The Economic and Financial Crimes Commission has reopened investigation into the unresolved but famous Halliburton bribery case which saw a foreign consortium of companies bribing Nigerian officials with over $180million to win contracts to build the Nigerian Liquefied Natural Gas plant.

On Thursday, a Senior Advocate of Nigeria, Damian Dodo, was quizzed for eight hours by a new panel of operatives detailed to get to the root of the bribery scam.

The Halliburton scam concerned the alleged payment of over $180 million to senior Nigerian officials, including, allegedly, past heads of states, by officials of an American firm, Halliburton, to secure a construction contract for a liquefied natural gas plant in Bonny Island in the Niger Delta.

Although several foreigners involved in the matter have been prosecuted in their home countries, Nigerian authorities have failed to prosecute the country’s citizens involved in the matter.

However, reports say current president, Muhammadu Buhari, has asked the EFCC to restart investigation into the matter.

Sources close to the fresh investigation on Friday said Mr. Dodo was questioned for his role in an alleged receipt of $26million from Halliburton, along with a former minister and five other Senior Advocates of Nigeria.

Specifically, Mr. Dodo allegedly received $4.5million through his firm, DD Dodo and Co. from multinational companies involved in the deal, purportedly as legal fees.

He was also alleged to have withdrawn over $2million cash for purposes investigators believe are unclear, and in flagrant violation of Nigeria’s extant money laundering regulations.

In the US, Halliburton and its former subsidiary, Kellogg Brown & Root (KBR), entered a guilty plea and agreed to pay $579 million fine, the largest corruption settlement ever paid by a US company in high-level bribery cases involving payments from multinationals to secure contracts in Nigeria and other countries.

But in Nigeria, senior government officials who allegedly received over $180million bribe are yet to be charged to court.

      The then President Goodluck Jonathan charged GENERAL OBASANJO’s
      Personal Assistant (Mr. Bodunde) to court along with half a dozen officials
      and local firms, including Julius Berger on this Halliburton bribe.

      But they only went through the motions for appearance’ sake
      as the case was later dropped. Julius Berger reportedly agreed to pay $30million
      as fine but there’s no trace of that fine money in government treasury.

      The $5million Mr. Bodunde
      was proved to have received is not recovered till now. Anyone still doubting
      that GOODLUCK JONATHAN morally destroyed Nigeria, is unwise.

      The amount deposited was not for legal fees because Damian Dodo has never said he did any work
      for Halliburton company. So you can see that EFCC is intelligent. The lawfirm account of D.D Dodo
      is the one to explain why $4.5 million was paid into its account by Halliburton, other than to mask
      the moneylaundering underlying it, which became clearer when Damian Dodo took out $2m
      of it in cash at a go presumably intended for distribution to the intended bribe beneficiaries.
      It is a criminal act to disguise bribe as legal fees. That’s why EFCC is 100% correct.
      Damian Dodo will be charged for at least three [3] criminal offences on these facts.

Alas, the past public office holders who were indicted in this scam are now friends and political allies of president Buhari.

    As it stands, both Obasanjo and Abdulsalam Abubakar are friends of the villa with Obasanjo making daily overtures to the president either as secret visits or on most occasions of public glorification. As we saw him do recently in Ogun state with Obasanjo wearing the same blood stained corrupt Aso Ebi with Obj-in the South West. Atiku Abubakar who was also indicted in the scandal was one of the strong poles who bankrolled President Buhari’s election and also a potential chairman of his party’s Board of Trustees.

    To make matters more critical, the wife of the president, Aisha Buhari was also reported to have received $1,700,000 of the said bribe.

    Therefore, the true test of the president’s anti-corruption war lies on how rigorous he handles the Halliburton case. Not because others are not equally important but as a strong signal to all Nigerians that if these assumed ‘powerful’ individuals can answer for their crimes then truly, nobody is above legal prosecution.     Damian Dodo and the other five (5) so-called S.A.Ns; who collaborated
    in this $4.5million endeavor may be jailed minimum seven (7) years without
    any option of fine. The facts against them are cast in stone. No lawyer can
    advocate to sidestep the facts. Halliburton never deposed in U.S Congress or in
    the U.S Federal Court that it hired D.D Dodo Law Office. Since there was no such
    engagement, it follows there was no legitimate basis for making $4.5 million payment.
    The predicate fact of legitimacy required is legal service, which was never contracted.

    But three heads of state in Nigeria were implicated in the Halliburton bribes, not two.
    Olusegun Obasanjo, Sani Abacha and Abdulsalam Abubakar are those implicated.
    There’s no way Nigeria can probe the Halliburton bribes without detaining Obasanjo
    and Abubakar – since Abacha is dead. It looks obvious to everyone that this is where
    this probe is headed, because Nigerian lawyers will scream havoc if only hired guns,
    like Damian Dodo, are investigated arraigned, and possibly jailed, over these bribes.

    Therefore, the true test of the president’s anti-corruption war lies on how rigorous he handles the Halliburton case. Not because others are not equally important but as a strong signal to all Nigerians that if these assumed ‘powerful’ individuals can answer for their crimes then truly, nobody is above legal prosecution.     Recent moves by the presidency to use the media to show he is the hardfest working anti corruption crusader via Efcc, seems very worrisome. In a bid to prove critics wrong, the presidency seems to have been infected by the fear of negative evaluation, sensitivity to criticism and desire for praise.

    Public administration seems to have been replaced with photographic system of government and theatrical politics where the act of governing the people is done via press releases, speeches and sensationalism.

    Let’s believe the presidency has obtained an unofficial one-point agenda that centers on fighting corruption, such agenda must be pursued holistically.

    The process of fighting corruption is one that is devoid of media persecution or playing to the gallery. Nigerians have passed through this road before and as such, it is nauseating seeing the play all over again. In all sense of bluntness to the president, the war on corruption is not a noise making exercise (apologies to Akin Oyebode).

    It is time the president proved to Nigerians that beyond the garment of publicity and image laundering which his aides seem to have worn in the past few weeks, he has what it takes to stand against the beast sucking the lives out of our nation…..

    Clowns!!! Who so ever is this govt script writer is very weak shallow and redundant. Halliburton case starting with a lawyer?? I guess he employed himself. Those involved in this case are not strange. Ribadu has already taken this case to a certain level b4 he was bashed off. So starting with a lawyer as if it is a new case is comical intoxication. Just finish the case this time around. The US Dept can also help u on this. At least if you pretend you don’t have evidence of the real actors, they can provide you with ones their “admitted erred boys” confessed to. This case seems to be the easiest to leapfrog the anti-corruption rank of this propagandist dilly dally autocracy.

    This is a good move by dictator buhari. But I won’t applaud him yet until I see the cuprits, obj and co behind bars. If he can do this , I will know that his anti corruption war is sincere and I would support it

      In the year 2010, Halliburton corporation was fined by U. S justice administration
      and paid $579 million for bribing Nigerian officials to obtain gas contracts in
      Nigeria contrary to the U.S Foreign Practices Corrupt Act. The bribes were in
      two batches.

      The first one was outright bribe of $2.4million paid to bribe Nigeria’s
      Inland Revenue Services to waive corporate tax. The second bribe was put in an
      offshore account of another foreign company in Monaco to disguise its source and
      later on the bribes were distributed from there for Haliburton by a British lawyer,
      named Jefrey Tessler. A sum of $180+ million was altogether distributed to
      Nigeria’s three [3] heads of state and eleven others.

Mark today’s date in your diary so that you don’t forget my predictions. All the ex Presidents and their deputies will be cleared with one statement. “They have been investigated and cleared as there are no links between them and Halliburton bribery scandal” Those who are involved are being prosecuted and if found guilty will be jailed.
      In the court, poor victims will be made as scapegoat, I hearby found you guilty on count one of money laundering and sentenced to 3 months in jail with an option of 37,563.25k fine.
      Case closed. All the ex Presidents and deputies cleared and are now free.

      i hear say Aisha Buhari collected $1.7 million from that money.
      The man who consulted for PTF under Buhari and got his mandate to payout monies, approve contract, release funds was Aisha’s Papa abi na Uncle.
      It is possible she collected Haliburtons money on behalf of same person.
