Nigeria talks tough, warns foreign diplomats against approaching Buhari, Osinbajo directly

Nigeria’s Ministry of foreign Affairs on Friday warned ambassadors of various countries against violating the diplomatic channels of communication between them and their host country.

The ministry warned the diplomats against approaching President Muhammadu Buhari and Vice President Yemi Osinbajo directly for meeting appointments.

The Permanent Secretary, Olusola Enikanolaye, who gave the warning at his maiden meeting with the diplomats in Abuja, urged them to desist from unorthodox means of communication with the government.

Mr. Enikaonlaye, an ambassador, frowned at undiplomatic ways of seeking audience with the government where some embassies communicate directly with the presidency and other arms of government rather than going through the ministry.

“In saying this however we must hasten to note that some diplomats and some missions are in the habit of going above the Ministry of foreign affairs in seeking audiences and engagement with government at even higher levels.

“I need not to stress that this is not what we know as diplomat it is clearly violation of Vienna conventions.

“The ministry of foreign affairs is the main means of communication between the diplomatic communities and the host government.

“I am aware that we need to put our house in order in the ministry.

“And this is what we are already doing by ensuring that we respond quickly, proactively to your requests to your note verbal.

“Once we do this, there will be no reason for you to go above us to get things done,” he said.

Mr. Enikaonlaye vowed to take a very diplomatic review of a nation that thinks the best way to conduct business with Nigeria is not to go through the Ministry of Foreign Affairs.

According to him we have served in your countries and we know what happens in those countries. Please I urge you to respect our rules, respect our laws, respect our channels of communication.

He also condemned a situation where some nations also wrote note verbal to the presidency.

“I thought you all know that note verbal is the highest form of correspondence between the diplomatic nations and the minister of foreign affairs.

“You cannot address note verbal to the presidency. It is not done. Please I am appealing to you to desist from such an orthodox means of communication with our government.

“As regard to seeking for audiences, please make your request known to our principal at least a month ahead so as to give room for preparation and respect for authority

“It is in our interest and yours that we have sufficient notice,” he said.

He stressed that the Ministry and government were committed to their wellbeing and welfare stressing that the ministry operates an open door policy if there were is issue of concern to address.(NAN)

    It is because over the years,without the president’s accenting to anything,government departments do not act,everyone waits to understand what the president wants before engaging,having understood this,the diplomatic corps takes advantage to engage directly and besides,many of our public officials are corrupt and so would not wish to incur the wrath of government where they have hidden loot,this is the price we have to pay corruption,I am glad that they are waking up though

      They are not waking up to anything Mr. man. Is it not obvious to you that this man is addressing the wrong people? He should be addressing people in the presidency to desist from granting these diplomats access to the president if they don’t follow proper channels of communication. If they are subtly reminded to follow due process, this issue will sort itself out without coming out to disgrace ourselves on the pages of newspaper. So he either doesn’t know his job or is afraid of something we may not know. It is only in Nigeria that we apply wrong solutions to problems and expect it will yield positive results, then look for scapegoats and name calling when it flops!!!

    Rather than plead with members of the diplomatic Corp to desist from violating protocol by approaching the administration directly, shouldn’t the administration direct such diplomats in violation of protocols back to the ministry of foreign affairs. That to me would demonstrate that Nigeria ministries or agencies do in fact communicate or work together.

    It will be nice once in a while to read about anything positive about Nigeria. I guess I have to wait a little longer.

If you did that in their Country, the presidency will subtly refer you back to the right channel, so it is obvious that you are addressing the wrong people!!! He must have unfettered access to the servant. What do you expect? This is their time to get whatever they want, including dictating policy. It’s no longer in the late fifties and early sixties, when the masters used to meet secretly with them at Ahmadu Bello University, Zaria, for brain washing lectures, on how the rest of the country is against the north. The ministry of external affairs is only there in name, it will never be the communication channel between the master and the servant.     Please put your House in Order as you have said before telling these Ambassadors or Diplomats what to do and how to go about it; they know but your channel are either too slow or completely dead. These Diplomats have a duty to perform for their Countries and they have a time frame to deliver on every task given to them by their Government. If your channels of reaching the Government is completely corrupt, slow, incompetent and dead, what do you expect them to do? This is complete shit talk and meeting. The Permanent Secretary, Olusola Enikanolaye should have fixed the meeting after clean up the channel and fixing the mess. What is the meaning of this statement from him

    The trouble lies with President Buhari who have refused to release money for the payment of Salaries of civil servants all over Abuja. Most of the Nigerian Embassies are owning staff Salaries and rents for over 7 Months running now since Buhari became President. From New York to Paris the story is the same. Nigerian Diplomats around the world are now living like beggars. Until something urgent is done, the President and the Huasa/ Fulani controlling his government will continue to bring shame to the people of Nigeria. If the Ministry of Foreign does not take charge of issues such as this then Buhari and his people will soon establish another Ministry of Foreign Affairs in Aso Rock for us. That is why things are not working in the country the way they should. We cannot pay our sports men their allowances because somebody says the single account system is not working. So our sports men and women had to borrow money to enable them represent the country. While the President resides inside air planes. Those in charge of the Ministries in Abuja under the government of Buhari are not the Ministers but thee Sultans and Emirs in the north.

      I am sorry, there is nothing wrong with it. You are even wrong to use the indefinite article “a” rather than the minister’s definite article “the”. How can it be “a main means…”?

      The minister is insisting that only his ministry, hence the “the” — and not any ministry –, should be the means of communication.

    Nigeria needs more people like Olusola Enikanolaye. However, he has a difficult battle on his hands in persuading these Ambassadors, including carrying out his threats if they don’t comply to the Vienna Convention.

    These Ambassadors have been corrupted by the corrupted Nigerian system and the anything-goes culture, hence it will take time for them to get used to respecting the Vienna convention again. Mr. Olusola Enikanolaye needs support from all ministries, members of the National Assembly, but particularly the presidency — at least, by not carry on business as usual with these Ambassadors.

    Some of these Ambassadors, particularly the US Ambassador, have turned themselves into local politicians and celebrities. They are always on the frontpage of Nigerian newspapers. The former US Ambassador courted publicity. He even became household name and celebrity.

    You wouldn’t see this in any western country. In countries such as the UK, France, Germany, Mexico, Canada — which are a very close ally or neighbours of the US –, very few people would have seem or heard the US Ambassador to their country. Ambassadors are diplomats — not celebrity wannabes –, and hence not seen nor heard. These rules and protocol are undermined when they go to Nigeria. This must stop!
