Buhari moves to stop Senate, House from buying over N4.7 billion exotic cars

President Muhammadu Buhari has frowned at plans by the National Assembly to buy over 400 new vehicles valued at over N4.7 Billion at a time the nation is facing cash crunch.

Mr. Buhari criticised the plan on Wednesday during his first televised Presidential Media chat, saying he had rejected a plan to buy new vehicles for him in the 2016 budget estimates.

“I turned down a N400 million bill for cars for the presidency, because the vehicles I am using are good enough for the next 10 years,” he said.

The president said he was having problems with the National Assembly because they were refusing to subject themselves to the new policy of a Treasury Single Account, TSA, and were planning plan to buy new vehicles.

“As for the National Assembly, we are having problems with them. I think everybody has to subject themselves to TSA as far as federal money is involved,” Mr. Buhari said.

When reminded that as the president, he might have the power to try to stop the purchase, Mr. Buhari said “I will explore that power to stop the expenditure of N50 billion for cars by the National Assembly.

“If I can turn down N400 million for the presidency that I do not need any new car because of the economy, I can’t see the National Assembly spending more that N47 billion to buy cars, on top of transport allowance they collect.

“I have to revisit that story. The budget for their transport allowance comes up to a N100 billion. With the kind of money that goes into the National Assembly, we have to look at it conscientiously and see how we can live within our means,” he said.

The president said he would call for a meeting with the leadership of the National Assembly on the matter.

PREMIUM TIMES had earlier reported how the Senate had concluded plans to buy various brands of exotic vehicles for use of its president, Bukola Saraki, and 108 other senators.

The Senate plans to buy 120 units of Toyota Land Cruiser, 2016 model.

Other details of the vehicles included that they must be “American Brand, V8, VXR, 5.7, Auto Engine WITH INTELLIGENCE”.

The senators also want the vehicles to come with integrated navigator cruise control, QI-Compatible wireless charging and Kinetic dynamic suspension system, as well as being “full option”.

The Senate President, Mr. Saraki, and Deputy, Ike Ekweremadu, are to receive, each, a 2016 model Mercedes Benz S550, as well as four 2016 Toyota Prado jeeps, four 2016 Toyota Hilux SS (Auto) and a 2016 model Toyota Hiace Bus each for their convoys.

An advertorial placed in one of the national dailies on November 13 shows that the House of Representatives is planning to buy two Mercedes Benz S550, 2016 Model; V8, 4.6L Twin Turbo; Full Option ( Treated). An engineer familiar with automobiles told us that the description “treated” means the car should be bullet proof.

Apart from the Mercedes Benz Vehicles, the House is also buying 14 Toyota Landcruiser SUVs, 5.7L petro Engine, Auto; Leather Seat; 2016 Model; Full Option; Keyless Entry.

The vehicle would be for the use of the Speaker, Yakubu Dogara, and his Deputy, Yusuf Lasun.

Mr. Buhari on Wednesday wondered where the National Assembly was getting the money to buy the vehicles.

However, our sources at the National Assembly said the lawmakers were considering using money they added as part of a supplementary budget introduced by President Buhari earlier.

Another source said they also considered diverting the severance package of former legislative aides.

One of our sources said the National Assembly members had earlier paid themselves severance packages as early as August, not long after the inauguration of the eighth Assembly.

“What they did was to put the money inside the supplementary budget brought by the president and after it was approved, they diverted the money to buy cars for themselves,” a source said.

The Senate had on December 2 approved N575 billion as supplementary budget, raising it from N465 billion forwarded by President Buhari.

The Senate had stated that the added N109 billion was to cater for the payment of subsidy claims for the months of October to December which were not captured by the president.

Our source however said part of the added money is what the Assembly is using to buy exotic cars for their luxury.

The spokesperson for the Senate, Aliyu Sabi, had earlier issued a statement claiming the vehicles were to be used for committee work.

Efforts to speak with the spokesperson of the House of reps, Abdulrazak Namdas, were unsuccessful as his phones failed to connect several times.

While Mr. Buhari has said he would hold a meeting with the leadership of the National Assembly on the matter, the Senate had already undertaken a Bid opening exercise for the purchase of the cars on December 17, a day before it adjourned for the Christmas and New Year break to resume on January 16.

It is expected that the cars would have been delivered by the time the National Assembly resume from their break.

    The President was asked about corrupt judges. The answer was troubling. He said he’ll ask the chief judge of the Supreme Court. Totally unaware that the same court illegally stop the prosecution of Senate President Saraki after the intervention of money and power.
    The whole system is infeasted with corruption. Buhari’s attempt is coming from a very weak point.
    You need to clean the system up and down. Cosmetic display of anti corruption is good for short time rating only.

      Anti corruption is a firm pillar in his tripod for his administration, it’s no cosmetic display.
      Indeed the rot runs deep however we do have a constitution that guides how the president and executive can get their work done. So far the president and his crew have tried to constrain themselves to operate within constitutional limits, this may part explain the DSS and efcc approach of splitting charges and rearresting suspects immediately after their release or bail from one charge.

    For the office of the Vice-President, the budget document states that N48m is proposed for general travels and transport in 2016 as opposed to N33.86m in 2015.
    In the same vein, the document says N13.3m and N13.9m are being proposed for international travels and transport (trainings) and international travels and transport (others) for the Vice- President in 2016.

    Both amounts, when compared to the sum of N9.4m and N9.87m, which was allocated for the same purpose in 2015, represents an increase of N3.9m and N4.03m respectively.
    Other amounts allocated for the Vice- President are foodstuffs and catering, N16.6m; refreshment and meals, N7.5m; honorarium and sitting allowance, N8.8m; and publicity and advertisement, N23.08m.

    These amounts allocated for Osinbajo, when compared to the amount budgeted for former Vice President Namadi Sambo for the same purpose under the 2015 budget, represent an increase of N4.84m, N2.18m, N1.88m and N6.79m respectively.

    President Buhari told Nigerians that Nigeria was broke, accusing former President of messing up the economy, but it has been proved that he is the most extravagant and wasteful Nigerian leader since Independence.

    To feed Buhari and paying for his over-bloated expenses in the 2016 budget, Nigeria will be borrowing N2.2trillion and will be paying N1.3trillion in servicing debts.
    If Buhari is honest, he should have presented Nigerians with a Budget of N4trillion or less and cut his personal allocations instead of doubling it in most cases when compared with that of his predecessors

    BUDGET OF LIES FOR 2016: BUHARI’S ALLOWANCES AND FEEDING WILL SINK NIGERIA.-NOT CARS FOR THE SENATE
    A total allocation of N2.2billion to the President Muhammadu Buhari (N1.75billion) and his deputy for feeding is the highest of similar allocation to any leader in the world. The figure was N710m higher than what was budgeted for the same purpose under former President Goodluck Jonathan.

    According to the budget document, N1.415bn was allocated to the President alone for general travels and transport. This amount, when compared to the N944.62m that Jonathan got in 2015, was N470.38m or 49.7% higher.

    A breakdown of the N1.415bn allocated for the President’s travels shows that the sum of N714.5m is proposed for local travels while N701.16m is budgeted for international travels.
    Both sums, when compared to the N640.34m and N304.32m allocated for the same purposes under Jonathan for local and foreign trips, represent an increase of N74.16m and N396.84m.

    For foodstuffs and catering materials, a total sum of N114.9m is allocated for Buhari alone, indicating an increase of N45.09m or 64.6% over that of Jonathan.

    In terms of honorarium and sitting allowances, N307.64m was budgeted for the President as against N223.24m allocated for the same purpose in 2015.

    In the same vein, N49.1m has been proposed for the President in the 2016 fiscal period for publicity and advertisement as against N29.8m in 2015 by Goodluck Jonathan.

This is common sense and anyone who passed WAEC should be able to understand and implement. I really don’t know when Nigeria will begin to have smart and sharp presuidents?

    When the American or French Presidents or the British PM hold a media chat, they stand on their feet to take all the questions. I recall that even Ronald Reagan @78 stood throughout during media chats in the US including the one in which he was attacked. What of Fidel Castro of Cuba? He stood during media chats even in his 80s.

    NIGERIA
    Buuuuuuuuuuuuuuuuut….in Nigeria, our dumn, unintelligent, ‘unsmart’ and misfit Presidents stay on their seat 100%. In fact, they are seated before, during and after the media chat.

    Even when the Presidents of the other countries sit during media chats, it is probably 10% of the time. They are on their FEET 90%. They appear sharp and smart. They speak sharp and smart. The campaing process is rigorous and so are the questions too. In Nigeria, except Jonathan, all other crooks evaded media chats. They recoiled into their enclaves of ignorance and poverty of ideas. They simply had nothing, nothing to share with the people. How can a presidential material be running away from presidential debates? Try it elsewhere and you would have lost even before the elections. But in our customized Nigeria, anyone can be president. Educated or not, sharp or dunce. Brainy or brainless. Just have some influence in the forest.

When the President addresses the press, he comes with a prepared speech, read it and take few question while standing. The Presidential press usually consists of accredited journalists from all the media houses. However, in a presidential media chat, some few journalists are selected, sit around the President and ask questions on different topics. Anyone that saw that program on Wednesday will know Buhari has no intention of following anyti up. He only responded to the woman calling on “the exercise of his power”, reluctantly.     By intentional fiddling of official account Raji Fashola hid away 800b Naira still to be accounted for.
