2016 Budget Scandal: Buhari breaks silence, vows “severe punishment” for those responsible

President Muhammadu Buhari vowed late Tuesday that all those involved in the “padding” of the 2016 National Budget will face the most severe punishment.

Addressing the Nigerian Community in Saudi Arabia, President Buhari condemned the distortion of the budget proposals by entrenched interests.

The president said the “unauthorised alterations” had completely changed the document from the one he presented to the National Assembly, a statement by presidential spokesperson, Femi Adesina, said.

“The culprits will not go unpunished. I have been a military governor, petroleum minister, military Head of State and headed the Petroleum Trust Fund.

“Never had I heard the words ‘budget padding’. Our Minister of Budget and National Planning did a great job with his team. The Minister became almost half his size during the time, working night and day to get the budget ready, only for some people to pad it.

“What he gave us was not what was finally being debated. It is very embarrassing and disappointing. We will not allow those who did it to go unpunished,” President Buhari vowed.

The 2016 budget has been steeped in controversy after several reports revealed inflated allocation of funds and multibillion naira phoney subheads smuggled into the budget.

The president also assured members of the Nigerian community that his administration was working diligently to fulfil its campaign promises, particularly on security, unemployment, and corruption.

Reaffirming his government’s zero tolerance for corruption, President Buhari said that the war against corruption was a monumental task that he was determined to tackle successfully.

“We have zero tolerance for corruption and other unethical practices. We will deal decisively with anybody found wanting,” he promised members of the Nigerian community.

President Buhari also used the opportunity of the gathering to brief Nigerians in Saudi Arabia on his administration’s efforts to end the Boko Haram insurgency and terrorism in Nigeria.

“Our armed forces have done a great job of dealing decisively with Boko Haram. We are collaborating with our neighbours in the operations of the Multinational Joint Task Force to handle security threats in the sub-region and we have significantly destroyed the capacity of the insurgents,” the President said.

He also spoke on efforts being made to diversify the Nigerian economy, stressing that more opportunities are now open for local and foreign investors in the country.

    for the failures of the government he is running. He’s always looking for scapegoat but will never take a look

    at himself as the one on whose desk the buck stops. That is not my own definition of leadership. A person who

    does not take responsibility cannot inspire others. A person who avoids taking responsibility as the head cannot

    be trusted to be accountable, but will instead reflexively tell lies to exonerate himself at the earliest opportunity.

    How can this administration be expected to be taken very seriously by any sane Nigerian, when its budget for the Ministry of Defence is greater by far than the budget of the Ministry of Science and Technology given Nigeria’s current circumstance? One particular example being that the MOD’s budget for procuring sporting equipment for the Army, exceeds the budget for the same item for the entire federal ministry of Sports and Youth development, the Defence ministry depends on importation of Arms and military equipment, now we ask: where is the defence money going? Into sports abi? The money allocated for renovation of barracks alone is more than- the annual budget of Ghana and Morocco put together-

GEJ’s budgets were not contested because the Office of the NSA ensured they gave equal helpings to their fellow croonies in the 7th Assembly and that is how transparent they were. Had PMB bribed any of those vote for hire ‘distinguished’ senators in this current 8th Assembly it would have passed. Kindly realize that even when budgets are done it still goes through Perm Secs and Heads of MDAs to perfect it and at any point could be padded with a lot of ‘porks’ as was the case here. Unfortunately the Ministers in certain MDAs where novices to such shady practices and they only found out after the fact. I know this may not change your mind but it can help the unsuspecting get a better perspective of your biased viewpoint.

    I had expected Buhari to shamefully apologize to Nigerians for his personal weaknesses and limitations that resulted in the embarrassing 2016 National Budget … but there he is blaming and threatening others for his lack of competence.

    A National Budget is not a document that is prepared by an obscure clerk in the public service. There are parameters, inputs and processes that guide the preparation and presentation of the National Budget.

    Buhari simply did not have what it takes to review the National Budget before presentation to the National Assembly or rather Buhari directed, encouraged and supervised the Budget fraud but was unlucky with a National Assembly leadership that refused to play ball.

    Methinks, nothing less than the impeachment of Buhari for gross incompetence will satisfy Nigerians.

We saw Liar Mohamed–Adesina and Shehu Garba defend the budget like no mans business-The same budget was what Buhari read to the globe-Yet it took a bewildered Christine Lagard of the IMF to raise alarm on the budget-of MADNESS-Buhari said nothing–Until the fake Aso rock figures started tumbling down–food 1.75b–Yet Shehu garba defended it–Aso rock clinic—Adesina and his thieving media groupby Liar Mohamed did same-Now buhari says the budget was padded by civil servants–why was that not happening under Jonathan—-? Only thieves like Buhari often blame the devil when caught-

    All the sane and good people of Nigeria can understand that Buhari alone cannot rid Nigeria of corruption. We need to understand that the Almighty Allah is giving us a golden opportunity to chart a new course with a leader that has personally been battling with corruption in order to build and maintain a good and positive character. Let’s consider the following temptations for any government officer, especially one with command over a lot of public funds:
    1. The temptation to enrich self by way of (TTTESBWO) ‘budget padding’.
    2. TTTESBWO contract inflation.
    3. TTTESBWO over invoicing.
    4. TTTESBWO awarding contracts to self in various dubious ways.
    5. TTTESBWO taking over public property in various dubious ways.
    6. TTTESBWO extortion on a grand scale.
    7. TTTESBWO outright stealing of hard currency. Etc. Etc. Etc.
    Please let’s add to the above list if we can, and then pause for a moment and ask ourselves the sincere question: “Can we escape these temptations? ”
    I think only fewer Nigerians may be able to answer “Yes”.
    So let all us summon the selfless will to resist and minimize these temptations with or without PMB for God, Nigeria, and the rest of the world.

    As much as I believe Buhari, I think the president has got to get down to brass tacks. We hear a lot of promises, well it is getting boring now. Nigerians want action, we want the president to simply show us rather than tell us. While it is interesting to see the president is taking some baby steps toward his promises, Nigerians gave him a mandate which has all the resources he needs to get the job done. Let it be clear to the president, that he has the support of the majority of Nigerians so long as he delivers. He may have the support of Nigerians now, but there is no guarantee he will have it for long unless Nigerians start seeing the dividends. And for the sake of Mr President, and his government, he should fight this war on corruption without sparing anybody, without considering whether that individual is friend or foe, without sparing even his own family if they were found to be corrupt. In this regard, the president should start from his own party. For instance, Imo State, the current governor, Rochas Okorocha is from APC, but what that guy is doing in Owerri is akin to what PDP did in the last 16 years. Okorocha is doing all the wrong things worse than the previous PDP governor, Ikedi Ohakim. How could anyone justify sending out his security escorts, authorising his thugs in uniform to beat up citizens of the state. One particular civil servant was beaten unconscious recently just for trying to enter into the premises where he works. This man has a wife and kids, but even more he has been battling with high blood pressure for years. After the beating he got from Rochas thugs just for turning up for work, he has been lying in hospital with complications, his blood pressure has gone up to around 200/90. He currently has kidney complications after the beating. How could the president preach anti-corruption when these animal governor Rochas Okorocha from his own party is brutalizing innocent citizens in the state, unilaterally sacked 3000 workers, teachers have not been paid for nearly 5 months, the ministry of education in Imo State and other ministries randomly fleece and extort money from workers by making phony transfers to rural areas. How do you explain transferring a teacher who lives in Owerri to Ohaji Egbema? How do you explain transferring a civil servant who lives in Orlu to Owerri, how much are these workers paid to commute the distance daily to work? What happened to the funds generated by Imo state internally and from the federation account if workers are being owed 4-8 months, some are owed 18 months?
    Buhari should show example with people in his party, and then I will support him even more. For now, all I see is speeches, excuses and promises. We want action. Corrupt people should be in prison or in a mental institution rather than in the government house.
    I hope god helps Rochas because if anything happens to any of these people he has been brutalizing, he wont see us coming for him. He wont!
