Buhari to sanction aides over President’s plagiarism of Obama’s speech

Buhari in France

The Presidency has issued the statement below admitting that the speech read by President Muhammadu Buhari contained insertions plagiarised from a 2008 speech by U.S. President, Barack Obama.

A statement by a presidency spokesperson, Garba Shehu, said an investigation had been launched into the matter and that officials so far identified to have committed the blunder would be punished.

Read PREMIUM TIMES initial story on the plagiarism saga here

Read full presidency statement below.

President Muhammadu Buhari has ordered that prompt and appropriate disciplinary action be taken against those responsible for a wrongful insertion in his speech delivered on September 8, 2016 at the launch of the “Change Begins with Me’’ campaign.

It was observed that the similarities between a paragraph in President Obama’s 2008 Victory Speech and what President Buhari read in paragraph nine of the sixteen-paragraph address while inaugurating the Campaign on Thursday, September 8, 2016 are too close to be passed as coincidence.

There was a mistake by an overzealous staff and we regret that this has happened.

Already, a Deputy Director in the Presidency has accepted responsibility for the insertion of the contentious paragraph.

This serious oversight will be investigated thoroughly and appropriate sanction meted.

The Presidency wishes to state in the clearest possible terms that it regrets this unfortunate incident and will ensure that this does not happen again.

President Buhari urges Nigerians to look beyond this incident and focus on the message of change which the country needs in order to restore our cherished value systems.

PLAGIARISM: What Muhamadu Buhari MUST do to avoid international indictment

If President Buhari has a sense of official shame he will call his media
aides to an emergency meeting at 7.55pm – just before the Chelsea vs. Liverpool
match kicks off tonight – and find out whom amongst Lai Muhammed, Femi Adesina
and Garba Shehu SUGGESTED stealing Obama’s speech to plagiarize it. If, say for
example, Lai Muhammed suggested it, he should be sacked at 7.56pm for
suggesting fraud. Next, President Buhari should ask who went to GOOGLE AND
PRINT OUT the Obama speech that was plagiarized.

If, say for example, Femi Adesina was the one who googled to retrieve
the Obama speech to be plagiarized and who then printed it out, Femi Adesina
should be sacked at 7.57pm. Finally, President Buhari should ask who WROTE his
own speech in Abuja AND INSERTED BARACK OBAMA’s speech in it by way of
intellectual theft. If, say for example, it was Garba Shehu who wrote Buhari’s
speech AND INSERTED BARACK OBAMA’s speech in it by way of intellectual theft,
Garba Shehu should be sacked at 7.58pm. This three-step process will give
President Buhari two minutes to sign the three sack letters and take his seat
to watch the Chelsea v. Liverpool match at 8.00pm.

      • S U

A straight forward and nice idea by NinjaK… PMB sack the 3 officials (Lai, Shehu and Adesina) kawai

PLAGIARISM! The commentators should first retrieve the The Obama’s Speech of 2008 and then judge what was plagiarized. When will Buhari ever stand up and take responsibility?
    School certificate- blame defence headquarters

Budget padding- blame director and assembly
    Herdsmen killing- blame foreigners
    Recession- blame past administration
When for goodness sake will Muhammadu Buhari stand up and answer his name.
This man is simply a fraud

This Press Release is a lie from the pit of hell. Premium Times should have called it out.
It is impossible for a civil servant as Deputy Director level to write the President’s speech.
This lie will not stand. With a Minister of Information and two Special Advisers on Media,
there is no way in public service practice that a deputy director will go over his director,
go over the director-general, go over the Minister for Information, go over the President’s
Senior Special Adviser on Media (Garba Shehu) and also go over the Special Adviser
on Media (Femi Adesina) to write a speech for President Buhari and dump it on Buhari.

    • Hahahaha!

        Hahahaha:

Who else could have plagiarized Obama for President Buhari if not his Senior Media Adviser?

You don’t need rocket science to know that Garba Shehu did the plagiarism but looks for alibi.

Garba Shehu should just own up and resign, latest on Monday, or arraign that deputy director

he said did the plagiarism in court on Monday for fraud – punishable by 14 years imprisonment.

It is stinking of fraud. Everything around President Buhari has a bad odour of fraud. We started with his

We moved to padding of budget by civil servants in the presidency who counterfeited national budget.
That one is still smelling. We moved to Presidential Adviser jumping the window of National Assembly
on Christmas Day last year, 2015, to forge by replacing the budget President Buhari presented there.
That one is still smelling. We moved to President Buhari’s aides doing Bureau de Change in estacode.

All around us in Nigeria today, we see the fruits of quota system education. The presidential speech plagiarism scandal is only the latest manifestation of the sharp decline in the quality of education in the country. Yet the Education Minister presses ahead with the centralization of college and university admissions to the detriment of merit and competence.

So the result is the mass certification of functional illiterates by glorified high schools that now pass for universities in Nigeria. Shehu Garba and Femi Adesina should hide their faces in shame.
    There was once a country.

  • adeade

This is another form of padding.. lol.. To me, this government doesn’t have reasonable people around hence there can’t be a reasonable progress..Even Lai Mohammed was accused of stealing a program that happens to be another person’s concept… It is well with my country…

  • amazing2012

You can see how ethnic and religious bigots come out to blame the president on someone responsibility. All ready a deputy director have accepted responsibility on the issue. The president can only read over a speech not to cross check plagiarism of a phrase.

      Are you happy?

Governance is a collective responsibility by all the citizenry not only one person.
        Nigerians problem now are

    • Omoba1

Excuse me which deputy director? Is it an entire ministry that sits down to write a speech for the president? What about his aides – Garba Shehu and Adeshina? What is their job? How about Lai Mohammed?

Nigerians responded harshly with the change begins from you speech, Nigerians do not believe it and as we can see it is based on falsehood, insincerity and theft (plagiarism).

I supported this administration passionately, but I have given up on them due to their inepititude. The President appointed a Minister of Finance, yet still require external parties’ input, apart from the various consultants the ministry has. Does the woman justified her monthly salary?

“President Buhari urges Nigerians to look beyond this incident and focus on the message of change which the country needs in order to restore our cherished value systems.” Really? What an insult coming from Garba Shehu. Which cherished values of ours have we now made compatible with stealing and deceit? Whom does he think he is fooling, and addressing in such an arrogant way? Does Garba Shehu understand the meaning of plagiarism? Does he know what the consequences are? Does he even understand what this is doing to the image of the country? Why would Garba Shehu be so daft as to come up with such a ridiculous statement that did not come from Buhari? Yes, regardless of the failures of Buhari(which are many by the way) yet it would not be unexpected of him to grasp the seriousness of intellectual theft, especially as it is in his case, stealing from the president of the United States. This is why I have maintained that Garba Shehu’s hollow rhetoric did not come from Buhari. Buhari, in my opinion knows that he owes the nation an unreserved apology for this unconscionable perfidy. To channel the nation’s meager resources into a program designed to remake a people for the better, but founded on theft, by thieving dishonest, shameless sycophants, bereft of common sense, is not only a disgrace to a government that came into power by preaching transparency and change, but an indelible indictment. Garba Shehu can continue with churning out all the propaganda he wants, but he should also remember that Nigerians are no fools. All the fingers are pointing at him. He bears responsibility for this neck- deep cesspool Buhari has fallen into.

    • BBNN

Is Garba Shehu your Rep or mine?
He is the spokesman, privy, servant, agent and representative of President Buhari and the sanction, if any , will be carried out with Buhari’s powers or delegated powers. He made this speech and it is representing Buhari’s thoughts, not this thing you wrote up there.

Pray tell us, what informs this your assertion that Buhari can never reply like this, that he grasps the consequences of intellectual theft(a man who presented a shoddy certificate on the internet to Nigerians and thoroughly insulted us), now you claim the arrogance of the rhethorics is Garba Shehu’s fault but not that of the man he was paid to Rep?

People like you who make excuses for these clowns do them no favour. The speech he made with his mouth is the speech writer’s fault, his arrogant rejoinder is his spokesman ‘s fault, his ridiculous electoral promises is the fault of his over zealous party, the economy is the fault of PDP, the failed policy is the fault of his cronies ? Please when does buhari ever get to take blame?

Who is Obama’s speech writer? Who are his ministers? Who is his spokesman? When things go wrong , we blame Obama, when they go right, we praise him but you Nigerian sychopants are still leaning on the fallacy born out of hero worship that Buhari’s aides are the problem not him despite how he ‘carefully’ selected them. Ludicrous !

      • CEO

Your attack on me seems kind of out of place, and gives the impression you only glossed over my comment and made a halfhearted conclusion. My points were very clear. I stated that Buhari has many failures, and I also stated that Buhari owed the nation unreserved apology. This is due to the fact that he is the president, and the speech was delivered by him. You seemed to have missed those two critical points in your haste to throw irrelevant jabs. I have read from some foreign news outlet that he has apologized, however, I have not yet seen the apology in any Nigeria news.(I may have missed it, but you can let me know if they have it) I blamed Garba Shehu for both the plagiarism and the insulting comment he purported to have come from Buhari. I have known Garba Shehu for a very long period time, I also know his antecedents. Unless I am convinced otherwise by strong incontrovertible proof, Garba Shehu is responsible for the plagiarism. As far as I’ m concerned, the blame on the deputy director is just a ruse. Unless you can prove otherwise, my reason and circumstances are clear.
My suggestion is that you read my comment again, with an unbiased mind. A sycophant would not ask his/her favorite to apologize, and would not say they have failures, talk less of many. I’ m afraid your definition of sycophancy has no english language/dictionary backing.
Yours is the only reply I’ve received about my comment. While there were one hundred and eleven comments at the time I last counted, it appears everyone else saw my point.
Nigeria’s image has been battered in the past few days as a result of this shameful incident, orchestrated by the overinflated ego of maniac in the corridors of power. And going by your yardstick of “when things go right/wrong you praise/blame Obama, (para phrasing mine) I have blamed Buhari and asked that he apologize to the nation. If my indictment of Garba Shehu has elicited your grouse, I can only remind you that freedom of expression is not your exclusive right.

  • Abdulkadir

Wailers will start running their mouths and writing rubbish here. This president really represents change from an old and decadent past to a new and glorious future. We were all witnesses when the former president, responding to cries that corruption is killing the country, posited audaciously that corruption is not the main problem of the country. He rank it not to be number one, two or even three on the rank of Nigerian’s pressing problems. He concluded his remark summarising his view of it: stealing is not corruption.

Today we have a president that oypen the books so that every Nigerian can see for themselves what we are worth. He comes out and apologize when mistakes are made in the course of governance. He is only human after all. He is willing to abandon a path that degrades the collective pride of Nigeria and Nigerians, and is willing to birth a new Nigeria where every one eschews corruption, violence, and intolerance. But what do we have? A section of the country hell bent on bringing him down. And for all their treachery, they still want the most powerful positions in his governmen, even when they refused to change. Change begins with me.

German defense minister stripped of doctorate for plagiarism

Karl-Theodor zu Guttenberg loses Dr title after he admits making serious errors by submitting unoriginal work for university thesis. Germany’s defence minister has been formally stripped of his Dr title after his university ruled he had “seriously violated” its standards by submitting a thesis riddled with plagiarisms.

Karl-Theodor zu Guttenberg, who recently overtook Angela Merkel as Germany’s most popular politician in a poll, admitted in the German parliament on Wednesday that he had made “serious errors” in his academic work, which he completed in 2006 while already an MP.

He said he had been overwhelmed by writing the work while starting a family and launching his political career and that he had been
“arrogant” to believe he could juggle it all at the same time. “I did not deliberately cheat, but made serious errors,” said Guttenberg to loud jeers in the chamber.

Before coming clean in the Bundestag, the 39-year-old wrote a contrite letter to his alma mater, the University of Bayreuth, asking
them to revoke his doctorate. Within 24 hours his wish was granted, and on Wednesday night the university issued a statement confirming that Guttenberg could no longer call himself Dr.

Guttenberg, now dubbed Googleberg, initially tried to ride out the storm after the scandal came to light last week, dismissing the
      allegations of plagiarism as “fanciful”.

aides to an emergency meeting at 7.55pm – just before the Chelsea vs. Liverpool
match kicks off tonight – and find out whom amongst Lai Muhammed, Femi Adesina
and Garba Shehu SUGGESTED stealing Obama’s speech to plagiarize it. If, say for
example, Lai Muhammed suggested it, he should be sacked at 7.56pm for
suggesting fraud.

    Editor Premium Times,

‘Change begins with me’ campaign is dead on delivery

CHANGE BEGINS WITH ME campaign was launched in Nigeria with fraud and
fanfare; with President Buhari SHAMELESSLY plagiarizing the exact words
of his counterpart, President Obama of the United States.

The implication is that the Nigerian ‘CHANGE campaign’ is tainted with fraud from onset and must
be cancelled immediately. Buhari cannot start a campaign demanding honesty from Nigerians by
himself criminally plagiarizing the speech of another person, so shamelessly, and, word-for-word.
Nigerians must insist that no single kobo must be released to Lai Muhammed to pocket or spend
in furtherance of this fraudulent CHANGE BEGINS WITH ME campaign which is dead on delivery.

  • Maria Darego

Plagiarism is stealing! Ask any University Student what the punishment is if you plagiarise! Mr Buhari read a plagiarized speech and the buck stops with him!!! Serious leaders spend time with aides reviewing their speeches because once you make the speech, it belongs to you. What Mr Shehu is indirectly saying is that Mr Buhari did not check the speech before hand, and that Mr Buhari would read whatever garbage is put in front of him! For those Nigerians still wondering why the country is crashing so fast, your answer is right there.

    • YOMBO

You are mumu of the highest order. How is the president supposed to know that line of the speech was once used by anybody anywhere if he had gone over it a million times? Why didn’t you mumu discover that bfor a news medium brought it up? U talk like an illiterate.

      • Maria Darego

It is quite clear who the Mumu is!!! Go and plagiarise, and when you are caught, give that excuse, and see how far it takes you.

        • Abdulmojeed Nojeemdeen

Spare us this sh***t.if you cannot offer a responsible comment please excuse us.

you employ people because you believe in their sound
knowledge and judgement of events in delivering the
demanded tasks of their offices .. if you could do all that
alone why employing them? Obama once red a wrong
speech at an event, heavens didn’t fall but here in Nigeria
we act before we think… Quite bad.

    • gabin

      Right on point.

  • Uncle Bee

The Yoruba I know before I left Nigeria in the late 1970s would never have voted a semi-literate and immoral man as president, but of course, Nigeria has degraded into a country led by illiterates, which explains the un-merited control someone like Bola Tinubu exerts on Lagos state with a threat to inflict poverty on those who don’t prostrate and fall.

My take is that a violent revolt looks possible in Nigeria. Nigeria has no moral or enlightened leadership today.

This rule of illiterates cannot stand but the masses are too morally damaged by poverty to know better, thus leaving the initiative for real change in Nigeria to a revolutionary committee of the remainder enlightened ones in the country who
have not accepted illiteracy as leadership credentials. Nigeria looks like a mess to foreigners and their views matter
more than the opinions of the majority illiterate voters in Nigeria who brought this execrable Buhari to power.

We were all ears when it was announced worldwide that Imam Buhari was going to make a powerful speech about change. After the speech propagandists in various places proclaimed that the speech was stunning. Little did we know that the sensational speech was mere plagiarism by Buhari himself. What a disappointment!

      • Otile

Why are you saying that plagiarism is not corruption?

        • Uzoma John

The reason why those who plagiarised must face the consequence as posited by Mr President. Any wrong about that?

  • vagabonds in power

Shagari’s regime (1979-1983), incurred Buhari’s wrath when it decided to investigate the US$2.8 billion that disappeared from the Midland Bank, London account of the Nigerian National Petroleum Cooperation, (NNPC), during General Obasanjo’s era as military head of state that preceded Shagari’s. Dr. Olusola Saraki, Turaki of Ilorin, was the majority party leader of the Senate at the time and he headed the Senate Committee set up to trace the stolen money after some three years of clamour for such an investigation by members of the civil society. The money was traced to the Midland Bank London branch fixed account of Obasanjo’s appointee as military head of the Nigerian National Petroleum Company. The Committee’s report was presented to the Senate during the tail end of Shagari’s regime in 1983, so the House decided to deal with the matter and expose the rogue military head of the NNPC soon after the 1983 general elections.

Accepting responsibility of ones act is what we have
never seen before in Nigerias political culture. now that
some one has come up to own up to his mistakes I think
we should stop kicking a man already on the ground and
move on. there are more serious and important things than
this issue of plagiarism! with this press release FG has accepted
to move beyond blames and name calling.

    • desmond gbona

I AM A HONEST PERSON KNOWN FOR TRUTH ALL THE TIME NO MATTER THE SITUATION.

MUHAMADU BUHARI’s CHANGE INTO CERTIFICATE FORGERY AND PLAGIARISM DOES NOT

BEGIN WITH ME IN JESUS NAME. NEVER WILL I CHANGE TO BECOME MUHAMADU BUHARI.

      • Commentsfile..!!!

you may be a honest person until your honesty is
tested, but what im sure about you is that you lack
manners cos that is what writing in capital letters
mean! if you cant be yourself you can never be no
one else.. discover yourself first Buhari did that already!

        • Otile

Don’t tell me that plagiarism is not corruption.

    • Otile

So you are saying that Mohamed Buhari is a quick repenter. See how quickly he repented after my murder.

      • Commentsfile..!!!

like I told before.. Obama once red the wrong speech,
at the next event he made jokes about it and moved on.
this is not about Buhari rather about people who always
        find reason to discredit others..

        • Otile

Are you therefore saying that plagiarism is no longer plagiarism because your hero Imam Mohamed committed it?

        • Rosebud

Ok, Obama read the wrong speech NOT steal another President’s intellectual property for the whole world to see!

      • Haba Mallam

The way forward is not restructuring but reform. Currently we are setting up a military base in Bayelsa state, next is to set up a pollution plan for the Nigger delta since they are fishermen, when we pollute the water and they burn all the installations they have nowhere to go and we keep the place sealed for five years that will decimate the population by diseases and internal war about 80% shekinan peace once and for ever. Next the Ibo in the Southeast will be dealt with in a manner deem fit. Nigeria for ever will remain under fulani domination

        • Otile

Are you really going to do all these because Mohamed Buhari committed plagiarism and was caught?

  • emmanuel anizoba

In communication theory Entropy is a measure of the information content of a message. It ranges from 0 to 100%. Let’s assess the information contained in PMB’s message instead of arguing over who had used such a message before. Our concern as discerning individuals should be: Is the President’s message cogent and pertinent? Any other considerations are distractive. Cheers!

  • Historees

    @emmanuelanizoba:disqus

President Muhamadu Buhari has just made history

Never in history has one sitting president plagiarized another sitting president. Muhamadu Buhari
of Nigeria is the first sitting president in all of history to plagiarize another sitting president with
shameless impunity. Never in history has a sitting president been put under international probe
within six [6] months of taking office for the worst crime in international law – the infamy of genocide.

Muhamadu Buhari of Nigeria is the first sitting president in all of history to be put under investigation
by the International Criminal Court for the offence of GENOCIDE of 300+ Shiites Muslims murdered
and buried in mass graves in Kaduna state Nigeria. As it is Nigeria has entered into the dark ages
under the benighted Muhamadu Buhari who drags Nigeria on the floor with crudity and ignorance.

    • Abdulmojeed Nojeemdeen

What has that got to do with the intended message. You celebrate any thing negative about the country. After Having admired the mistake and tendered an apology why the wailing like a drunken mad man in you. I except you to bury your head in shame. If you have refused to see the sensitivity in this presidency as compared to those predecessors. Shame on you haters. Shame on you blackmailers. Shame on you wailers.

        @abdulmojeednojeemdeen:disqus

Has APC party entered into your medulla oblongata? How can you call plagiarism a ‘mistake’?
Follow me and let me disambiguate to avoid any scintilla of discombobulation. Plagiarism is the most intentional crime in this world. Intentional offence can never be a mistake. You hear me? There can
be no extenuatory alibi or even a quasi-judicial coloration of mistake as a defence for plagiarism.

        • Abdulmojeed Nojeemdeen

OK go to hell or go to lagoon or jump down from the skyscraper or eat poison face the moving train.

          • Otile

No Ogbeni, come on now! He is not going to hell, eat poison, and all that because your god Imam Buhari committed plagiarism. It does not make sense at all.

          • Abdulmojeed Nojeemdeen

Guy,na wetin b ya own? If somebody committed a blunder and has since admitted the error and apology tendered. And the person responsible already sanctioned, why is he now crying more than the bereaved? Please enough of this hypocrisy. Some act as if they know what the meaning of plagiarize means before. They tend to celebrate anything they perceived as negative about Buhari. It doesn’t matter if it worths celebrating or not. So far Buhari is involved.

          • Otile

Bro, you and I are speaking the same language. At this point you and I can see Imam Buhari as a quick repenter. See how quickly he repented after my murder.

          • Rosebud

Our President, our Presidency, Nigerian Presidency, the very definition of our political being, apologised for stealing another President’s published and broadcasted intellectual effusions and it’s ok, is that what you are trying to say? If it is, you ought to be ashamed of yourself, for you and for family.

          • Abdulmojeed Nojeemdeen

Well if that is where you want to stay, remain there. Your evil thoughts can only keep up your sadness and will not in any way affect the good intention and the good work of Mr president. Why are you so bitter? A drafted speech by one of his aids was accused of having been plagiarized and he admitted and even went further to sanction the erring aid. A message was intended to change our orientation for good, all you evils can see in that lovely speech is where he stole what from. Remain in your evil past and not change. That will not affect those of us who have read and digested the message. We know your likes as mischief makers. But you have been defeated once again. Go ahead and commit suicide of any sort because your aim to keep up the mudslinging has already been shot down by the word “I am sorry” just like the bill Clinton’s Lewinsky’s cheat case, where he said ‘I am sorry. And lives went in America, heaven didn’t fall. Please let the change begin with you,if you are ever going to hope for any success in life aside the stipend you are earning in the present place you are hiding. A message is intended and it was passed.

    • Straight and Simple

IN CONSEQUENCE, GARBA SHEHU MUST GO, TO SAVE WHAT’S LEFT OF NIGERIA’S BAD IMAGE.

  • Man_Enough

The way and manner detractors have feasted on this trivial issue shows the level of hate that pervades our political landscape. This is not ordinary. It is an organized and orchestrated diabolical propaganda resulting from a highly plotted infiltration.

    • Otile

Are you saying that plagiarism is not corruption?

      • Man_Enough

Obama was quoted verbatim. Quoting apt commentaries happen every day. You call it plagiarism to “give dog a bad name”. Nobody told us where the speech in question was classified as an intellectual property or patented. Obama himself often quotes Abraham Lincoln copiously.

        • Otile

We are not talking about quoting, we are being humiliated by plagiarism but you are still insisting that plagiarism is wholesome. For goodness sake Obama is not Buhari’s own Abe Linclon. Obama is intelligent enough to quote Abe not to plagiarize him. Do you understand?

        • Rosebud

Oh! I see, Mr President’s apology was just for Garba to make noise and practice his spelling?

    • Rosebud

In other words, plagiarism is trivial and not intellectual theft. Nigerians!

  • Toughie Man

When the 2016 budget was padded, it was the same empty threats, vacuous words: “sanction”, promised to ‘deal with’, ‘frown at’ will pay for it and such like. The unprofessional conduct of his aides is one too many. The question again is, who are the wo/men buhari is working with? will they take Nigeria to expected heights, do they posses the intellectual and moral wherewithal with which the Onerous duty of providing latent capability and expertise to drive the affairs of the nation, called Nigeria? Why heap a bunch of incompetents around who apart from their master demarketing Nigeria, also contribute immensely in putting all of us in opprobrium. Too much of this nonsense. Save our face from the international community.
