INEC postpones 2015 general elections

The Independent National Electoral Commission has announced a shift in the 2015 general election earlier scheduled for February 14 and 28.

Announcing the postponement at a press conference in Abuja on Saturday night, the chairman of the Commission, Attahiru Jega, said the presidential and national assembly elections will now hold on March 28 while the governorship and state assemblies election will take place on April 11.

Mr. Jega said the elections have to be postponed after the nation’s security agencies indicated to the commission that they were not available to support the elections planned for February 14 and 28.

The INEC chairman said security operatives agencies told INEC that they were commencing a six-week special operation against Boko Haram insurgents in the north eastern corridors of the country and would rather not be distracted by the elections.

Mr. Jega announced that the security forces also said the operations are due to commence on February 14, the date INEC had planned for the presidential and federal legislative elections.

This decision by the security forces, he said, rendered INEC’s readiness and hitherto insistence to go ahead with the elections a risky venture.

Mr. Jega said his commission was not forced by anyone to shift the elections, saying since the security agencies spoke of their unavailability, it would be inappropriate for INEC to risk the lives of its about 700,000 workers, who would conduct the elections.

He said even with the postponement, INEC does not envisage additional costs for the conduct of the polls.

STATEMENT ON THE TIMETABLE FOR 2015 GENERAL ELECTIONS BY THE CHAIRMAN, INDEPENDENT NATIONAL ELECTORAL COMMISSION (INEC), PROFESSOR ATTAHIRU M. JEGA, AT A PRESS CONFERENCE ON FEBRUARY 07th, 2015

Ladies and Gentlemen,

Introduction

We invited you here today to make known the position of the Independent National Electoral Commission (INEC) on the timetable for the 2015 general elections. Let me state from the outset that the Commission’s position was reached after carefully weighing the suggestions from briefings held with different stakeholders in the electoral process.

The conduct of elections in a country like Nigeria is invariably a collective venture that involves not just the Election Management Body (EMB), but also a diverse range of stakeholders, notably security agencies, political parties and their candidates, voters, as well as interest groups, such as the civil society organizations and the media. To guarantee successful conduct of elections, there are things that are wholly the responsibility of the EMB. But there are other things critical for the success of elections, which fall outside the control of the EMB.

In other words, while INEC must work hard to perfect its systems and processes for conducting elections, and take responsibility for any imperfections thereof, whatever the Commission does may not by itself be sufficient to guarantee the success of elections. There are a number of issues in the preparation and conduct of an election, the most critical of which is security, which is not under the control of INEC.

Current State of INEC’s Preparedness

On Thursday, February 5, 2015, I was invited to brief the National Council of State, which is the highest advisory to the President comprising past and present leaders in Nigeria, on the level of preparedness of INEC to conduct the 2015 general elections. I made a presentation to the Council titled ‘Preparations for the 2015 General Elections: Progress Report,’ in which I gave a detailed account of what the Commission has been doing in readiness for the national elections (National Assembly and Presidential) scheduled for February 14th, and the state elections (Governorship and State Assembly) scheduled for February 28th, 2015.

The summary of my presentation to the National Council of State meeting is that, for matters under its control, INEC is substantially ready for the general elections as scheduled, despite discernible challenges being encountered with some of its processes like the collection of Permanent Voter Cards (PVCs) by registered members of the public.

In addition, INEC has been doing everything it can to facilitate the collection of the PVCs by registered members of the public. As at 5th February 2015, the total number of PVCs collected was 45, 829, 808, representing 66.58% of the total number of registered voters.

In the delivery and deployment of electoral materials, INEC is also at a comfort level in its readiness for the general elections as scheduled (see the presentation to the Council of State). The Commission’s preparations are not yet perfect or fully accomplished. But our level of preparedness, despite a few challenges, is sufficient to conduct free, fair and credible elections as scheduled on February 14th and February 28th. Compared with 2011 when, within a short time, we conducted general elections that were universally adjudged free, fair and credible and the best in Nigeria’s recent electoral history, our processes are today better refined, more robust and therefore capable of delivering even better elections.

Other Variables

But as I mentioned earlier, there are some other variables equally crucial for successful conduct of the 2015 general elections that are outside the control of INEC. One important variable is security for the elections.

While the Commission has a very good working relationship with all security agencies, especially on the platform of the Inter-agency Consultative Committee on Election Security (ICCES) since its inception in 2010, it has become pertinent for it to seriously consider the security advisory presented to it by the Security and Intelligence Services. I would like to reiterate here that INEC is an EMB and not a security agency. It relies on the security services to provide a safe environment for personnel, voters, election observers and election materials to conduct elections wherever it deploys. Where the security services strongly advise otherwise, it would be unconscionable of the Commission to deploy personnel and call voters out in such a situation.

Last Wednesday, which was a day before the Council of State meeting, the office of the National Security Adviser (NSA) wrote a letter to the Commission, drawing attention to recent developments in four Northeast states of Borno, Yobe, Adamawa and Gombe currently experiencing the challenge of insurgency. The letter stated that security could not be guaranteed during the proposed period in February for the general elections.

This advisory was reinforced at the Council of State meeting on Thursday where the NSA and all the Armed Services and Intelligence Chiefs unanimously reiterated that the safety and security of our operations cannot be guaranteed, and that the Security Services needed at least six weeks within which to conclude a major military operation against the insurgency in the Northeast; and that during this operation, the military will be concentrating its attention in the theatre of operations such that they may not be able to provide the traditional support they render to the Police and other agencies during elections.

INEC’s Decision

We have done wide ranging consultation to enable us have as much input as is necessary before taking an informed decision. In the series of consultations that we held with stakeholders, the questions consistently posed to them for consideration are:

In view of the latest development, should INEC proceed with the conduct of the general elections as scheduled in spite of this strong advice; and if so, what alternative security arrangements are available to be put in place? Or, should INEC take the advice and adjust the schedules of the general elections within the framework of Constitutional provisions?

The Commission held a meeting after the consultations, and decided to take the advice of the Security Chiefs and adjust the dates of the elections. We have done this relying on Section 26(1) of the Electoral 2010 (As Amended), which states thus: “Where a date has been appointed for the holding of an election, and there is reason to believe that a serious breach of the peace is likely to occur if the election is proceeded with on that date or it is impossible to conduct the elections as a result of natural disasters or other emergencies, the Commission may postpone the election and shall in respect of the area, or areas concerned, appoint another date for the holding of the postponed election, provided that such reason for the postponement is cogent and verifiable”.

INEC not being a security agency that could by itself guarantee protection for personnel and materials, as well as voters during elections, the Commission cannot lightly wave off the advice by the nation’s Security Chiefs. The Commission is specifically concerned about the security of our ad hoc staff who constitute at least 600,000 young men and women, together with our regular staff, voters, election observers as well as election materials painstakingly acquired over the last one and half years. This concern is limited not just to the areas in the North-eastern part of Nigeria experiencing insurgency; the risk of deploying young men and women and calling people to exercise their democratic rights in a situation where their security cannot be guaranteed is a most onerous responsibility. Under such circumstances, few EMBs across the world, if any, would contemplate proceeding with the elections as scheduled. No matter the extent of INEC’s preparedness, therefore, if the security of personnel, voters, election observers and election materials cannot be guaranteed, the life of innocent young men and women as well the prospects of free, fair, credible and peaceful elections would be greatly jeopardised.

Consequently, the Commission has decided to reschedule the 2015 general elections thus: the national elections (i.e. Presidential and National Assembly) are now to hold on March 28th, 2015; while the state elections (Governorship and State Assembly) are to hold on April 11th, 2015. It should be noted that this rescheduling falls within the constitutional framework for the conduct of the elections, notably, Sections 76(2), 116(2), 132(2) and 178(2). See also Section 25 of the Electoral Act 2010 (As Amended).

For the avoidance of doubt, we will under no circumstances approve an arrangement that is not in line with the provisions of our laws. Our hope is that with this rescheduling, the security services will do their best to ensure that the security environment needed for safe and peaceful conduct of the 2015 elections is rapidly put in place.

We in INEC reassure all Nigerians and indeed the international community of our commitment to do everything within the law and to conduct free, fair, credible and peaceful elections. We call on the security agencies to honour their commitment to restore sufficient normalcy for elections to take place within the period of extension. We also call on Nigerians, political parties, candidates and all other stakeholders to accept this decision in good faith and ensure the maintenance of peace.

As for us in INEC we’ll endeavour to use the period of the extension to keep on perfecting our systems and processes for conducting the best elections in Nigeria’s history. In particular, we believe that we would resolve all outstanding issues related to non-collection of PVCs, which agitate the minds of many Nigerians.

Finally, we wish to call on all Nigerians to accept our decision, which is taken in good faith and the best interest of deepening democracy ion our country.

    We Nigerians must appreciate the time shift of the elections by INEC. This extension will enable INEC to share out PVCs and procure all the relevant materials for the elections including sensitive and non-sensitive materials, human and non-human materials.

    Again, it will enable Military to beef up security in the North-East of Nigeria and all parts of the country.
    The only problems with this postponement are:

    1. The alterations that APC would make on their already prepared results sheets for rigging
    2. The international hired machinery by APC will demand additional pay.
    3. Nigerians will use these available days to see how shallow the padded Buhari is.
    4. APC will now accept their defeat once again.

The easiest assumption is the PDP know they have been rejected by Nigerians and like Adeyanju said, Dumbo would rather handover to his cousin, Gen. Minimah, than risk a Buhari presidency. Sha, as we await progress in the warfront, let’s hope Prof. Jega does the only honorable thing left for him to do now and resign so a more responsible and capable hand conducts the elections within the legal limits of postponements… whenever it comes, Dumbo is done because the PDP will lose more than gain from this betrayal of Nigeria.     This postponement will hit Muhammadu Buhari adversely in several ways;
    not least in the pocket, because in six weeks he shall have lost momentum,

    muffled campaign message back into memory. Second of all, Buhari has been
    summoned to appear in court on Monday, 9th February, to prove his claimed
    Cambridge/Wasc certificate.

    Without election postponement, this court proceeding could be mooted on 14th February.
    But now, Buhari’s court trial will run full course to a verdict within the next six (6) weeks.
    Since 1961, Buhari has never once been interrogated on his WASC certificate issue.
    By law, Buhari is now required to show conclusive proof of the claimed certificate.
    This will be a high hurdle for Buhari to cross compliant with the law of Evidence, because
    according to Doyin Okupe (presidential spokesman) the WAEC – which issues
    WASC certificates, has said it has no records of any Muhammadu Buhari in 1961.

            All Progressives Congress (APC) vice presidential candidate Prof Yemi Osinbajo said Sunday that President Jonathan should resign or be impeached for his failure to secure the country.

            In his first tweet after the postponement of elections by INEC, Osinbajo said through his Twitter handle (@ProfOsinbajo) ‎that “if the president says I’ve lost the capacity to guarantee the security of lives and property, it’s certainly an impeachable offence.”

            ‎He said the PDP government has failed, adding that “if a government needs to put adverts in the papers, to advertise what they’ve done after six years, then there’s a big problem.”

            On poll shift, the APC presidential running mate said: “my personal reaction was one of disgust. I was disgusted that government chose to be so devious.”

            He wondered how the armed forces can contain B‎oko Haram if it couldn’t provide security for just two days scheduled for the poll.

            He explained that “all former Heads of States agreed: if the insurgency is happening in 14 LGAs, surely the elections can go on?”

            “It’s ironic that in many countries where insurgencies happen, & elections go on, Nigerian troops keep the peace there,” he said.

            He added that despite the insurgency, “PVCs collection in Adamawa aand Yobe, where there is insurgency, is over 70%.”

            ‎”We’re becoming accustomed to the impunity of this government. And I think it’s so sad that they would go against the wishes of the people,” Osinbajo lamented.

    I can say Jega has exonerated himself from the election postponement. GEJ and PDP used the security operatives to arm twist INEC by ensuring that no form of security is provided for INEC staff and voters. This is a further confirmation how PDP and GEJ have been using the military to rig elections. Now, those who didn’t believe the revelation by Capt Koli regarding military involvement in rigging Ekiti and Osun elections will have more cause to believe. GEJ and PDP are evil. They only succeeded in shifting the evil day for themselves. We will certainly live to witness and participate in the elections of both 28 March and 11 April. I did ask earlier, how many soldiers do they require to mount offensive on BH? Are they going to relocate over 180,000 troops to the North East? What about the Police? Are they also going to war with BH? This is a clear subversion of democracy. Jonathan has only succeeded in alienating himself and his government from the rest of the world, as well as, Nigerians. GEJ’s defeat will be monumental with all these open evil plans of his. We must be vigilant, remain strong and hopeful that come March 28, GEJ will be humiliated and booted out and be made to face justice for his many atrocities on Nigerians- compromising all security agencies, promoting divisiveness and monumental corruption. If what the military has just done was in clear sincerity of purpose, why not isolate the 3 affected States in North East while election holds in other parts of Nigeria (then send all the security agencies in Nigeria to the North East to secure the elections there on the day they decide to hold it)? Why is it that the commencement of their so called operation coincides with February 14 date fixed for election? Was there no BH when elections held in Anambra, Ekiti and Osun. There was also local govt elections last year in Borno and Kano States. Election to replace Adamawa State Governor has already been scheduled before the court upheld that Ngilari, the Deputy Governor was wrongly removed. Is Adamawa not in the North East. Did Jonathan not campaign in all these North Eastern States last week? Defeat is obvious, the only reason for shifting the election. We are waiting.

    We Nigerians must appreciate the time shift of the elections by INEC.
    This extension will enable INEC to share out PVCs and procure all the
    relevant materials for the elections including sensitive and
    non-sensitive materials, human and non-human materials.

    Again, it will enable Military to beef up security in the North-East of Nigeria and all parts of the country.
    The only problems with this postponement are:

    1. The alterations that APC would make on their already prepared results sheets for rigging
    2. The international hired macinery by APC will demand additional pay.
    3. Nigerians will use these available days to see how shallow the padded Buhari is.
    4. APC will now accept their defeat once again.

A further extension of 6 months will be required for the new chairman to settle in. The public will become disenchanted. An election will be held. Bogus results will be announced. Jonathan will be declared the winner. APC will go to the corrupt Nigerian courts which will affirm the results.

    What should bother us about this postponement is that what seems like a script written by the PDP and GEJ, and well orchestrated by their various “organs” is being played out. There had been talks of this postponement or outright cancellation more than six weeks ago. There had also been talks about the removal of Jega as INEC Chairman since his “tenure” will expire sometime in March to pave way for a more pliable INEC Chairman. Interestingly, “elders” like Ezeife, Clark and others have started calling for Jega’s sack and arrest. One cannot but wonder on what grounds they want Jega arrested. Now to the core reason given for the postponement as announced, “Security Chiefs told Jega, in writing, that they need six undivided attention weeks starting from February 14 to end Boko Haram insurgency. Why not start now or what are they waiting for? The calculation will suggest that Boko Haram would have been conclusively defeated on or before March 21, 2015. Let us hold them to this commitment. But the Caveat here is that should they fail, what then? However, it is not lost on us that the Military Forces and the Police held the ace for this postponement by denying INEC the needed security. Coming to the other point of PVC’s distribution since INEC had already shot itself in the foot, I will suggest a change of policy. Any registered voter still with the TVC at the time of the election should be allowed to collect their PVCs as part of the accreditation and allowed to vote. If there is any shred of hope left for Nigeria, the next six weeks should unravel it.

    THE EFFECT OF ELECTION POSTPONEMENT ON MUHAMMADU BUHARI

    This postponement will hit Muhammadu Buhari adversely in several ways;
    not least in the pocket, because in six weeks he shall have lost momentum,
    and might need to restart a tour of the 36 states all over again to bring his
    muffled campaign message back into memory. Second of all, Buhari has been
    summoned to appear in court on Monday, 9th February, to prove his claimed
    Cambridge/Wasc certificate.

    Without election postponement, this court proceeding could be mooted on 14th February.
    But now, Buhari’s court trial will run full course to a verdict within the next six (6) weeks.
    Since 1961, Buhari has never once been interrogated on his WASC certificate issue.
    By law, Buhari is now required to show conclusive proof of the claimed certificate.
    This will be a high hurdle for Buhari to cross compliant with the law of Evidence,
    for according to Doyin Okupe (presidential spokesman) WAEC has said
    it has no records of Muhammadu Buhari on its data in 1961.

Anyway, the re-election of PDP politicians, including Jonathan will only guarantee the present status quo, namely: continued insecurity, uncertainty, corruption, unemployment, irregular power supply and capital flight. As some of you might have been aware, several months back, Jonathan was initially viewed as a SHOE-IN, but the momentum has shifted to the opposition in the last few months, so most Nigerians regard him now as SHOE-OUT. The rescheduling of the elections by INEC was based on a gargantuan miscalculations of the Nigerian security agencies. This is because the deployment of armed forces to Nigeria to assist in curtailing Boko Haram atrocities has ONLY been sanctioned by the AU, but HAS NOT received the blessings of United Nations (UN) yet. UN approval for the deployment of troops to Nigeria may require about 2-3 months, but the elections have been rescheduled for the period of ONLY 6 WEEKS. This action is tantamount to sending information to potential investors that it is IMPOSSIBLE to do any tangible business with Nigeria and Nigerians.

    This extension will enable INEC to share out PVCs and procure all the
    relevant materials for the elections including sensitive and
    non-sensitive materials, human and non-human materials.

    Again, it will enable Military to beef up security in the North-East of Nigeria and all parts of the country.
    The only problems with this postponement are:

    1. The alterations that APC would make on their already prepared results sheets for rigging

    The Christian Association of Nigeria (CAN) must vehemently reject the new dates proposed by Jega for the 2015 general elections.

    A situation where Jega has scheduled the elections before and after the Easter Break is completely unacceptable because it places Christians at a huge disadvantage. It means that most Christians who usually travel for Easter will not be available for the elections.

    The right thing for Jega to do is to fix the elections to hold after Easter or before Easter ……….. a situation where one election will hold before Easter while the other will hold after Easter is completely unacceptable.

    The elections should be scheduled to hold on April 11 and April 25.

    Why APC wants the elections immediately is that with the postponement more Nigerians will get to know that they lied on corruption and Boko Haram. With the release of the Audit report on NNPC their lie on corruption that several billions of Dollars were stolen has been shattered.

    Who is who in Nigeria? The council of states gave their blessing that election should go ahead, Did the national assembly gave their blessing on the postponement of this election, what is the President of Nigeria saying to this?
    We will not pay for the inefficiency of the government and INEC because they had enough time to get things straight for the election.
    After all the revelation of the past day of how PDP rigging maschine works am very sure that GEJ is seating down with his cronies and looters to plan a new election rigging strategies. When will Nigerian politician learn from from the terrible mistakes of the past. Is Nigeria really a nation?

Those of us who desired to vote but have not been able to collect our PVC should simply calm down and keep quiet as if we do not matter?     The long suffering long oppressed Nigerian electorate must fire back, viciously! This is not a war to be fought with violence because the elites have calculated their options and are prepared to waste precious Nigerian lives to sustain their grip on the jugular of Nigeria. This is a war that must be fought by slow, protracted and sustained strangulation of the elites by overwhelming massive indefinite sit at home strikes by govt workers, internal insurrection within the security agencies by patriotic soldiers, policemen and security agents, coordinated massive demonstrations at ALL Nigeria’s embassies abroad, unrelenting mass media excoriation and condemnation of the elites and so forth. Nigerians hear me well. The problem of Nigeria is also neither regionalism, ethnic separatism nor religious separatism.
    The problem of Nigeria is CORRUPT ELITES! The problem of Nigeria is the problem of class war being waged by corrupt elite class against the Nigerian masses using ethnic, religious, propaganda, monetary and bribery weapons. The political, economic, religious and military elites in the North, South, East and West of Nigeria are only interested in the perpetuation of the class status quo that oppresses and plunders the common man in the North, South, East and West of Nigeria and they are deploying lies, smear campaigns, Boko Haram, regionalism and ethnic fears to divide and confuse the masses. Postponing the elections is merely a prelude to a far more sinister and far reaching plot to perpetuate themselves in power. Breaking up Nigeria won’t solve Nigeria’s problems into splinter units is not a panacea either. For example, let us look at states creation. State government structures are a microcosm of regionalism. In short, state government structures are regional governments on a smaller scale. States creation represents Nigeria’s recurrent attempt at catering to ethnic self determination within the federal complex. But this has not solved Nigeria’s problems. Rather it has only exacerbated it by creating new classes of plundering, looting oppressive elites in those created states. Same failures obtains in carved out local governments. The institution of local govts is supposed to bring national resources and government even closer to the grassroots to cater to the common man’s social development needs. But what has emerged in the Nigerian case is that new elites have merely emerged within all those localized government structures to plunder and oppress the common man even the more. This shows that breaking up Nigeria into South-South, South-East and so forth will not address the fundamental question plaguing the Nigerian entity. The fundamental problem tormenting the Nigerian nation is the allocation of resources between the competing needs and interests of the elites vis a vis the interests and needs of the masses. The common man wants the wealth of Nigeria to be evenly distributed among all Nigerians. The elites of Nigeria want the wealth of Nigeria to be exclusively shared only among the elites. The solution? Get rid of the corrupt elites. Stamp out corruption and misappropriation of public resources. Then deploy the wealth of Nigeria towards the betterment of the ordinary Nigerian. Nigeria’s problem will be solved! Nigerians every where in the North, South, East and West are loving, peaceful, hardworking people. Solve their common problems of poverty, unemployment, infrastructure development, power and water supply, good roads, housing, healthcare, security, education and civil rights and there will no longer be need to resort to regional or ethnic agitations. The United States is the world’s largest and most diverse federal system democracy. Yet the federal structure functions so well it has made the US the world’s strongest and wealthiest nation in the world because the tenets of transparency, accountability, rule of law, fairness and equity are rigorously upheld! These tenets are what Nigeria is sorely lacking. Sectarian sentiments arise when corruption, inequality and lopsidedness at the central level characterize the allocation of resources, rights and opportunities among the nation’s component units and peoples. Once equity is deployed in solving the common problems common to all Nigerians in all regions, Nigeria’s problem is solved. Nigeria will thrive. Nigeria’s collective strength is better than her fractured strength. Nigeria is better together and stronger together as a unified entity, properly led and dynamically ruled by an altruistic minded champion of the common man. Not misled and mis-ruled by a clueless, corrupt, treacherous and callous simpleton who does not give a damn about the common Nigerian masses and had the temerity to bluntly tell them so to their faces! What an insult!
    Thus this should be the collective message of ordinary Nigerians to the ruling cabal……”Listen up you parasitic elites, you constitute only 1% of the total population. But you have held us 169 million Nigerians in bondage and squalor for too long. Your time is up. You can no longer succeed in manipulating, confusing and dividing us masses with your lies, divisiveness and distractions of inane, inconsequential and irrelevant issues of paper qualification, religious sentiments and ethnic divisiveness. Be wise while you have the chance to peacefully exit the corridors of power to go enjoy the stupendous wealth you have stolen from us the oppressed common Nigerians.     GEJ and PDP are not willing to conduct any credible elections, their chances of massive rigging being greatly reduced with measures taken by INEC. This election is being scuttled except Nigerians rise up with the help of international community to stop their madness. By the new dates Jega will be forced to go on terminal leave and an acting chairman who will do the rigging billings of wicked GEJ and PDP will be appointed and then they wii ask for another extension in breach of the constitution preparing ground for the well rehearsed govt of national unity which they hope NASS will pass a resolution of necessity. This wicked path by be resisted by all wee meaning Nigerians. NASS is urged to resume and pass a resolution that GEJ and his Vice will be impeached if the tenure of JEGA is threatened in any form and if by the new dates any excuse is again made fo elections postponement. Civil societies and labour unions should sensitice members for complete downing of tools till citizens’ wishes are respected. NASS should also pass a resolution for outsourcing of election security arrangements to people friendly country since Nigerians have lost confidence in the PDP security agencies now doing the billings of GEJ and PDP. The heavily compromised security agencies have been stealing resources of Nigerians in the name of fighting insurgency and are not ready to end it despite all the killings of innocent Nigerians and wicked PDP has been sustaining the shedding of blood of innocent Nigerians by supporting boko haram for political capital now being played out. How can security agencies that has been working with INEC plan suddenly turn around to vomit that election dates conflict with their insurgency fighting plan. What an unconscionable level of wickedness. We must resist this intelligently and may God Almighty defeat them for us. God bless Nigeria.
