$2.2billion Arms Deal: Why EFCC arrested Dokpesi, ex-Governor Bafarawa

The Economic and Financial Crimes Commission on Tuesday arrested the founder of Africa Independent Television (AIT), Raymond Dokpesi, and former Sokoto state Governor, Attahiru Bafarawa, in connection with the ongoing investigation into arms procurement by the office of the National Security Adviser during the Goodluck Jonathan administration

PREMIUM TIMES learnt the two men were arrested at their Abuja homes by two separate teams of detectives and then taken to the commission’s headquarters where they are currently being interrogated.

The spokesperson for the EFCC, Wilson Uwujaren, who confirmed the arrest of the two politicians declined to give further details.

“All I can say is that some arrests were made including the two names you mentioned,” Mr. Uwujaren said. “But investigations are still on and there is nothing more to tell you at this point.”

However, a source at the commission told PREMIUM TIMES that Mr. Dokpesi was arrested after investigators established that he received some money from the office of the then NSA, Sambo Dasuki, “without any clear reason”.

“Chief Dokpesi received N2.1 Billion from the NSA’s office but investigators cannot see any clear reason for the payment,” he said.

The source said investigators were “suspicious that the money was passed to him as payment for the damaging documentaries and campaigns his station ran on Buhari, Tinubu and Amaechi.

“They believe the funds were budgeted for arms procurement but was diverted to Mr. Dokpesi.”

On his part, the former Sokoto governor, Mr. Bafarawa, whose son, Sagir, was earlier arrested by the anti-graft agency, was picked up after investigation showed that he also allegedly received about N4.6 billion from the office of the NSA with no clear reason for payment.

Investigators said they suspect Sagir acted as front for his father.

Meanwhile, operatives of the State Security Service are currently interrogating Mr. Dasuki who was also arrested early Tuesday in connection with the arms procurement investigation.

Mr. Dasuki’s lawyer, Joseph Daudu, confirmed the arrest to PREMIUM TIMES, saying he was working to get further details.

He said he was aware that the EFCC had applied to Justice Adeniyi Ademola of the Federal High Court, Abuja, asking for cancellation of the bail granted to Mr. Dasuki weeks ago.

“To my knowledge, that application is still pending before the court,” Mr. Daudu said.

A presidential investigations committee into arms procurement under the Goodluck Jonathan administration had said in its interim report that it found extra-budgetary spending by the Jonathan administration to the tune of N643.8 billion and an additional $2.2 billion in the foreign currency component.

            My views on these are as follows:
            1) Every established case of stealing should be punished in accordance with the law, regardless of who is involved – be it Sanusi, Fashola, Jonathan or anyone.

            2) If you think you have 100 criminals around you, you would be unwise to try to deal with all of them the same day. The wise thing would be to start with someone and over time deal with them. No one suggests that the people currently being arrested are the only looters. Nigerians must be patient and let justice work its course. Some of the thieves being discovered today were not mentioned 3 months ago.

            3) Understand governance: that the Federal Government cannot lock up a State Governor for suspected stealing of his state’s money. State governors are accountable to their states and not to the Federal Government. Those asking Buhari to arrest Fashola and Amaechi do not understand governance. Buhari can only go after Federal appointees.

        Ekweremadu, Saraki and co DID indeed tamper with the senate rules. Let me explain better; they FORGED a document of the Senate!! A document of the Federal Republic of Nigeria was tampered with by these guys!. They got the staff/Clerk of the Senate to collude with them to violate due processes of the Senate! This is the foundation, the birth of the Senate under Saraki. Can you imagine? Born through fraud.

        But there is more; the IG of Police Mr. Arase was asked to constitute a panel to look into the matter,. What did Arase do? He succumbed to pressure and matter of forgery was swept under the carpet. Have you heard anything about it? Its just incredible what we tolerate and our capacity to stomach acrid actions of these politicians.

        Buhari saw and witnessed all this that happened. He knew of the forgery and tampering with the Senate Rules. God knows i was shocked the matter died and Buhari did and said nothing about it.

        That was the very foundation of this Government was the fraud forgery committed by Saraki and co. Nothing happened to them till date.

        These guys being interrogated by EFCC are even more powerful than Saraki. If Saraki, Ekweremadu and co got off free, why not these guys?

        This is what the CNJ meant when he said there is no Political will to fight corruption.

    Goodluck Jonathan lost public support on this case last week when he said
    he never approved sums close to U.S$2b dollars in total for arms’ purchases.
    Documents so far officially published far exceed 2 billion dollars he approved.
    Unless Jonathan now intends to say he was a figure-head just moping there,
    but Colonel Dasuki has preempted that, and said he got Jonathan’s approvals.

But if Jonathan’s appointees keep going this way, there will be nothing Buhari can do to help him except the Presidential pardon. You must believe us when we say Buhari will never ever grant Jonathan (or anyone else found guilty of embezzlement) a presidential pardon.

    Those that put the former president in this hole should man up and claim responsibility. Nailing Jonathan does not mean they will go free. President Jonathan is only guilty of being “not very smart’ with regards to the sewage system we call Nigerian politics. You used him for your own purposes! Now you are gong down……..tell the truth!     Boko Haram destroyed a Nigerian military base as soldiers fled and only self-defense fighters prevented the insurgents from retaking a northeastern town, residents said Monday.

    The civilian fighters held Gulak town after soldiers ran away Sunday night until the military sent reinforcements who fought off the extremists, former council chairman James Ularamu told The Associated Press.

    The military base was burned down, said Ularamu.

    Sunday night’s attack came as a military intelligence officer confirmed that 107 soldiers remain missing nearly two weeks after a Nov. 19 battle. The attackers drove off with an army T-72 tank and dozens of new camouflage uniforms, according to the officer, who spoke on condition of anonymity because he is not authorized to speak on the issue.

    Nigeria’s military has denied dozens of soldiers are missing.

    Premium Times newspaper first reported the soldiers from the 157 Battalion, including their commanding officer, were missing in action along with the tank, three artillery guns and eight trucks including one carrying 60,000 rounds of ammunition.

    on the “antics of a few, selfish APC leaders.”

    He blamed the current travails of the former NSA on those “leaders”, saying the witch-hunt has only succeeded in making the 61-year-old Dasuki more popular.

    Said the governor: “All over the world, political prisoners have emerged victors; from Nelson Mandela, Suu Kyi, Aquino in The Philippines, and even Obasanjo in Nigeria. We strongly believe Dasuki will emerge from this political persecution to become president, Insha Allah.”

    The governor claimed that marabouts had hinted key officials in The Presidency that they saw Dasuki “sitting on a very powerful chair”, and that the prediction may be responsible for concerted efforts to silence the former NSA

    He said: “They said Dasuki was among the Majors who arrested President Buhari in the August 1985 coup. They also blame him for supporting former President Jonathan, and even spearheading the postponement of the 2015 elections to favour Jonathan.”

    “Some of us in APC are so pissed off with the way the young man is being victimised. As we speak, there are two dozen armed-to-the-teeth DSS personnel stationed at his gate. They have planted all manner of bugging devices in the man’s house. Not even during the dark days of Abacha did we experience such political intimidation,” lamented the governor.

    He continued: “First, they accused Dasuki of treason. Later they said it was money laundering. He has challenged them to prove it in open court.

    Why are they afraid to go and prove their case in court? Instead, they have resorted to using the EFCC to harass civil servants in the NSA’s office. This is most ludicrous.”

    The governor predicted that the ongoing probe of the former NSA would further embarrass the government, saying there was nowhere in the world where security spending can be subjected to a probe.

    He remarked, “Seeking to probe military spending from 2007 is self-serving. Did Nigeria come into being in 2007? Even at that, we all know military chiefs who ran their services like personal estates-such as Dambazua. The same persons now hold top positions in the same government that is shouting itself hoarse on fighting corruption.

    BVN is great. TSA is great. Cashless society is great. Biometric workers verification is great. National ID is great. Henceforth monies paid or withdrawn from any account can be traced. In 2 years any account not tied to BVN number will be rendered dormant and /or forfeited to the FG. We can use the money to finance budget deficits and pay unemployment allowance or finance federally assisted health insurance. Banks should stop demanding affidavits to merge accounts opened with different dates of birth. Interesting times.
