Irritated by fraudulent allocations, National Assembly postpones budget passage indefinitely

The National Assembly has said it is no longer feasible to pass the 2016 budget proposal on February 25 as earlier scheduled.

The development is a result of “discrepancies, errors and ambiguities” inherent in the budget proposal, the lawmakers said.

At a joint press conference in Abuja on Tuesday, Danjuma Goje (APC-Gombe State), Chairman of the Senate Committee on Appropriation and Abdulmumin Jibrin (APC-Kano), his House of Representatives counterpart, said the National Assembly could not guarantee any future date for the passage of the budget.

The lawmakers denied any rift with the executive but said the National Assembly needed to do a “proper clean-up” of the budget.

“We need sufficient time to pass a comprehensive budget …. that is implementable and also acceptable,” Mr. Jibrin said.

He noted that the Presidency had admitted errors in the budget.

Two weeks ago, the Senate and the House of Representatives asked their respective Appropriations Committees to submit their reports on the budget on February 24, after rounds of defence by ministries, departments and agencies, to enable passage of the budget on February 25.

But media reports and appearances by officials before different committees of the National Assembly showed that the budget contained fraudulent, controversial and embarrassing allocations.

Last week, the Senate discovered a sum of N10 billion “questionably smuggled” into the budget of the Ministry of Education for a ‘questionable subhead’.

On Monday, the Minister of Health, Isaac Adewole, disowned his ministry’s budget, saying “rats” had doctored the proposal.

“We have to look into the details of the budget and re-submit it to the committee,” Mr. Adewole told Senate Committee on Health.

“This was not what we submitted. We’ll submit another one. We don’t want anything foreign to creep into that budget. What we submitted is not there.”

On Tuesday, the Minister for Works, Power and Housing, Babatunde Fashola, while appearing before the House of Representatives joint Committees on Power, Works and Housing, evaded questions on a certain N500 million proposed for “statutory” meetings and travels.

The allocation also covered street light, generators and other items but locations of projects were not provided.

To set the proper tone, one of our early decisions was the adoption of a zero based budgeting approach, which ensures the resources are aligned with government priorities and allocated efficiently.” This was Buhari on Tuesday, December 22, 2015 when he came to the National Assembly to present his 2016 budget, tagged “The Budget of Hope.”
    Now he is threatening to sack the civil servants who prepared the the budget, blaming them in his usual characteristics for everything that has gone wrong with the budget. This is the same man that could not explain how $2.8billion vanished from NNPC account under his watch as petroleum minister under Obasanjo. This is the man who has no idea how billions disappeared from the PTF while he was in charge. After weeks of insisting that the 2016 budget was flawless, and trying to discredit the National Assembly, he has resorted to threats against the civil servants. The big question is; since it is now clear that Buhari’s poor educational and archaic military background constitute a serious impediment to good governance, as is manifest in almost every move he has made. Who among his party henchmen can summon enough courage to engage the Emperor?

      This has nothing to do with Buhari’s educational background but typifies the extremely corrupt Nigerian society with those given the opportunity to produce financially sound and viable budget details according to the requirements of Buhari’s government failing to do so. Creating and designing a financially sound and viable budget is the job of the financial experts employed by the customer who in this case is Buhari’s Government that provides the experts with what are called customer requirements.
      Buhari has done a very great service to Nigeria by making the budget documents available to Nigerian public to examine. This for me is a big step to clean-up corruption in every nook and corner of the Nigerian society. Nigerian leaders for very long time have allowed the society to endanger the survival of the Nigerian entity through promotion of economic corruption and sabotage that will lead to strife and war. This is the reason for the prediction by many in the West that Nigeria will not survive as a country. Jonathan government was the epitome of that corrupt leadership and hence the survival of Nigeria to me currently is 50/50 except if there is a major pull back from Nigerian Government promoted economic corruption and sabotage.

        Budgets under the past admintration were made available so please dont accord PMB any praise for doing what was done over the last 6 years at least. If anything, he should be criticised as it took requests upon requests before the budget was finally made available by the Budget Office which was not the case with the immediate past administration.
        Buhari must take full responsibility for this budget fiasco as he presented it to NASS. What he does after taking responsibilty is his personal problems and if this involes santioning the people involved so be it.

Buhari lies with straight face and that is one of his greatest weakness which some of his followers can not understand.

        How will Buhari govern when he rarely engage his cabinet in a meeting. Do you know that a player can be omitted in team selection by the manager for missing a single training in a week whereas our president does not understand the importance of FEC meeting that he can afford to miss it for more than 3 weeks and he expects to be on top of the situation.

Your argument may be valid if he only assembled a competent economic team but ethnicity and religion will not allow us pick the best candidates. Was Soludo not invited to Aso rock when he was compiling his ministerial list? Is Pat Utomi not competent enough? Is Kemi Adeosun more competent than Okey Enelama?     Nowhere in the world does the president proof read the budget. The civil servants prepare it and pass it through the ministers and the finance minister or the president presents it to the parliament.

    Now, in Nigeria, we have many kleptomaniacs who find it difficult not to steal.

    The civil service has to be cleaned out and example made of directors for future generations.

      @Mama Kay, believe me, if EFCC can beam its light of anti corruption war on civil service, we can recover monies that could cover our budget for two years without looking at crude oil. 85% of landed properties in choice locations in Lagos and Abuja are owned by civil servants. Most of their children school abroad in expensive colleges and universities in Europe and America. Unfortunately, some lunatics will ask for evidence before prosecution.       Trust me this worthless Senate does not give a DAMN about the budget process. What we are all witnessing is called leverage. The legislature(Senate) is playing their “chess move” in regards to the Supreme Court’s Judgment in the case against their “ancestor-less/klepto” Senate President . This is their response to the Executive. But they are “slow” upstairs, and mark my word it will be their eventual downfall. Good that they have found fraud in the budget, let them get together with the Executive & fix it ASAP(No “Sword of Damocles” dangling over the executive’s head), don’t threaten the Executive when you know that the Executive is working for the Masses. And No amount of pretending to care about the budget will CONCEAL the fact that these clowns(born without shame), are spending 4.7 billion naira to buy HIGH END foreign vehicles for themselves in this economy. The world will know when Nigeria becomes serious. I ask every Nigerian, how can salaries take 70% and Capital expenditure only 30%, in every ramification of the budgetary process. How would any nation develop with that equation. The highest recurrent expenditure should be in ANY BUDGET is 30%(and even that is too high). The Budget Mafia must be unearthed and dilligently dealt with as well, Senior Civil Servants have been known to subvert the budget in the past. The NASS took appropriate decision since it makes no sense debating a fraudulent budget. Good call…!!!

    Dear All, Please take the time to go though the budget proposals before commenting. I have taken the time to do so, and what i have seen is that most of the confusion stems from the fact that those that are supposed to provide information do not understand the budget template and simply filled in figures into all cells of the template. If you study the codes used for the template some items are same items using different coding like main code 2, then 21, then 2101, 2102. What should have happened is that budget department IT experts should have provided training to civil servants or design the template in such a form that once you fill in the Salary line, you will no longer be able to enter figures in salaries & wages, which are actually the same line items. I believe the whole hullabaloo is due to the incompetence of the personnel or that of the template app used. Thanks

      That is correct. A deliberate fraudster will not say the budget should be put online for all to see. I think there is need to train those civil servants responsible for drafting the budget so that next time, we can have a near perfect document.

    Is the economic/budget team of the government an all-new-comers forum? The whole mess is giving out a distorted picture of the CHANGE train. Is Buhari actually as awake as we suppose he is? This thing is inching to a pinch on the President; and no do, no do we fit face a situation of bizarre tennis match whereby code of conduct bat will have to face budget bat in a prefixed draw game. Match fixing is a cool thing.
