#Dasukigate: Buhari’s associate, Jafaru Isa, returns N100million to EFCC

A former military governor of Kaduna State and chieftain of the ruling All Progressives Congress, Jafaru Isa, has refunded N100million of the N170 million he allegedly received from embattled ex-NSA, Sambo Dasuki.

Mr. Isa, a retired brigadier-general, was arrested on Wednesday by operatives of the Economic and Financial Crimes Commission, at his Asokoro residence in Abuja.

Mr. Isa, a political associate of President Muhammadu Buhari, was grilled for several hours in connection with about N170 million he received from Mr. Dasuki.

A reliable source familiar with the matter told PREMIUM TIMES the APC chieftain and member of the 19-man Buhari Transition Committee was released after refunding N100million to the anti-graft commission.

The source said Mr. Isa pledged to return the remaining N70million soon.

“We let him go after returning the sum of N100million. We are expecting him to return the rest soon,” the source said.

According to him, some of the suspected recipients of the slush funds who claimed they had no idea the money sent to them was taken from the public till were handed opportunities to return what they got from the former NSA but refused.

“We offered them the chance of returning the money honorably but they keep deploying tactics to avoid prosecution, while also going away with the loot,” he said.

A close associate of Mr. Isa told PREMIUM TIMES that Mr. Dasuki lodged over N100 million into Mr. Isa’s account in instalments to buy a house, located on Mohammed Mohammed Avenue, Kano, for the former NSA.

PREMIUM TIMES gathered that deposits were in turn made by Mr. Isa to the owner of the house, Ali Tukur, in two instalments.

However, the house purchase deal collapsed as a former Minister of Finance, Yarima Ngama, reportedly offered to pay the sum of N150 million cash when Mr. Dasuki reneged on the payment agreement.

Those familiar with their relationship say Messrs. Isa and Dasuki have been close friends since their cadet days at the Nigerian Defense Academy (NDA) and had spent four years together while on military training in the United States.

The Peoples Democratic Party had on Sunday protested the release of Mr. Isa barely eight hours after his arrest while its own spokesperson, Olisa Metuh, remained detained.

The PDP, in a statement signed by its National Legal Adviser, Victor Kwon, said there could be no clearer indication that the APC-led administration was on a manhunt against PDP leaders, and that it had a personal grudge against Mr. Metuh, ostensibly for his stance as opposition spokesperson, particularly his recent exchange with the government and the APC over their dictatorial activities.

““The release of Jafaru Isa, a known associate of the President and chieftain of the APC eight hours after his arrest while our spokesman remains in detention even when the two are being investigated over the same allegation clearly shows that the President Buhari-led APC government is not fighting corruption but using the much hyped crusade as a cover to persecute PDP leaders and decimate the opposition, a project the EFCC has clearly yielded itself as a willing tool,” the statement said.

    The returned money is an evidence to smooth prosecution and conviction. Where is the deterrent if you steal money , return it and walk free? It’s like telling an armed robber to bring the car he stole and be set free. That’s not in our constitution but in sharia law. Are they now telling us that nigeria is being governed by sharia law?

      Oga, think about the time it is going to take to investigate every single person/company that received money from the office of the former NSA – just so you know over 200 companies have been invited by the present ONSA to justify every single penny they received, think of the effort from the legal team that will be required to prove every single one of these cases beyond a reasonable doubt in the court of law – none of these cases is a slam and shut case unless you get a confession prior, then think about the cost of doing all of this bearing in mind that if the EFCC fails to prosecute any of these cases successfully, not only does the person walk free, the money is lost as well. Honestly sir, wouldn’t you rather have the person return the money and walk?

      Do you have brains at all? This is not stealing, if you are a security adviser and you give someone money that was later found to be stolen but before then asked the person to execute a project for you, will that person be accused of stealing? The only thing now that it is known to be stolen funds, the person will be asked to refund the money and this is why he dasuki will not be released, but for the metuh’s and co, refund with evidence shikena. Your arm robber analogy is so flawed and not applicable here.

        So many people have been sent to prison for being in possession of stolen properties regardless of their knowledge of the origin. The law does not have any provision that allows people to walk free simply because they returned stolen money. What about the interest that may have accrued in the criminals account over this period?

It may be possible that Isa gave the lead to this whole mess. But with PDP criminals they will deny, refuse, and bribe further to retain the money. They are a conscienceless bunch of scumbags! Their next bait is to compromise the lawyers and courts to release them on bail or quash the case.

    A man was reported to have ignored the EFCC call for a week, picked up the following week by the EFCC, then within 8hrs he paid the EFCC “his share of the Dasuki loots”, pleaded to pay the rest part later, while he was released. Just like that?

    The money was to engage in purchase of a property in Kano, which was paid “instalmentally” by Dasuki to his middle man who was to oversee the deal. However, one big man with cash came to dismantle every intending plan, by paying for the property “instantaneously”. Now the property has been sold to the well grounded fellow in the deal. Please what is Isa( Dasuki middle man) prolly still doing with that money till now that he’s now said to have returned it, after the deal was done behind them? Is it that he’s holding up to the money to look for another property for Dasuki in Kano or elsewhere or what? Cos I don’t seems to understand this story now.

    So this guy is the first person to be officially and publicly mentioned to have refunded money. If most people will refund in exchange for non-prosecution, at least in the main time, I can accept it as better than people either not returning at all and not facing trial, or going to prison for 1 year and keeping the loot to themselves.     Something doesn’t add up here: Dasuki wanted to buy a house. The value of the house is not mentioned in the report. The report however states that someone else (who is not a thief as Dasuki?) offered a much higher price of N150m. So Dasuki could not buy the asset. But Dasuki, the alleged thief, who couldn’t afford N150m, actually paid N170m but couldn’t pay the instalment to get his liquidity up to N150m. Is this just me, or it’s the reporter, or its Nigeria’s new mentality – that someone who was alleged to have enriched himself corruptly and has mismanaged $2.1b is unable to come up with N150m, even after several instalments that spanned a long time. Could this have meant that he doesn’t have any other source of income (like Saraki and Buhari), and as long as it’s Dasuki, whatever he ever had or acquired now belongs to government, even without a court judgment. We know the Ohakim’s way, which one is this? What evidence does EFCC have that the money in question is a proceed of corruption and which court ordered their seizure? Nigeria we hail thee!

But the seller decided to sell to the one who paid off in cash at 150m, meaning he offered discount of 20ml for instant cash. Thats how most ppl do business. Btw, these politicians don’t have to steal huge sums at a go. They spread their stealing over time,so its possible Dasuki didn’t have all the money at the time of the potential purchase as he may have had plans to pay from future monthly allocations acruing to his office.

Really, all these details are unnecessary – whether he used the money to buy a house or to drink Gulder.     Vanguard reports that two men, who claimed to be President Muhammadu Buhari’s private security aides, were at the weekend, arrested at the Afao-Ekiti country home of the Ekiti State Governor, Mr Ayodele Fayose for presenting themselves as staff of the Office of the National Security Adviser, ONSA, with influence over the report of the military panel set up to investigate alleged involvement in partisan politics by some soldiers and officers during the 2014/2015 governorship election conducted in some states such as Ekiti, Osun, Rivers and Akwa-Ibom.

    This is what you get in a situation where a president of a nation arrogates unconstitutional powers to himself all in the name of fighting corruption, but apparently is fighting perceived political foes, then, con men and swindlers would study the situation on the ground and take advantage of it.

    The two men, Benedict Ola Idega and Abdulsalami Leader H. (As a matter of fact, these are not Igbo names) claimed that they already had the preliminary report of the military panel and that with the cooperation of the governor, they could manipulate the final report if necessary.

    They also said the army panel report was targeted at some top army officers that the Federal Government wanted to punish.
    Governor Fayose, who was suspicious of the men’s real intentions, had informed the State Commissioner of Police and Director of the State Security Service, with the Police Commissioner already putting men of the State Anti-Robbery Squad, SARS, on standby.

    The two men, in a meeting with the governor presented what they called a photocopy of page three of the preliminary report to show that they meant business. The purported copy of the page three bore the Nigerian Army’s logo.
    After turning copy of page three of the purported preliminary report, the governor gave the impression that he was satisfied with all that they said and asked them to wait in his waiting room for him to show appreciation.

    He then called in the Commissioner of Police and SSS Director, who in turn asked their men to move in and arrest the two men.

    The identity card found on Abdulsalami Leader H bore “GMB SECURITY” and it was stated at the back that he (Abdulsalami) act as security for President Muhammadu Buhari with Number 34, Lobitto Crescent, Wuse II, Abuja as issuer’s address and 088133636478 and 08057010255 as telephone numbers. Benedict Ola Idega was with the identity card bearing Federal Capital Development Authority, FCDA.
