Budget Padding Scandal: Jibrin gives lawmakers 3 days to return illegal allowances

Abdulmumin-Jibrin (1)

Suspended lawmaker, Abdulmumin Jibrin, on Thursday gave his colleagues in the House of Representatives three days to return all questionable allowances they paid themselves.

Mr. Jibrin said any lawmaker who fails to heed his call should be prepared for the backlash that would follow when he publishes details of how such official perpetrated the fraud.

Mr. Jibrin’s statement came a day after he was suspended by the House for 180 legislative days —approximately a full calendar year as the House sits three times a week— after being found guilty of violating House ethics and lawmakers’ privileges.

It also came a month after Mr. Jibrin accused his colleagues of raking in millions in illegal allowances, and after he indicted himself as having received N650 million illegally.

To return their loot, Mr. Jibrin advised his colleagues to individually approach the appropriate authority and make arrangement on how to pay everything back into the federal purse.

“I have written to the Clerk of the National Assembly to stand by in anticipation,” Mr. Jibrin said.  “In the face of the revenue challenges and biting hardship the country is currently facing, there is no better time the country needs such money than now.”

Mr. Jibrin said he resolved to take this action after receiving numerous enquiries from different corners on the need for him to back his allegations against the House leadership and other lawmakers with evidence.

“I have come under intense public scrutiny and pressure to prove that there exists systemic corruption in the House,” Mr. Jibrin said.

Mr. Jibrin said he was specifically demanding the return of a N10 million illegal allowances his colleagues allocated to themselves while the poor were struggling to make ends meet.

House spokesman, Abdulrazak Namdas, did not respond to PREMIUM TIMES’ request for comment Thursday night.

Mr. Jibrin had frequently threatened to release “shocking” details about fraud in the House since he first accused Speaker Yakubu Dogara of budget fraud over two months ago.

On August 27, Mr. Jibrin said he had identified two governors working to shield Mr. Dogara from prosecution and vowed to reveal their identities. He has yet to do so.

Similarly, Mr. Jibrin said on September 19 that he was releasing some revelations “that will send shock down the spines of Nigerians”. He hasn’t done that, either.

Mr. Jibrin said the process that led to his suspension was flawed and vowed to reverse it in the court of law.

We hope that when Jibrin publishes those names, he will publish his own name also and the amount he collected? He cannot claim he did not or has not been collecting these monies until the bubble burst.

It is unfortunate that this is happening but should Jibrin want the entire House to collapse he must join other members also to suffer the comeuppance.

    • Dejandon

He already mentioned he collected N10M and also N650M

    • Nkem

Is that the issue? Are you more worried about “his own name” than about the massive looting going on in that house”.

    • Ade Omowest

Read and understand a report before you pass your comment. I quote a relevant passage from above for you info.
“……and after he indicted himself as having received N650 million illegally”.

Keep your eye on the ball

    • Conerned Nigerian

How are we very sure Jibrin is fighting corruption? If you must fight corruption, your hands must be clean! You cannot stain your hands with N650million and come out publicly that you’re fighting other. How are we sure he did not collect more. I doubt if this fight will go anywhere.
ONLY THOSE WITH CLEAN HANDS AND A PURE HEART CAN FIGHT CORRUPTION IN NIGERIA!!!

  • Realitytalk

Justice will be served soon, PMB will not fold his arm and watch things go wrong in his government

  • deansmart

President buhari fighting corruptions but failled to protect whistle blower nigerian are watching

    • Osakue

Look guys this is democracy without concrete evidence this matter will not hold water. I wish it could

    • Lego-lego

Since President Buhari is bringing little but anti-corruption and North East counter-terrorism to the table as “evidence” of performance, it will be a huge shame as deansmart puts it above if “President buhari [claims to be] fighting corruptions but failed to protect whistle blower [and to be sure] Nigerian are watching”

  • Arabakpura

This guy “May” be able to emancipate Nigerians from the secret cult of the National Assembly! He wants to break that code of omerta!

    • jeepee

      On point broda…

    • ebong

      I agree with you.

    • NwaIgbo

      Support!

  • Aminu Baba

Nigerians are watching how this government, which claims to be corruption averse, will come out to protect a whistle blower and ‘insider’ witness like Abdulmumini Jibrin. But above all that, I expect Nigerians to rise up in unanimous support and encouragement of the battle of this reformed rep, otherwise we should remain silent forever on corruption. The man had made it clear from the beginning that he was part of the sleazy deals going on in the legislature but that God entered his heart to turn a new leaf and begin fighting his partners in crime. What more do we need?

    • jeepee

Brotherly, u hv spoken my mind….

    • Conerned Nigerian

I want to ask you a question, Has he returned his own money, that he (Jibrin) collected illegally to government. Since he agreed to have received N650million. Bcos the change must begin with him

      • Concern

The man has not said he is a saint or innocent regarding some of the monies collected fraudulently at the appropriate he will return every penny he collected with other dishonorable people and his sins might be forgiven. His message is resonating with Nigerians let us encourage and support him.

        • Conerned Nigerian

I just hope he is sincere in all he’s doing? May God help Nigeria

    • Harry Haruna

      Honestly

    • Höly Wähala

Things are better now, thanks to changi… If Jibrin had made these allegations during the last administration, police, Army or the JTF would have invaded the House to pummel him into prison… remember Sanusi was chased into the Govornor’s cupboard by Dr. Dumbo and his goons. So, yes! we need to protect a reformed crook so that he may help us identify the others. Respect!

    • Jack

These boys and girls in the National Assembly have surreptitiously being busy sharing money ignoring the reasons why they are elected. They were there while the Naira and our foreign reserve were been destroyed by the CBN and the President and did not even have the guts or initiatives to ask important questions. They were there when the President insisted he will not allow devaluation while Naira was fast loosing value, yet they could not even invite the CBN governor to defend his inaction because they were busy chasing illegal allowances. Since the descent of the economy into recession these boys and girls have not acted as the representatives of the people. If they will put just 20% of the effort the dispensed on this Jubril case, the economy will jolt back to growth. Let these boys and girls know it that there is hunger in the land and that many of the Nigerian youth cannot find jobs or have lost their jobs. These boys and girls in the National Assembly may become prime targets of criminals especially kidnappers even with their police orderlies since they are the only one with cash.

  • marig

Lets have the evidence, mr Jibril. You have been threatening to provide evidence but nothing from you so far. Most Nigerians will support you but so far all we have from you are rantings. provide evidence and lets go get those thieves.

  • Keen Observer

Brothers we all need to watch very closely to see what this House of reps scandal will turn to.
I stand to be corrected if am wrong; Patience Jonathan’s case & the Reps case which one came up to public glare 1st? i’m guessing Reps case right?
So why is EFCC seems to be looking @ the opposite side from the House & concentrating on chasing Patience’s & Co’s case with all vigour & desterity? Whereas nothing, no one besides Jubrin has been cautioned to keep quiet by Buhari/APC, infact it was after Dogara finshed meeting Buhari in a closed door meeting that he (Dogara) bragged that ”Padding was not a FRAUD but their constitutional rights.
Nigerians am sure indeed are watching; one should have expected EFCC’s invitation/investigation of atleast one of the key members in the house by now.
But neither Buhari nor his state agent EFCC has made any move towards Jubrin’s revealations for some months now. We shall see, this shall be a LITMUS TEST for the GENUINTY of APC / PMB’s anti corruption crusade. Time shall definitely reveal this

Naira falls to 492 to one dollar

      President Buhari
is only lucky to be ruling over a retarded populace which has
no standard of living and will rather commit suicide than organize protests by
themselves against the impossible conditions of life in Nigeria today.

      For that fact
President Buhari may just have acquired impunity to do as he wants, even
if the country rots and worsens in consequence. Nigerians are too mentally
retarded to be classified as part of global humanity. They have no sense of
civil rights they have which override the powers of government. In their mental
emptiness Nigerians are worse than slaves allowed to roam wretchedly on the
face of the earth in bad odor; like bush rats.

Unless Nigerians resolve to deal with treasury thieves by moving
against these treasury thieves physically and with deadly weapons to stop those
robbing the country and claiming a right to do so, the country will never exit
the pains and poverty of economic recession hurting the honest Nigerians –
because recession has no meaning to treasury thieves and their criminal
business proxies who stash away billions of Naira, stolen from the treasury by false
accounting and by false invoices signed to dupe a whole country. Only honest
Nigerians bear the whole pain of economic recession. In short, until Nigerians
rise and kill these known treasury thieves in each neighborhood, there’s no
hope or comfort for Nigeria. Rise and kill treasury thieves in self-defence
    before they ruin your lives!

Mass suicide is coming soon, since Nigerians prefer suicide instead of stopping Buhari
from destroying the country. Me I have no hope in Buhari at all. There’s no reason I should have hope
in somebody that has got everything wrong since coming into office on 29th May last year. Today now,
Lai Muhammed said the cabinet of 24 Ministers is the one to decide the solution to economic destruction
going on. I now look at the 24 Ministers.

There’s no one with knowledge or good thinking inside Buhari’s cabinet of Ministers that i can see.

Is it Lai Muhammed I should depend on to take my country out of recession? What does he know?
Or is it the other criminal rogue called Raji Fashola that will rescue Nigeria from economic recession,
when he’s been part of the reason for the recession by stealing and stealing?

Who is there in Buhari’s cabinet that I can rely on? Nobody is there!
Or is it the self-confessed rogue called Rotimi Amaechi who said he will continue to steal
until people stone him? Is that the person to rely on for solution to economic destruction?

  • Musa Dalhatu

Jibrin, you are equally guilty of all the crimes you are accusing your colleagues. If not, why are we hearing your revelations now that you are a lone wolf? It’s futile for you to try to get the sympathy of Nigerians cos all we see is a corrupt lawmaker acting as anti corruption crusader. Pls go home and serve your suspension and spare us this nonsense.

@Musa, Jubrin already accepted of making illicit money using his position as a lawmaker. He is a repentant prodigal son and Nigerians must applaud him for using the period and circumstances of his trials to give an insight into what has been going on behind the scenes. I only fear for his life but he is on the right track for public good.

  • Rommel

I hope the NLC will respond to this request because if they don’t,it means they would have lost all legitimacy

  • agbobu

THIS TANTAMOUNTS TO BLACKMAIL, IF YOU DO NOT EXPOSE THEM AND WHAT THEY DID. IT APPEARS THAT JIBRIN IS SEEKING SOMETHING FOR SOMETHING. IF THIS IS NOT THE ACTION OF SHAMELESS PLACEBO AND PRETEND LEGISLATOR, I DO NOT KNOW WHAT ELSE TO CALL IT.

  • FreeNigeria

NASS of crazy and corrupt people. If you have evidence, release it, whether they return the money or not. All this blah blah is becoming like a bad drama.

This man talks too, that’s the reason why BANDIT DORO SPEAKER DOGARI CALLED HIM A TRAITOR. SHOOT IF YOU WANT TO SHOOT, DON’T TALK.

  • Kamalu

The moves by Mr. Jubrin represents the real fight to rescue Nigeria from the claws of criminality which has been happening over the years in the name of governance. Civil Society Organisations, the organized labour, youth movements must seize the opportunity offered by this repentant prodigal son to restore Nigeria to some level of sanity.

  • S. A. Maigari

What is important right now is not that what made Jibrin to repent is right or wrong but that what he is doing currently to fight corruption is an opportunity that should not be allowed to slip away. He should be given all the encouragement he needs to succeed by Nigerians because it takes a thief to catch a thief.

  • NwaIgbo

Jibrin needs all our support if corruption must be stopped. The committee of rogues must be stopped as Nigerians are going through hell now. This is not the time to sweep anything under the rug as usual. Join the Jibrin Anti- Corruption Force!

Nigerians are just so docile. It is sad that just because you said you are a born again corruption fighter, nobody is supporting you on this issue, yet we know that these people are canker-worms of the highest order. In my opinion you are presently Nigeria’s greatest corruption fighter, just like Gani Fawehinmi in May 31, 2007, who said “Obasanjo Is The Most Corrupt Nigerian”

    • Conerned Nigerian

How are you sure this man is not advertising himself to be the next speaker of house of rep. Why didn’t he speak out when the budget preparation was going on and the padding was on. Are you also sure if he is not trying to revenge on Dogara for a personal offense committed against him. We must be sure of his sincerity b4 we join him
