Panic grips corrupt Nigerian officials as Buhari signs agreement on stolen funds with United Arab Emirate

There was panic among corrupt incumbent and former government officials Tuesday after news filtered in that President Muhammadu Buhari has signed agreements with the United Arab Emirate on repatriation of stolen funds and extradition of culpable officials.

The Mutual Legal Assistance on Criminal and Commercial Matters, which will allow the UAE government return monies hidden or invested in banks and real estates in the country, was among a series of other bilateral agreements signed by the President’s delegation, which was in the country for the World Energy Forum.

Other agreements signed with the government of that country included: Avoidance of Double Taxation Agreement, Agreement on Trade Promotion and Protection, Judicial Agreements on Extradition, Transfer of Sentenced Persons.

PREMIUM TIMES learnt that three of these agreements – the Judicial Agreement on Extradition, Transfer of Sentenced Persons and Mutual Legal Assistance on Criminal and Commercial Matters – are particularly giving those who may have hidden their ill-gotten wealth in the country a lot of worries.

According to multiple security sources, as the news of the signing of the agreements broke, some ex-officials started making frantic efforts to either escape from that country or relocate their slush funds out of the reach of the government.

The UAE has become a Mecca for Nigeria’s wealthy who are drawn by the expensive high rise properties, glitzy malls and ritzy hotels in the oil-rich country.

A security source who has been investigating the pattern of Nigeria’s investment in the country told PREMIUM TIMES that at least $200 billion allegedly stolen from the country’s treasury by former government officials is believed to have been stashed in banks and invested in properties in Dubai and Abu Dhabi, two of UAE’s most prominent cities.

With the signing of the agreements the government can now actively demand the repatriation of funds hidden in the country by convicted former officials as well as demand the extradition of other Nigerian fugitives residing in the country.

Before now, the UAE was a fortress of some sort for corrupt government officials escaping justice at home.

In 2010, one of Nigeria’s most notorious money launderers, James Ibori, the former Governor of Delta State, as the heat over his money laundering cases in court became unbearable, ran to seek refuge in Dubai before he was extradited to the United Kingdom, where he was also wanted for fraud.

On April 17, 2012, Mr. Ibori was sentenced to 13 years by the Southwark Crown Court in London.

The former chairman of the Pension Reform Task Team, Abdulrasheed Maina, who is wanted for allegedly stealing N2.8 billion is believed to be hiding in Dubai.

Several illicit transactions done on his behalf have been traced to the city, investigators said.

‎Earlier in the month, the Economic and Financial Crime Commission (EFCC), put out an order for the arrest of the former Comptroller of the Nigerian Customs Service, Abdullahi Dikko, who is being investigated for fraud.

According to the EFCC, Mr Dikko is believed to be hiding in Dubai.

Presidency insiders said Mr. Buhari considers the agreement with the UAE as a “major joker” in his anti-corruption war.

“There is abundance intelligence that a substantial chunk of Nigeria’s stolen wealth is the Emirate, with a number of fugitives hiding there,” the source said.

“With this agreement, they can now be made to face justice, and their loot recovered. The presidency sees this as a major achievement.

“The process for the agreements had been on for months but the presidency was able to keep it under wraps so as not to tip off the criminals.”

Another top government official, who asked not to be named because of the sensitive nature of the matter, said with the agreement, Mr. Buhari was now set to share intelligence with the UAE authorities on Nigerian fugitives hiding there and Nigeria’s ill-gotten wealth stashed there.”

There are whole local governments populated by Igbos in Delta and Rivers states, there are communities populated by Igbos in Bayelsa state. If the politicians in the Igbo states are no more focused, fair, and prudent with the resources of their states, if they are not interested in the welfare of their people now that we are in Nigeria, there is no guarantee these kleptomaniacs would suddenly become prudent and focused once the people win the agitation for the republic of Biafra.             Look at all the countries of the world where there had been people-led revolutions which culminated in political change, what are the results?

            Check out Rhodesia (present day Zimbabwe), Romanian revolution of 1989(which brought down Ceaușescu’s govt), what about the Arab Spring in Egypt, Tunisia, Libya, and Yemen, Haiti (the only country in the world were slaves wrestled power from the French colonial Masters in the French colony of Saint Domingue in 1791), the Bolivarian Revolution in Venezuela, the Bolshevik, Chinese, and Cuban revolutions, the people uprising in Burkina Faso (which saw the fall of Blaise Campaore’s 27 year govt) If we look at all these revolutions, what do they tell us?
            The people fought for change. And caused change to happen. But the politicians who are the products of these revolutions simply changed clothes, and went to the old ways. Truth is, revolutions only change the face of power, but not what politicians do with power including corruption.
            Biafra could never be the solution to any problem. Look at South Sudan, Independence has not achieved peace instead it has brought war, it has not achieved progress instead it has brought permissive regression.

    Buhari is showing other Nigerian government officials past and present that Nigerian officials do know how to run a government, how to clean up the system the only problem is many chose not to do so. Imagine what would have happened if Buhari was in charge of the government when crude oil was selling at 75-100 dollars per barrel. Imagine if Buhari was in charge during the Gulf War Oil Windfall of the 1990s. In the history of Nigeria, apart from Buhari, the next guy who at least tried to stabilise the system was Obasanjo. OBJ paid off $12.4bn to the Paris Club which led to the rest of the remaining $30bn owed the Paris Club being written off thus making Nigeria the only African country to have fully settled its debt with the criminal Paris Club. If Only Yar’Adua had stayed alive, Jonathan would have remained a seat warmer and Nigeria would have had the chance to build of some of the positive aspects of what OBJ did in 8 years even though his government was riddled with shocking corruption inside out.
    However, to be fair to OBJ, he left Nigeria about $67bn in national reserves, his government saw to the measurable diversification of the Nigerian economy, and with OBJ’s government’s deregulation of telecoms sector in Nigeria led to accelerated growth in the informal economy in Nigeria ( that is the real sector of the Nigerian economy, the people led-economy which is the de facto mainstay of the formal economy) because with improved communication infrastructures, the cost of doing business in the country in terms of the aggregate cost of production, helped at least create better competition and in the pricing of goods and services.
    Just look at the little that Obasanjo did, even though there is no doubt that he could have done more, his 8 year government brought more dividends to Nigerians than all the governments from Independence till 1999 did. That says a lot about how much our leaders could change the fortunes of the country if they even made the slightest effort.
    One can imagine how a 70+ Buhari is cleaning the Aegean stables with some determination when our past leaders many of them younger (except for Obj) and more educated (there was even a PhD holder!) simply did nothing and instead chose to paint pictures of reformation agenda in thin air.
    I have some advice for my Igbo brothers who have chosen to be on the wrong side of history, if Buhari had been Ojukwu, Biafra would probably have become a republic by now! If Buhari is the governor of Imo State, Abia, Delta, Rivers, Baylesa, Anambra, Ebonyi, Enugu, there is no doubt that these states with the level of educated individuals and our unequalled can-do, self-help resilience, I am sure we would have some of the more developed, progressive, and forwarding thinking states. Abeg my Igbo brothers, stop being so focused on this idea that it is us against the north, even if it is, when something good comes from the north, we ought to celebrate it just as we should celebrate the good in our midst. By cleaning the system, Buhari is helping every Nigerian man, woman, and child to be able to benefit from the resources, infrastructure and services in this country. Is it not absurd that funds stolen from Nigerian and then, stashed in foreign banks are used to develop these countries which many of our people then have to cross rivers and seas and defy all the odds to go an live in including in our dreams at night in our darkened bedrooms without electricity as mosquitoes show us how Alibaba palyed okwe with Patience Jonathan’s ears 🙂
