Video counters Nigeria’s Finance Minister, Adeosun, confirms she dismissed recession as ‘a word’

Finance Minister, Kemi Adeosun, indeed said Nigeria’s current economic recession is just “a word”, PREMIUM TIMES can confirm today, two days after the minister denied making such statement.

The confirmation, based on video evidence, counters Mrs. Adeosun’s denial on Thursday, after the comment became controversial, with many condemning it as insensitive to the sufferings of Nigerians.

In denying the comments, the minister had also rejected a Twitter handle that for months posted messages in her name, with its tweets frequently reported by the media.

In its latest post on Wednesday, the account, @Mrskemiadeosun, responded to figures released by the National Bureau of Statistics showing that the Nigerian economy contracted for another quarter and was effectively in recession.

But as distraught Nigerians reacted to the verdict, the handle appeared to downplay it.

“The strongest of all warriors are these two, time and patience. I know people are concerned about the recession. Recession is a word,” the handle tweeted.

The tweet generated backlash from many Nigerians, including the opposition Peoples Democratic Party, PDP. The post was later deleted.

But the criticism intensified on Thursday morning, with the comment making the headlines of some national dailies.

On Thursday afternoon, Festus Akanbi, spokesman for Mrs. Adeosun, told PREMIUM TIMES the account was fake and the statements did not reflect the position of his principal.

“The Twitter handle, @Mrskemiadeosun, does not belong to the Honourable Minister of Finance. At no point did she make that kind of statement in her interaction with the media after the Federal Executive Council meeting on Wednesday. The fake handle does not belong to her,” Mr. Akanbi said.

Mr. Akanbi also said Mrs. Adeosun had no presence on Twitter. The office later issued a statement, expressing the same position.

However, a video recording shows Mrs. Adeosun made a similar remark at an earlier event, although with a slightly different context.

Mrs. Adeosun spoke at a town hall meeting organised by the Alumni Association of the National Institute of Policy and Strategic Studies on August 9, 2016.

She spoke alongside the Minister of Agriculture and Rural Development, Audu Ogbeh; Minister Power, Works and Housing, Tunde Fashola; Minister of Information and Culture, Lai Mohammed; Minister of Budget and National Planning, Udoma Udoma; and Minister of Foreign Affairs, Geoffrey Onyeama.

The minister used her speech to explain why Nigeria should diversify its economy.

“The diversification agenda is not a rhetoric. The diversification agenda is an economic objective that we would achieve with what we’re doing with the budget, with our implementation and with how we’re managing our finances.

“So, yes, we’re borrowing. We need to borrow because we cannot wait for the oil prices to recover. We have to invest in this large infrastructure projects that are needed to unlock the competitiveness in our economy and create jobs for our people. That’s the objective of this government and that’s what we’re working towards. I’m also extremely confident that we would get there.

“The one thing Nigerians have in abundance is probably our greatest intangible asset is the spirit of the Nigerian people. The entrepreneurship of the Nigerian people. And their hard work. If we can combine those with an enabling environment created by government, I believe this economy can turn around,” Mrs. Adeosun said.

Then the minister moved on to the part where she attempted to allay the fears of Nigerians about the recession at the time.

“I know people are concerned about recession. Recession is a word,” Mrs. Adeosun said. “We can come out of recession. We can make sure it’s as short as possible by sticking to the prescription which is we must be disciplined with our expenditure, we must invest in capital and we must diversify our economy.”

After the video emerged, some of Mrs. Adeosun’s supporters said she made a mistake by denying ties to the Twitter handle in the first place.

At the height of the controversy on Thursday, the handle changed its status from being an “official Twitter account” of the minister to a “parody account”.

The handle’s bio was empty as at 8:46 pm. Friday.

Mr. Akanbi declined further comments on the matter to PREMIUM TIMES Friday night.

Come to think of it, Ghana’s Cedi looks stronger now as it exchanges for 4cedi to $1 as the naira exchanges at N80 to 1cedi.     Is ‘recession’ not a word? I cannot sometimes understand Nigerian media and their naivety. Suddenly ‘ recession’ becomes a new word to us as if it is a death sentence on Nigeria. Only God knows how many times UK, US and most EU countries have gone and come out of recession since 2008. Greece is still in recession, probably depression, since the financial crisis of 2008 despite massive IMF & EU bailouts. We are not even near anywhere Greece’s case and we will not anyway. Ours may be harder in short term because of lack of infrastructures which the govt is vigorously addressing now. And the minister did not even say it dismissively as the media and the usual naive petulant wailer would want us believe. The minister is damn right about the analysis of the economy and did nothing wrong. It was built on quicksand during last administration and only the deluded did not see through then.     Having listened to the speech by the Finance minister a number of points needs to be made:

    1. Agreed, 90% of spending going on recurrent expenditure is never a good thing. However, this FG is embarking on large scale recruitment of police officers (over 10,000) along with other recruitments throughout of the FG civil service. Whatever was saved in ghost workers is lost through additional recruitment that adds to recurrent expenditure.

    2. Debt build-up- True that had been building up over the last 5 years. I was a critic of the former finance minister that built up debt to pay salaries whilst stating the debt to GDP levels were low. That said, your govt is also embarking on an ill-advised debt build up when your debt to revenue levels have already reached unsustainable levels. If capital expenditure is the new focus, then the FG civil service would have to be significantly reduced and that saving redirected to capital.

    3. Diversification- The Nigerian economy is diversified. The source of FG income and foreign exchange earnings are not. Oil accounts for 14% of GDP and about 60% of FG revenue sources. Fiscal federalism if allowed or decentralisation of the ministry of mines so that states take the lead in exploiting mineral resources within their states takes greater priority.

    4. FDI- Nigeria has always been a magnet for foreign investors. It will be even more of a magnet for foreign investment because the current exchange rate will allow foreigners to pick up Nigerian assets on the cheap due to the fall in the value of the Naira and the discontinuance of the CBN policy of exchange controls that scared away foreign investors. No one will bring in money to be exchanged at 199 to a dollar and be forced to remit profits at 370 naira to a dollar. That investor would lose 70% of his income on conversion. Thankfully that CBN polciy was discontinued.

    5. It is incorrect to say the economy handed over to you from GEJ masked a recession. GEJ handed a very strong economy over to Buhari. GEJ handed over a very poor state of FG balance sheet. The Nigerian economy (GDP) is not the same as the state of FG finances. The recession we are facing was a result of a number of factors:

    a) The ill-advised implementation of the TSA (in July 2015) that took billions of Naira from the system

    b) the implementation of exchange controls in Dec 2014 that scared investors and led to billions of dollars leaving the economy

    c) the raising of domestic interest rates that reduced income levels of consumers with debt, reduced money available to businesses and reduced profit margins and hiring practices of companies

    d) CBN’s high CRR levels that significantly reduced lending capacity of banks

    e) delay’s in implementing the FG budget whilst allowing the CBN to implement without any brakes its policies of controlled exchange rates, high interest rates and high CRR levels. The delays were in part caused by legal obstacles to spending on capital projects that require public biding for works etc. The FG wants emergency powers to abridge the legal obstacles to quick budgetary implementation

    The recession was self delivered. It was 15% caused by the Buhari led FG when it operated without ministers and 85% led by the CBN.

            It is shocking that a minister would go into a conference without a written speech. No wonder she denied saying that “recession is a word”. If she had a prepared speech, a proper spokesperson — when asked to confirm or deny by journalists — would have excused himself to consult the speech or tape recordings before issuing any response. The mind set of our elites, leaders and masses have not changed. Some states government owns workers several months of salary, and our law makers, civil servants and ministers are still busy padding budgets. In spite of massive layoffs and hungry in the country, our political office holders are still the best paid in the world.
    Recession is like a cycle, it feeds its self until something stops it. Do the country have real plan to stop this? If things continue to go downward, I foresee very violent, inconclusive 2019 election. A lot of Nigerians’ will be against APC by that time, but do Nigerians have any alternative then than APC?

    APC kindly please be advised that you can generate funds from licensing of atleast 3-GSM licenses. And stop all these wickedness of 9% Charge on data and voice on Nigerians. The competition will cause improvement of GSM services across Nigeria. You guys imposed 50-naira on every 1000-naira transactions as if that is not enough there is this rumour of fuel increase. Like we know in Nigeria that rumours are always leaked intentions of the government… Stop denying anything!
