Nigeria health minister disowns ministry’s budget, says “rats” have doctored proposal

In what is the latest in the spate of controversies dogging President Muhammadu Buhari’s 2016 budget, the Nigerian Federal Ministry of Health has disowned the budget proposal submitted on its behalf by the Ministry of Budget and National Planning.

Health Minister, Isaac Adewole, who addressed the Senate Committee on Health during its budget defence session on Monday, said the proposal drawn up by the ministry and submitted to the budget office had been doctored and that “foreign” appropriations, different from what was submitted, had been sneaked in.

“We have to look into the details of the budget and re-submit it to the committee,” he said. “This was not what we submitted. We’ll submit another one. We don’t want anything foreign to creep into that budget. What we submitted is not there.”

Mr. Adewole’s revelation is the latest of controversies and embarrassing disclosures trailing the 2016 budget proposed by President Buhari and currently being considered by the National Assembly.

Last week, the Senate had discovered a sum of N10 billion “questionably smuggled” into the budget of the Ministry of Education for an allegedly questionable subhead.

A senior Presidency official also told PREMIUM TIMES that a “budget mafia” was responsible for the embarrassing allocations in the budget.

Stating further, Mr. Adewole lamented that the proposed appropriations in the budget before the National Assembly ran parallel with the priorities of the health sector as contained in the “original budget.”

While some important agencies in the health sector had been excluded, votes proposed by the ministry had been redistributed, he said.

“In the revised budget as re-submitted, N15.7 billion for capital allocation has been moved to other areas. Some allocations made are not in keeping with our priorities.

“There is nothing allocated to public health and family health.”

While discarding the budget, he therefore asked the committee not to work with the budget before it but wait for another one to be re-submitted.

He also expressed surprise that appropriations were made for some subheads that were generating controversies, whereas no conclusion had been reached on the amount required.

On the State House clinic whose capital vote exceeded cumulative capital vote for teaching hospitals, Mr. Adewole said, “The State House Clinic is not under the Ministry of Health. I hope it’s not the same rats that changed things in our budget that changed it.

“The amount is meant for procurement and purchase of medical equipment. It is very important that you engage them because what happened to us might have also happened to them. It is possible that what is there might not have been what they put there.”

Meanwhile, the Minister allayed public fear on Zika virus, saying Nigerians had developed resistance to the virus, which, according to him, had been in the country since 1954.

During the time of Head of State Abdulsalam Abubakar, they smuggled something quite unrelated but constitutional invalidity into his Budget speech which caused serious controversy in the legal profession. He read in the Budget ‘that the RETIREMENT AGE of Chief Judges of the State has now been moved to 70 years’! That was completely an aberration in a Budget! However investigation revealed that the then Lagos State Chief Judge who was due to retire at 65 years, was the mastermind of the ‘contraband item’ in the Budget speech! How did they manage to do that? Only God knows. That statement created a Constitutional crisis because it was completely UNCONSTITUTIONAL, apart from the fact that it had no bearing whatsoever with a Budget or Budget Speech of the Federal Government! The same thing that is happening to President Buhari’s Budget has always been the culture in Nigeria and it is part of the corruption in the system that should be eradicated.

Budget is a very voluminous document, I really doubt whether an average Nigerian President will ever take time to go through the details of the ENTIRE DOCUMENT before presentation. Perhaps what they do is to just read the SUMMARY (sub-headings) instead of carefully scrutinising the whole details.

    From the look of things, this has been going on for ages with connivance from the house. The cabal that has been responsible are still intact, alive and well. The budget is very voluminous and one does not expect the president to go through all page by page. One should also note that when someone wants to smuggle in figures, he or she does not make it obvious. It is normally hidden. The legislators are doing what is expected of them in this regards. That is the essence of democracy. Old habits die hard. The cabals need to be fished out and dealt with appropriately.

How come no one has been arrested or at least questioned concerning the various alterations in the 2016 budget, not even a secretary or clerk?         As an ordinary Nigerian, I knew and I read in the news paper since last year that insiders in the ministry and the assembly (rats as he called them) had altered the budget. What more of the minister and his technocrats? Why if I am serious will I wait until I go to defend the altered budget (wasting my and everyone else’s time) before concluding that “we have to submit another one? It just does not make sense. I will arrive there prepared with that other one that is if I wasn’t hoping that the rat infested one will pass through.

    He disowns the budget as forged as concern the Ministry of Health which he heads as CEO.
    He also asked the Senate not to give approval to the fake and forged budget Buhari submitted.

    What we have here is a combination of fraud and incompetence. Fraud of the part of the governors, ministers, etc that submit the budget proposal, and incompetence on the part of the so-called ‘presidency’. Does the presidency even have a qualified accountant that can read a financial document? If they don’t, how did they arrive at the $2.1 billion figure needed to rehabilitate persons displayed by Boko Haram, for which Buhari took out a World Bank loan? And how did they arrive at the $3.5 billion loan that Buhari is seeking abroad at this moment. Just imagine, if the governors and ministers have the gut to commit fraud right on Buhari’s nose, how far did they go during past administrations.

For the minister to say that this is not what they submitted, then Saraki and the budget grabbers have tempered with the budget. Thank God, they are not the ones to implement the budget.
