The immediate past Minister of Petroleum Resources, Diezani Alison-Madueke, was on Friday arrested in London, PREMIUM TIMES can exclusively and authoritatively report.

The former minister, who was one of the most powerful officials of the President Goodluck Jonathan administration, was arrested Friday morning by the UK National Crimes Agency, alongside four other people.

The identities of the four other people arrested along with her could not be immediately ascertained.

PREMIUM TIMES learnt she was arrested for offences related to bribery, corruption and money laundering.

Two top British officials in London confirmed the development to this newspaper. They requested not to be named because they had no permission to speak on the issue.

When contacted, the British High Commission in Nigeria confirmed that some arrests were made Friday but declined to disclose the identities of those involved.

Joseph Abuku, Press and Public Affairs Officer, said, “This morning, five people between the ages of 21 and 60 were arrested on suspicion of bribery and corruption offences. The crimes are being investigated by the National Crimes Agency.

“The National Crime Agency does not confirm identity at arrest nor provide information that could be used to corroborate the identity of an arrested individual.”

It is not clear whether the former minister was arrested based on request from the Nigerian government.

President Muhammadu Buhari had on September 27 hinted that those who misappropriated billions of naira belonging to Nigeria’s state oil company, the Nigerian National Petroleum Corporation would soon be prosecuted.

Mr. Buhari said at a meeting with President Xi Jinping of China in New York that his administration was determined to fully sanitize Nigeria’s oil industry and make it totally free of corruption and shady deals.

The President did not, however, say how soon the prosecutions would start or if indeed investigations had been concluded and whether culpable individuals had been identified.

The NNPC under the immediate past administration of President Goodluck Jonathan was involved in several shady deals, many of which have been cancelled by the present government.

However, Mrs. Alison-Madueke, accused of several corrupt dealings, has stayed away from Nigeria since Mr. Buhari was sworn-in as president.

A controversial minister

Mrs. Alison-Madueke was first appointed into the federal cabinet in 2007.

A former director at Shell Petroleum Development Company of Nigeria, she was appointed Minister of Transport by late President Umaru Yar’adua. In December 2008, she was redeployed to the mines and steel development ministry.

After former Vice President Goodluck Jonathan became acting president, Mrs. Alison-Madueke was appointed Nigeria’s first female petroleum minister in February 2010, a position she held till May 29, 2015 when Mr. Jonathan left office.

Mrs. Alison-Madueke’s tenure as petroleum minister turned out one of Nigeria’s most controversial, amid unending allegations of corruption.

Under her watch, dubious oil marketers stole trillions of naira of oil subsidy money. She retained her position after the House of Representative investigated the scandal and indicted the minister.

Probes by independent audit firms, including the KPMG and Pricewaterahousecoopers, confirmed billions of dollars of oil money were missing, the most notable being $20 billion in 2014.

Mrs. Alison-Madueke also supervised an awfully corrupt NNPC, which several shady deals had been exposed by PREMIUM TIMES several investigations and confirmed by government and independent auditors.

Long before her stint in the oil and gas sector, Mrs. Alison-Madueke was investigated by the Nigerian Senate on allegation she paid N30.9 billion to contractors while she held office as transportation minister.

In 2009, the Senate also indicted Mrs. Alison-Madueke and recommended her for prosecution for allegedly transferring N1.2 billion into a private account of a toll company without due process.

Regardless of the mounting criticisms against her stewardship, Mrs. Alison-Maduke got elected in November 2014 as the first female president of oil cartel the Organisation of Petroleum Exporting Countries.

The former minister consistently denied any wrongdoing.

In June, after leaving office, she rejected all allegations of embezzlement, saying she never stole from Nigeria.

This business is second to none in Nigeria. That is why any attempt to investigate the activities in this sector will always be futile. The money is so much that they give bribes in millions of dollars.
    A birthday gift or child naming gift from an oil block owner to a government official could be as paltry as $2million dollars, and if the official’s father died, the condolence gift could reach mere $3 million dollars. When they want to bribe legislators, it is in millions of dollars and any ongoing investigation ends within weeks. They are so confident that with excess money they can buy up Nigeria and they are succeeding.

    (2) OML 110 with high yield OBE oil fields was given Cavendish Petroleum owned by Alhaji Mai Daribe, the Borno Patriarch in 1996 by Sanni Abacha. OBE oil field has estimated over 500
    million barrels of oil. In layman’s language and using average benchmark of $100 dollars per barrel, translates to $50 billion dollars worth of oil reserve. When you remove the taxes, royalties and sundry duties worth about 60% of the reserve payable over time you get about $20billion dollars worth of oil in the hands of a family.

    (3) OPL 246 was awarded to SAPETRO, a company owned by General Theophilus Danjuma, by Sanni Abacha in 1998. Akpo
    condensate exports about 300,000 barrels of crude daily.

That decision was adjudged controversial and a plot by the junta to humiliate David-West. Today the same thing is happening to Mrs Madueke–It is a plot by the Yorubas and Fulanis to disgrace Mrs Madueke because Buhari thinks nothing will hapen if he does what the Fulanis are know to do best–chase Ijaws in the creeks of the Niger delta-where is David West who was used by the Fulanis and Yorubas to abuse Jonathan?

    Under Diezani’s watch, Every ship loading the crude from Nigerian terminal recorded the amount taken and who was taking it and where they were going, and what account should be paid for the sale…some people will take crude oil from the terminal and mid-sea change the destination and pay the proceeds into private accounts (This was shared by President Buhari in his Sahara Reporter’s interview last week.. is probably how the 400,000 barrels per day that Okonjo Iweala/Jonathan/Diezani mentioned as the official numbers of crude oil being stolen under Jonathan’s administration were being stolen..See Christianne Amanpour’s Jan 2013 interview here and what Jonathan’s response was on the stolen crude..you can google it easily…
    – “On Stolen crude. Yes I agree with you. These stolen crude are being bought by refineries abroad. These stolen crude are not refined in Nigeria but refied abroad””…So, we need to see if these people are stealing our crude, refining it in their refineries and then bringing it back to Nigeria for us to pay subsidy on…..Summarily, these folks are really not smart at all, in “stealing and bleeding Nigeria dry”….the easiest thing to trace in this day and age is money, especially the gargantuan amount stolen…so God willing, Nigerian stolen commonwealth would be returned to the single federation account from all these private accounts and pockets.

The investigation by the United States also stemmed from a recent revelation that the small Ghanaian oil facility is exporting large quantities of crude to Europe, raising questions about whether some of the oil were the ones stolen from Nigeria.
      Saltpond Oil Platform is the production platform of an oilfield off the coast of Ghana. The field was discovered in 1970 by Signal-Amoco Consortium but did not commence production until 1978.The field is currently managed by the Saltpond Offshore Producing Company (SOPCL), Ghana’s oldest producer of crude oil. From 1978 to 1985 the maximum oil production was 4,800 barrels per day (760 m3/d) of oil. When operation stopped in 1985, the volume of production was 580 barrels per day (92 m3/d). The estimated percentages of oil and gas that had been obtained from the field at the time of shutdown were 10.4% and 25%, respectively, with three of the six wells unable to produce oil.
      The cumulative production from beginning of operations to the shut-in in 1985 was 3.752 million barrels (596.5×103 m3) of oil and 14.086 billion cubic feet (398.9×106 m3) of natural gas. The field currently produces about 550 barrels per day (87 m3/d) of oil.

    This arrest per se does not concern Nigeria. An arrest under the Bribery Act is a domestic crime
    occurring partly or wholly inside the United Kingdom against specified strictures stated in the law.
    It’s understandable Nigerians will like to believe that their own President (Muhammadu Buhari), fights
    corruption, but the way to sustain that belief – never mind, illusion – is to get the supportive gritty facts,
    and not just to assume blithely that normal law-enforcement processes in foreign countries occur at
    the request of the Nigerian president. The United Kingdom enforces its national Act of Parliament
    at all times. Britain does not act on its national legislation only at the instruction of a foreign country.
    I hope this will put an end to tales spun in Nigeria to make their president look incredibly hyperactive.

      Thanks for this statement. It is important because many Nigerians would want to believe that the current President has “witch-hunted” Diezani to the UK, which is not the case. The UK has its laws and the enforcement of those laws has nothing to do with the Nigerian laws or judiciary. It is the same way James Ibori was tried and eventually jailed in UK. He had escaped justice in Nigeria but had broken British laws for which he was tried and jailed.

      I can only hope that when the time comes for UK prosecutors to get hard evidences from the Nigerian system to support the prosecution, the evidences will be made available.

      What the UK authorities are doing is exactly what we need. Those who loot public funds in Nigeria take the money to Western countries. If all those countries would do what UK is doing, there would not be many havens for stolen money from countries such as Nigeria.

    Let us compare and contrast. President Buhari was sworn in on May 29th. He said 150 billion dollars have been stolen.
    Yet for 133 days, no accused person was brought into investigative custody, not even this woman – Allison Madueke.
    The ICPC in tandem with EFCC say exposed persons like RAJI FASHOLA and ROTIMI AMAECHI are under watch.
    They imply that both Fashola and Amaechi are awaiting prosecution for financial crimes, but neither man is detained.
    The Nigerian mess then encourages President Buhari to (reportedly) name these two financial criminals as Ministers.
    For God’s sake this is not how to fight corruption. President is just clueless on fighting corruption under a civilian rule.
    No one is barred from travelling out under President Buhari. But see, Britain impouds Madueke’s passport in preemption.
    Nigeria becomes a useless a country now depending on Britain to prosecute Nigeria’s treasury thieves in London courts.
    That is not the meaning of an INDEPEDENT COUNTRY at all, where the ex colonial master is to declare Nigerian law.

The foreign banks distanced themselves from the lies. The web site issue in Lagos state was in fact on the State’s website. The information was in the public domain and was not “dug” out as a result of any investigation. I do not know any criminal who will put evidence of his crime on the internet. So you are out of order to call both men criminals. The one real criminal that is out there is Saraki. His litany of crimes go way back to SGBN and I feel confident that the day of judgement is fast approaching for him.

          Land allocation to deserving civil servants? What you should address is; did these people pay for the land? Fashola’s cousin also served the government !! Revoking the the allocations is Ambode’s prerogative. GEJ gave as gifts, houses and plots to all manner of people around him but I can not say he is a criminal by that single act. It is a different thing if the allocations were to Fashola or GEJ in their personal names. I can make bold to call Saraki a thief because having listened to and read the charges against him, he benefited ONLY himself and ruined the lives of all SGBN customers. I own property in Dolphin which was allocated to me by LKJ, but I paid the full price and LSDPC levies. I guess by your own understanding, that was corruption too. I stand by my unflinching support for BRF and RA until incontrovertible evidence of graft is brought against either or both.     Since she has always rejected every allegations of wrong doings, let us see how she will wiggle her way out of these one now. The British will not go to arrest if they have no evidence. A thorough underground work must have been concluded on her before she was arrested, show the evidence and granted bail. In the first place, if she was as clean as she said she is, there is no way she can afford to live in London on her ministerial salary and pension.     “Pride always comes before detruction”. This lady had a feeling of almost invincibility. She treated courts and state institutions with contempt. Now, any one who displays such bravado must necessarilly live “above board” in the knowledge that power is transient. The only person who may have stood by her, the husband, was treated with absolute disdain too. A supposedly married woman who had permanent suites in hotels in Lagos and Abuja where she spent time even though she has homes at both locations. For me she deserves to rot in jail, in Nigeria, not the U.K., once she is found guilty and convicted. She and her “business partners” should “benefit” from the Exchange of Prisoners” protocol signed by the U.K and Nigeria last year. Prison life in the U.K. is a life of comfort and none of these people deserve that, not after the pain they have caused poor NIgerians.

    ACTING NIMASA DG EMPLOYS DAUGHTER, SON IN-LAW – Pays N4.8million Transfer Allowance.

    The last has not been heard about the internal rumblings in Nigeria Maritime Administration and Safety Agency, NIMASA, as the latest of the crisis is most likely to consume the Acting Director General (DG), Mr. Haruna Baba Jauro.

    Mr Jauro who recently embarked on a media tour to position himself for the substantive position, professing President Muhammadu Buhari’s anti corruption mantra, even though he is a PPD card carrying member, has employed his biological Daughter Mrs Cynthia James (nee Jauro) and her husband Mr. James in one swoop, much to the angst of NIMASA staff.

    According to Maritime Management Series (MMS) Weekly magazine, Mr. jauro after employing his daughter and son-in-law, posted them to Port Harcourt and two months after “un-procedurally transferred both of them to the Abuja office of NIMASA”. Further investigations revealed that full allowances were paid out to them, thereby generating ripples amongst the generality of staff.

    Following their employment, on Grade Level 13 and 12 respectively, far above their qualifications, they were sent to Port Harcourt where they eventually got transferred to Abuja last week, and in the process, were paid N2,500,000 and N2,350,000, a total sum of N4,850,000 (four million, eight hundred and fifty thousand only), while other staff have been denied transfers.

    Nonetheless, NIMASA staff are agitated as they are presently being owed salaries for the months of August and September, with no hope in sight for payment; while Mr. Jauro is busy lobbying the media and junketing on media tours and courtesy calls to prominent Nigerians and publicizing same in a bid to be named the substantive DG of NIMASA.

    Meanwhile, maritime industry watchers are curious at the prompt payment of allowances to Mr. Jauro’s daughter and son-in-law, following the cash crunch in NIMASA. – Hope For Nigeria.

    APC at the national level has almost forfeited the trust of the people by
    denying its campaign promises. Garba Shehu and Femi Adesina, as spokesmen,

    argued against the facts that indeed APC printed and pasted posters of the jollof
    rice + chicken to be served to each school pupil by this APC government.

    President Buhari has no economic policy worthy of anybody’s attention.
    The only thing he has is ANTI-CORRUPTION. In four days’ time the public will
    judge APC on that single policy. Once the public sees corrupt people appointed
    as Ministers, that is the end of APC.

    The Buhari government is not arresting treasury thieves
    or recovering stolen money. To appoint corrupt folks as Ministers on top of that
    big mess is to pour fuel on fire. General Obasanjo was telling lies for favours two
    days ago, just to protect the oil blocks he wangled for himself in office. He said
    Bill Clinton and ex-Prime Minister Gordon Brown of U.K are very impressed with

In a brazen pollution of the Niger Delta’s ecosystem as never seen anywhere before, these UK companies have irredeemably destroyed the flora & fauna in the Nigeria’s Delta region, colluding with successive government officials to rape the system and evade clean ups after every spill as opposed to absolute clean ups and adequate compensation when such spills occur in Europe & the US.

    Which MD of Shell has been arrested for the mess – oil pollution and degradation of the Niger Delta? This is worse corruption than stealing monies. The present & past MDs of Shell BP & Co should all be arrested and charged to courts too!

I am not sure if it is the responsibility of a foreign company to provide infrastructures in their host country. The fact of the matter is that we Nigerians tend to have over inflated ego.     It is regrettable that those who were elected by Nigerians
    to represent Nigerians have become Nigerians greatest problem. These people can go to any length to resist change
    that Nigerians are agitating for. These people call themselves honourable
    members, but their attitudes suggest that they are dishonourable members. If
    someone like Sarki is an honourable man, he does not need the support of his co-robbers
    in the National Assembly to remain in the office, but rather, he would have
    resigned honourably.

    His co-robbers in the National Assembly are not
    supporting him to remain in the office because they love him, but rather
    because they all know that after Sarki’s case, each one of them would face the
    same charge that Sarki is currently facing. There is no doubt that they are all
    birds of the same feather.

    Most of these people were one-time governor of their
    respective state and have committed worst crimes than Sarki. Nigerian Senators
    are people who have successfully completed their School of Robbery established
    by the People Democratic Party (PDP) for a period of sixteen years in various
    disciplines and certificates have been awarded to them. Some of them made First Class honours in that
    school.

    It is painful that I am from a state where a PDP graduate
    but now in APC from the said school earned a First Class. This same man who wanted
    to destabilize this country by the introduction of Sharia if not that the then
    president, MAOO (Mathew Aremu Olusegun Obasanjo) deployed his military
    intelligence to calm the situation down. MAOO said then that Sharia would die a
    natural death and in no distant time from that time, Sharia was actually taken
    to the Muslim Burying Ground in Abuja and laid to rest.

    Governor Nasir El-Rufai knows how to describe Nigerian
    Senators. According to him, these are fools. In addition to the description of
    Nigerian Senators by El-Rufai, I Yerima Musa would like to describe them as
    self-centred, greedy and jobless armed robbers.

    The call by Late Professor Dora Akunyili of blessed
    memory that Nigerians should shine their eyes is more relevant today than when
    the call was made. Nigerians should learn a lesson from the Burkinabes who said
    NO to coup d’etat and stood by that. Let Nigerians say NO to corruption and YES
    to change.

    The armed robbers in the National Assembly are trying to
    use their call for support to Sarki as a way of discouraging the mantra change that Nigerians voted for on March 28, 2015.
    This seems to be an acid test for President Mohammadu Buhari led government. If
    the president decide to employ the principle of ‘if you cannot beat them, join
    them’ then Nigeria would soon be worst than
    Sodom and Gomorra. However, even if President Buhari decides to join them,
    President Buhari is just one out of over one-hundred and fifty Million
    Nigerians, Nigerian masses can still say NO.

      The support for Saraki from other senators is meaningless with regards to the case against him. The only scary thing i(as you said about his supporters) is that they are acting out of fear and since they are the law makers, they can create a law immunizing themselves from the same predicament in the future. Of course Buhari will immediately veto any such laws…but even his veto can be overruled if enough law makers decide on that course of action.

      We generally agree with you, but advice you not to get as emotionally involved as your comment suggests.
