        Buhari and his handlers said that GEJ and his economic invented corruption and promised to recover all the looted funds, more than 6 six weeks into his administration, no single account of where money was diverted from has been discovered. Rather what his handlers are just resorting to, is media character assassination without any visible policy direction.

        Please can Buhari, conduct official probe / audit of GEJ government and make his report public. PT have consistently fed the nation snippets of Joda’s recommendations, which were not remarkably different from what GEJ was doing and in some instances, their recommendation was just repeating what GEJ had already implemented – eg, GEJ introduced TSA (Treasury Single Account) and the committee recommended that agencies of federal government should pay money into federation account, instead of the committee acknowledging the existing of TSA and recommend enforcement for agencies that have not implemented it.

        It is one thing to brag about someone’s strength before a boxing match and another to translate it to victory in the ring. Let Buhari and his team probe GEJ and prosecute him in court, so that a court of competent jurisdiction can rule based on facts presented. It is very absurd that Buhari could allow himself to be distracted by all these media bliss without substance. Nigeria we hail thee

    However, nowhere in this submission was there provision for cost of earnings. Or do we presuppose that the NNPC did not incur any cost in the production? JVCs, cash call and other joint venture exploration cost ought to be factored in before arriving at the actual amount missing from the ECA or even the federation account.
    It was wrong ab initio to include politicians in the committee. El Rufai and Oshiomhole have no business being in that committee. Maybe Dankwanbo as former accountant general. Why is the permanent secretary in the ministry of finance, DPR, budget office and accountant general’s office not part of the investigating committee. What do politicians know about our oil revenue receipts, calculations and deductions? Already we are seeing the partisanship that will dog whatever investigation they will embark on. Oshiomhole is already turning out to be judge and jury in the matter.

      Crude oil is basically free money . Cost of production matters at the beginning of an oil well’s life cycle but tumbles into insignificance later on. That is why shell directly employs less than 6000 people but makes more money than most countries.
      The only cost of production in Nigeria is the cost of corruption.

      The report just multiplied the quantity of crude sold by price of prevailing (official) dollar and claim it as income without corresponding table showing cost of generating the income.

      if Nigeria have been budgeting average of 2.5 million barrels per a day which translate to about 912.5 millions barrels per year, does it mean that after selling the oil, Nigeria will claim all the money without recourse to JVC agreement (in addition, to subsidy payments NNPC claim at source which was well documented in the last PWC forensic report).       Hope it is not this kind of maths the last CBN governor did and arrived at initial supposed missing $49B and when subjected to investigation, the figures tumbled.

    The bulk of this stolen money will never be found forever. Why? Because the stealing was at all levels, and everyone that has worked in government (federal, state, or local) office in Nigeria knows that. I believe much of the bulk transfers to overseas accounts will be found and returned, but for those shared out in virtually every government office in Nigeria how do you recover those? They are already spent in building private homes, paying for kids schools in private schools in Nigeria and abroad, spent in traveling to Dubai, spent in buying private cars. Yes, many can buy cars nowadays with little effort. It used to be that even a certified and chartered accountant could not purchase a private car without a car loan, but today mid-level office workers buy cars that are worth ten times their annual salary. How many of the folks that live and work in Abuja can afford their rent with only their salary? Perhaps on the NASS members and presidency personnel. And yet many of them own private homes, and even homes for rent. That’s where most of the money went to, therefore the bulk of it can never be recovered.

      Not only that…so many political appointees are tainted as well. As a country, we thrive on corruption. So many are so used to the lifestyle that it will take another lifetime to correct. How can civil servants/political appointees afford to have their children school abroad at 3 times the going rate for domestic students? The domestic students rely a lot on government loans to fund their way yet Nigerians pay cash. In addition, the cash is hardly taken directly but is gotten from the back as kick backs from over inflated contracts. So, I doubt the cash will be recovered. Any attempt to persecute will link so many including those around the president.

    The discrepancy is TOO high for this artcle to be taken seriously. How can one steals 82 billion out of 84 billion dollars?

This oil field has the capacity of 300,000 barrels of oil daily. This translates to $30million dollars daily at average benchmark of $100 dollars per barrel. Deducting all sundry taxes, royalties etc , this field can yield $12billion dollars daily for the owners .
    Intel owned by Atiku, Yarádua and Ado Bayero has substantial stakes in Nigeria’s oil exploration industry both in Nigeria and Principe and Sao Tome.

    AMNI owns two oil blocks OML 112 and OML 117 which it runs Afren plc and Vitol has substantial stakes in oil blocks. Afren plc is operating EBOK oil fields in OML 67. Vitol lifts 300,000 barrels of Nigerian oil daily. Rilwanu Lukman, former OPEC Chairman has stakes in all these named three companies.

    OPL 245 was awarded to Malabu Oil& Gas Company by Sanni Abacha. Dan Etete, Abacha’s oil minister owns Malabu Oil. In 2000, Vice President Atiku Abubakar convinced Obasanjo to revoke OPL 245 given to Malabu Oil. Etete had earlier rejected Atiku’s demand for substantial stakes in the high yield OPL 245 and it attracted the venom of Ota Majesty who revoked the licence. However, in 2006, Obasanjo had mercy on Dan Etete and gave him back his oil block worth over $20 billion dollars.

    OPL 289 and OPL 233 was awarded during Obasanjo era to Peter Odili fronts, Cleanwater Consortium, consisting of Clenwater Refinery and RivGas Petroleum and Gas Company. Odili’s brother in law, Okey Ezenwa manages the consortium as Vice Chairman.
    OPL 286 is managed by Focus Energy in partnership with BG Group, a British oil concern. Andy Uba has stakes in Focus Energy and his modus operandi is such that you can never see his name in any listings yet he controls OPL and OML through proxies

The Nigerian Govt only gets 55% share of the total oil production because of their joint partnership agreements, so if total production is 6 billion barrels, then Nigeria’s share is only 3.3 billion. Based on that, it looks like only $5.1 billion is misssing. The Govs say $4.1 billion is missing, they are closer. Anyway, we need forensic audit of ECA from inception in 2004.

        Dr Okonjo-Iweala never said the Federation Accounts Allocation Committee (FAAC) approved spending out of the ECA. Rather as the Commissioners themselves stated, the former Minister of State Finance informed them that former President Jonathan approved the expenditure to end the debilitating fuel queues across the country.

        As Nigerians know, the Finance Ministry under Okonjo-Iweala regularly published details of revenue allocations from the ECA in national media. So Oshiomhole’s tortured “calculations” based on his “four figure tables” are mere political numbers conjured to achieve a political purpose. Nigerians can see through the elaborate antics.
        Governor Oshiomhole’s latest statement, like earlier ones, labours to give the impression that the entire FAAC process which involves the Federal Government and the 36 states of the Federation is a personal monopoly of Dr Okonjo-Iweala.
        This is, of course not true. FAAC is a long standing national platform for allocating revenues chaired by the Minister of State Finance. The governor’s insistence on pushing this clearly fictional narrative underscores his desperation.

        It is instructive that Governor Oshiomhole is a key member of the committee set up by the National Economic Council to investigate the ECA spending. His continuing attacks against Dr Okonjo-Iweala seem to suggest that he has lost confidence in this platform which he deployed to make some of his initial false and baseless allegations.

        The Governor does not seem to appreciate that he is undermining the very credibility of the committee.
        Once again, we ask: why are Oshiomhole and his cohorts so ready to sacrifice truth, precedent and decency in this political witch hunt against Dr Okonjo-Iweala?

The only $2.8 billion that appear in the Nigerian history was the one borrowed by Obasanjo regime.     I will remind fellow Nigerians that we shouldn’t be looking at the previous administration in a vacuum. It is still but one regime in a long line of many, and the faults we see in it are echoed in the others – including the current administration.

    That isn’t to say a probe isn’t warranted, but they are not thieves or criminals are whatever other name I have seen them called. We elected them (or gave them the responsibility of appointing ministers) to take on one of the hardest challenges in the country – actually running it. In such a position, mistakes and misjudged policies are inevitably bound to happen. We may be angry about these mistakes, but we ultimately must accept that that is the price of doing business in a world where nobody is perfect, including our elected officials, unfortunately.
