EXCLUSIVE: EFCC arrests sacked NIMASA boss over alleged multibillion naira fraud

The Economic and Financial Crimes Commission has arrested the immediate past Director General of the Nigerian Maritime Administration and Safety Agency [NIMASA], Patrick Ziakede Akpobolokemi, two weeks after he was fired from his post.

A source in NIMASA told PREMIUM TIMES Mr. Akpobolokemi was arrested in Lagos Thursday morning and was detained at the Lagos office of the EFCC in the Ikoyi area of the city.

“He was taken in this morning around 10 a.m.,” the NIMASA insider said. “Some of our other officials have also been summoned while EFCC operatives have been conducting discreet investigation here. There is tension everywhere.

“One of our people just returned from EFCC and he told me the former DG is still there, sweating profusely as he was being questioned by investigators.”

Our source said while at NIMASA headquarters, EFCC operatives asked questions about some curious multibillion naira transactions approved by Mr. Akpobolokemi, especially during the dying days of the last administration.

“For instance, they wanted to know how a whopping N13 billion was spent on the acquisition of land for the permanent site of the Nigerian Maritime University in Delta,” our source said.

“They also asked about other transactions they believed were fraudulent, including transfers of millions of dollars from NIMASA accounts to other accounts.”

The spokesperson for the EFCC could not be reached for comments. He did not answer multiple calls as well as a text message to his telephone.

But an official in the prosecution unit of the EFCC in Lagos confirmed that Mr. Akpobolokemi was brought into the complex on Thursday morning.

“I’m aware he is with us but I don’t have details about the case against him or what investigators are asking him,” said the official, who cannot be named because he has no permission to speak to journalists on the matter.

President Muhammadu Buhari had on July 16 sacked Mr. Akpobolokemi and directed him to immediately hand over all government property in his possession and vacate office.

There have been several allegations of financial impropriety against NIMASA during Mr. Akpobolokemi’s tenure, including those which suggested the agency funded the lavish lifestyles of some Niger Delta militants and bankrolled most of the hate campaigns against Mr. Buhari in the run-up to the 2015 elections.
In 2012, the Fiscal Responsibility Commission, accused the maritime agency of failing to render its audited accounts from 2007 to 2011.

    I have no problem with the arrest, investigation and prosecution of any corrupt Nigerian. However, forgery and perjury are serious crimes. Buhari needs to answer questions concerning his WASC/Cambridge if Nigeria is serious about fighting corruption.

    The EFCC Chairman; Ibrahim Lamorde, does not look honest to me.
    It’s not just about his competency I write about but about his honesty.
    A honest financial policeman does not overlook obvious crimes around.
    Or postpone action against very obvious crimes indefinitely as he does.

    How can EFCC overlook the obvious thefts in Lagos state for Ebonyi state?
    It makes no sense at all, either in terms of quantum or obviousness of crimes.
    It’s worse that EFCC under Ibrahim Lamorde has not invited Adoke Mohammed.
    Adoke Mohammed as ex-attorney general was central to Jonathan’s money crimes.

    Adoke prepared all legal advice in support of the crimes occurring under Jonathan.
    He gave the imprimatur to 1.2 billion dollars transferred to MALABU’s bank account.
    Adoke further finessed the Jide Omokore’s deal with NNPC which led to $4.5b theft.

    Adoke incurred 2 billion Naira+ as debts in the Justice Ministry by gross negligence.
    It was Adoke who authored running impunity in Nigeria between years 2010 and 2015.
    Yet, the EFCC, under Ibrahim Lamorde, has not invited Adoke for questioning once.

        Raji Fashola said in May, 2015 that he got a total of 2.42 trillion Naira in cash as revenue
        in his 8-year tenure and spent it. But is there a well-educated Lagosian who can point at
        2.42 trillion Naira of provisions or services in Lagos state today, less overheads and salaries
        – plus the ₦512 billion debt Raji Fashola then incurred and left behind today, unpaid?

        In specifics, Raji Fashola left a debt of 238 billion Naira owed to foreign banks and creditors
        PLUS another 278.8 billion Naira owed to local contractors – totalling 512 billion Naira;
        according to the Debt Management Office.

        What further evidence does EFCC need
        to draw that simple, commonsense conclusion of theft, if there is
        no single functioning school to show for these oodles of money? Here was a
        governor, FASHOLA, who could not run the Lagos city BRT transport

        (which has collapsed in just three years under his incompetent watch)
        and who also failed to run schools to pass.

        Is that not the meaning of
        INCOMPETENCE, to start with, besides roguery? Or, what else is a state governor
        to do, majorly, other than run sensible school system and a state bus system in
        an orderly environment?
