Nigerian government attacks Jonathan over Boko Haram weapons claim

The Nigerian government has said that whatever weapons that were procured by the Jonathan Administration for the military to prosecute the war against terrorism were substandard and could not have been responsible for the string of successes recorded by the military in recent times.

In a statement issued in Abeokuta on Monday, the Minister of Information and Culture, Lai Mohammed, described as “unfortunate and unsubstantiated” the statement credited to former President Goodluck Jonathan attributing the recent successes in the war to the weapons bought by his administration that were delivered after he had left office.

Mr. Jonathan tweeted about the weapons last week.

“The current administration continues to fight them with the weapons we acquired and collectively I am confident we will eradicate them,” he said referring to Boko Haram.

Mr. Mohammed said the present administration owes it a duty to put the record straight, especially because the issues raised by the former president are of public interest and borders on national security.

”The weapons, munitions and equipment which the former President said he bought were refurbished and lacked the basic components and spare parts. Additionally, the ammunition bought for both high calibre and small weapons have mostly expired, incompatible with weapons and grossly inadequate,” Mr. Mohammed said, according to a statement signed by his media aide, Segun Adeyemi.

”It is pertinent to state that the ammunition he was referring to were back loaded because they explode within the barrel when fired, thus leading to deaths and injuries among soldiers.”

Mr. Mohammed said that the troops also lacked the much-needed lift and operational vehicles and other equipment which they needed for an effective prosecution of the war, until the present Administration ameliorated the situation.

”The situation was so pathetic that soldiers were often transported in Civilian JTF vehicles, civilian vehicles, trailers and water tankers when going to the theatres of operation. The revelations on the sorry state of things in the past, which have emanated from the investigative panel so far, point clearly to the kind of legacy bequeathed to this administration by the past government.

”That explains why troops remained largely static and were unable to effectively deploy to completely rout the Boko Haram terrorists in all their known enclaves. The high level of casualties sustained by our gallant soldiers was most unprecedented and cannot be compared to any known military operations in recent times, all because of the terrible state of affairs suffered by the military under the Jonathan Administration,” the minister said.

Mr. Mohammed said “because former President Jonathan could not understand how credible and dedicated leadership could impact positively on the morale and performance of troops, he has chosen to denigrate the system for the unprecedented feat that was achieved within the first six months of the Buhari Administration – something that he could not achieve in all of six years!”

”It is also clear, as has been shown so far by the outcome of the panel probing past arms deals, that the purchase of substandard weapons apparently resulted from the massive corruption that enveloped the deals, the kind of horrifying graft that saw the purchase of refurbished choppers that lacked rotors, or fighter jets that could not be deployed to the theatre of war because they were not up to par.

”The needless loss of lives of many of our gallant troops, resulting from the lack of standard weaponry and low morale in the past, is not a matter to be trivialized under any circumstance,” the Minister said.

            We had guns used in S/Leone, Liberia and other peace keeping outposts. The issue was soldiers were sent to engage BH emptyhanded because the generals had the scam all along to milk the government and that was the danger. Leaders give instructions and in his case as C-In-C, he should have given instructions on not only what we needed but how to use them and more importantly seeing the items. The didn’t do same with OBJ, what weapons did we use in Odi and other places where insurgencies tried to arise? The nation had enough to have contained BH at the onset, the generals wanted to profit and they let the war fester to the point that they could now make a demand. Have you not seen the houses of Ihejerika, Dasuki, Amosu etc all sealed by EFCC? It was not that we didn’t have, it was a scam to get the president’s attention and it succeeded. The guys who did all these are evil so let us get the picture clear that it was not because no one liked GEJ. You can see how Fayose, Chris Uba etc all collected money from him to run elections in Ekiti. It was the same in almost all sectors. people came and took advantage of him.Simple.

When Ihejirika was Army Chief, and was winning the war against Bokoharam, do you remember the northern people called for his head in war crime. They claim he was revenging the Biafra war. Do you remember when this Mr. Buhari , your current president and the northern elders stood against the clampdown on Bokoharam, that they were killing their brothers. Relate it to what happened to Odi massacre, a whole village was raised down, every house, every civilian was down. It was a serious war crime on the part of OBJ. Imagine our military under Ihejirika enter a borno village and massacre everything they see, what the northern response will be. However, Obasanjo’s Odi massacre never stopped militancy in the Niger Delta until Yaradua introduced the amnesty. You cannot even relate Bokoharam and Niger Delta militancy. Niger delta militants just wanted some compensation for the damage oil exploration causes in their land. Thats a fair enough. I think with amnesty, the situation was controlled to a large extent. Niger delta militants unlike Bokoharam were not suicide bombers. They never entered churches and mosques to burn it down. They never go to public places and bomb down anything. They didn’t enter a village and massacre women and children. They were not faceless. We know who and who commands the Niger Delta militants. The community knows them. When amnesty was on the table, the commanders came out to negotiate it. Bokoharam is a terrorist organization that has been linked to Alqeada and ISIS. Till date the world is still trying to curtail ISIS and Alqeada. It is wrong for you to compare Bokoharam with Niger delta militants.

            The call for the ICC was based on report from AI due to a satellite footage before and after showing that the villages were torched as against the claim that the military was attacking insurgents. I know you don’t know some of these things, I am not against explaining them to you, provided you ask.
            It was not about Ihejerika, it was what the army did and as the head, he was to take responsibility. Buhari never stood against BH, he was asked to come negotiate with them, he PROBABLY sensed it was political and I have a sense he was right because, not only was his vehicle bombed, the FG later found out they were talking to the wrong group and not BH proper.
            When someone says something, cross check with facts and the history of that person. Nigeria is at war, not GEJ and not Buhari. We all need to stop these regional and ethnic bias and contribute our quota to save our country.

            This statement was made 2nd June 2013, the period Ihejirika was Chief of Army Staff. Ihejirika was retired on January 2014. Things escalated again shortly after that, and precisely 3months later, the Chibok girls were kidnapped.

            So when you read statements like that made by a former head of state, Mr. Buhari, a respected northern leader, and such similar statements by the elders of the northern forum, you will understand the situation Jonathan might have been at that time, if you understand the volatile nature of Nigeria especially when the northern people feel aggrieved. It was only later that everyone accepts that Bokoharam must be dealt with seriously. Before then, there were talks and suggestions of negotiation and amnesty by some popular figures in Nigeria.

            Back to the issue of weapon purchase. The military needed not just guns from S/Leone, Liberia. Bokoharam had advanced weapons that the military didn’t have.

            Jonathan bought advanced weapons that helped the war. I remember there was this helicopters called the Cobra that is noiseless and equipped with night vision device. It was about the type the US used to invade Osama Bin Ladden compound.

            Before Jonathan was able to get hold of weapons purchase. Jonathan also bought some naval ships.

            From the time these weapons arrived, our military started winning the war against Bokoharam even under jonathan. The military was largely successful in the fight towards between January 2015 and when Buhari took over. This timeline corresponds with when the weapons arrived.

            Just accept that Jonathan bought advanced weapons that was more than a match to Bokoharam, and stop swallowing APC propaganda. These weapons are very costly. You can check the price of a Cobra helicopter with night vision equipment. It doesn’t matter if you bought a tokunbo car, as long as it can work. I don’t even understand why APC is making it an issue that Jonathan bought refurbished military weapons provided they are serving the purpose. Are nigerians not using tokunbo cars. Are the airlines not flying with tokunbo planes. Are the planes in the presidential fleet, brand new ones?

            This government talk as if they don’t know the cost of a brand new military weapon. Yet they have not bought anything.

            Oga you definitely don’t know what you are saying. The cobra chopper was never sold to Nigeria. US department of state even addressed it in the white house on why they didn’t sell the chopper while all the noise made by us to try to blackmail them. Also, it was not the cobra that was used in Bin Laden’s attack, Nigeria never bought any naval ships also. The ships were donated and striped of the equipment onboard and we just fitted another navigational equipment but the ships were donated.
            You guys don’t know what you are trying to argue about and keep shooting yourselves in the foot. I have given you three different points to indicate that when I tell you I know, I indeed know. BH started with sticks, machetes and stuff, they became glaring when some barracks were overrun and the looted the armories then burnt some aircrafts so the air assault will stop. Till date no single commander was ever punished for the act of a rag tag army overrunning any military installations. That is where BH got weapons to attack us. They stole vehicles containing anti aircraft guns, they used our camouflage vehicles to attack our people. If you guys don’t know, please ask. There is no shame in asking but is terrible when you try to twist what you have no idea of.

            Even if it was not the Cobra helicopter that were eventually bought. I have checked the UN website for list of some of the arms deal Nigeria did. Jonathan in alternative after the US refusal did buy high powered two attack helicopters for the Bokoharam operation amidst a list of other weaponry that were bought as listed in the United Nations website. The UN has a section in their webiste were arms deal are recorded. And I saw that Jonathan bought weapons for the Bokoharam war. The attack helicopters are an Mi-24 type which is currently used in Syria. I wonder why this government will try to rubbish another government that they bought outdated weapons. whereas they have not bought any.

            Bihari never said he bought weapons. What he did was to correct the injustice in the system starting with getting rid of the bad leaders, the military tribunal also punished senior officers and reverted the death sentence of the soldiers who were sent to their death unduly and that raised the moral of the guys. They now have a better battle plan and most especially, fewer people are now leaking information to the insurgents because he has trusted hands in charge now. GEJ had people who were not interested in winning the war around him, so what they did was to leak information to BH and in return they were ambushed, soldiers died and we blamed it on lack of arms so they could steal more.
            You can see from how money was carried out in private jets that nothing was done like a proper government because the guys involved didn’t do anything for the sake of this nation but for themselves.
            What Nigeria has to fight BH is enough honestly and trust me because I know. We have fought wars for years outside this country and we have always had weapons to handle insurgency. The weapons we need are the anti mine tanks which the US government already supplied now as against the hand scanners we were using before which took hours to clear a path for soldiers and vehicles to enter the terrain of the BH guys. What the NSA should have gotten is those vehicles but they didn’t till US government gave us 23 or 24 of such vehicles. We also need intelligence and that seem to have been more useful from the civilian JTF guys over time. Remember the Civilian JTF guys never had powerful guns but they were catching the BH guys. It tells you it was never about the arms, it was a huge scam all along to get government to pay for what we didn’t need and you will see from the purchases that they deliberately got what was also not useful to the same war we were supposed to fight. Its not GEJ’s blame but he should have chosen to be better leader than let his ambition make him fall into the hands of his detractors.

            My brother, between Jan 2015 to the handover date, our military recorded great improvements and great successes in the fight against Bokoharam. The captured towns were mostly recovered during this period. Since you said you have military ties, I believe you should know that between January 2015 and until Jonathan lost and until handover date, Bokoharam was on the back heel. There was relative peace during this period, and it was still under Jonathan. Since you said you said it was not about the new weapons that they got, and since you said you have military ties, you can tell us why Jonathan recorded great success with Bokoharam in his last 5months(Jan-May 2015). Bokoharam attacks resurrected again few weeks after the handover and has continued until now, even though Lai Mohammed have been spewing a lot of lies regarding their “defeat” of Bokoharam. You remember few days ago, the chief organizer of BBOG, told Buhari and FG to try and be telling Nigerians the real truth about Bokoharam status. As the man with military ties, over to you.

            The reason why the state department decline the Cobra was largely due to our records. The former NSA died in a helicopter crash, no facts emerged to his cause of death, several others died and we never knew who was responsible. The fact that a cobra in the hands of the wrong person was a disaster waiting to happen since BH could overrun barracks, burnt fighter jets etc. Imagine they now fly the chopper and use it to attack military installations or even the US embassy. Recall Shekau said several stuff against the US, UK etc.
            Sometime even as parents we decline to give our children things because if not used properly, it could hurt them. So the US didnt do anything because they don’t like GEJ, it was for our greater good as a nation. I will still tell you, focus on Nigeria and not on any individual and you will see things better.

      6. FOI signed into law

      7. PIB submitted to senate (who sat on it for 6yrs just to collect money from the oil majors who never wanted it passed)

      8. 9 new federal universities (in states that never had one b4)

      9. Resuscitated Train Services in Nigeria. That rascal Amaechi was recently quoted as saying he was not even aware that trains were running in nigeria.

    I am a strong believer in objectivity. In as much as I hold a very strong conviction that Jonathan ran the most corrupt government in national history (at least because his people are being exposed ) and that monies meant for purchase of weapons were partly shared,, I will however not subscribe to Lai Mohammed insulting my intelligence by rendering inconclusive arguments. If you say the troops are not fighting with weapons that were bought by Jonathan administration, then you need to tell us whether our new government had purchased new weapons in the last six months. If you cannot say that, then you are insulting the intelligence of GMB supporters like us. I will not just buy anything that period of shipping followership by Nigerian is over. You must do your homework.

      folks in Borno state yesterday to ’embarrass’ his government. That’s the most cynical
      thing a head of state has ever said in response to mass murder of nationals. Buhari has
      now become so naively arrogant that he makes no sense anymore. How for God’s sake
      can a man with such low education voted blindly president by a wholly illiterate population
      become so narcissistic and seeing his own non-embarrassment as more crucial than the
      lives of those 85 Nigerians he was elected to govern. That’s arrogance without compare –

Several crewmembers have been killed in recent months in attacks on tankers off Nigeria.

    conclusion. I began to move near the conclusion recently.

    I looked at the ban on domiciliary account dollar deposit that President Buhari
    announced. I was waiting for a rational explanation but he has never issued any
    explanation till today. Later, the presidency announced that Babafemi Ojudu is
    appointed as an Adviser.

    I said what? Babafemi Ojudu? To advise on what? What does he know himself?
    Buhari said Ojudu was appointed to advise the Vice President, Yemi Oshibajo
    I sighed and had little hope left at that point but then lost all hope two days ago.

    Vice President Oshinbajo was negotiating a loan from foreign banks two
    days ago. He said he doesn’t care a hoot about Gross Domestic Product (GDP).
    According to him he only wants to bridge income gaps for the poor. I asked. How does
    income inequality concern a banker you want loan from? If you don’t care about
    GDP, as he said, why remain in public office? At that point I must confess I
    lost all hope in the Buhari/ Oshinbajo government as utterly empty of ideas.

    Sambo Dasuki (rtd) has given his side of the story on the arms procurement saga which has pitted him against the incumbent federal government led by President Muhammadu Buhari.

    In a statement on Wednesday, Dasuki insisted he was never invited to appear before an Investigative Panel on the Procurement of hardware and munitions in the armed forces.

    The full statement reads: “In a theatrical manner, the Presidency fed the public with many allegations against my person and yet to be named former public officers.

    “To draw sympathy, the presidency quoted some absurd findings including extra-budgetary interventions; award of fictitious contracts; 53 failed contracts; payment for jobs without contractual agreements; non-execution of contracts for the purchase of 4 Alpha jets, bombs and ammunition.

    “For undiscerning Nigerians, they may tend to assume that the allegations were true and pronounce the former National Security Adviser guilty as charged.

    “The statement issued by the Special Adviser on Media and Publicity, Mr. Femi Adesina, who should know better as a former President of the Nigerian Guild of Editors and a witness to history, was nothing sort of propaganda to cast aspersions on Dasuki.

    “To set the records straight, Nigerians should appreciate that the AVM Jon Ode-led panel did not invite the ex-NSA under any guise before arriving at its ambiguous findings. At least, fairness demands that the panel ought to hear from Dasuki instead of its recourse to hasty conclusions. If the panel had been more patient and painstaking, it would have been availed of all relevant documents on some of the jaundiced findings.

    “As if acting a script, the Presidency alleged that the Panel accused Dasuki of awarding fictitious contracts between March 2012 and March 2015. Contrary to this claim, Dasuki was not the NSA in March 2012 and he could not have awarded any contract in whatever name. The ex-NSA was appointed by ex-President Goodluck Jonathan on June 22, 2012.

    “All contracts and accruing payments were with the approval of the President and Commander-In-Chief of the Armed Forces. Once the ex-President approved, the former NSA paid. So, there was due process for every purchase in line with regulations guiding arms procurement for the Armed Forces.

    “And Nigerians should note that all the services generated the types of equipment needed, sourced for suppliers most times and after consideration by the Office of the NSA, the President will approve application for payment. For sensitive sectors (military/security), there was no room for awarding fictitious contracts. The conclusions of the panel were presumptive, baseless and lacked diligence.

    “There were no fictitious contracts; contract sums were not diverted and the relevant services in writing acknowledged delivery of equipment. For all procurements, the Nigerian Army, the Air Force and the Nigerian Navy have their contractors.

    “While awaiting judicial process on these allegations, it is proper to make some references to show that the presidency was just desperate to hang some former public and military officers who served this nation at the risk of their lives.

    “It is laughable for the panel to assume that 4 Alpha jets and 12 helicopters were undelivered. In a memo to the Office of the National Security Adviser(ONSA), referenced NAF/905/D/CAS of November 28, 2014, the immediate past Chief of Air Staff, Air Chief Marshal Adesola Amosu acknowledged the receipt of the 4x Alpha jets attack aircraft and the helicopters.

    “On 10/21/14, the Chief of Air Staff also confirmed the receipt of F-7 N1 aircraft combination of 250kg bombs and accessories at $2,894,000 with the cost of freight at $1,200,000. The same Air Force confirmed getting 2xTri Shield 36DG Tactical radars

    “In another letter of December 1, 2014 signed by L.S. Alao(on behalf of the Chief of Air Staff), the Air Force said it received five containerized fuel storage and dispensing units with equipment.

    “The Nigerian Army wrote the ONSA to acknowledge the delivery of 14 armoured tanks. In a December 13, 2014 memo, the Brigade of Guards thanked ONSA for releasing N30m for RCA, Operation allowance for Troops on Op Urban Sweep II for third and fourth quarters of 2014. This is apart from the installation of CCT Cameras at the Brigade Headquarters, 2 backscatter bomb detection vans and other equipment.

    “On November 26, 2014, the immediate past Chief of Defence Staff, Air Chief Marshal Alex Badeh sought for approval of the award of one pair of uniform(in the interim) for the Armed Forces at N165, 375 to El-Jahab Mubarak Nigeria and N330,750,000 for two pairs.

    These are some of the acknowledgement letters submitted to me by the end-users(the services). It is not for me to go and find out whether the equipment were delivered or not. I am not the one keeping the inventories.

    “To show that I have nothing to hide, I submitted a comprehensive list of all requests for procurements by the services, the items bought and those equipment being awaited to His Excellency, President Muhammadu Buhari long before I left office. If there were issues, I should have been questioned. I was just the clearing house, I did not award contracts to my company or proxies. There was no contract awarded or equipment bought without approval from the then President and Commander-In-Chief. I am not a thief or treasury looter as being portrayed.

    “In order not to endanger the nation’s security, there are many salient issues and contracts which I cannot put in public domain. I am ready for trial on all these allegations in order to prove to Nigerians that I did nothing untoward in office. We will certainly meet in court.

    I have a lot to tell Nigerians but in the interim, they should not believe some of the allegations as the gospel truths. The good thing is that some of the key actors in the present administration were parts of the past process being viciously challenged.

    “As for my tenure as the nation’s NSA, I acted in the interest of the nation and with utmost fear of God. I did not use the office for any self-serving agenda. I occupied the Office of the National Security Adviser at a difficult moment in Nigerian history when terrorism was at its peak and I am leaving posterity to judge me accordingly.”
