Buhari to spend more than Jonathan on Presidential Villa; to spend less on food

President Muhammadu Buhari will spend N18.1 billion in 2016 to run the State House, Nigeria’s seat of power, an amount that is N11.5 billion more than what his predecessor, Goodluck Jonathan, spent in 2015.

The amount is also N5.9 billion more than what Mr. Jonathan spent in 2014 on the State House, details of the 2016 budget seen by PREMIUM TIMES show.

Mr. Buhari will, however, reduce the cost of feeding for the first and second families, when compared to what the Jonathan administration spent in previous years.

Mr. Buhari presented a N6.08 trillion budget to the National Assembly last week, promising more jobs, economic growth and a cut-down on frivolous spending.

But details of the budget show that the State House will cumulatively receive N18.1 billion in 2016.

In 2014, Mr. Jonathan spent N12.2 billion on the State House, while in 2015, the government spent N6.6 billion for the presidential office, amid dwindling revenue occasioned by sliding oil prices.

The costs cover the State House Headquarters, the president’s office and the office of Vice President Yemi Osinbajo.

They also cover the budgets of the State House medical centre and the Lagos Liaison office.

One of the most outstanding State House spending in 2016 will be the purchase of BMW saloon cars at N3.63 billion. It is not clear yet what purpose the cars would serve.

The state house budget also contains a repeat of projects the Jonathan administration repeatedly allocated funds for.

An example is the purchase of computers, which has featured in budgets of previous government each year.

In 2016, the State House will spend N27. 5 million on computers, while N268.9 will finance computer software acquisition.

Aso Rock will spend N764.7 million on recreational activities.

The installation of electrical lighting and fittings, which received substantial allocations in 2014 and 2015, will gulp N618.6 million next year.

The budgets are subject to the approval of the National Assembly.

Presidential food

The president however proposed a reduction of the feeding cost for State House in 2016.

If approved by the National Assembly, State House will spend N445.5 million for all meal-related expenses, a reduction from N542.86 million spent by Mr. Jonathan in 2014, and the N526.17 million spent in 2015.

The meal bill includes the cost for the state house headquarters, offices of the president and Vice President Osinbajo.

Details of the proposed budget show that the president would spend N114.97 million on food stuff/catering materials supplies, as against N16.68 million by his deputy during the year.

The vice president would also spend N7.55 million on refreshment & meals, and N2.49 million on cooking gas/fuel costs.

The State House Headquarters will spend N102.94 million on food stuff/catering materials supplies; N104.744 million on refreshment/meals; N89.17 million on purchase of canteen/kitchen equipment and N6.95 million on cooking gas/fuel cost.

Presidential feeding bill became a subject of national attention in 2012 when PREMIUM TIMES showed how Mr. Jonathan and Vice President Namadi Sambo proposed to spend N993 million for refreshments, catering services and purchase of kitchen equipment.

That year, N477million was assigned for foodstuffs and “catering materials supplies” for the president’s office, while an additional N293 million was to provide “refreshment and meals” for the president’s comfort at his home and office.

An extra N45.4 million was earmarked to buy canteen and kitchen equipment for the president’s household, although similar purchases were made the previous year.

That revelation aggravated public anger at the time, and revved up resistance to government’s plan, within the same period, to remove petrol subsidy, and raise the pump price of petrol.

After the publication, the administration reduced the budget by N147 million.

In 2013 and 2014, the government significantly lowered the feeding bill with N717.3 million and N542.8 million spent respectively for each year.

    I am a supporter of Buhari but these figures are shameful. He needs to do a better job explaining the sudden increase in State House budget at a time of declining income. Let him not make the mistake of believing that his supporters will let him get away with this kind of spending. also, he is playing into the hands of his PDP critics. By the way when is Buhari going to reduce the presidential fleet down from 12 planes? This was one of the things Nigerians rightly criticized GEJ for and Buhari has done nothing about it since he assumed office. My president, please do not take your supporters for granted.     Chief of Staff, Lagos and Liason officer has been merge with State house. It use to be under SSG. A lot of Ministry budget will be higher than previous budget too bcos some Ministry has been merged.

      1) Buhari had given the impression that government officials in his administration would be drinking garri and riding bikes to work, but he has done an about turn.
      2) Corrupt officials will be roasted alive, but till date not even one conviction.
      3) Excesses of the national assembly will be curtailed but Saraki-led senate has become a private company of it own, where both Buhari and the people that elected the senators have no say regarding their budget.
      4) Assets would be declared but only an ambiguous un-sworn list was presented to the people.
      5) He would appoint only people of integrity to his cabinet, but most of his ministers turned out to be only recycled PDP.
      6) He had to borrow money to purchase president candidate registration form, but he was indeed worth millions, at least in naira.
      7) Boko Haram “technically defeated” four days ago but, well, I guess you had about the fresh attacks. It must be that these attacks are not ‘technical’.
      Very good lesson to both Buhari’s friends and foes. Next elections don’t kill yourselves trying to vote for these people.

Electricity tarrif will go up, fuel subsidy will be removed even when he said fuel subsidy is a fraud,not to mention that for 2 months, we have been queuing to buy fuel above N87.     We are yet to get it right. Canteen/kitchen equipment are not what should be replaced on yearly basis. Press should take the war against corruption beyond the use of pages of newspapers but one on one interview with any office concerned. That is the practice in civilized societies. A direct talk to Mr president will help in this case. It is our collective resources. Nigerians want to hear from the other end.

These budget must have breakdowns properly analyzed to the last kobo compared to the sensational half hearted gingo above meant for the ill informed to stew in their ignorance and mediocrity. Running a government house anywhere in the world aint cheap You do not just buy computer for the sake of it to the offices in a state house, they have to be of the best qualities secured with the best software available and all that cost money since Nigeria does not produce any. The house has to be painted as often as possible to keep its shine and every fittings in the house must be the best and perfect to prevent any incident of fire etc.

    This presidential office budget issue has become very ridiculous indeed. I personally cannot believe Buhari will sanction this 2015 template and even increase the amount in 2016 across my duplicate items. If you can’t manage your office, how can you manage other departments? This is practically how public servants guide every president to the path of corruption and rubbish his integrity and credentials. Why do we budget obscene amounts every year for computers, software, entertainment etc. at the presidency? Which responsible organisation changes software every year? Obasanjo lived with less, Yar’Adua the same, why all this nonsense? How can a presidency employing less than 1000 people be fed and supported with so much? This is unacceptable. So how come that only the State House will get N18.1 billion out of the N19.1 billion budgeted for the presidency? Mind you presidency includes Office of the President, Vice President, MDGS, NIPSS, BPE, EFCC, Bureau Of Public Procurement, NEITI, the Nigeria Atomic Energy Commission and Office Of The Chief Economic Adviser To
    The President. So the other offices will make do with N1 billion for fiscal 2016?
