Buhari orders ‘special promotion’ for arms probe panel members

President Muhammadu Buhari has given “special promotions” to members of the Committee on Audit of Defense Equipment Procurement, CADEP, who are serving officers in the military.

According to documents seen by PREMIUM TIMES, the special promotion was in recognition of their “high level of dedication, immense commitment and honesty while serving in the Committee”.

The affected officers were promoted by a single rank.

Mr. Buhari had in August 2015 directed the National Security Adviser, Babagana Monguno, to convene a 13-member CADEP to investigate the procurement of hardware and munitions in the Armed Forces between 2007 and 2015.

Of the 13 members, five are in active service, and have been promoted, PREMIUM TIMES confirmed.

They are Commodore T. D. Ikoli; Air Cdre I. Shafi’i; Col A.A. Ariyibi; Brig Gen Y.I. Shalangwa who is the Secretary.

The special promotions will be promulgated in the Armed Forces Orders and the Federal Government gazette “in due course”, a letter given to one of the five officers and seen by this newspaper, revealed.

The CADEP submitted its third interim report in July 2016, detailing how former senior military officers, political appointees and private individuals diverted funds meant for arms, while the deadly Boko Haram insurgency continued to ravage the North East.

Among the big names the report indicted were former Chief of Army Staff, Azubuike Ihejirika and Kenneth Minimah, who served at different times under President Goodluck Jonathan.

But the panel’s work became controversial after critics raised concerns with the exclusion of Abdulrahman Dambazau, also a former army chief during the review period.

Mr. Dambazau currently serves as the Minister of Interior and is a close ally of Mr. Buhari.

The government claimed Mr. Dambazau’s tenure as army chied was not covered by the report, a claim dispelled by a PREMIUM TIMES’ fact-check.

Many of the indicted persons are now facing trial. Also, the Nigerian Army has compulsorily retired its officers indicted by the arms procurement probe panel.

The letter seen by PREMIUM TIMES says the “special promotion” was approved by the “C-in-C”, referring to President Buhari, and was ratified by the Army Council.

It was not immediately clear how the president compensated the retired committee members.

These men went against their superiors to expose all they had done wrongly under the guise of service. As regards the Danbazzau case, FG had stated that the reports came in batches and since both Minimah and Ihejerika were after Danbazzau, does that not tell you that the line is similar to what happened to Gbadebo, Amosu and others?
    The world is watching and this is the more reason why nobody took the report of the Panama papers seriously because you trumpeted the report writing specifically to target individuals as against releasing the list for all to make their deductions. Not long ago, you wrote “Babagida arrested” people flocked thinking it was IBB and that finally gave you out as a pay for play platform. You said people were unduly sacked by the military, claimed sole custody of access to Panama papers, etc. Listen, the world will be a better place if you do proper reportage.     Premium Times should know the difference between an opinion and actual reportage. Had the president something to hide, would one of the recipient have shown you his letter?

        Have you ever gone thru the “dos and don’t’s” of the privatisation of the fertiliser companies by FGN? If you do, your response would have be different entirely from what you have submitted. It is the ratio 55% to 45% of production for the companies and FGN but the companies are even exporting the fraction of the 45% dedicated for local consumption. This is the basis for the arguement

          You should understand that Govt of Nigeria has never, ever, lived up to any agreement it has signed – legal or otherwise – over the years. e.g. a Govt that can not even pay its JV commitments for a product that gives it so so much money???? even all privatisation agreements signed by OBJ was messed up or unpaid by YarAdua. All the ones by GEJ are currently being messed up by Buhari. And be rest assured that Buhari’s too will be fully messed up in future.

If that assertion is correct,why then are the serving officers being rewarded now when they’ve not finished their work?       He is the commander in chief and can recommend any of his serving members for promotion. The relevant military unit will then do the implementation. Buhari didn’t promote, he made recommendation and that is a honorable thing to do. PT is trying to make it appear unilateral. He is the commander in chief and what he has done is not only lawful, it is expedient to encourage others to always discharge their duties as expected of them.

It’s a way of appreciating good job done, against all odds, motivating the officers and also encouraging others to toe the line of dedication, commitment, professionalism and integrity. Meanwhile, the report should not be doctored to protect anyone. The people in Government, and most especially PMB, should remember that nothing is hidden from God and He is the Ultimate Judge. So, whoever is found wanting, irrespective of the status, should be made accountable.
