of an erring Vice Chancellor before the completion of his term in office.

The group said, “In the above case, the Minister already dissolved the Board of the Governing Council with the statutory powers to recommend or effect the removal of a Vice Chancellor from office thereby making the removal of these Vice Chancellors illegal, null and void.

“In appointing new Vice Chancellors or any public officer for that matter, it is an offence and a breach of the Federal Character principle for one third of the total appointees to come from a particular State.

“The action of the Minister is greeted with sadness as it is considered a breach of the provisions of the University Amendment Act or legislation and to a large extent a gross violation of the laws of the Federal Republic of Nigeria which guarantees universities autonomy in Nigeria.”

According to the public statement conveying the sack of the VCs, a former Head, Department of International Relations at the Obafemi Awolowo University, Ile-Ife, Prof. Kayode Soremekun, who was said to be on Sabbatical in NOUN is the new Vice Chancellor of the Federal University, Oye-Ekiti, Ekiti State.

While the Federal University, Birnin Kebbi, Kebbi State has Prof. Auwal Yadudu of the Faculty of Law, Bayero University, Kano as its new VC; Prof. Fatima Batoul Muktar of the Department of Biology, North West University, Kano, is the VC of Federal University, Dutse, Jigawa State.

A lecturer in the Department of Pharmacy, Ahmadu Bello University, Zaria, Prof. Haruna Abdu Kaita is the new VC of Federal University, Dutsin Ma, Katsina State, while Prof. Andrew Haruna of the Department of Linguistics, University of Jos will now function as VC, Federal University, Gashua, Yobe State.

While another lecturer in the Department of Pharmacy, ABU, Zaria, Prof. Magaji Garba, will now be VC in Federal University, Gusau, Zamfara State, Prof. Alhassan Mohammed Gani of the Institute of Maritime Studies, Federal University, Kashere in Gombe State has been elevated to the position of VC in same University.

A lecturer in the Department of Physics, Federal University, Lafia, Prof. Muhammad Sanusi Liman will henceforth be VC of same institution.

For Prof. Angela Freeman Miri of the Linguistics Department, UNIJOS, her new portfolio is the Federal University, Lokoja where she will now be VC.

The Federal University, Ndifu-Alike, Ebonyi State, now has Prof. Chinedum Nwajiuba of the Post-Graduate School, Imo State University, Owerri, as its VC, while Prof. Seth Accra Jaja of the Department of Management, University of Port Harcourt is now the VC of Federal University, Otuoke, Bayelsa State.

            The appointment of a successor to a VC must follow due process. Acting VCs are usually the deputy VC of highest rank. The new VC slot is filled by a candidate who has undergone the mandatory screening, interview and selection by the team of interviewees appointed by Council. The university council is responsible for appointing VCs not the President. Universities have administrative autonomy. This is a well known fact. So you’re the dunce here if you can’t see that the process has been thwarted for no good cause

The laws are clear on how the appointments should made and due process has not been followed. Support Buhari all you want but the process is as follows
            1) Council led by the Pro-Chancellor sits
            2) Set up a search team and declare the position (sub-vacant).
            3) Advertorials are made in at least 2 National newspapers for qualified persons to apply for the VCship slot.
            4) Search team resumes nationwide search and generates interest in the VCship position.
            5) Applications are received and filed for screening by council
            6) Council sits again, agrees on assessment rubric and commences screening of CVs and applications submitted
            7) Council sets up interview panel for the top CVs and invites the best selected (usu 10 persons) for the interview.
            8) the panel of 7 (usually 7) persons screens independently and the total is summed together.
            9)The top candidate is based on points from all criteria set is then selected as the VC
            10) he or she is immediately offered a letter of appointment as VC.

            Now none of these were done and yet 13 VCs were appointed??? Why are we like this???

        Tundemash: including those ‘transferred’? If you understand how a university works, you’d know how VCs are appointed and how they vacate office. It never happened in the history of Nigeria that VC appointments are made with secrecy, and in such a large number at once.

        Universities are not secondary schools. You don’t transfer a VC. If his tenure expires, he returns to the classroom; would not be reassigned in the same role elsewhere, and will not renew his term either. Even on temporary basis in a new school, there should be senior academics in those new unis to stand in until a substantive VC is appointed. Buhari is messing us up. You know it. Say it!

        Knowing that most of the new VCs are from the north, and that they will suffer from credibility setback, how does that make you feel?

Are they untouchable or have they paid their dues to the “powers that be”? Just by the way, this “human rights” group CCSG do not understand the issues and is poorly briefed. Human rights is a two-sided issue. Have they paused to consider the rights of staff/students/host communities and other stake holders of the universities which have been abridged by the sacked Vcs?

    For instance,the Formal VC of the Federal University Oye and the formal minster for power,Prof. C.Nebo,looted the money allocated to the university. We will be disappointed when you visit the university.

    During the last accreditation, prof. Assuzu purchased a deck top computer for N250,000,a dip freezer for N500,000,an experimental garjet sold for N25,000 for N450,000 and eventually told the punch News paper that he spent over N 500 Million on accreditation.

    Please read the statement below for insight into the operations of prof. C.Nebo.Prof. Assuzu,Mr. Adeyemo,Mr. Obadiah and the current Bursar in the “Federal University Oye-Ekiti”

    The State of Things in FUOYE

    Lamentations unfortunately are the songs on the lips of both students and members of staff. It is regrettable to
    announce that the entire supposedly new buildings in FUOYE that billions of naira of tax-payers’ money are expended on are living on borrowed time.

    This is because the buildings have failed in the structural sense of the word, keeping students and members of
    staff in this deplorable condition to say the least is suicidal or an attempt to send innocent lives to early graves. God forbid!

    To say the least, collapses are imminent. They are there for all to see. One would be pressed to ask; where are
    the professional bodies of the Nigerian Society of Engineers (NSE) and COREN? The system in FUOYE is a mockery and by extension an outright desecration of University administration.

    See pages 32-35, 60-85 of the attached document of the projects prices which where claimed to be done by their
    administration though it is crystal clear that all the projects where TETFUND projects which have been in existence since 2011/2012 yet they claimed that the projects were done in 2013/2014. Aside these, the costs of the projects are too
    alarming. For instance, the school gate was constructed at the cost of #16,954,042.57 while that of Ikole campus cost #17,233,400.78. On page 78 and 79 of the attached document, the same building was presented as LOT 12 and LOT
    14 at different prices.

    The Pathetic Plight of The Members of Staff

    Furthermore, of equal importance is the pathetic plight of the members of staff who daily groan under the heavy yoke of gross underpayment and reckless denial of their rights.

    Or else how do we explain a case where some sister Federal Universities that were established at the same time who
    have paid their members of staff the legally entitled resettlement allowances as far as four years ago and FUOYE turns a blind eye to this? Does this mean that the Federal Government deliberately left out FUOYE out of this welfare
    package though it is contained in the regulations of service of the Federal University Oye-Ekiti. Also is the non-remittance of contributing pension of most staff since 2011 that they have started the deduction.

    FUOYE’s Resettlement Allowances

    Whatever that must have happened to FUOYE’s resettlement allowances remain a subject of conjecture which Prof. Nebo
    (former VC), Prof Asusu; The Registrar, Mr. Adeyemo and the then Accounting officer, Mr. Obadiah will need to explain.

    The epileptic pay days of workers’ salaries are sore points in the being of the staff. For petty reasons, sometimes bordering on egoistic sentiments, while the University salary structure is different from other Universities in the country.

    A Call For the Intervention of The Appropriate Bodies The EFCC, ICPC and the Anti graft agencies are invited into these issues of FUOYE. To investigate Mr. Borisade of the staff cooperative society of FUOYE to account for modalities for Loan
    distributions amongst the members of the society and how he has successfully used this office to disburse illegal Loans
    to the Registrar, Mr. Adeyemo. His own Daniel now wants no other person in Borisade’s office as cooperative coordinator.

    The inputs of the Executive Secretary of the Nigerian University Commission in the atrocities committed in FUOYE should
    also be investigated.
    Our plea is that urgent and drastic steps should be taken to redeem this ugly prevailing situation before it gets out of
    hand. A stitch in time, they say saves nine.

    A purported relocation allowance was paid and just a flat sum of Two Fifty Two Thousand Naira (N252, 000:00) was paid to Senior Staff and Eight Four Thousand Naira (N84, 000:00) to the Junior Staff over a space of Three Months.

    This is contrary to the expected amount and term of payment as contained in the regulation. In the actual sense, no
    senior Staff is to be paid less than a million naira according to the regulation and the documents available to us.

    Prof. Nebo collected Nine Million; Acting Bursar, Obadiah collected Four Million; Acting Registrar, Adeyemo Two
    Million Naira all at once, why should other staff receive theirs in piece meal?

    The 68 technologist were just paid their accumulated hazard allowance from 2011-oct 2015 even though they claimed they have been collecting the money from Abuja since 2011. They need to explain where they have kept this money since 2011 and while other staff members are yet to be paid.

    We use this platform to call for the intervention of ICPC in the raised matters before things go from worse to worst.
